TOWN PLANNING ORDINANCE (Chapter 131) AMENDMENTS TO APPROVED TSUEN WAN WEST OUTLINE ZONING PLAN NO. S/TWW/14 In the exercise of the power conferred by section 12(1)(b)(ii) of the Town Planning Ordinance (the Ordinance), the Chief Executive in Council (CE in C) on 9 December 2003 referred the approved Tsuen Wan West Outline Zoning Plan No. S/TWW/14 to the Town Planning Board (the Board) for amendment. In accordance with section 3 of the Ordinance, the Board has made amendments to the Plan. The amendments are set out in the Schedule of Amendments. The descriptions of the areas affected by the amendments in the Schedule of Amendments are for general reference only. The exact locations of the areas affected by the amendments are more specifically shown on the draft Tsuen Wan West Outline Zoning Plan No. S/TWW/15. The draft Tsuen Wan West Outline Zoning Plan No. S/TWW/15 showing the amendments is exhibited under section 5 of the Ordinance for public inspection for a period of two months from 5 August 2005 to 5 October 2005 during normal office hours at the following locations:— (i) the Secretariat of the Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, ; (ii) the Planning Enquiry Counter, 17th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; (iii) the Planning Enquiry Counter, 14th Floor, Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin, ; (iv) the Tsuen Wan and West District Planning Office, 27th Floor, Tsuen Wan Government Offices, 38, Sai Lau Kok Road, Tsuen Wan, New Territories; (v) the Tsuen Wan District Office, 1st Floor, Tsuen Wan Station Multi-storey Carpark Building, 174–208 Castle Peak Road, Tsuen Wan, New Territories; and (vi) the Tsuen Wan Rural Committee, 1st Floor, No. 227, Sha Tsui Road, Tsuen Wan. In accordance with section 6(1) of the Ordinance, any person may make representation to the Board in respect of any of the amendments. The representation should be made in writing to the Secretary, Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong not later than 5 October 2005. In accordance with section 6(2) of the Ordinance, a representation shall indicate:— (a) the particular matter in any of the amendments to which the representation relates; (b) the nature of and reasons for the representation; and (c) the amendments (if any) proposed to the draft plan. Any representation made to the Board will be available for public inspection under section 6(4) of the Ordinance until the CE in C has made a decision in respect of the draft plan in question under section 9. Any person who intends to made representation is advised to read the ‘Town Planning Board Guidelines on Submission and Publication of Representations, Comments on Representations and Further Representations under the Town Planning Ordinance’ for details. Copies of the draft Tsuen Wan West Outline Zoning Plan No. S/TWW/15 incorporating the amendments are available on payment of a fee at the Survey and Mapping Office, Map Publications Centre (Hong Kong), 23rd Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong, and the Survey and Mapping Office, Map Publications Centre (Kowloon), Ground Floor, 382 Nathan Road, Kowloon. The electronic version of the plan can be viewed at the Board’s website. Statement on Personal Data The personal data submitted to the Board in any representation will be used by the Secretary of the Board and Government departments for the following purposes:— (a) the processing of the representation which includes making available the name of the person making the representation (hereafter known as ‘representer’) for public inspection when making available the representation for public inspection; and (b) facilitating communication between the ‘representer’ and the Secretary of the Board/Government departments in accordance with the provisions of the Ordinance and the relevant Town Planning Board Guidelines.

SCHEDULE OF AMENDMENTS TO THE APPROVED TSUEN WAN WEST OUTLINE ZONING PLAN NO. S/TWW/14 MADE BY THE TOWN PLANNING BOARD UNDER THE TOWN PLANNING ORDINANCE (Chapter 131) I. Amendments to Matters shown on the Plan Item A — Rezoning of an area on the hill slope to the north of Sham Tseng San Tsuen from ‘Government, Institution or Community’ (‘G/IC’) to ‘Green Belt’ (‘GB’). Item B1 — Rezoning of an area at Sham Tseng underneath the elevated section of Tuen Mun Road from ‘Road’ to ‘Other Specified Uses’ (‘OU’) annotated ‘Amenity Area’. Items B2— Rezoning of an area at Sham Tseng underneath the elevated section of Tuen and B3 Mun Road from ‘Road’ or ‘G/IC’ to ‘G/IC(1)’. Item C — Deletion of a strip of water surface along the southern edge of the Sham Tseng Sewage Treatment Plant from the ‘OU’ annotated ‘Sewage Treatment Plant’ zone. Item D — Rezoning of an area occupied by the Marine Traffic Control Station and the Navigation Aids and Traffic Control Lights located to the east of Gemini Beaches from ‘GB’ to ‘G/IC’. Item E — Adjustment of the zoning boundaries of Ting Kau Village by rezoning strips of land from ‘Village Type Development’ (‘V’) or ‘GB’ to ‘Residential (Group C)’ (‘R(C)’); and from ‘R(C)’ or ‘GB’ to ‘V’. Item F1 — Adjustment of the zoning Garden at Tsing Lung Tau by rezoning strips of land from ‘GB’ or ‘Undetermined’ (‘U’) to ‘R(B)’; and from ‘R(B)’ to ‘GB’ or ‘U’. Items — Adjustment of the zoning boundaries of some residential sites along Castle F4–F18 Peak Road by rezoning their surrounding small pieces or strips of land from ‘R(C)’ or ‘R(C)1’ to ‘GB’; and from ‘GB’ to ‘R(C)’ or ‘R(C)1’. Item G1 — Adjustment of the zoning boundaries of a piece of Government land at Hong Kong Garden in Tsing Lung Tau by rezoning the surrounding strips of land from ‘R(B)’ to ‘G/IC’; and ‘G/IC’ to ‘R(B)’ . Item G2 — Adjustment of the zoning boundary of the Tsing Lung Tau Electricity Substation located to the east of Royal Sea Crest by rezoning a small piece of land from ‘G/IC’ to ‘GB’. Item G3 — Adjustment of the zoning boundaries of the Sham Tseng Fresh Water Treatment Works and Service Reservoir by rezoning the surrounding strips of land from ‘G/IC’ to ‘GB’; and from ‘GB’ to ‘G/IC’. Item G4 — Adjustment of the zoning boundaries of the Tai Lam Country Park—Sham Tseng Management Centre by rezoning the surrounding pieces of land from ‘GB’ to ‘G/IC’; and from ‘G/IC’ to ‘GB’. Item G5 — Adjustment of the zoning boundaries of the Sham Tseng Raw Water Pumping Station by rezoning the surrounding small strips of land from ‘G/IC’ to ‘V’ and from ‘GB’ or ‘V’ to ‘G/IC’. Item G6 — Adjustment of the zoning boundaries of the Sham Tseng Fire Station-cum- Ambulance Depot located to the west of Rhine Terrace by rezoning the surrounding pieces of land from ‘GB’ to ‘G/IC’; and from ‘G/IC’ to ‘GB’. Item G7 — Adjustment of the zoning boundary of the Airport Core Programme Exhibition Centre located to the east of Gemini Beaches by rezoning a strip of land from ‘OU’ annotated ‘(Tourism and Recreation Related Uses)’ to ‘GB’. Item G8 — Adjustment of the zoning boundaries of Ting Kau Beach by rezoning strips of land from ‘R(C)’ or ‘V’ to ‘Open Space’. Item H — Adjustment of the alignment of Castle Peak Road—Tsing Lung Tau, the section to the west of Ka Loon Tsuen, by rezoning two strips of land along the road from ‘Road’ to ‘GB’; and from ‘GB’ to ‘Road’. Amendment Item H shown on the Plan is made consequential to the latest authorized amendments to the road scheme for the Castle Peak Road Improvement between Sham Tseng and Ka Loon Tsuen, Tsuen Wan authorized by the Chief Executive in Council under the Roads (Works, Use and Compensation) Ordinance (Chapter 370) on 10 October 2000. The authorized road alignment shall be deemed to be approved by the Town Planning Board pursuant to section 13A of the Town Planning Ordinance. II. Amendments to the Notes of the Plan (a) General revision to the covering Notes and to expand the scope of uses or developments that are always permitted. (b) Revision to the use schedules of individual zones in accordance with the respective planning intentions and to subsume uses of similar nature or planning implications under the corresponding broad use terms. (c) Addition of statement of planning intention to the Notes for individual zones. (d ) General revision to the Remarks for individual zones to clearly set out the development restrictions.
