The following report has been reviewed and endorsed by the City Manager.

III RECOMMENDATIONS:

A. THAT a copy of this report be provided to TransLink. B. THAT TransLink be requested to include the Sunshine Hills neighbourhood as a high priority for future transit service level improvements upon availability of funding.

III PURPOSE:

The purpose of this report is to summarize the findings of the 2019 Sunshine Hills Community Shuttle Bus survey and seek Council's endorsement that TransLink be requested to include the Sunshine Hills neighbourhood as a high priority for future transit service level improvements upon availability of funding.

III BACKGROUND:

At the June 10, 2019 Regular Meeting of Council, staff was directed to gauge public interest in extending community shuttle bus service to the Sunshine Hills neighbourhood. The need for transit service in the Sunshine Hills neighbourhood has been recognized for several years. This neighbourhood in is currently not well served by transit. In 2005, TransLink had a plan to commence a community shuttle bus service through the Sunshine Hills neighbourhood. At that time, however, due to opposition from some residents, the implementation of this service was deferred.

A community survey undertaken in 2011 had shown that a majority of the Sunshine Hills neighbourhood residents that responded supported a community shuttle bus service. During follow-up discussions with TransLink, Delta was informed that future service would be considered subject to funding availability. III DISCUSSION:

Another community survey (Attachment A) was distributed in the summer of 2019 to area residents of the Sunshine Hills neighbourhood bound by 72 Avenue to the north, Kittson Parkway to the south, 120 Street to the east, and Westview Drive to the west. A high response rate was achieved (23%) given the number of surveys issued (3,294). The findings indicate that 73% of the respondents were in favour of a community shuttle bus service while 27% opposed. The survey results were tabulated and are summarized in Table 1.

A similar survey conducted in 2011 had 62% in favour of this service. When compared with the 2019 survey, residents have shown additional favour for this service (71 %). Respondent comments and responses are provided in Attachment B.

Commonly cited comments by those in favour of the service include: • A number of residents (especially seniors) would welcome the service as walking to the closest transit service is not deemed viable by them. • Providing a shuttle bus that goes to the schools would be ideal and will dramatically reduce traffic congestion in and around schools.

Commonly cited comments by those opposed to the service include: • Home owners fear that the service may increase their property taxes as well as bring illegal activities to their neighbourhood. • Residents are hesitant to favouring this service without knowing the exact routes the shuttle bus will take and believe this service would increase noise pollution and actually increase traffic congestion and pollution.

This community shuttle bus service was identified in TransLink's recent Southwest Area Transport Plan as a Tier II priority. As residents have shown that they are in favour of the shuttle bus service, TransLink should be requested to elevate the priority for providing transit service to the Sunshine Hills neighbourhood.

III CONCLUSION:

The most recent community survey conducted this summer has demonstrated there is a high level of support for improved transit service levels in the Sunshine Hills neighbourhood. TransLink should be requested to include the Sunshine Hills neighbourhood as a high priority for future transit service level improvements upon availability of funding. TransLink community shuttle buses have been operating in Delta for many years, mostly in Ladner and Tsawwassen. This type of bus offers th.e benefits of being sma ll er and quieter than a conventional bus, while being ab le to serve residents on a neighbourhood sca le.

TransLink recently completed the Southwest Area Transport Plan in 2018, which establishes how reso urces cou ld be used to improve transit and transportation in Delta. Future service for Sunsh in e Hi ll s was identified as a medium priority item.

The City is seek ing feedback from area residents to confirm the level of community support for this service in order to bring this matter back to TransLink to request that this service be advanced as a high priority for the comllJunity. A report will be prepared to Delta Council summarizing the results of this survey and the level of community support for bus service.

1 For some reason last time some (or maybe a few vocal ones) Sunshine residents rejected it. Good Idea.

2 Elderly parents visiting would use it 3 There is no information indicating what route this shuttle would be taking. I assume the route would be at least on Lyon Road and there are two schools and lots of congestion 4 I'd like to know more details about the proposed shuttle bus services, routes, schedules, etc. I think it should like the Sunshine Hills area to the Scottsdale bus hub, and prefer it could also link to South Delta, like City Hall, School Board, etc.

5 Would not object to a community shuttle service provided it did not impact home owner property taxes.

6 I would have liked to see the actual route that the community shuttle bus will take, so that I can make a better-informed decision on whether or not this proposed community shuttle will be helpful to alleviate some of the public transportation issues in the area. Currently in my neighbourhood, there is one single bus (the 340) which everyone relies on. It runs from Scottsdale to 22nd station, and is the primary method of transportation for me and many of my neighbours to get to work every day. This bus is no longer meeting the demands of the neighbourhood, especially during rush hours, where people can be packed like sardines, or not even able to make it onto the bus. What's worse, during weekends the bus only runs once every 30 minutes to an hour, depending on the time of day, which makes public transit extremely undesirable, because nobody want to be waiting an hour at the bus stop. I've tried sending feedback to TransLink about this issue, and the only reply I got back was "check our 2020 plans", which I did and there's absolutely nothing that would improve the public transit in the Sunshine Hills area in those plans. While I am for a community shuttle, I would much prefer improvements to public transit as a whole that connects this community to places like the sky train stations, without us having to wait for ages just to get on a bus. We literally have no options for other public transportation if anything happens to the 340. This has occurred multiple times in the past, leaving people stranded and unable to get to work. Please help us fix the lack of public transportation options in this community!

7 No need for more traffic in neighbourhood 8 Yes Please! As a mother of teenagers it is very important to me that a community bus be implemented in our neighbourhood. As it is now my son pays for a taxi to get home because he doesn't want to walk from the bus stop at 120th/Wade Rd or 64/Lyon Rd home late at night. My daughter is still young but knowing a bus service would be in place would be a huge convenience and make travel safer. I've often thought it's crazy that there isn't better service in our area.

9 This shuttle bus is not a priority for my family 10 It would be helpful to connect to the sky train from our neighbourhood 11 It does not benefit our area but if it does for other people, please add the service 12 I am very happy to know that our city is finally looking into offering shuttle buses in our Sunshine Hills area. I am in full support of the request to advance this service as a high priority for our community. Our neighbourhood has no buses or any form of public transportation. It is time to do something that can benefit our local residence. For years, my parents have to rely on me to drive them grocery shopping to the closest stores in our community such as Walmart or Safeway or Save On Foods. It took at least 25 minutes to walk to the grocery stores or mall. For 70 years old seniors, walking 25 minutes with heavy grocery is quite a burden. Everywhere I go such as bringing kids to playgrounds, tennis court, I have to drive because there is no buses around. I will use public transit if they are around some as our kids. Please let us know if there is anything we can do to help expedite this project. Attachment B Page 2 of 28 13 The shuttle bus must link to skytrian stations, malls. The shuttle bus must pass through Lyon Rd where a lot of students, seniors are present and their caregivers. Consider extended operating hours. The argument that running a bus along Lyon Rd will disturb the quietness of the community is invalid and selfish. The noise of bus is no different from ordinary cars and less noisy than a garbage collection truck.

14 More buses would be helpful now we only have 312 which is not enough. 15 ASAP 16 In favour as long as it is not on McKenzie Drive. I think a shuttle bus along Lyon Rd would be useful. A lot more people drive to McKenzie and park to get transit on Kittson than a few years ago. There is also a lot more litter and cigarette butts along McKenzie in the past few years. Perhaps if the garbage cans at the bus stops got emptied more frequently there would be less litter.

17 Lets do it! Why is this survey on paper what a waste! Who no online option. 18 We would love a community shuttle bus. It would be great if it would service highschool students needing service to Burnsview. 19 With more efficient, available transit, we would/could use our cars less. The 340 is unreliable and slow. Fewer cars in our neighbourhood would be an improvement. So many rental suites have brought more cars.

20 Road are full of parked cars, no room to drive on them. I have lived here for over 50 years and do not need buses in area. When I need the buses, I walk to 64th, they are about every 1/2 hour. Very convenient. I am 82 years old!

21 None it would be great to have this service 22 Would love to see bus lane over the Alex Fraser to 22nd St station with the enhancements being worked on now. Right now it's challenging to get onto the sky train network from Sunshine Hills.

23 Particularly would be helpful to my mom who lives with us and finds transit not very convenient living here but she doesn't drive 24 No 25 During a heavy snowfall commonwealth cres is the last to be cleared of snow. If at all with no bus service we are trapped. Even living at the corner of commonwealth and Lyon Rd it takes a lot of shoveling to get to Lyon Rd.

26 My younger daughter (age 16) uses this community shuttle on a regular basis travelling back & forth to the Delta Gym in Ladner 27 We don't like bus operates in the neighbourhood 28 Why fix something that is not broke? We do not need transit bus service in the hills, we have never had it, we are a unique area in ND. Cut off mostly from the rest of ND and we like it this way. People go for walks daily here knowing there are no gas fumes fro trucks as well as buses, keep them out of here, most if not all have at least 2 cars if need be so there is no need for transit to come here. Do the right thing for once Delta, keep transit out of sunshine hills.

30 Still able to drive ourselves but believe this is a community resource useful to many others 31 Depends on health, to local amenities only. Too far to walk to Scott Rd/64th. When I was working in Walnut Grove would have taken 1 hour + to get to work. Many people use their own cars/trucks for work purposes. Attachment B Page 3 of 28 32 We have had periods in our lives where we have used public transit heavily. Having lived in Europe for a few years and experiencing good public transit. I would say it is absolutely necessary in a progressive and enlightened society to promote as much public transit as possible. If you build it, they will use it.

33 I like the community shuttle but the last bus ends too early 34 This would be a great service for students, seniors and commuters 35 This is a quiet neighbourhood, shuttle bus will bring more traffic and more people 36 As a senior citizen me and my wife would love to have shuttle services between bus stops which is too far to walk specially in the winter 37 Cant answer how many members would use it because doesn't tell us where shuttle is going. Cant say if I am in favour because I don't have enough details. The old #16(3167) bus that used to go down 64 was wonderful. I used to walk from my house to catch it. No cars needed. It went with our stopping once it hit the freeway all the way to Vancouver. It was always completely full in addition it was a comfortable one. Then sky train came along we were forced to take it. Had to transfer from this to train at 22 5t cramped seating maybe had to stand. Transfer rush awkward if carrying items. When TransLink held public meeting it didn't care one bit about retaining good service. 50 unfortunately I have little faith in TransLink. See comments on question side. You ask questions we can't answer because we've been given no information.

I don't think we need to have community shuttle bus at all. 57 It is a long walk for seniors to go to Kittson Parkway or 72 & 112 to get a bus to sky train. A bus along Lyon Rd or Westfield connecting with bus service on Kittson Parkway would be invaluable. It's noisy, causing traffic jam inside our neighbourhood is not a short cut/detour place. Introduce electric shuttle please. I don't like air pollution

64 I work downtown Vancouver and take route 340 at the McKenzie and Kittson Pkwy stops. Route 340 is very full with few standing only spaces available. On occasion the bus is full then drives by. Route 340 is a major route that connects Surrey and NO to the 22 street sky train. A direct route from Scottsdale down 72 would help. A community shuttle would help as the 340 no longer provides comfortable sitting for residence of Sunshine Hills. 2 emails from TransLink attached for reference

65 All of the households that we know in our neighbourhood have at least 2 serviceable vehicles. We are the original owners of our home and have lived here since 1980. A petition was done years ago about bus service t our area and regular discussion about this matter since, the consensus still remains that public transportation is not wanted/required in this area. Young adolescents have been frequenting our parks and playground facilities causing vandalism and thefts. Sunshine Hills tennis court is one example - B&E and theft, along with damage to the playground area. There has been many other reported illegal activities such as drug trafficking and consumption and consuming alcohol while under age. Then those of driving privileges, driving while impaired and also breaking by-laws with loud noise and time curfews. A shuttle service will make for easier access for offending persons. Weekday commuters have been using Lyon Road as a shortcut for the Alex Fraser Bridge and the 91 Hwy. To connect to 99 Hwy. Several mornings Lyon Road appears like a parking lot! Buses would add to the pollution of these commutes.

66 Please make the service available soon 67 Check out lanford Be. Highly used and successgull shuttle service. A shuttle from Sunshine Hills to various points along Scott Rd would alleveate an enormous amount of traffic and parking issues Attachment B Page 5 of 28 68 It is much needed. My son had to leave at 5:10am to walk 20 minutes to catch a bus everyday. His work time start was 8am in Richmond. Please lets make this happen. My three children can't save for housing/school! future plans and carry auto ownership costs. Transit is a must. Lets make it easier to be eco friendly, user friendly and servcie this area. I will kindly offer a bus stop by our home.

69 TransLink levy should be apply on 3-5 miles radius of the line. Delta does not even a train station

70 Not planning to bea residents of NO much longer; our opinion may not be of help 71 I live near 3 schools so I feel transit will help to cut down on traffic in the area. I don't drive and the nearest bus stop is a 20 minute walk from my house. My neighbour is in her 90's and would like accessible transit. My commute from work via public transit is 1.5 hrs when i only live 8 minutes car trip away. This is because there are not a lot routes going through NO. There should definetly be a bus stop at Seaquam. I would be more likely to use transit if there was closer stops. My mom also does not drive so this will help her get out more if we had a shuttle near our home. I notice that a lot people on my street having to walk long distances fro mthe mall/grocery store since there are no routes in Sunshine Hills. A community shuttle bus transit service is very much needed in Sunshine Hills.

72 I am NOT in favour of a shuttle bus ifyou are making Knight Drive the main feeder route. You have not yet delt with this traffic problem and we want other wider more direct routes used for all traffic into and out of sunshine hills.You need to activate a fully functional traffic light at kittson parkway and mckenzie drive so that thelaower section residnets and school traffic can enter and exit that area safely instead of driving through entire neighbourhood to the light at summit crescent and kittson parkway

73 Better to increase frequency of 340 on Kittson Parkway 74 We don't use public transit. The bus service on Kittson Parkway serves the area adequately! We do not want bus traffic with more polluton and noise in our area!!! 75 Not needed in Sunshine Hills 76 Lyon Rd is all ready too congested with school traffic and rat racers-buses would only add to this chaos

79 About time!! A little too late as my kids are gone but totally approve for others. It will lesson the congeston at schools! 80 Which streets and hours of operation? 81 I'm not interested in having a bus come into the neighbourhood. My boys take the bus home from school and are dropped off on Kittson Parkway. That works well. A little walk is good. I already see people coming to the park across from my house to exchange items in the woods (drugs)? I don't want more people to have easy access to the neighbourhood. Bus stops/routes are good right now.

82 Even though I do not use the service at this time. I would promote it for other people in my area (NO) who do use it Attachment B Page 6 of 28 83 The area does not need a large bus. Should be organized to go up to malls upon Scott Rd, and to connect to bus on Kittson Way that goes to 22nd sky train, Ladner, etc, including Ferry to Vancouver island etc. The bus service was very good years ago when it came down Kittson Way or old 64th along 104 for people at the farms and , through the tunnel into Vancouver(individuals hooked up to buses out to UBC etc) When sky train came in it all changed! PS The same fast bus went downtown Vancouver stopping at different stops. PS Build the bridge and work around it!

84 How much will the service cost? 85 Currently, and as in the past, the neighbourhood of Sunshine Hills is not in favour ofa shuttle bus. This is a safe, peaceful neighbourhood and transit brings crime and issues. We are already walking distance to Scott Rd buses. We wish TransLink would drop this ongoing harrassment of our community. It has only been a few years since we signed a petition against TransLink and attended the City Hall meeting against this, as well.

86 Lyon rd is too busy already - now Council ok'd large apartment condo complex with access to Lyon as well need better/more speed bumps already 87 This service would be so awesome. Please TransLink don't forget us. Thanks to the City of Delta for giving us and pursuing this opportunity 88 Our son will be using transit to get to University. Any additional service would be welcome. Hope it will relieve congestion on Lyon Road in front of Seaquam as many students are out of catchement and out of district. The route propesed several years ago went along Carncross. If this route is again proposed, something will need to be done about parents parking on both sides of Carncross around 9am and again at 3pm. It is so tight that it is difficult at times to get 2 cars down the street, never mind a shuttle bus! Recomment Delta looking at gravelling and putting up signage on the park side of Carncross all the way along, not just in front of the tennis courts so park users and parents have a clearer understanding where they can and should park. I am getting quite tired of having people block access to my driveway, parking on an angle or straight in there by causing traffic issues anad potentially an accident involving students going to/leaving school

89 There's always the seniors bus service 90 The best public secondary school (Seaquam) of BC is in the community. More and more foreign student will be here. They need a community shuttle bus. 91 Probably 2-3 times per month each dependent on what the route is 92 As we reach 80 years old some love their drivers license, thus the need for public transit is the only way to get around. 93 we would it eventually 94 it's about time!! 95 only if there are buses runnning along 72 ave between 112 St & Westview Drive & Highway 91 96 for the elderly and those with disabilities the shuttle bus service would be an asset. 97 PLEASE FOCUS YOUR ATTENTION ON THE PROBLEM OF COMMUTER TRAFFIC USING OUR NEIGHBOURHOOD AS A ROUTE TO GAIN ACCESS TO THE ALEX FRASER BRIDGE. WE DO NOT WANT OVER OR NEED, ADDITIONAL TRAFFIC IN THE FORM OF A "COMMUNITY" BUS. THIS HAS NOT CHANGED SINCE OUR PRESENTATION TO COUNCIL MANY YEARS AGO. PLEASE STOP COMING BACK AND ASKING THE SAME QUESTIONS AND HOPING FOR A DIFFERENT ANSWER! FOCUS ON REDIRECTING THE COMMUNTER TRAFFIC THROUGH OUR NEIGHBOURHOOD!!!

98 I am in favour of shuttles in none busy hours to operate all over North Delta. Only use 112 St & 116 St in morning and evening rush. Attachment B Page 7 of 28 99 Great Service! Aging population! When our kids are older, they may use this (in 7+ years!). 102 We live close to Scott rd. Residents in middle of sunshine hills are poorly serviced by transit. 103 Only worried about bus stops as in we don't want a bus stop in front of our because of garbage, cigarette butts and loiterin rsons damaging the lawn and gardens. As a mother I also worry about her safety at night as she is forced to get off at a bus stop a 30 minute walk from home. I work in Burnaby and if shuttle service was available down Lyon Road I would consider taking transit on a dailty basis to commute to work. Walking 30 minutes to get to the nearest bus stop is a major factor of why I currently drive my car to work. Also believe if a shuttle ran by the high school, a decrease in number of parents driving their kids to school would also occur. Less traffic. Fully support shuttle bus service in Sunshine hills.

If disabled people who can't walk a block or two need public transportation then the City could provide a subsidized taxi service which would be less expensive than empty translink busses running through neighbourhoods. I'm sure if you look it up, it was nobody or very few on or near Lyon rd. This survey should only be for those who will be affected by the bus traffice, stops, noise, pollution, loitering, litte, etc, the ones that actually live on or a couple of blocks from Lyon Rd and not for all of Sunshine Hills. This service won't affect most of Sunshine Hills, one way or the other, but definitely will affect those living on Lyon Rd, and possibly Westview and Nicholson Rd. There will be people voting on this that will not have anything to do with it, that live nowhere near Lyon Rd. Most people bought in Sunshine Hills because it is a quiet, high end neighbourhoood. A neighbourhood unlike others. One with no buses. People knew about that before they moved here. Crime is low in Sunshine Hills, away from the bus areas. Buses will allow criminals easy access to the "more expensive" part of Delta. This bus service will not get people out of their cars. Those who drive will continue drive. Most people in Sunshine Hills have cars and those that don't have services they can use such as the Delta seniors bus (which is free) HandyDART, friends and family with cars. Lyon Rd is busy enough already, adding bus stop to an already busy road is ridiculous. As it is, there is alternating driving already due to parked cars on both sides of the street. (Kitson Parkway to Huff, especially during rush hours) Street parking is necessary and needed. Translink would probably want to propose the street parking be taken away for their stops. Could possibly bring down our proterty value. We don't trust Translink to make intelligent decisions as to routes, times etc. Would want to see the schedules before even thinking about any service to run through our community. We know from experience once transity is in, they'll run amuck and do as they please if they have permission to route any or all bus routes through here. We dont want routes like the 312/316/319 coming into our quiet neighbourhood. It's inviting all the criminals from the north side into our neighbourhood. We know Lyon Rd would be a route and it's a solide NO for us. We dont want ANY buses on Lyon Rd.

Would have saved a lot of time, money, and less polution if there had been a bus. It takes 15-20 min to either bus stop to get to 22nd or Scott Road Stations. Which is another 20-30 minutes. A shuttle could cut that in half! More families can only afford one vehicle. Sunshine Hills has seniors but they are often not wanting to drive into urban areas. Buses help students in high schoo II be more independ and (unlegible) dependent on vehicles they can't afford. Parking is always an issue even more so when there is not adequate transit options. There used to be a bus stop on 72 EAST of Westview which was convient for us but they took it out. Shuttles should run (unlegible) to get students commuters out of cars during the week.

Currently we either need to walk 15 minutes to Kittson Parkway or 25+ minutes to Scott Rd. This is a huge reason we have relying on our vehicles to date. As our children get older, a community shuttle would also give us more flexibility in choosing schools, extra cirricular activities, even getting to and from friends homes. Lastly, my parents recently moved from North Delta to White Rock. They still however visit once a week to help out with the kids and visit family. My mom & dad can walk from their condo and catch a community shuttle with ease. A second short trip gets them to Scott Rd and 64 in no time. From there, they either walk or reliant on a ride from myself. They are able to do this now, but down the road, mobility will become an issue. It would be a shame for them to lose out on the opportunity to visit their family because they are unable to travel here. I know they always stop at Starbucks and Calvin's so Delta would lose out on their business.

155 Service geared towards peak commuters would likely take a lot of traffic off the roads as we won't have to run to pick up people afer work or for the morning bus. Increased density along 72 would make an additional route to the sky train very logical and a shuttle bus could link the neighbourhood up with that thouroughfare route as well (22 street sky train)

156 We originally moved to Sunshine Hills for the lovely quiet neighbourhood. Noise and traffic noise levels in particular have increased greatly. I fear that community buses and bus stop areas would lead to increased noise levels as well as litter graffiti and vandalism at bus stops. 157 Cities or TransLink should provide free parking lots so automobiles could go to a designated area then people can transfer to the mass tranist system. Our move here from Vancouver has been such a positive experience but the dependence on driving we now have and see amongst residents is shocking. Bus service would particularly benefit youth who would get independence in travel for work and entertainment and older adults who would get increased freedom and decreased stress for frequent errands and activities. I myself as a busy parent would love the opportunity to decrease my environmental impact when possible.

We have lived here since 1980 and consensus to this point and time is that public transportation is not wanted/required in the area. Young adolescents have been frequenting our parks and playground facilities causing vandalism. They are also performing other illegal activities ie: drug trafficking and taking drugs and consuming alcohol while under age. Then driving impaired and also breaking by laws noise and time curfews. A shuttle service will make for easier acccess for offending persons. Weekday commuters have been using Lyon Rd as a shortcut for the Alex Fraser Bridge and HWY 91 to HWY 99. Several early mornings Lyon Rd appears like a parking lot! More pollution with shuttle buses.

During our time in the Sunshine Hills areas, we have found the transit service to be extremely inadequate. The closest bus stop is a 25-30 minute walk. A community shuttle service must be considered as a top priority fo the Sunshine Hills neighbourhood!

Sunshine Hills is a quiet neighbourhood with no thur roads, community shuttle is wrong the the area.

207 We just bought a house at South ridge and Huff. There is no easy link to get a bus from our house should we not have our car, so if this could help bridge a gap we would welcome a bus route in the Hills. Most people need to have a car but we shouldn't if have a car. Most families have multiple cars and continuously need to drop off kids and parents because the area can be isolating without transportation. A small bus won't de-value our neighbourhood, or cause conjestion. I would be interesed in finding out what routes are being proposed. A link to the sky train is a priority from our new home

208 My wife and I don't currently take public transit but did for most of our lives. We grew up in Sunshine Hills near the roundabout on Lyon Road. For years we took the 340 bus everyday. When we bought our house at Baker & Wade we continued to rely on public transit for our daily commutes. We do not see a benefit to many public transit users if a shuttle bus came to Sunshine hills. It would not come frequently enough to help the daily commuter. It would lower home values on its route. The parking near the bus stops would remain dense because it still wouldn't allow access to many transit users. It would create noise and more traffic on already busy Sunshine Hills roads.

209 As my health deteriates the possibility for me using it increases 210 The current services on Kittson & on 72 is quite good but they are a long walk for those people centrally located in SH. A shuttle could encourage more people to leave the car at home.The shuttle must terminate at the Strawberry Hill loop. The 340 route on Kittson is already often full by the time it reaches Kittson-in part due to the transfer from Langley occurring at Scott & 64th. The new residences at Scott & Nicholson will add to the local loading of the 340, so a shuttle will give residents more flexibility if they are taken to Strawberry Hill for shopping or for transfer east, north or south. PS. why didn't you set this survey up for an online response option?

211 Recently moved from Burnaby. The bus C5 services the south slope of Burnaby. It would be nice to see a service like the C5 here in NO. The member in my household is male 27 years old. He chooses not to drive from Summit Crescent to Nordel. It would be useful for these communities to have a more local bus service

We support those deeper in the hills who need transit. 213 It is very difficult to get to Burnsview from Sunshine Hills. In order to continue withe program it would be begneficial to drive to Burnsview or further on 112 and the students can walk 72 is very busy and not safe for kids to walk. Up til now to get to transit from my house in Sunshine Village to go to downtown Vancouver is a 20 minute walk to the 340 bus on 64 to HWY 91. A shuttle along Lyon Rd connecting with Nicholson going north/south between 72 and 64 would be great! the shuttle could loop between Scottsdale Mall, down Nicholson onto Lyon down to 64A up to Bond blvd, south on Knight Dr over to Summit Cr via 64A, that sort of thing.

215 Please reverse the "No right turn on red" at 73 and 116!! Please reverse the No Parking signs in front of Sunshine Hills Elementary. It has caused greater congestion and made the area dangerous for school children being taken to and from school! 216 lliveon Lyon Rd which is busy enough with cars parked helter skelter, mostly due to all the illegal unmonitored suite rentals on the south end of Lyon Road. Too much traffic as is. Limit the public transit to Kittson Pkwy and Scott rd, maybe Westview. 217 The reason I rarely use public transit now is because it is difficult to get out of my neighbourhood with the existing transit system. The bus on 64 Ave does not come that often. A community shuttle would be handy for local errands. And they should accept the same compass card used elsewhere. 218 I do not want shuttle buses going through Sunshine Hills. We have lived here for 14+ years and enjoy the neighbourhood with out the added traffic and noise. I use the bus services 3-4 times a week, for the last 12 years. Though it would be nice to have the buses that do come made more frequently. I like the neighbourhood with out shuttle buses going through it.

As well as Lyon & Westwood areas. I would like to see more accessiblity from the Sunshine Hills/Woods area to Tsawwassen & Ladner. More regulare scheduled trips by transit. I once tried to get from Scottsdale Mall bus loop to Ladner, the time was over 1.5 hours

We would not prefer to see commuter parking (as seen on McKenzie) expand to Lyon Rd. Any bus stop near the Lyon/Huff traffic circle could pose safety issues as morning/afrernoon traffic at this intersection is already very heavy

I have great difficulty going to the mall, library, do my banking, doctors appts etc and i have given up all my social and recreational activities because of the transportation hardship. 239 Start with a smaller (13 person or so) bus and make adjustment in a 6-12 month period of time. 240 Based on our public transit needs, we believea good community shuttle route would be one that starts at Scottsdale Exchange, goes down Scott Rd to 72, goes down Nicholson Rd, then Lyon Rd, up 64, then up Scott Rd to Scottsdale exchange. We think this loop would be beneficial to residents of Sunshine Hills because it would use a central street (Lyon Rd) and would facilitate connections/transfers to buses on 72, 64, and Scott Rd, as many residents currently have to walk far distances to access those routes/buses. 241 Think about to build a light rail to link up north and south Delta to sky train is better 242 We have more than enough big trucks related to new home buildidng in our area and on our street. We do not need more vehicles rumbling through. Also during school years, there are numerous parents using our street as commutor's road to pick up and drop off kids 243 This would be a wonderful idea to make transit even more accessible in Sunshine Hills. For some, the walk to existing bus stops is a little prohibitive; a shuttle would definitely make it easier. We do hope that the route would be designed in such a way as to ease up traffic flow around Seaquam. We also hope that there would be little opposition to a shuttle service, as less cars on the road benefits everyone

Sunshine Hills is an established family neighbourhood comprised of single family homes, many of which were built prior to the 1970s. There are no apartment buildings and the number of condominium/townhouse complexes in the neighbourhood can be counted on a single hand. The three schools in the neighbourhood (Cougar Canyon Elemntary, Sunshine Hills Elementary and Seaquam Secondary) are referred to as community schools, meaning their student populations reside primarily in the Sunshine Hills neighbourhood with their family homes being with wlaking distance of their school, so a public transit service should not be a priority. Many of the homes in the neighbourhood have narrow driveways, some only able to accomodate a single vehicle. Home owners, their young adult or teenage children, as well as their visitors park on the streets in front of their homes, leaving no room for either a bus or community shuttle to safely navigate. The question of intiating public transit services in the Sunshine Hills neighbourhood has been raised on numerous occasions since the mid- 1980s-without success. Hopefully, the same community result will occur this time as well. 246 I see no benefit to sun shine hills as a community we are boardered by 3 main Roads all a short walk from the center, differently abled and seniors have handy dart and the delta senior shuttle no need for more. 100% against 247 You should urge Translinke to run the 340 more often. 248 As a very good idea to have bus service in the area that would help who has to travel to Van or BCCA in Surrey or Vancouver. We would leave smaller carbon footprints for future generation. We would appreciate this shuttle service in the area. I can see myself using it for travel or medical appointments and to the airport and eliminate the need to take car and find pparking places. I rather play for bus fare than parking some where and (un legible) get parking tickets if I cant get there in time to put money in the metre etc. Very good idea, please keep on advancing the intiative. With both parents working full time it is extremely diifcult to arrange the drop-ofts + pick ups each day from Burnsview. Our son has also walked from the highschool crossing busy streets, which is unsafe. Since we have no other option for a F I high school in our neighbourhood we have to endure the juggling act of transportation. Who are not continuing on with their French and attending Seaquam instead only because of the transportation issue. If maintain French beyond elementary school is important to the district then there neeeds to be a fair and viable option to get there. 252 I wondered if the bus times would correspond with the bus on Kitson Parkway or 120 street. My daughter is a frequent rider as she takes the bus too work. her concerns are that the bus does not come more frequently to Delta. She is often bi-passed by busses or stranded. Many university student find the commuite to UBC extremely long 1.5 - 2hours. I think that this needs to be looked at frequency., and who takes the bus.

My greatest problem is going places in the fact that I had to walk 25-30 to get to 64 Ave/ Lyon Rd or to Scott Rd & 68 Ave. I have Dr's appointments, going to church, and going to meets friends in Richmond and downtown for other needs. PLEASE ME- I will be ever so grateful I can have a ride by a shuttle bus. I appreciate your plan to provide to provide this special help to me. Thank you so much. 256 It's TIME!! - We have been here for 20 years. The walk to 64th is 10min to 120th is 20-25mins. - Our kids drive to the bus or we drive them. It onoly make a lot of sense to have a lot less cars on the roadside. - Keep the congestion from so many cars near seaquam, or Cougar. The kids can take the bus ... less parents too! - While your at it do something about the 340 bus - Make the 340 leave 22nd when the last Sky train runs we are paying $30 for taxi's just for a short trip to Sunshine Hills. Thanks 257 we Don't feel a bus system is needed in Sunshine as there are several bus stop along 64th & Kitsway Way which are easily accessible by a short walk. This area is well served by private vehicles.

I volunteer for Deltaassist and meet many elderly people in the community that have a difficult time getting places even within their community. Unfortunately, Deltaassist only drives poeple to their medical appointments, nothing further.

When we take the same route back we are lucky to get a seat and extremely fortunate if the driver stops at McKenzie in Delta. A community bus will somewhat ease using public transit. The sooner the better.

Traffice, crime, and garbage would be an added burden 300 My age 5+ limits me from transit useage. I've been in this house 60 years and don't know if we had it when my was younger we would have used it. 301 The use of a shuttle bus sounds good however it all deoends on time schedule and route plan. Does the shuttle plan on staying local ego Scottsdale, Scott Rd 84 ave - 64 ave or Further afield. EG. Queensborugh or 302 A shuttle service in Sunshine Hills is unnecessary. In any direction, we are under a kilometer to a useable transity stop. These present available transit services would be more frequent than those of the shuttle service as predicted from other similar shuttle services. Shuttles stops would add additional noise as they stop and start. Photochemical pollution, and congestion to our neighbourhood with the additional slower halting progress of the shuttle would increase and the number of commuter car on the road would not decrease because a shuttle service would not decrease the transit time for commuters, especially since many of them come from outside this area. Our streets have single sided sidewalks on most streets, so the addition of shuttle stops will be a significant cost to Delta tax payers for the construction of these shuttle stops. In addition, they would destroy the beautiful frontage gardens for which Sunshine Hills is noteworthy. Also, it would create more garbage in these areas. House prices near community bus stops would drop. Suggestions: Talk to us again when you can guarantee electric buses that would be quiet and nonpolluting. Mind you, this would only solve some of the issues I have outlined above. 303 Many Roads are being used by commuters in Sunshine Hills. Ie Lyon road is a major artery. Too many close calls between cars & people (mostly children). A bus would legitimize neighbourhood roads becoming major arteries for traffic. 304 They should increase the service of route & 340. Lot of people are going to sky train/downtown only one bus is goes to sky train and service is half hour in the afternoon 305 Shuttle bus should run during school times. Each large house has 8- 10 vehicles. There are cars parked on both sides of the streets. There is not enough room for two way traffic. Even small buses will require that our side of the street must posted No parking. That will only make the parking problem worse. Bus traffice will also disrupt the neighbourhood from early morning until late evning as they will run a schedule. At present there some traffic as people go to work or school, but it does not continue all day. I am a senior and i can walk to Kittison Parkway in 10m ins or to 72 Ave in 20 minutes; when I catch the bus. There is already Handidart service for those who are mobility impaired. We do not want expanded bus service in our neighbourhood. 315 Sunshine community in poorly connected and serviced by public transportation system. These in need to incease the transportation facility for children and elders. 316 My primary interest in the service at this time would be as a link from sunshine hills to other parts of North Delta - primarily Sungod; NDRC & Burnsview for my Preteen Daughter. 317 It would be great if we can have more options if public transit. Sometime it takes more than one hour to wait for the next bus if the bus is late due to technical/accidental issues. I sincerely appreciate this opportunity. 318 Please ensure bus operates along Lyon Rd and connects to bus service from 22 st station and/or Scott Rd station. Bus service schedule suggestionh 6am-9pm 319 If there is a need I favor it. At this don't I don't need it and also don't understand a lot the service as for areas and times. 320 Due to an increase of cars in the community (subdivided properties, secondary suites, youth requiring cars to travel/accom school activities, children at home long etc) these are reduced options for parking and signifcant increase in street parking. Often, cars are parked both side of streets. In areas, such as McKenzie Drive on Lyon Rd, or Bond Blvd, this leaves "one lane" for traffic. At curves & on hills, this creates blind spots & extremely hazardous. Given increased traffic and increased parked cars, it in already difficult to migrate in neighbourhood. Adding, shuttles to these areas is not logical, feasible or secure. Finally, the proposed service through Sunshine Hills appears ineffcient, given that the 340 already connects to Scottsdale Exchange and provides serve points around the community.

321 Not knowing the schedules and routes of any community shuttle bus service makes it difficults to answer question #2. However, the option of a shuttle bus is a possible advantage. 322 I am not sure what the proposed route(s) would be, but I would favour an "upper" and a "lower" Sunshine Hills Route plan. I suspect many people just need to connect to 72 & and 64 ave. Routes more quickly. I would NOT support a route that winds all through the neighbourhood like a milk run as that would not save any time

323 This is an old neighbourhood. Many seniors soon won't be driving anymore. It is much needed. 324 We do not want anymore traffic coming on Wade Road as a not trap with cars & trucks trying get away from 120 St. We are 1 block from 64 and bus stop & 1 block from Scott Rd that service from sky train stations. 325 We are close to #340 but its not frequent enough during off peak hours. We need a shuttle to Scott road station rather than changing buses to get there. #340 takes us to the sky train but it's not frequent enough during off peak hours or when AFR is backed up. Will the shuttle take us to Walmart, Strawberry hill Hill or Scott station? Then its useful. If it is just circling sunshine hills and taking us to see scottsdale bus exchange then it is not useful .. Or take kids to Seaquam and other areas. Attachment B Page 21 of 28 326 I am not sure how many residents realize this shuttle bus exists. For those who do and use it I am sure it is very appreciated! Marketing, ads specifically in Sunshine Hills area households may even improve ridership if "printed schedules" are included. I think especially for seniors and not all seniors are savy "online". Also the "routes" and "stops" etc. Could and should be shown in print! Thanks for asking. My mom is a senior in this area.

327 I don't think there is a need for shuttle buses in Sunshine Hills neighbourhood as its only a short walk to bus stops on Scott Road & 64 Ave. I would rather see more resources /funds are put into increasing more bus routes to sky train stations and different areas in Surrey and Delta. Short walk to bus stops is good exercise and can promote health living.

328 We are strongly in favour of a community bus. Our neighbourhood is underserved. The only concern is increases street parking around bus stops. Lyon Rd (for example) already a tight squeeze at times. Perhaps limit parking to one side of street only. 329 It should go down Lyon road for access too cougar canyon elementary, seaquam secondary and sunshine hills elementary. On Friday and Saturday nights the bus should run until midnight or at least have a bus at 11:30pm. This will definitively help prevent youth drinking and driving! This is a great idea! It should increase the economy within scottsdale mall and help employment and the environment! It should also stop lose to the Strawberry Hill library if possible and the the Strawberry Hill cinema! 331 My family would greatly benefit from additional services in the area. Currently both of my children use transit, but due to the show & low service they rely on me and my husband for rides to and from the bus stop. Having additional shuttle services would allow my 16 year old son to get to school on his own. This is a poorly designed survey as there are no specific details in either question lor 2. There is a definite need for better transit opportunities as currently, the wait times for buses is too long. How often do you mean? Daily, weekly, monthly.

333 A good move, a good ch e. Translink was contacted, this was suggested 4 years ago. A family friend, translink employee visited us when we moved home and we told him about the problem. He suggested that Sunshine Hills would need a community shuttles and he encouraged me to call translink and I did. this will be very helpful, I always see kids walking odwn from Southridge from 72 - quite a distance. I myself experience this problem.

Lyon Rd is too conjested with street parking to promote this. Street is ok now and we do not want bus stops outside our homes with people loitering or waiting for shuttle service

364 Wondering why we are going through this again when a majority voted for it in 2011. I thought a mojority vote carried! I wonder what a majority has to do to be "resondingly" in favour. What this Council has to realize is - Sunshine Hills is no longer a quiet neighbourhood, there are far more irritating noises therse days than a community bus. We are surrounded by sound, and houses being demolished to make way for mega houses on treeless lots (large trees being removed at will) and plastic grass. The noise is often from early morning until evening. There are still people in this neighbourhood that would welcome a community bus. I wonder if the "rabidly" opposed are still around! 365 Much needed 366 There is no need for a shuttle service. There are ample bus stops within a few minutes walk to any arterial road. The road layout in Sunshine hills would create additional road hazards, even if the shuttles operated on major streets. The added impact would present dangers to pedestrians, especially school aged children and the elderly. Finally, I noticed at the last meeting when this was discussed the people who spoke in favour of shuttle service did not in fact live in the neighbourhood but in fact had been paid to speak 367 Need to support the demand it's been way overdue 368 My house is very close to Scott rd so it doesn't matter to me. What I would like to see is more regular transit service along the Scott rd corridor. I would like to see the 311 hours expanded and the 340 running more frequently! The 364 does help but not much. A shuttle to a sky train station would also be ideal but also to main hubs and high schools. In bad weather for those who don't live close to a bus stop which is many in this area it can be quite a trek. Plus this could encourage more people to take transit and have less cars dropping people off Attachment B Page 24 of 28 373 Bottom of Lyon Rd (what used to be 109A) is not wide enough for this service. And to head off any discussion, it should NOT be widened. I don't believe traffic will be reduced by this service as the dempgraphic of the neighbourhood will not get out of their cars. Much traffic load is due to out of destrict students attending schools in the area ... again, this shuttle will not reduce that traffic. Traffic on Lyon Rd is growing due to school attendance by out of district students, bypassing busy routes as a shortcut, growth in population due to allowance of suites. Lyon rd is a quiet residential street and requires additional restrictions on it to descourage it's use as a through road. Speed bumps need to be made full width of road. The current speed bumps are completely useless as cars maintan speed and just straddle them. Speed should be reduced to 30km/h like Sunwood. Community shuttles operate on a very limited schedule whic hlimits their use dramatically. Seniors who need the service alread ycan call for a Delta shuttle on demand. I understand this service is even expanding. I am concerned as to effect on property values of living on a bus route. While I understand not everyone responding to this survey lives on Lyon Rd, i do. I feel the residents on Lyon rd (assuming that will be the shuttle route) need to hve a bigger voice in deciding this as it directly affects us. Could you please tell me what the process is for me to present a petition to Delta to: lower speed limit to 30km/h on Lyon rd, have speed bumps re-built so they actually work, have Lyon rd blocked off part way to end its use as a through road from top to bottom. This was done on Baker many years ago. 374 Usage for us would depend upon days & hours of service. However, if we believe that there are a number of people that would definetely utilize the service. It is a long hike to catch a bus at 72 or 64. Particularly for seniors, persons w/mobility issues and from the inner streets. I know my senior mom would completey appreciate it

375 I live off of Lyon Rd. but I am not interested in seeing a bus running along this street all it will bring is unwanted people who do not live here to this location to pilfer things from peoples homes. We don't want additional traffic, noise, pollution and trash that is part of it. In your questionnaire you will find that the people that reply YES will say NO if it is on their street. It is also not that far to walk to the existing stops (Scott Rd or Kittson). Previously they wanted to run larger buses and we were told Lyon Rd was where it would go as it was wider, although Bond is in the center of Sunshine Hills. Where will the smaller buses be running? But presently our main roads in the Sunshine Hills area are already congested without adding translink to it. Lyon and Westview are busy streets adding TransLink chuttle service will not decrease the congestion. Many residents park in the street due to driveway on a hill. Putting bus stops in the street will limit parking to many residents. Presently the walk to a bus line outside of Sunshine Hills is not far - on Kittson Pkwy which I have used before. Lets keep our community as is . Why the need to change. I've lived here for over 20 years never once have I ever heard anyone interested in bringing in a bus service.

Residents walk 20 minutes to that bus stop on McKenzie/Kittson and Lyon Rd/Kittson having to wait another 30 minutes or an hour if the next bus drives by. Please add another bus to that route, that is actually necessary.

I would like to know the purpose of the bus? Is it for increase access to service? If so I think that the area should be slightly expanded to include access to Sungod Rec Centre as well as one of the two nearby libraries. These are great attractions for youth. Furthermore, i think having a single bus run late in the evening for example 11:30pm of Fridays and Saturdays would aid in preventing drinking and driving and would allow parents to set a curfew of 12pm for youth.
