Notification Regarding Grant of Continuation for the Existing MAHARSHI DAYANAND UNIVERSITY, ROHTAK (A State University established under Haryana Act No. XXV of 1975) ‘A’ Grade University Accredited by NAAC NOTIFICATION It is notified that various Inspection Committees were constituted to check the compliance of conditions/ shortcomings pointed out at the time of grant of continuation in provisional affiliation for the session 2013-14 or earlier and to verify the required infrastructural facilities, teaching faculties, supporting staff and other amenities required to run the existing B.Ed and M.Ed courses as per norms and standards prescribed by the University in the revised quantified proforma to consider the matter of re-categorization of concerned college to be placed in category A, B or C (on the basis of available facilities/ faculty/other support system) and to consider the continuation in provisional affiliation for the session 2014-15. The reports of the Inspection Committees were scrutinized by the Screening Committees constituted by the Vice-Chancellor in order to maintain uniformity and in view of the orders of the Hon’ble High Court dated 15.5.2014 passed in CWP No.9409 of 2014. MR) 10 PGDRP 25 The above ex-post-facto continuation in provisional affiliation is subject to the condition that all the colleges shall make up the deficiencies/conditions mentioned in the summary proforma as well as in the Inspection Report of the concerned College (copy enclosed) well before 31.3.2015 and submit compliance of the same alongwith the supporting documents to the University for further verification. All the Colleges are also required to submit the NAAC accreditation certificates at least letter Grade-B, if the same has not yet been submitted with the University. Further as per new norms of the NCTE, all the Colleges are also required to submit the fresh recognition letter from 3 Mukesh CB-9, Letter-3 the NCTE regarding their revised intake of the existing course(s) and also complete the other requirements. All the Colleges of Education, are, therefore, required to complete the deficiencies/ shortcomings/ conditions mentioned in the summary proforma, the Inspection Report and also mentioned above and send compliance for the same within above stipulated period for necessary verification, if required. In case any Institution fails to submit the compliance report by the above stipulated date, the process of extension/continuation in provisional affiliation shall not be started till the deficiencies for the session 2014-15 are completed and the admissions to such colleges for the session 2015-16 shall also not be allowed in any case and disciplinary proceedings for withdrawal of provisional affiliation shall also be initiated as per University rules. However, there was a change in the attitude and belief of our people through modernization. Rapid industrialization and urbanization infused material culture and in this process of development, the natural resources like ground water had lost its importance. Industrial and agriculture boom has resulted in ground water depletion and pollution. Its easy access has always attracted human activities, but its complexity in understanding has led to misuse and abuse. According to State Ground Water Board officials, water tables are dropping by six meter or more each year. It was learnt that farmers in the country, a generation ago used bullocks to lift water from shallow wells in leather buckets. But now they are drawing water from SOOmetres below ground using electric pumps. The pumps powered by heavy subsidy are working day and night to irrigate fields of more water consuming crops like rice, banana and sugarcane. The law allows landowners practically unrestricted right of extraction of groundwater from under their plots. This vital question needs to be addressed properly so as to develop a correct and cognizable perception about legal framework of rights in the domain of water regulation. The problem of water pollution is as old as the evolution of human being on this planet.
