The question was cut from the video interview] Zymer Neziri: Yes, my name is Zymer Neziri, but in most cases I sign, Zymer Ujkan Neziri. I mean, the last name Neziri is just a random last name, I mean, an administrative last name, since my great-great grandfather was Neziri, at the time of my grandfather they registered him in the administration as Fazli Neziri and we are registered like that also in other birth registers. We belong to the barku1 of, how we call it, Nilaj, the great vëllazëri2 of Lajç, I mean the Kelmendi fis.3 And these divisions of course are still present in the deep mountainous areas, in our mountains, but also in our hilly areas, they are less present in the plains, and even much more less in the cities. My family lived in three places when I was born, in Shtupeq, in Rugova, they lived in Peja in the lagje4 of Kapeshnica and in Zahaq, a village around seven-eight kilometers from Peja. They lived in a family community, a community of seven families in one single group. -

They play an important role by providing a great contribution to the functioning of parliamentary life, representing their voters in the realization of their interests. There are three diversity parliamentary groups, parliamentary groups formed by position, the ones formed by the opposition, and those which do not belong to any party (independent deputies). In democratic systems, members of the parliamentary groups express freely their opinions and interests in order to realize their political programmes. This study aims to reflect the functioning of the parliamentary groups of the Republic of Kosovo during the period 2011-2014. A better functioning of the parliamentary groups would contribute in enhancing the effectiveness of decisions undertaken in the parliamentary sessions on various political issues. The study includes the President of the Assembly of Kosovo, heads of the parliamentary groups, representatives of the parliamentary groups and the person who monitored the Assembly during the last legislation. -

Part One Erëmirë Krasniqi: Introduce yourself, and can you tell us about early childhood memories, family, birthplace? Flamur Gashi: I am Flamur Gashi, born in Peja and raised there until a certain age. Then, years outside Peja follow. I was born in Peja, in a middle class family. My father was a teacher, my mother was a housewife. We are six children in our family: three brothers and three sisters. We have been through life challenges just like most Kosovar Albanians. The history of my family is a little more interesting, more different, not to say more interesting and different than the one of the others. My father was born in Albania, while my mother was born in Peja. My children were born in Albania and I was born in Peja, my wife was born in Albania. So, it is a beautiful combination between official Albania and Albanian lands outside Albania and Kosovo. The origin of my family most likely is in Niš, but somewhere around 1785-‘86, when there was a big flow of Albanians, because of Serbian repression and violence happened, they moved and came to the let’s say, a central Albanian area, somewhere in the region of Peja, in Banjë of Peja and in Peja, then to be able to constantly move between Albania and Kosovo. -

KOSOVO SPECIALIST CHAMBERS FROM INVESTIGATIONS TO INDICTMENTS PUBLISHED BY KOSOVO SPECIALIST CHAMBERS: FROM INVESTIGATIONS TO INDICTMENTS A unique collection of expert analyses, interviews and archive reports that traces the history of the Kosovo Specialist Chambers from the initial Council of Europe investigation into wartime and post-war crimes by Kosovo Liberation Army fighters to the establishment of the new court to try them in The Hague. Produced by the Balkan Investigative Reporting Network INTRODUCTION Six years after Council of Europe made grave allegations that serious crimes were commited by Kosovo Liberation Army fighters during and af- ter the 1990s war, the specialist court tasked with prosecuting people for those crimes has started work. The establishment of the Specialist Chambers sparked protests in Kosovo itself, where the Kosovo Liberation Army is seen as a liberating force that fought a just war, and its cases could prove to be highly politically sensi- tive. Ahead of the first indictments, the Balkan Investigative Reporting Net- work has compiled its extensive archive on the subject into this compre- hensive guide to how the court will work, what are its main challenges and what the key players have to say about the allegations and the forthcom- ing prosecutions. BIRN has been following the issue since the beginning - in the early 2000s, our journalists were among the first to report on KLA-run deten- tion camps in Albania. After that, BIRN continued to report on the Council of Europe investiga- tion into the alleged crimes, then the EU task force set up to probe the CoE report, and finally the establishment of the Kosovo Specialist Chambers in The Hague. -

Belgrade-Pristina Dialogue and Kosovo’s North Introduction The Council for Inclusive Governance (CIG) organized on March 22-23, 2013, in Istanbul, Turkey, its fifth roundtable for political party and civil society representatives from Kosovo and Serbia on searching solutions for Kosovo’s north. Participants included officials of Kosovo’s Democratic Party of Kosovo (PDK), Democratic League of Kosovo (LDK), Alliance for the Future of Kosovo (AAK), Independent Liberal Party (SLS), United Serb List (JSL), Kosovo’s government and president’s office, and Serbia’s Serbian Progressive Party (SNS), Socialist Party of Serbia (SPS), United Regions of Serbia (URS), Liberal Democratic Party (LDP), Serbia’s government and president’s office, and a number of analysts from Serbia and Kosovo. European and U.S. diplomats took part as well. The roundtable is part of a project on Kosovo’s north generously funded by the Swiss Federal Department of Foreign Affairs. On the first day, CIG organized a workshop that included six analysts from Kosovo and Serbia. They were asked to discuss the EU-sponsored dialogue between Prime Ministers of Kosovo and Serbia, outline possible challenges for the implementation process and suggest a number of recommendations to address those challenges. The analysts outlined recommendations in four areas: the nature of a future agreement; influence of party politics on the success of implementation; the role of the Serb population in Kosovo’s north in the implementation and the transition period. These recommendations were discussed by the larger group during a roundtable discussion on the second day. Though the participants differed on how a comprehensive solution for the north should look like, they suggested a number of steps to improve the quality of the ongoing the dialogue and its outcomes and to implement future agreements. -

KOSOVO 2018 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Kosovo is a parliamentary democracy. The constitution and laws provide for an elected unicameral parliament, the Assembly, which in turn elects a president, whose choice of prime minister the Assembly must approve. The country held parliamentary elections in June 2017 that international observers considered free and fair. The Assembly elected Hashim Thaci as president in 2016. Civilian authorities maintained effective control of the security forces. Human rights issues included refoulement; endemic government corruption; crimes involving violence or threats of violence against journalists; and attacks against members of ethnic minorities or other marginalized communities, including by security forces. The government sometimes took steps to prosecute and punish officials who committed abuses in the security services or elsewhere in the government. Many in the government, the opposition, civil society, and the media believed that senior officials engaged in corruption with impunity. Section 1. Respect for the Integrity of the Person, Including Freedom from: a. Arbitrary Deprivation of Life and Other Unlawful or Politically Motivated Killings There were no reports that the government or its agents committed arbitrary or unlawful killings. Until June 15, the EU’s Rule of Law Mission (EULEX) and domestic prosecutors continued prosecuting war crimes cases arising from the 1998-99 conflict. As of that date, most of EULEX’s executive mandates ended, including its investigative and prosecutorial responsibilities and its provision of judges to the Kosovo justice system. EULEX’s new mandate, extended through 2020, included monitoring selected criminal and civil cases and trials, mentoring and advising the Kosovo Correctional Service, and supporting the Specialist Chambers in The Hague. -
