CARROLL PARKS AND RECREATION Pee Wee League Rules GAMES Three innings An inning will be over when all batters in the lineup have batted. Scores and standing will not be kept. Games will be self officiated – Managers/Coaches will umpire their own games or use parent volunteers. PITCHING All pitching will be done by coaches or a parent volunteer. Pitches must be made from the designated pitching area Overhand for boys, Underhand for girls FIELDING All players shall get to play the field (no one sits on the bench) Regular Fielding positions o C, 1B, 2B, 3B SS, LF, CF, RF + Pitchers Helper & 2 rovers (11 Players) o Pitchers helper must play by the pitcher (cannot be a fifth infielder lined up with SS, 3B, etc.) o All outfielders must be in the grass and cannot play in the dirt infield. Infield fly rule is not in effect runners advance at their own risk. BASERUNNING Stealing is not allowed Runners may not advance on overthrows to any base. Once the ball is in possession of an infielder in the dirt infield, in fair territory, runners must return to prior base if not halfway to the base. If the runner is halfway to the next base, the runner is free to continue at their own risk. If a runner is tagged out or forced out they will be out and return to the dugout. Infield fly rule is not in affect for this division. BATTING Batters are allowed 9 pitches (hittable or otherwise). An at bat cannot end with a foul ball. If a batter does not get a hit after 9 pitches they will then be allowed to run the bases and be placed at first base. No bunting is allowed .
