Agenda Item: Approval of Minutes Motion by Commission [lember _ and Second by Commission Member ______ to approve, or approve as amended the meeting minutes of: • November 26, 2019 MAPLE GROVE TRANSIT COMMISSION City of Maple Grove Meeting of November 26, 2019 MEETING MINUTES Members Present: Teri Anderson, Claudia Hames Newman, Dave Moline, Matt Nelson and Mary St. Marie. Members Absent: Yolanda Brantley Also Present: Mike Opatz-City of Maple Grove, Bobby Andress-Metro Transit, Lance Wallace-Metro Transit, and Bill Patten-Midwest Paratransit Services. Call to Order Transit Commission Chair Teri Anderson called the meeting to order at 6:30 p.m. Approve Minutes The minutes of the September 24, 2019 meeting and the amended minutes of the October 15, 2019 special meeting were approved. Discussion of Routes and Statistics Opatz reviewed the most recent daily ridership and monthly ridership summaries for 2019. The Commissioners had the following reports: • Teri Anderson- Have noticed some packed 4 PM Route 781 buses. • Matt Nelson - Noticed loitering of people gathering in the parking ramp at Parkway Station. • Mary St. Marie- The Route 781 has experienced delays in getting out of downtown Minneapolis. • Claudia Hames Newman -The NexTrip sign on 2° and 4 is not working. • Dave Moline - All buses appear to be right on time. I have had great drivers and have no issue to report. • Yolanda Brantley- Absent. MY RIDE Fare Increase Implementation Opatz said that the Maple Grove City Council approved the following MY RIDE fare increase on October 21, 2019 for an effective date of January 2, 2020: • Single One Way Ride Cash Fare - $3.00 • Single One Way Token Transit Mobile Fare - $2.00 1 • Ten-Ride Punch/Tear Ticket - $20.00 • Ten-Ride Token Transit Mobile Pass - $20.00 • Children Age Five and Under -free Opatz reviewed the Rider Alert notice of the MY RIDE fare change. Opatz discussed the new ten-ride ticket that will now be a tear off version instead of a punch ticket. Opatz distributed a new version of the MY RIDE brochure that included the new fare information. 2020 Service Plan and Budget Opatz said that the Maple Grove City Council will consider the Maple Grove Transit 2020 service plan and budget at its December 16, 2020 meeting. Opatz distributed a draft summary of the 2020 service plan and budget, which proposes adding more MY RIDE service and offering reverse commute trips from Minneapolis. The goal in 2020 is to better serve local workforce travel needs. Nominations of Distinguished Service Awards Opatz states that notices have been distributed seeking nominations from riders for the annual Maple Grove Transit Distinguished Service Awards. The award nominations will be reviewed at the January 2020 Transit Commission meeting and presented at the March 2020 meeting. Holiday Bus Service Levels Opatz reviewed the Rider Alert notices for the bus service level in and around the Thanksgiving and Christmas holiday period. Service Changes for December 9, 2020 Opatz discussed the following service changes effective on December 9, 2019: • The Route 787 is eliminated. It is replaced with service to Parkway Station by extending Route 781 PM Trips 1, 2, and 24 from the Transit Station. These three trips would be labeled as Route 781P and arrive at Parkway Station at 12:51, 2:51, and 7:13 PM ► Riders needing service to other park-and-ride locations are encouraged to schedule a MY RIDE bus or start their commute at the Maple Grove Transit Station or Parkway Station. ► To ease this transition, a MY RIDE bus will be at the Transit Station from 12/9 through 12/31 as a standing order to serve the 781P PM trips at 12:41 and 2:41 PM. This MY Bus would be available to take riders to the Shepherd of the Grove, Crosswinds, or Zachary Park-and-Ride lots at no charge. The MY RIDE bus will not serve the 781 PM trip #24 at 7:03 PM. • The Route 781 PM Trip 24 no longer serves the Zachary Park-and-Ride Lot at 7:08 PM. • Route 785 PM Trip #7 now starts five minutes later at 4:18 PM. • All Route 782 AM and PM trips use Highway 169 instead of Hemlock and Zachary Lane. 2 • An electronic copy of the new 12/9/2019 dated pocket schedule is available under "Rider Alerts" at www.maplegrovetransit.org. Opatz distributed a copy of the December 9, 2019 picket schedule to the Commission. Agenda Item: Boards and Commissions Ethics Training City Attorney Justin Templin will be providing ethics training for all City of Maple Grove boards and commissions in 2020. Justin will be providing a 30 minute presentation to the Transit Commission members as part of the January 28 meeting.     Memorandum SRF No. 12758 To: Cole Hiniker, AICP Metropolitan Council From: Joseph Kapper, AICP SRF Consulting Group Date: May 20, 2020 Subject: Metropolitan Council Service Allocation Study Initial Transit Agency Outreach Summary Executive Summary Introduction One of the first tasks associated with the Service Allocation Study involved a report on existing conditions for transit service within the Minneapolis – St. Paul region. In addition to documenting the scope of transit service and socioeconomic data, the consultant team conducted outreach to each transit provider to understand the scope of their services and gain general input on the study. In March and April of 2020 several video and tele-conferences were held with individuals responsible for service monitoring, planning, and allocation at each agency. The content of each meeting included the following topics: • Offering an overview of the Service Allocation Study and gathering initial feedback on work to date and potential successful outcomes. • Transit agencies provide a summary of their current services. • How are transit operating resources allocated today? o How does the agency currently approach service allocation decisions? o What policies currently exist to guide service expansion or reduction? o Are there separate performance guidelines or goals for different types of service? • Agency planning and service development priorities. As of this memo’s completion, interviews have been conducted with Metro Transit, Minnesota Valley Transit Authority, SouthWest Transit, the City of Plymouth, Maple Grove Transit, and Metropolitan Transportation Services. Prior to each stakeholder interview, the consultant team reviewed the transit services currently offered by each agency, as well as relevant survey results, internal procedures, and long-range planning documents provided for the purposes of this study.

Ridership and Service Update • EXPRESS Bus Service - When COVID hit this past spring, Express bus ridership went from 3300 daily rides down to 120. As a result, service was drastically reduced from 57 round trips per day to 12. Routes 780, 782, 783, and 785 have all be suspended. The remaining service is all on the Route 781 to and from the Maple Grove Transit Station. Ridership is now slowly increasing with 175 daily riders. As of September 14, we increased service to 24 round trips. Riders must wear a facemask and COVID driver barriers have been installed on the express bus fleet. • MY RIDE Service - The MY RIDE (dial-a-ride) service is operating at about 75 percent of contracted service levels. Demand continues to increase with some days attaining 70 to 80 total rides. Grocery and food shelf trips remain an option and are occasional being utilized by residents.

    2020 Overview The City of Maple Grove established Maple Grove Transit (MGT) in June 1990 currently offering the the EXPRESS and MY RIDE service. The City’s Transit Administrator conducts operations oversight, transit planning, facility management, administration, customer service, and marketing. MGT has a Transit Commission to provide user input into the operation and planning of the system. The EXPRESS service offers 107 commuter trips to and from Minneapolis utilizing the following five routes: 780, 781, 782, 783, 785 and 789. The map and schedule brochure provides all the details you need to know about riding these buses. Three round trips of reverse commute will be offered effective March 2020. The EXPRESS service utilizes five park-and-rides lots. The Maple Grove Transit Station on the Route 781 has a three-level 926-stall parking ramp and an indoor, climate-controlled waiting area. Parkway Station on the Route 785 has an 800-stall parking ramp with an indoor station. The EXPRESS bus fleet consists of eleven 66-passenger articulated buses, twenty 45-passenger coach buses, eight 38- passenger standard transit buses and one 25-passenger shuttle bus. All buses have free Wi Fi service. Maple Grove follows the regional fixed route fare structure. Peak express bus trips are $3.25. Maple Grove accepts all Metro Passes, GoTo Card, and U Passes, which are available online or at the Maple Grove Cub Foods. Mobile fares are available through the Metro Transit app. The MY RIDE service is an advance reservation, shared-ride, curb-to-curb service available to the general public weekdays from 6 AM to 6 PM and Saturday 7 AM to 4 PM.

    494 North SW Prime Service Project Summary This I-494 North SW Prime service expansion project is requesting funds for an additional 15 SW Prime vehicles and operating dollars to implement a new SW Prime microtransit service along the I-494 corridor between Eden Prairie and Maple Grove. The service that will be a hybrid of the current SW Prime service that will allow riders both departing or entering SouthWest Transit's service area to be able to book rides to and from on demand zones where rides are provided as needed without reservations, and scheduled zones where riders select the time frame in advance they want to be picked up for their rides. SouthWest Transit will seek to partner with other transit agencies along the corridor (Maple Grove Transit, Metro Transit, and Plymouth Metrolink) so that the service may be utilized by as many riders as possible. Highlights of the proposed service: • The service is an expansion of the highly successful SW Prime microtransit service which offers on demand rides to and from anywhere within the city limits of Eden Prairie, Chanhassen, Chaska, Carver, and Victoria. • The service is proposing 10 electric passenger vehicles and 5 medium duty lift-equipped transit vehicles (electric if available). • The service plan calls for 13 vehicles to operate the service. • Service would mirror SW Prime service hours (Monday-Friday, 6am – 6:30pm). • The service as proposed will only service rides that originate or terminate within the proposed Eden Prairie zone of the service (The Golden Triangle and Town Center Areas of Eden Prairie), but eventually the service could be opened up to allow interzone rides across all proposed service areas.

  • Bus and Train Fares Will Increase 25¢ on Oct. 1
    New Transit Assistance Program (TAP) The Transit Assistance Program is designed to make public transit more affordable ($1 per ride) for residents meeting income requirements. The program begins Oct. 1. Agencies are currently being recruited to assist Metro Transit with enrollments. Check with Customer Relations in September for updates. If you were in the TAP test program, you must re-enroll. With your new enrollment, you could qualify for the discount for one year.
