MDD/150/18 BANK OF ENTERPRISE AWARDS 2018 – DONEGAL COMMUNITY CHAMBER

The Cathaoirleach welcomed representatives to the Donegal Community Chamber who had recently won first runner up prize in the Bank of Ireland Enterprise Awards 2018. He also welcomed Mr. Barry Gallagher, Manager, Bank of Ireland, . Members paid tribute for the great work of the Community Chamber and congratulated them on their success in the Bank of Ireland Enterprise Awards 2018, as did the Director of Economic Development. Mr. Bernie Mulhern, Donegal Town Community Chamber thanked Members for their congratulations and paid tribute to those in the Community Chamber involved in their success. The meeting was adjourned for a short period to allow the press to take photographs.

MDD/151/18 HOUSING CORPORATE AND CULTURAL SERVICES REPORT

Corporate Services

Cleary Centre Art Exhibition in the Donegal Public Services Centre Mr. P Sheering briefed Members in relation to an Art Exhibition launch taking place at 2.30 p.m. in the Donegal Public Services Centre (after the MD meeting) by the Cleary Centre, Donegal Town. He advised all are welcome to attend the launch.

Town Clock Building in Ballyshannon Mr. P Sheerin referred to the submission by Cllr O’Neill at the previous meeting in relation to the Town Clock Building in Ballyshannon. He advised Members he has engaged with Cultural Services in relation to the matter and advised he would like to follow up on the feasibility study carried out by Erne Enterprise. In response to same, Cllr O’Neill advised he would provide Mr. Sheerin with a copy of the feasibility study prepared by consultants on behalf of Erne Enterprise.

Housing Services Progress reports on Grants, Loans, Casual Vacancies, and Social Housing Support Programme, Tenant Purchase Scheme 2016, Housing Assistance Payments/Private Rented Inspections and Lease & Repair Scheme and Housing Need Members noted the update reports on Grants, Loans, and Casual Vacancies, Tenant Purchase Scheme, Housing Assistance Payments, Private Rented Inspections and Social Housing Support Programme, Housing Need in the MD and Leasing & Repair Scheme as circulated with the Agenda and presented by Mr. P Sheerin.

Casual Vacancies Mr. Sheerin briefed Members in relation to further updates since the reports had issued and in particular in relation to Casual Vacancies with a number of vacancies to be offered for letting in December 18 / January 2019.

Members welcomed the progress on casual vacancies.

In response to a query from Cllr Kennedy in relation to Casual Vacancies, Mr. P Sheering informed Members the emphasis on the Department funding Casual Vacancy works is now moving towards capital i.e the provision of new social housing stock. He submitted that the Council is moving towards carrying out more basic works on vacant properties and if significant works are necessary to seek to lever funding for same and these would be ‘funding application to be completed’ as indicated on the report. In the case of normal turnaround casual vacancies the future funding for these works will likely come from the Council’s revenue budget.

In response to a further query from Cllr Kennedy in relation to the availability of contractors, Mr. P Sheerin informed Members that there is a list of pre-qualified contractors for the Housing Section. He advised that these are contractors who have complied with the Council’s requirements for undertaking works on behalf of the Council, including Health & Safety requirements. He also advised that works are allocated to pre-qualified contractors under normal procurement and tendering procedures. He acknowledged the challenges with the limited number of contractors the Council has at its disposal.

Cllr Jordan queried if it was envisaged that the Council would be employing more staff with the additional maintenance budget for 2019 or if the works would be carried out by contractors. In response to same, Mr. P Sheerin informed Members that it is not envisaged that there will be additional staff and also noted that when the additional allocation for maintenance in 2019 is divided on the five Municipal Districts and the works on Casual Vacancies along with other works are carried out the additional allocation will be accounted for. He further informed Members that the Council will have to carryout a condition survey on all its housing stock, which will leave the section in a better position to quickly turn around CV’s as better information on the condition of properties will be available.

Cllr Campbell submitted that good progress was being made on the Casual Vacancies and queried if any progress had been made to leverage funding through the retro-fit programme. In response to same Mr. P Sheerin informed Members that that three estates in this MD are to be undertaken shortly through the EERW funding, two in Bundoran and one in Ballyshannon.

Cllr Campbell further commented that the Council should be seeking to progress improvements to the stock via SEAI and referred to the progress that Tipperary County Council had made with over 200 houses completed recently under the retro-fit programme. He submitted that the Council should be setting the ‘bar high’ in this regard and asked that this matter be referred to Housing Headquarters to investigate if further progress can be made in this regard.

Grants Mr. P Sheerin referred to modifications that are proposed in relation to the Housing Grants Schemes which will be coming before the Plenary Council as recommended by the Housing / Corporate SPC and also, in relation to revised costings, which will be applied to the Grants, for works commencing after the 1 st December 2018.

Cluid Houses in Ballyshannon Mr. P Sheerin informed Members that he understands that the final snagging works are due to be completed this week and that Cluid will be issuing offers to tenants this week allowing them to either move in before Christmas or shortly after. He submitted that queries from tenants in this regard can be directed to Cluid Housing Association.

Best Kept Housing Estates 2018 Mr. P Sheering informed Members that letters have issued to the ‘Best Kept Housing Estates’ for 2018 and that in this MD they are as follows;- • Gleann Aoibhinn, Killybegs • Lawne Park, Ballyshannon • Lower Ernedale Heights, Ballyshannon. He also confirmed that arrangements are being made to process the payment of the prize monies to the residents committees.

Cllr Naughton congratulated to the winning estates.

Unauthorised parking of Caravans in Ballyshannon and Bundoran . Cllr O’Neill made a lengthy submission in relation to the unauthorised parking of caravans at a number of locations in Ballyshannon and Bundoran and in particular at Lawne Park Estate in Ballyshannon. He in particular drew attention to difficulties that have arisen at Lawne Park which apart from the illegal parking of caravans, included anti-social behaviour which he submitted is being caused by persons who are not residents of the estate. He proposed that a meeting be arranged as early as possible and that the meeting should be with the three representatives of Lawne Park, An Garda Siochana, relevant officials from both the Housing and

Planning Sections and Members. He submitted that the immediate issue, is to resolve the difficulties at Lawne Park and acknowledged that the Council has been working to deal with accommodation issues but that the residents at Lawne Park should not be in the position of not feeling safe in their own estate. He also submitted that the other areas of illegal encampments must be addressed by the Council. The proposal for the meeting was seconded by Cllr Naughton and agreed.

In response to the issues raised, Mr. P Sheerin advised Members, while he was not in a position to get into the detail, the Council is aware of the issues including the illegal encampments and from the Housing Section’s perspective, has been working with the Traveller Accommodation Officer, An Garda Siochana and the Planning section to address both the housing needs of the individuals and also the illegal encampments noting the complications involved in relation to these matters and that all possible avenue are being explored to resolve the issues.

Cllr Campbell referred to a recent report from the Traveller Committee and noted that the Council has not yet achieved the provision a transient site in the south of the County as envisaged in the accommodation plan and submitted that this has to be a part of the solution for traveller accommodation.

Cllr Kennedy submitted that there is no representative from this Municipal District on the Traveller Accommodation Committee which should be addressed after the elections, when the appointments are being made to the various committees of the Council.

Byelaws for Carparks Cllr O’Neill submitted that this District needs to introduce a Bye-law for car parks in order to exclude campervans and caravans parking in the car parks. He submitted that progress on this matter should be made for the next MD meeting with a view to having the Bye-laws in place within the lifetime of this Council.

Housing Need In response to a query from Cllr Campbell if it would be possible under the Housing Need report to provide a comparison / trend of same including the HAP Tenancies, Mr. P Sheerin advised Member he would investigate what additional information can be provided.

MDD/152/18 ROADS / TRANSPORTATION SERVICES REPORT

2018 Road Works Programme Status Report Members noted the update report on the 2018 Road Works Programme circulated with the Agenda as presented by Mr. M Sweeney.

Drainage works Mr. M Sweeney informed Members that drainage works had been completed between the Tullyearl and Drumlonagher roundabouts further to the allocation of funding that had been applied for.

Follow up Issues from previous meeting. Mr. M Sweeney briefed Members in relation to follow ups from the previous meeting as circulated to Members by e-mail in advance of today’s meeting.

Other Roads Matters

Christmas Lights, Bundoran Mr. M Sweeney informed Members that he has received a request from the Bundoran Lights Committee seeking a contribution of €1200.00 towards the lights in Bundoran for this year. Following a short discussion, it was agreed that this was in order and can be allocated from the Pay & Display income in Bundoran.

Land Purchase for car parking on Donegal Town Mr. M Sweeney briefed Members in relation to a proposed land purchase in Donegal Town to provide car parking and requested Members approval to purchase the land from the Pay & Display charges in Donegal Town. On the proposal of Cllr Jordan, seconded by Cllr Kennedy this was agreed.

Breakdown of Pay & Display Charges in Donegal Town and Bundoran In response to a request from Cllr Campbell for a breakdown of the Pay & Display charges for both Bundoran and Donegal Town, Mr. M Sweeney informed Members he would provide same after year end.

Disabled Parking In response to a query from Cllr Kennedy regarding Disabled Parking areas where the new signs are going to be erected and where works may be required e.g. ‘dropped kerbs’, Mr. M Sweeney informed Members if there are issues with some of the disabled parking areas, they can be addressed.

Local Improvement Schemes In response to a query from Cllr Campbell if all of the local contributions for the LIS were paid, Mr. M Sweeney informed Members all but one are paid.

Road Crossings at Bruckless In response to a request for an update in relation to the road crossings at the car park and the estate in Bruckless, Mr. M Sweeney informed Members that he is waiting on the National Roads Office to revert to him on what the plans are for this area in 2019.

Shore Road, Dunkineely (lines) In response to a request for lines in two areas on Shore Road, Dunkineely to be renewed, Mr. M Sweeney informed Members this would be done shortly.

Height Restriction Barriers at Fintra Beach Following a discussion, at the request of Cllr Kennedy, Members agreed that the height restriction barriers at Fintra Beach be re- installed.

Killaghtee Road, Dunkineely Cllr Kennedy referred to the Kilaghtee Road, Dunkineely as raised previously and asked for an update. In response to same, Mr. M Sweeney informed Members that this requires quite an amount of works and that he will obtain a costing on same with a view to seeking a source of funding. He advised he would keep Members informed of progress.

Noise Action Plan 2018 – 2023 Presentation Mr. Rob Connolly, AE and Mr. Donal Murphy, EE, Road Design, Lifford presented the Noise Action Plan 2018 – 2023 to Members dealing with the following: • Background, • Roles & Responsibilities • Noise Mapping • Lden Noise Map • Lnight Noise Map • Decision Support Matrix • Programme of Works A number of comments/queries were dealt with at the meeting. Members noted that the plan would be coming before the Plenary Council for adoption.

MDD/153/18 COMMUNITY AND DEVELOPMENT REPORT

Community & Development Report Members noted the Activity Report circulated with the Agenda and presented by Mr. B McLaughlin dealing with the following:

A number of comments / queries were dealt with as follows;-

Tourism – Bundoran - Ballyshannon Cllr O’Neill complimented the good news story which is ‘Discover Bundoran’ and made a lengthy submission in relation to all of diversity of businesses that have grown and complimented all involved. He submitted that there is a ‘callout’ to towns to make submissions to Failte Ireland for high end “off season” events which could assist in extending the tourist season in Bundoran/Ballyshannon and requested that groups in this area, who have a wealth of expertise in organising events, come together with the tourism executives to see if they could come up with something to avail of the supports/grants that are available.

Cllr Campbell complimented the ongoing good work in Bundoran and requested if further detail is available in relation to the Topline results of the economic survey of Bundoran 2017 and if same could be provided to Members.

Cllr Campbell also asked that the breakdown of income and expenditure for Bundoran Tourism office be provided to Members.

Tourism - Dunkineely to Glencolmcille Cllr Kennedy thanked Mr. McLaughlin for his report. She referred to her previous motion requesting the provision of a Rural Tourism and Development Officer for the District and noted that a Gaeltacht Development Officer has been appointed. She requested that an officer from the section arrange to meet with the various groups from Dunkineely to Glencolmcille to work to help interested parties to pull all the efforts together. She submitted that this area needs support

to bring forward grant applications and with joined-up thinking. She noted the potential that is in this area, for tourism development, including the requirement to provide tourist accommodation. She submitted that the meeting with the interested parties needs to take place as early as possible.

Ireland West Airport New German Flights Cllr Campbell referred to the new German Flights to Ireland West Airport and queried if other Local Authorities have been asked to contribute to promoting these flights. Mr. B McLaughlin informed Members that this would matter is dealt with by the Ireland West Airport Board.

Leader/Udaras Funding for the MD of Donegal Cllr Campbell requested that Members be provided with a breakdown of the Leader/Udaras grant aid funding for the Municipal District.

MDD/154/18 ENVIRONMENT SERVICES REPORT

Apologies were noted from Ms. Suzanne Bogan, Waste Awareness Officer, Environment who was unable to attend today’s meeting. Mr. David Friel, Coastal Officer was in attendance to represent the service. Members noted the update report as presented by Mr. Friel dealing with the following items;-

• Waste and Litter Management - ‘Free Household Hazardous Waste Collection • Donegal Men’s Shed Showcase • Bikes for Africa • Stats for Litter and Waste from 01/01/2018 to 31/10/2018 • Enforcement Actions and Complaints to end of October 2018 • Coastal Management - Christmas/New Year Swim Precautions - Ocean Hero Awards

A number of comments/queries were dealt with as follows;-

Litter Fines In response to a query from Cllr Jordan in relation to litter fines, in particular the fines that were not paid, Mr. D Friel informed Members he would request the detail on same for Members.

Christmas/New Year Swims Cllr O’Neill emphasised the need for participants in Christmas/New Year swims to be safe.

Ballyshannon Public Conveniences Cllr O’Neill requested an update on progress on the Ballyshannon Public Conveniences. In response to same Mr. D Friel informed

Members that works will have to be carried out on the roof structure, prior to any internal works being undertaken, and that the roof will be prioritised in the first instance. Cllr O’Neill asked that the matter be progressed as a priority.

In response to a further query in relation to the issue with grease traps that is being dealt with by Irish Water, Mr. D Friel informed Members that he understood the matter is not yet concluded but is being progressed.

MDD/155/18 PLANNING CONTROL REPORT

Planning Update Reports Members noted apologies from Ms. Ciara Condon and welcomed Ms. Sinead McCauley, Executive Planner, Central Planning Unit who was in attendance to represent the Service. Members noted the planning reports as circulated with the agenda dealing with the following;- • Development Applications • Enforcement • Planning Clinics – next ones on 16 th January 2019 and 30 th January 2019 • Central Planning Unit - Commencement of Local Area Plans for Buncrana and Bundoran – (Ms. Alanna Greene is the planner working on the Bundoran Local Area Plan) - Letterkenny Local Area Plan - Funded under the Town and Village Renewal Programme - Hericoast Project • Further Information

Taking in Charge of Residential Estates in the Donegal Municipal District (update ) Members also noted the update report from Mr. Frank Sweeney, A/Senior Executive Planner, Community & Planning Services on the Taking in charge of Residential Estates in the Donegal Municipal District as presented at the meeting. Cllr Naughton welcomed the take over of estates.

Murray Lodge, Killybegs Cllr Kennedy referred to a building in Killybegs known as ‘Murray Lodge’ and to the discussion at the previous meeting and asked for an update in relation to the requested letter to the owner. Ms. S McCauley informed Members she would check the up to date position and request that Members be informed of same.

Bundoran Local Area Plan In response to a query from Cllr Campbell as to why the Council was proceeding with the Local Area Plans as he understood that from a Circular issued by the Department in August, such works were to be suspended for a period, Ms. S McCauley informed Members that this circular related to Development Plans and not Local Area Plans as clarified by the Senior Planners with the Department.

MDD/156/18 PROPOSED SECTION 183 – SEASHELLS UNIT, BUNDORAN

Mr. D Friel briefed Members in relation to the proposed Section 183 for the Seashells Unit in Bundoran as circulated with the Agenda. On the proposal of Cllr Jordan, seconded by Cllr Naughton, Members agreed that the proposed Section 183 proceed to the Plenary Council in January 2019.

MDD/157/18 PROPOSED SECTION 183 – GLEBE, KILLYBEGS

Members noted the proposed section 183 for a plot of land at Glebe, Killybegs, as circulated with the agenda.

Cllr Kennedy requested that the matter be deferred until the January 2019 MD meeting to allow time for a few local matters to be clarified.

Mr. G Martin informed Members that the formal Section 183’s are dealt with at the Plenary Council and that the next meeting of the Plenary Council is on Monday 28 th January 2019. He submitted that the matter was on the agenda for today’s meeting to avoid delay but even if the matter has to be discussed at the January 2019 MD meeting, this will not delay it going to the January 2019 Plenary Council meeting.

Cllr Jordan proposed that the matter proceed to Plenary Council from today’s MD meeting as he submitted the matter was urgent for the owner and this was supported by Cllr Conaghan. Cllr Campbell submitted that would be not a difficulty if it was delayed to the January MD meeting for further discussion, as the matter is dealt with at the Plenary Council level. Cllr Kennedy re-iterated her preference to discuss the matter at the January MD meeting.

Mr. Martin submitted his view was that the matter was ready to proceed to the Plenary Council but there is still time for parallel discussion in the event that this is necessary, but he submitted he is unclear on what the questions or queries are in relation to the matter, noting that the Executive would not bring a Section 183 proposal if they did not believe everything was ready to proceed.

In conclusion, the Cathaoirleach confirmed that the meeting would note Cllr Kennedy’s request for the matter to be discussed again at the January 2019 MD meeting.

MDD/158/18 DISCUSSION ON FIRE STATIONS IN BALLYSHANNON AND BUNDORAN At the previous meeting on the proposal of Cllr O’Neill, seconded by Cllr Campbell the following motion which was submitted by Cllr O’Neill, was deferred to the today’s meeting of the Municipal District;-

"That the Donegal Municipal District Committee discuss the decision of the members taken at a Special Donegal County Council Plenary Meeting in June, to reject the Chief Fire Officers recommendation and instead to submit the Council's unanimous support for the construction of two new Fire Stations at Ballyshannon and at Bundoran and for same to be presented to the Department along with the ORH Consultants Report”.

Members were given a response to the motion by the Director of Economic Development, Information Systems and Emergency Services at the previous meeting.

As Cllr O’Neill had to leave the meeting today before this motion was moved, Members requested that it be deferred to the next meeting. However, in accordance with Standing Order No. 22 – “… …A motion may either be proposed by the member in whose name it stands or if he or she be absent, by any member authorised by him or her in writing to propose it on his or her behalf; but unless so proposed, and in the absence of a request in writing from the member in whose name it stands to postpone it, the motion shall be dropped and shall not again be set down in the Notice Paper except on fresh Notice..”

In effect a fresh notice will be required if this motion is to be moved.

MDD/159/18 DISCUSSION ON A REQUEST FOR IRISH WATER TO PRIORITISE THE MOUNTCHARLES WASTE WATER PLANT ON THEIR CAPITAL PLAN On the proposal of Cllr Jordan, seconded by Cllr Naughton the following motion was adopted;-

"That this MD ask Irish water to prioritise the Mountcharles wastewater plant on their capital plan”.

Members were given a response to the motion by the Director of Water & Environmental Services.

Cllr Jordan in speaking to his motion submitted that the Mountcharles Waste Water system has been operating without a discharge licence since 2015 and that this is completely unacceptable. He submitted that Irish Water should look at the low cost of connecting the Mountcharles Waste Water Treatment to the Donegal Town Treatment noting that the lack of the treatment facilities at Mountcharles is hampering development. He stated that the required survey works are already completed and it would be a cost effective way of dealing with Waste Water for the Mountcharles as it only requires approximately 300 meters of pipe. He also submitted that developers are interested in investing in Mountcharles as a potential residential hub given the big developments that are ongoing in the Donegal Town Area. He requested that the Municipal District write to Irish Water requesting that they prioritise the Mountcharles Waste Water Treatment as a matter of urgency.

Cllr Naughton in seconding the motion spoke in support of same submitting that it appears Irish Water are more interested in major works only, rather than smaller works emphasising that the “small stuff” matters. He welcomed the update on Ballintra pipe replacement but was critical of Irish Water’s response in respect of the mains replacement at Ballydevitt – Edrim Glebe which it appears to be deferred from happening. Cllr Naughton agreed that the lack of progress on the Mountcharles Waste Water Scheme is holding the village back.

Cllr Campbell referred to complaints that had been made to the Environmental Protection Agency in respect of Mountcharles Waste Water treatment noting that the EPA has not come back with a definitive answer. In response to a query from Cllr Campbell regarding enforcement powers the Local Authority has, if Irish Water are not complying with Discharge Licences, Mr. D Friel informed Members he would refer the query to Dr. Joe Ferry in the Council Laboratory in Letterkenny and revert to Members.

Members also expressed their dissatisfaction that no representative from Irish Water attends the MD meetings, and also the difficulty in obtaining updates as it appears the responses to queries referred to Irish Water are prepared by public relations personnel rather that the engineers dealing with the work programmes. Members also expressed the view that Irish water are not responsible to anyone.

Mr. G Martin informed Members that the motion as adopted would be referred to Irish Water. He submitted in relation to the water service, the Council have a contractual arrangement with Irish Water and the Council is no longer the water authority. He submitted that one of the things from an economic development point of view is to draw up a master plan on priorities on an evidence based submission, to support remedying areas where there are

deficiencies in infrastructure. He also advised he would discuss the matter with the Director of Water and Environmental Services to see if anything further can be done in relation to these matters.

MDD/160/18 DISCUSSION ON A REQUEST FOR THE FIRE SERVICE TO SHOW MORE CONSIDERATION WHEN DEALING WITH FIRE SAFETY REGULATIONS WITH THE BUSINESS COMMUNITY. On the proposal of Cllr Naughton, seconded by Cllr Jordan the following motion was adopted;-

"I request that this Municipal District call on the Fire Service to show more consideration when dealing with Fire Safety Regulations with the business community”.

Members were given a response to the motion by the Director of Emergency Services.

Cllr Naughton in proposing his motion made a lengthy submission as to why he had brought forward same. He submitted that business people are well aware of the importance of Fire Safety regulations and referred to the challenges this can present to in particular the ‘Irish Pub’ and other business premises. He submitted that the costs can be prohibitive in particular when a property changes owner and what he regarded as minor issues can result in major costs. He submitted that currently Fire Officers don’t specify what works are required rather, the business owners, have to engage consultants to provide the fire safety assessments which can cost in the region of €3k to €5k and additionally they may have remedial works to carryout. He submitted that no business person would be out to put anyone at risk. He also submitted that the fire safety regulations are interpreted more stringently in County Donegal and also that private property owners find it more difficult to get a pub licence than that appears to arise with properties in NAMA ownership. The motion was seconded by Cllr Jordan.

Mr. G Martin, Director of Emergency Services informed Members that the Fire Regulations are quite clear and that they are applied with equity by the Fire Service. He also informed Members that Fire Officers do apply substantial flexibility. He advised that the reason for Fire Officers not providing Fire Safety Assessments is that their function is to check that the properties meet the requirements as set out in the Fire Certificate Applications which is on a statutory basis rather than judging their own assessments. He submitted that some of the issues may have arisen due to the self regulation that has been in place for years and previous works on properties may not have been adequate. He further advised that some of the agents providing Fire Certificate Applications for buildings may not be fully informed of the requirements and that it would be useful for the Fire

Service to attend information workshops with Planners and Agents to clarify matters. He submitted that the general narrative from today’s motion is that there has been unfair engagement by the Fire Service which Mr. Martin submitted was not the case. He further advised Members he was happy to work on an individual basis if there are examples of cases where it is believed an unfair approach was taken. However, he concluded by stating that while there will be examples of significant investment being required to bring properties up to compliance with the Fire Safety requirements, the purpose of the Fire Regulations is to ensure public safety.

Project Description/Activity Donegal Connect:

Donegal Connect aims to attract our Donegal Diaspora back to the County for a week-long celebration next autumn (27 th September to 6 th October). Through reconnecting with our Diaspora we aim to create new opportunities for investment, business development and employment. The primary message that Donegal Connect wants to communicate is that Donegal is open for business, has lots of employment opportunities, investment opportunities and offers a superb quality of life. Go global but stay local through a vast range of employment opportunities within the county, particularly in the FinTech and MedTech sectors. The steering group is made of public, private and voluntary representatives. It is hoped to have a formal launch in February 2019.

Tourism Section: German Delegation from Rudolstadt

8 visitors from Rudolstadt spent a week at Christmas in Letterkenny.

New Tourism Brochure/Tear-off Maps:

An updated Tourism Brochure and Tear-off maps will be ready at the beginning of January 2019.

Sliabh Liag – Interpretative Strategy – the explicit intentions of Donegal County Council are that this strategy would:

• Develop Sliabh Liag as a flagship tourism destination along the Wild Atlantic Way. • To protect and promote the natural and built environment at Sliabh Liag. • To improve the visitors experience at Sliabh Liag, encouraging visitors to stay longer at Sliabh Liag and its hinterland. • The internal interpretation is complete in the visitor centre and the external ‘Story Stones’ are also installed.

Donegal Gathering Website/Social Media : Update events on all platforms

Boot Dusseldorf 2019 - Donegal County Council will again host a tourism stand at this exhibition in January at this one of the world’s largest boat and marine tourism exhibitions in the world. Members of the trade are also attending this year to promote their regions/businesses.

Brochure 2019

• Working with designer to compile new brochure. • Working on new design of current map. • Brochure launch to take place on 15 th January 2019.

• Facilitating ongoing meetings of Discover Ballyshannon brand – launch date now set for Friday January 11 th 2019 at which brochure and website will be launched. • Bundoran 2.0 Workshop rescheduled to be held on 15 th January. • Preparations for Holiday World show in January (25 th – 27 th ).

Events for 2018/2019

• Working with event organisers and local businesses to promote and organise events in the area up to Christmas. • Initial event calendar compiled for 2019 with the assistance of other event organisers in town. This will appear in the new brochure. • 2 new collaborative events for 2019 to be announced in January at brochure launch.

Discover Bundoran website and social media

• Ongoing management of www.discoverbundoran.com and social media channels. • Blog plan written for 2019. • Social media vision written for 2019. • Regular posting/scheduling of content and video on Facebook page. • Cross promotion to our other social media channels. • Consistent scheduling of photo content on Instagram daily. • Regular Friday “What’s on” video produced and delivered on Facebook/Twitter/You Tube continues. This appears at 11am each Friday. (Facebook views to date combined 54.1k views) • Combined views of videos across Facebook, Twitter and YouTube for 2018 (at Dec 19th is 104,200) • Ongoing updating of website with event/gig guide listings. • 25 episodes of “The Bundoran Weekly” podcast produced during 2018. • Discover Bundoran facebook page and other social media channels continues to grow. • Advent calendar “Ellie the Elf” on Instagram promoting supporting local shopping and activities for Christmas received good feedback.

Project The Christmas ‘Greenpiece’ Recycling Advert was circulated in local newspapers in the run up to Description/A Christmas to promote waste prevention and waste recycling information in the County eg. Opening ctivity Times of Recycling Centres, information on Waste Segregation, Battery Recycling and some Waste Initiative Statistics.

A Christmas Recycling Map was posted on the home page of the DCC Web-site over the festive season giving information on the location of bring bank sites, opening times and locations of Recycling Centres and locations where Christmas Trees may be recycled.

Recycling Information and Waste Prevention Tips were also circulated on social media.

Project Description/ Seasonal Portaloo Services Activity A seasonal portaloo service is provided at a number of coastal locations, listed below.

For the upcoming Bathing Season, it is proposed to seek costs of providing an additional seasonal disabled portaloo at eight extra, Blue Flag, beach locations. This would involve ground works/additional costs and is subject to certain landowner agreements and budget provision.

4 Central Planning Unit

(1) Commencement of Local Area Plans for Buncrana and Local Area Bundoran Plans Inception work is being commenced to inform the preparation of Local Area Plans for Buncrana and Bundoran. This inception work includes initial survey work and background research.

An initial workshop with Inishowen MD was held on Tuesday 11 th December 2018 which provided valuable input into the significant issues to be addressed in the Buncrana Local Area Plan.

Donegal MD is now requested to agree a suitable date during February 2019 for a workshop in relation to the Bundoran Local Area Plan.

Members will be kept up to date as the initial inception work progresses in relation to both plans.

(2) Letterkenny MD Members considered a report on the outputs Letterkenny of the consultation undertaken during May and June 2018 at a Local Area workshop on the 15 th November 2018. Arising from the Plan workshop, the Letterkenny MD Members agreed 9 strategic themes to guide the direction of the draft plan. Work is progressing in relation to drafting a working document draft plan. A further workshop for Letterkenny MD members is scheduled for 12 th February at 10am.

Other specific work elements continue including:

 Collation of evidence base to inform the assessment of development potential for lands.  Meeting with Irish Water held on 5 th December 2018 resulting in commitment and agreed methodology for Irish Water input into infrastructural assessments in respect of land use zoning.  As above in conjunction with area roads section of Donegal County Council.  Progress on Flood Risk Assessment including identification of Flood Zones A, B and C and implications for land use zoning.  Commencement of baseline and background information in relation to Appropriate Assessment.  Final ‘Scoping Report’ in relation to Strategic Environmental Assessment has been closed out.  Baseline environmental data is being collated and drafted to form part of the Environmental Report (SEA).  29 th January 2018 confirmed for workshop with Older Peoples Council and the Youth Council to inform the plan preparation process.

(3) Funded under the Town and Village Renewal Programme Ongoing Town 2016 and following initial engagement with the town & Village committees, the preparation of (i) a Design Guide for Renewal Ballyshannon and (ii) an Action Plan for the Renewal and Programme Regeneration of Ramelton are currently being further (2016) advanced. The appointed consultant in respect of both projects projects is Duncan McLaren of Dedalus Architecture. As a draft of each project develops it is proposed to undertake further engagement in January/February 2019 with the town committees and MD members. It is proposed to revert to members in due course with further details.

Phase 1 of Hericoast ended at the end of September. The (4) action plan has been assessed by the EU Joint Secretariat Hericoast and approved without amendments. Phase 2 of the project Project entails implementation and monitoring of the actions. To date work presented by the Donegal Hericoast team has been well received and with other partner regions, will inform the future direction of heritage management at an EU level. This work will conclude with a high level political dissemination event in November 2019. Partners from Norway and the Basque region have applied for additional funding to come to Donegal in order to research the Seascape Character Assessment good practice that they intend to develop for use in their action plans .
