The question was cut from the video interview] Zymer Neziri: Yes, my name is Zymer Neziri, but in most cases I sign, Zymer Ujkan Neziri. I mean, the last name Neziri is just a random last name, I mean, an administrative last name, since my great-great grandfather was Neziri, at the time of my grandfather they registered him in the administration as Fazli Neziri and we are registered like that also in other birth registers. We belong to the barku1 of, how we call it, Nilaj, the great vëllazëri2 of Lajç, I mean the Kelmendi fis.3 And these divisions of course are still present in the deep mountainous areas, in our mountains, but also in our hilly areas, they are less present in the plains, and even much more less in the cities. My family lived in three places when I was born, in Shtupeq, in Rugova, they lived in Peja in the lagje4 of Kapeshnica and in Zahaq, a village around seven-eight kilometers from Peja. They lived in a family community, a community of seven families in one single group. -

European Union Election Expert Mission Kosovo 2021 Final Report Early Legislative Elections 14 February 2021 The Election Expert Missions are independent from the institutions of the European Union. European Union Election Expert Mission Kosovo* Early Legislative Elections – 14th February 2021 Final report I. SUMMARY Elections were held for the 120-member unicameral Kosovo Assembly on 14th February 2021. As with the four previous legislative elections since Kosovo’s 2008 declaration of independence, these were early elections provoked by a political crisis. The elections were competitive, and campaign freedoms were generally respected. There was a vibrant campaign, except in the Kosovo Serb areas. Despite a very short timeframe and challenges caused by the COVID-19 pandemic, the Central Election Commission (CEC) administered the elections well and in a transparent manner, although problems with Out of Kosovo voting reduced confidence in that part of the process. Election day was assessed by local observers as orderly, with voters participating in high numbers. However, as with previous elections, the process deteriorated during the vote count and a large number of recounts were ordered due to discrepancies in the results protocols. Such long-standing systemic problems, which have been identified in previous EU EOMs, should be addressed to enable Kosovo to fully meet international standards for democratic elections. These elections were held in an increasingly polarised atmosphere, influenced by the turbulent political developments since the last legislative elections. -

They play an important role by providing a great contribution to the functioning of parliamentary life, representing their voters in the realization of their interests. There are three diversity parliamentary groups, parliamentary groups formed by position, the ones formed by the opposition, and those which do not belong to any party (independent deputies). In democratic systems, members of the parliamentary groups express freely their opinions and interests in order to realize their political programmes. This study aims to reflect the functioning of the parliamentary groups of the Republic of Kosovo during the period 2011-2014. A better functioning of the parliamentary groups would contribute in enhancing the effectiveness of decisions undertaken in the parliamentary sessions on various political issues. The study includes the President of the Assembly of Kosovo, heads of the parliamentary groups, representatives of the parliamentary groups and the person who monitored the Assembly during the last legislation. -

The research will analyze the central news editions during a given month, on four national frequency televisions (RTK, RTV21, KTV and KLAN KOSOVA). This paper will highlight the percentage of news that has been devoted to the pandemic and the percentage of other news that have been broadcast during this time. Also, the research will show whether the structure of an edition with the usual columns has been respected, while specifically addressing the news rankings for the pandemic. STUDY Requested by the AFET committee Mapping Fake News and Disinformation in the Western Balkans and Identifying Ways to Effectively Counter Them Policy Department for External Relations Directorate General for External Policies of the Union EN PE 653.621 - February 2021 DIRECTORATE-GENERAL FOR EXTERNAL POLICIES POLICY DEPARTMENT STUDY Mapping Fake News and Disinformation in the Western Balkans and Identifying Ways to Effectively Counter Them ABSTRACT Disinformation is an endemic and ubiquitous part of politics throughout the Western Balkans, without exception. A mapping of the disinformation and counter-disinformation landscapes in the region in the period from 2018 through 2020 reveals three key disinformation challenges: external challenges to EU credibility; disinformation related to the COVID-19 pandemic; and the impact of disinformation on elections and referenda. While foreign actors feature prominently – chiefly Russia, but also China, Turkey, and other countries in and near the region – the bulk of disinformation in the Western Balkans is produced and disseminated by domestic actors for domestic purposes. Further, disinformation (and information disorder more broadly) is a symptom of social and political disorder, rather than the cause. As a result, the European Union should focus on the role that it can play in bolstering the quality of democracy and governance in the Western Balkans, as the most powerful potential bulwark against disinformation. Part One Erëmirë Krasniqi: Introduce yourself, and can you tell us about early childhood memories, family, birthplace? Flamur Gashi: I am Flamur Gashi, born in Peja and raised there until a certain age. Then, years outside Peja follow. I was born in Peja, in a middle class family. My father was a teacher, my mother was a housewife. We are six children in our family: three brothers and three sisters. We have been through life challenges just like most Kosovar Albanians. The history of my family is a little more interesting, more different, not to say more interesting and different than the one of the others. My father was born in Albania, while my mother was born in Peja. My children were born in Albania and I was born in Peja, my wife was born in Albania. So, it is a beautiful combination between official Albania and Albanian lands outside Albania and Kosovo. The origin of my family most likely is in Niš, but somewhere around 1785-‘86, when there was a big flow of Albanians, because of Serbian repression and violence happened, they moved and came to the let’s say, a central Albanian area, somewhere in the region of Peja, in Banjë of Peja and in Peja, then to be able to constantly move between Albania and Kosovo.
