Palestine's Occupied Fourth Estate
Arab Media and Society (Issue 17, Winter 2013) Palestine’s Occupied Fourth Estate: An inside look at the work lives of Palestinian print journalists Miriam Berger Abstract While for decades local Palestinian media remained a marginalized and often purely politicized subject, in recent years a series of studies has more critically analyzed the causes and consequences of its seeming diversity but structural underdevelopment.1 However, despite these advances, the specific conditions facing Palestinian journalists in local print media have largely remained underreported. In this study, I address this research gap from a unique perspective: as viewed from the newsroom itself. I present the untold stories of the everyday work life of Palestinian journalists working at the three local Jerusalem- and Ramallah-based newspapers— al-Quds, al-Ayyam, and al-Hayat al-Jadida—from 1994 until January 2012. I discuss the difficult working conditions journalists face within these news organizations, and situate these experiences within the context of Israeli and Palestinian Authority policies and practices that have obstructed the political, economic, and social autonomy of the local press. I first provide a brief background on Palestinian print media, and then I focus on several key areas of concern for the journalists: Israeli and Palestinian violence, the economics of printing in Palestine, the phenomenon of self-censorship, the Palestinian Journalists Syndicate, and internal newspaper organization. This study covers the nearly two decades since the signing of the Oslo Peace Accords between Israel and the Palestinian Liberation Organization (PLO) which put in place the now stalled process of ending the Israeli military occupation of Palestine (used here to refer to the West Bank, East Jerusalem, and Gaza Strip). -

January 13, 2015 Immediate Report Pelephone wins 4G tender Further to the Company's Immediate Report dated July 3, 2014 and to section 3.7.1 of the chapter on the description of the Company's business activities in the Company’s Quarterly Report for the period ended September 30, 2014, it is hereby announced that on January 12, 2015 the Company was informed by its subsidiary, Pelephone Communications Ltd ("Pelephone") that it took part in an online tender by the government to allocate fourth generation frequencies (LTE) to cellular operators with infrastructure, virtual operators and companies that are not existing cellular operators, subject to the qualifying conditions in the tender. In the tender Pelephone received 15 megahertz in the 1800 frequency band, at an overall cost of NIS 96 million. The results of the award are subject to approval by the Minister of Communications as stipulated in the tender terms. The fourth generation (4G) network is a cellular data network that facilitates surfing at higher speeds. In August 2014 the Ministry of Communications permitted operation of fourth generation networks in Israel with a bandwidth of 5 megahertz, while at the end of the frequencies tender the cellular companies would be able to operate the network with the full bandwidth they had available, within several weeks of completion of allocation of the frequencies. Today hundreds of thousands of devices supporting 4G are operating on the Pelephone network, which surf in those areas where LTE infrastructure has been deployed. Pelephone is in the middle of deploying the network throughout the country and will continue accelerated deployment over the coming months. -

ANNEX 8 COMPULSORY LICENSING OF PREMIUM PAY TV CHANNELS IN OTHER COUNTRIES 1. Introduction 1.1 Ofcom has sought to portray its proposals to compel Sky to license its premium pay TV channels to other operators as relatively uncontroversial on a number of grounds including that the proposals are a ‘normal’ form of regulation in other countries. For example, Ofcom has stated: “wholesale must-offer obligations have been imposed in a number of other countries, in response to similar concerns to those that we have set out”;1 and “This is not a revolutionary approach… this kind of wholesale must offer has existed in the States for years.”2 1.2 Ofcom’s views on this matter appear impressionistic, rather than being based on a thorough understanding of (a) the nature of compulsory licensing obligations in other countries; or (b) the reasons for those obligations.3 A proper understanding of such matters is required in order to rely on the existence of regulation in other countries as lending support to Ofcom’s own proposals to impose wide-ranging, deterministic and highly intrusive regulation on Sky. 1.3 In this Annex, Sky considers the compulsory licensing obligations that exist in relation to pay TV channels in the countries cited by Ofcom as relevant comparators, namely France, Italy, Spain and the United States.4 We show that the regulation that exists in those countries has little in common either in form or rationale with that which Ofcom proposes. In particular, in spite of the fact that obligations were introduced in France, Italy and Spain in order to remedy demonstrable reductions in competition arising from mergers between pay TV operators, Ofcom’s proposals go far beyond the remedies that were adopted in those countries.
