MEETING MINUTES

Members Present: Teri Anderson, Claudia Hames Newman, Dave Moline, Matt Nelson and Mary St. Marie.

Also Present: Mike Opatz-City of Maple Grove, Bobby Andress-Metro Transit, Lance Wallace-Metro Transit, and Bill Patten-Midwest Paratransit Services.

Call to Order

Transit Commission Chair Teri Anderson called the meeting to order at 6:30 p.m.

Approve Minutes

The minutes of the September 24, 2019 meeting and the amended minutes of the October 15, 2019 special meeting were approved.

Discussion of Routes and Statistics

Opatz reviewed the most recent daily ridership and monthly ridership summaries for 2019.

The Commissioners had the following reports:

• Teri Anderson- Have noticed some packed 4 PM Route 781 buses.

• Matt Nelson - Noticed loitering of people gathering in the parking ramp at Parkway Station.

• Mary St. Marie- The Route 781 has experienced delays in getting out of downtown .

• Claudia Hames Newman -The NexTrip sign on 2° and 4 is not working.

• Dave Moline - All buses appear to be right on time. I have had great drivers and have no issue to report.

• Yolanda Brantley- Absent.

MY RIDE Fare Increase Implementation

Opatz said that the Maple Grove City Council approved the following MY RIDE fare increase on October 21, 2019 for an effective date of January 2, 2020:

• Single One Way Ride Cash Fare - $3.00 • Single One Way Token Transit Mobile Fare - $2.00 1 • Ten-Ride Punch/Tear Ticket - $20.00 • Ten-Ride Token Transit Mobile Pass - $20.00 • Children Age Five and Under -free

Opatz reviewed the Rider Alert notice of the MY RIDE fare change. Opatz discussed the new ten-ride ticket that will now be a tear off version instead of a punch ticket. Opatz distributed a new version of the MY RIDE brochure that included the new fare information.

2020 Service Plan and Budget

Opatz said that the Maple Grove City Council will consider the Maple Grove Transit 2020 service plan and budget at its December 16, 2020 meeting. Opatz distributed a draft summary of the 2020 service plan and budget, which proposes adding more MY RIDE service and offering reverse commute trips from Minneapolis. The goal in 2020 is to better serve local workforce travel needs.

Nominations of Distinguished Service Awards

Opatz states that notices have been distributed seeking nominations from riders for the annual Maple Grove Transit Distinguished Service Awards. The award nominations will be reviewed at the January 2020 Transit Commission meeting and presented at the March 2020 meeting.

Holiday Bus Service Levels

Opatz reviewed the Rider Alert notices for the bus service level in and around the Thanksgiving and Christmas holiday period.

Service Changes for December 9, 2020

Opatz discussed the following service changes effective on December 9, 2019:

• The Route 787 is eliminated. It is replaced with service to Parkway Station by extending Route 781 PM Trips 1, 2, and 24 from the Transit Station. These three trips would be labeled as Route 781P and arrive at Parkway Station at 12:51, 2:51, and 7:13 PM

► Riders needing service to other park-and-ride locations are encouraged to schedule a MY RIDE bus or start their commute at the Maple Grove Transit Station or Parkway Station.

► To ease this transition, a MY RIDE bus will be at the Transit Station from 12/9 through 12/31 as a standing order to serve the 781P PM trips at 12:41 and 2:41 PM. This MY Bus would be available to take riders to the Shepherd of the Grove, Crosswinds, or Zachary Park-and-Ride lots at no charge. The MY RIDE bus will not serve the 781 PM trip #24 at 7:03 PM.

• The Route 781 PM Trip 24 no longer serves the Zachary Park-and-Ride Lot at 7:08 PM.

• Route 785 PM Trip #7 now starts five minutes later at 4:18 PM.

• All Route 782 AM and PM trips use Highway 169 instead of Hemlock and Zachary Lane.

Agenda Item: Review Nominations for Distinguished Service Awards

The Transit Commission will review the enclosed nominations for Distinguished Service Awards to be presented at the March 2020 meeting. Also enclosed is a history of those who have received the award in the past.

Below is the policy that governs the award eligibility, which was adopted by the Transit Commission on 1/28/03:

• Individuals who never have received an award will be considered if they receive at least one nomination. The Transit Commission will make the final approval.

• Individuals can receive awards more than once provided they receive at least three nominations, but cannot receive an award two years in a row.

• Any person who has received an award in the past, but get less than three nominations in a subsequent year will receive a commendation letter for their personnel file. Summary of 2020 Transit Award Nominations

Lance Wallace, Metro Transit Street Supervisor (2014 as a driver)

• The interest and initiative demonstrated by Lance is impressive. Lance has been the best ever assigned to Maple Grove. He is just so willing to go the extra mile to get things done. He is perceptive and heads off issues before they arise. His communication with me has been timely and frequent. I will miss his service to Maple Grove as it was greatly appreciated!!! Mike O.

Michelle Jarvis, Metro Transit Street Customer Service Rep

• Michelle's service to Maple Grove Transit was greatly appreciated in her role as our primary contact in Metro Transit's Customer Service Department. She would quickly and thoroughly handle customer services complaints and inquiries with a great deal of professionalism. A behind the scenes person whose service to MG Transit was extremely valuable. Dana Reynolds, Metro Transit Driver

• A rider called in to say the driver of bus 60095 on the Route 785 last night did a great job of curbing the bus at 6th and 2nd and at Maple Grove Parkway Station so that the rider can easily get off the bus. The caller states he is a disabled veteran and that he appreciates the driver's careful attention to this detail. Please confirm to me, which driver was assigned this bus last night. Thanks. Mike 0.

• I am nominating Dan for your Distinguished Service Award. I look forward to Dan's positive and happy personality after a long day at work. Dan is extremely friendly and conscientious of his riders. If he sees one of his regular riders waiting to cross the street to get to his bus he will wait the couple of seconds to allow them to get on the bus. This is VERY nice as some days I need to get home on time but was delayed by the elevator in my building. Dan is a safe driver and is aware of his surroundings at all times. Feel free to contact me. Arthur Tart, Metro Transit Driver

• Today I witnessed the most wonderful act of kindness from your driver employee #78300 on the MG pm ride home. A rider struggled with getting his bike on the rack (the pedal got stuck or something, and the rider was a bit physically impaired), the driver, without hesitation, got off the bus to assist him, and was so gracious in doing it that it made me and several others notice. I have been on several buses in the past where someone struggled with a bike or getting on the bus, and the driver was annoyed and didn't assist so to see this driver be so willing to do so was amazing. • Good morning, Mike, I have spent a lot of my adult working life giving customer service, so I not only will speak up when there is an issue, I also always take the time to recognize a valuable employee who goes above and beyond their "job". I would like to recognize and commend your Maple Grove driver, Carol #72394. (Route 785) She is always courteous, pleasant and most importantly very safe driver! I've sat in the front and a few times where we have exchanged a few thoughts, but not enough to distract her. My first encounter with Carol, she was driving in the afternoon from downtown. We were stopped at Hennepin Ave (before the construction started) in the right hand bus lane and she calmly said, "Watch this guy." Lo and behold a car had moved over to the next left lane from behind us and totally cut right in front of our bus to take a right! You can't fix stupid I guess, but you have a driver who us aware of everything around her! She drives her double long bus just as smoothly as the coach buses. I can imagine it's more difficult to start and stop a longer, heavier bus. If there is anything you do to recognize an excellent employee, I feel Carol deserves it. I realize drivers routes are changed every few months. I first encountered Carol going home on the 5:12 pm #785. Imagine my delight when I got in the #785 one morning at 7:54 a.m. We both exclaimed "HI!" Thank you for your time listening to my positive experience as well as you did when I had a complaint. I truly appreciate it very much. I know Carol won't be my driver starting next week, but I'm looking forward to getting into my #785 and seeing her smiling face again. Have a great day. • Hi Mike, I hope you are well and things are good. I just wanted to give a huge compliment to the driver of the 782 today, April 10, on the first pick up back from downtown Minneapolis. Bus number was MG021. Unfortunately I didn't get the drivers name, but she did an excellent job of making all her stops on time, navigating a very challenging highway in winter storm conditions, and still getting all her passengers to where they need to be safely. Marvin Hall, Metro Transit Driver (2012)

• Leaving downtown Mpls on the 12:11 pm route 781. Basic normal ride to the Maple Grove Transit station. Upon arrival we see the 787 Shuttle leaving! Only 2 riders needed to take the shuttle but it never returned. Our driver waited and called and did all he could to find out why the shuttle left before we arrived. Last thing I heard him say to whomever on the other end of phone, "I'll run them over". This is truly customer service. He could have shut the doors and drove off. We were no longer his concern. But he stayed put, made phone calls, and finally took 2 relatively stranded and stressed riders to their destination. And with a smile on his face to boot. • I would like to make an award recommendation for the driver I had last night. Route 781, bus 60092, and trip 14-I'm not positive about the trip#. I don't see many accessibility issues when riding the express busses, and it's possible that this gentleman is always on this trip, but the driver was certainly ready to help last night. The driver was professional, efficient, and polite in securing the rider's wheelchair and while un-securing it at the transit station. The ride was also very smooth because the driver didn't race between each downtown light to come to a screeching halt at every corner (like most drivers). Overall, he was just professional and I appreciated the uneventful ride home. Teri A.

The Transit Commission will review the March 16, 2020 service changes that included new reverse commute service on the Route 781 and added MY RIDE service. These changes are designed to provide work force related rides within the City. Enclosed is an article on this topic that will appear in the sprig issue of the City of Maple Grove newsletter.

There is also a time change to the Route 783 AM Trip #1 where all stops are now five minutes earlier.

The reverse commute service will be displayed in the pocket schedule as shown on the next two pages. These trips will be listed as Route 781 trips, but will not have a trip number in the overhead bus designation signs. Monday- Friday only South to Downtown Minneapolis

Effective March 16 2020, Maple Grove Transit will offer reverse commute bus service as part of it "Express" bus service schedule. The existing express bus service focuses on taking commuters from Maple Grove to Minneapolis in the morning with return trips from Minneapolis to Maple Grove in the afternoon. There are 53 daily round trips on five express routes that provide over 800,000 rides on an annual basis.

The new reverse commute service will offer an opposite commute pattern by providing trips from Minneapolis to Maple Grove in the morning with return trips from Maple Grove to Minneapolis in the afternoon. The primary goal of the reverse commute service is to help those traveling to Maple Grove for current or future employment opportunities and to offer local employers the ability to attract talent from a broader area. Maple Grove Transit has heard from employers within the City that the current tight labor market is further challenged by limited transportation options for current and prospective employees. This service is open to the general public and can used for any purpose such as shopping and medical trips.

The reverse commute service will offer three trips to Maple Grove and three trips back to Minneapolis on the Route 781. The trip schedule is shown below. The service will bring riders to the Maple Grove Transit Station located at 12351 Main Street North next to the Shoppes at Arbor Lakes. From there, reverse commuters can use the Maple Grove Transit MY RIDE (formerly known as Dial-A-Ride to travel to employment sites throughout the City of Maple Grove.

Maple Grove Transit has added a vehicle and more vehicle hours in the 2020 MY RIDE service plan to create additional trip scheduling capacity. This includes starting the MY RIDE service at 5:30 AM to match up with the first reverse commute trip that arrives at the Transit Station at 5:31 A.M. Persons wanting a ride on the MY RIDE service need to schedule the trip in advance by calling 763-493-2200 or use the scheduling app.
