MINUTES OF THE INISHOWEN MUNICIPAL DISTRICT MEETING HELD IN THE PUBLIC SERVICES CENTRE, CARNDONAGH ON TUESDAY 10th SEPTEMBER 2018 AT 1.00pm

Adjournment of Meeting On the proposal of Cllr Nicholas Crossan and seconded by Cllr Paul Canning, it was agreed that the meeting would be adjourned for fifteen minutes and would commence at 1.15pm

Petition Presented to Members of Inishowen Municipal District by Donagh Park Residents A petition from Donagh Park Residents group was presented to the members by Jim Coyle and Adam Hawes. The petition signed by two hundred and fifty eight people was in relation to the pedestrian bridge and walkway on the hospital grounds linking Donagh Park and Carndonagh hospital that was damaged by the flooding in 2017. Concerns were expressed that the area has become dangerous and some children were attempting to cross as the security fences had been thrown to the side. Also, it was noted that there was a huge drop either side of the bridge. It was requested that the relevant Council departments work in conjunction with the HSE to resolve the matter. Cllr Albert Doherty sought costings on the re-instatement of the walkway and the pedestrian bridge.

The delegation was assured that the council were familiar with the area and will work in cooperation with the HSE to have the matter resolved as soon as possible.

18.58 Consideration of the Minutes of the Meeting of Inishowen Municipal District held on Tuesday 10th July 2018 at 1.00pm. On the proposal of Cllr Rena Donaghey and seconded by Cllr Paul Canning, the minutes of the July meeting of the Inishowen Municipal District meeting held on 10th July 2018 were agreed.

19.58.01 Correction of Minutes from Previous Meeting It was noted that 18.57.08 in the minutes should have read Cllr Martin McDermott and not Cllr Martin Farren.

18.58.02 Co Option of Cllr Mickey Doherty The members collectively welcomed Cllr Mickey Doherty to his first formal Inishowen Municipal District Meeting after being co-opted on to Donegal County Council to fill the post of Cllr John Ryan who had recently resigned from the council. Cllr Mickey Doherty said he was happy to be back as a member and looked forward to working with his fellow members.

18.59 COMMUNITY AND ENTERPRISE Fiona Doherty, Development Officer presented the Community and Enterprise Report to the members.

18.59.01 Swilly and Foyle Ferries Cllr Nicholas Crossan expressed his appreciation for the Foyle and Swilly Ferries on a very successful summer season. He said there was one year left on the contract for the Swilly Ferry and that a new contract should be sought. He proposed that the tendering process commence for 2020 -2024/25. This was seconded by Cllr Rena Donaghey. Cllr Paul Canning stated that in light of Brexit there may be issues that have to be explored regarding the Foyle Ferry.

18.59.02 An Grianan of Aileach Cllr Jack Murray said he welcomed the progress with regard to employing tour guides at An Grianan of Aileach. He added that tour guides would be of huge benefit to the site in attracting additional tourists and visitors. It was noted that a commitment from the Office of Public Works to commission a Conservation and Management Plan for the site was positive. Cllr Paul Canning expressed his view that the Office of Public Works was geared more to the protection of monuments rather than promoting tourism and that this could prove restrictive. He stated that the council needed to be very proactive in promoting its tourism potential to avoid restrictions being placed on the site.

18.59.03 Amazing Grace Initiative – Pride of Place 2018 Cllr Nicholas Crossan welcomed the short listing of the Amazing Grace Initiative as a finalist in the Pride of Place Awards 2018. He referred to the successful judging event he attended with the judges when they visited Buncrana in August. Fiona Doherty, Development Officer confirmed that the winners of the competition will be announced in Cork City Hall on 17 th November.

18.59.04 Dredging Licence – Swilly Ferry Cllr Donaghey said that she welcomed the dredging licence that has been acquired by Donegal County Council for eight years as was previously only acquired for six months at a time. She queried if the council could purchase its own dredger.

18.59.05 Visitor Management Plan Malin Head Cllr McDermott queried if the Visitor Management Plan at Malin head had been signed off on yet. He said that this needed to be prioritised by Donegal County Council and Failte . Fiona Doherty, Development Officer stated that it was in the process at being looked at by the council’s solicitors.

18.59.06 Rural Regeneration and Development Fund Cllr Martin McDermott stated that the Rural Regeneration and Development Fund proposals should have been on the agenda for discussion. The Members collectively expressed their dissatisfaction regarding the management of the three projects (Carndonagh, Glengad and Dunree) they put forward at workshops held in the Municipal District and that two additional projects at Swan Park

4 and Greencastle were agreed by the Executive without the Members approval at a workshop held in Lifford. Cllr Martin McDermott referred to the Carndonagh and Glengad applications in particular stating that he wasn’t satisfied with the manner in which they were been progressed. He added that he feared the Glengad funding application would not meet the funding deadline and was disappointed that the Carndonagh proposal endorsed by the Members may not proceed. Fiona Doherty provided the Members with an update on the status of the selected applications and outlined the timeframe in relation to the deadline for submission to the Department. A detailed discussion ensued. The Members were of the opinion that the Executive of the Council did not sufficiently follow up on the projects endorsed at the various workshop meetings. They requested that this message is conveyed to the Senior Management Team. Cllr Albert Doherty stated that a Council Official should be employed in the MD area with responsibility for the Rural Regeneration and Development Fund projects .

18.59.07 Town and Village Renewal Scheme Ballyliffen and Carndonagh Cllr McDermott requested an update on the Ballyliffen and Carndonagh Village Renewal Schemes. He stated that groups from Carndonagh have applied for Town and Renewal Schemes but turned down as other projects were not completed.

18.59.08 Inishowen Development Partnership Cllr McGuinness suggested that Inishowen members meet with Inishowen Development Partnership so that an update on programmes could be provided.

18.59.09 Explore Inishowen It was noted that there was a previous request to invite Explore Inishowen to an Inishowen Municipal District meeting to seek information on its proposals for 2019.

18.59.10 Walks and Trails Cllr McGuinness advised that he was speaking to Walks and Trails Officer, Francis Conaghan and that it should be noted that there is great potential in several areas in Inishowen for the development of walks and trails.

18.59.11 Inishowen 100 Route Cllr McGuinness suggested that the Inishowen 100 scenic route requires attention and should not be neglected. It could be added on as an additional attraction to the Wild Atlantic Way and promoted by Failte Ireland.

18.59.12 Greenways Cllr Canning suggested that the council should progress the Derry to Carrigans off road walkway as it is a fabulous walkway with huge potential. He proposed that this should be put on the agenda for potential cross border funding before it may become too late to do so with Brexit. This was seconded by Cllr Crossan. It was agreed that a letter should be sent to the North West Regional Cross Border group seeking discussions for the progression of the proposal with a view to allocating funding from the North West Strategic Development Fund. It was noted that there was no parking facilities on one side of the walkway.

18.59.13 Playground Maintenance Cllr Martin Farren sought an update in relation to extra seating he was promised for the play park in Moville. Cllr Bernard McGuinness indicated that the budget for the maintenance and upgrading of play parks in the County was insufficient. He stated that the Culdaff play park needs resurfaced and landscaped.

It was proposed by Cllr Bernard McGuinness and seconded Cllr Martin McDermott that the budget for Playgrounds in each MD should be reviewed and the Councillors should have input on how the allocation is spent.

18.59.14 Tip O’Neill Board Cllr Crossan stated that the Tip O Neill board was broken and required replacing prior to the prior to the annual Tip O’ Neill Awards ceremony.

18.59.15 Buncrana Leisure Centre Cllr Jack Murray expressed his frustration on the lack of progress on the refurbishment of Buncrana Leisure Centre. Cllr Jack Murray proposed and Clrl Rena Donaghey seconded that a meeting be arranged with Michael Mc Garvey, Director of Service Water & Environment to discuss the situation and funding availability. Cllr McGuinness said he understood that last year the members decided that the budget for swimming pools /leisure centres should be a county wide allocation.

18.60 ROADS & TRANSPORTATION Seamus Hopkins Area Manager, Roads and Transportation presented a comprehensive Roads and Transportation Update Report to the members.

18.60.01 Restoration Improvement and Restoration Maintenance Programme 2018 Seamus Hopkins advised the members on works completed and potential completion dates and options and also projects on standby for next year.

18.60.02 Lighting Provision Programme and Drainage Provision Programme. Seamus Hopkins advised the members on works completed and potential completion dates for the Lighting Provision Programme and Drainage Provision Programme and answered questions on specific items.

18.60.03 Cockhill Bridge Official Opening Seamus Hopkins advised the members that the official opening of Cockhill Bridge was tomorrow the 11 th September at noon. He added that children from Cockhill School were going to make a presentation at the event on a project they had completed. Refreshments were being provided at the Inishowen Gateway Hotel, he added.

Seamus Hopkins advised that the completion of Cockhill Bridge was very successful achievement and overall costs were less than five per cent over budget.

18.60.04 Westbrook Bridge Seamus Hopkins advised that the issues at Westbrook Bridge and the adjacent junction were being considered.

18.60.05 Ballygorman, Malin Head Seamus Hopkins advised that the council was liasing with Irish Water as water mains were going to be installed in the area and that restoration works would not take place there until such time as the mains installation was complete. Seamus Hopkins said he would update the members at the October meeting.

18.60.06 Ferris Lane Some discussion took place regarding costings for the erection of a wall at Ferris Lane. It was noted that it could cost up to €20,000. Cllr Rena Donaghey queried if car parking revenue could be used for this purpose? The consensus of the members was that a lasting solution must be found.

18.60.07 Barrack Hill Cllr Albert Doherty stated that additional funding was required for playground maintenance at Barrack Hill. He stated that he had previously requested signage for people using the facilities and also had requested a key so that the area would be open and accessible for groups. Cllr Martin McDermott requested an update on the fitness area regarding insurance requirements. Seamus Hopkins advised that the adventure play area is not covered by the playground insurance. A key can be provided for the park once groups who wish to use it can provide their own insurance indemnifying the council.

18.60.08 Donagh Park Estate - Repair of Road Seamus Hopkins advised that the Donagh Park estate was a private estate and was not yet taken over by the council so works cannot be completed as the road is a private road. It was proposed by Cllr Martin McDermott and seconded by Cllr Bernard McGuinness that Frank Sweeney, Executive Planner be invited to the next Inishowen MD meeting to provide an update on estates being taken over in Inishowen.

18.60.09 Lights in Moville Cllr Farren suggested that the new lights in Moville were not bright enough and requested that the bulbs be replaced with more heavy duty ones. Seamus Hopkins said he had been advised that the lights were adequate but would look into it.

18.60.10 Clar Corner, Redcastle Cllr Martin Farren suggested that in the long term the road from Moville to Redcastle at Clar should be realigned. Seamus Hopkins advised that specific funding may be required for this purpose.

18.60.11 Redcastle Village Cllr Martin Farren pointed out that the footfall at Redcastle Post Office in Redcastle village had increased considerably due to the closure of Quigley’s Point post office and this has resulted in increased traffic on the road.

18.60.12 Footpath Works at St Mary’s Hall, Muff Cllr Mickey Doherty complimented the works that had commenced on the footpath at St Mary’s Hall, Muff. Cllr Rena Donaghey asked if the footpath could be extended to the school.

18.60.13 Wall at the Battery Brae, Greencastle Cllr Farren reiterated his previous request to have the wall at Battery Brae, Greencastle removed. Seamus Hopkins advised that there were legal issues to be resolved.

16.60.14 Owenboy, Drumfries Cllr Mickey Doherty expressed his gratitude for the works completed so far at Drumfries but it still requires further attention there. Seamus Hopkins advised it is better that the road is classified as a public road and that the matter was with Roads central.

19.60. 15 Kilderry Muff Cllr Mickey Doherty stated that the county road at Kilderry is blocked with a barrier and that this should be removed. Seamus Hopkins advised he was aware and looking at the issues. It was noted that there was subsidence and a drop at the side of the Kilderry Road.

19.60.16 Three Trees, Quigley’s Point Cllr Mickey Doherty praised the drainage works at Three Trees, Quigley’s Point.

19.60.17 Drung Road to Crossroads Cllr Mickey Doherty suggested that the Drung Road to the Crossroads and to the foot of the hill requires surface redressing.

18.60.18 Old Cockhill Bridge Cllr Rena Donaghey enquired about lights being installed on the old Cockhill Bridge.

18.60.19 Swan Park Cllr Nicholas Crossan expressed his satisfaction that Swan Park was now safe for walking and that it was hoped subject to funding that a temporary bridge be installed. He suggested that the council needed to be positive about its future. Cllr Murray agreed that this was a small but good step towards restoring Swan Park.

18.60.20 Works Completed The members collectively acknowledged the huge volume of works completed since 2017 but there were concerns that smaller roads were being somewhat neglected and that the council had to keep them on the agenda and focus on them subject to funding. Cllr McDermott stated that many roads were neglected such as roads in Malin Head that require repairs due to the extra volume of traffic such as the road from the pier to the tower and Urbelreagh to Mullins shop. Cllr Crossan stated that the Inishowen District has been under so much pressure compared to other Municipal Districts and should have good reason for obtaining extra funding.

18.60.21 Lights in Clonmany and Culdaff Cllr McDermott said both Clonmany and Culdaff required street lighting.

18.60.22 Gleneely Footpath Cllr McDermott asked for an update on footpath works in Gleneely. Seamus Hopkins advised that ESB works had been completed and that works would be started.

18.60.23 Rivers Cllr McDermott stated that he remained frustrated that nobody seems to be taking responsibility for rivers and issues that have arisen since the flooding. Cllr McGuinness proposed and Cllr Martin McDermott seconded that a meeting should be initiated between the services to address the situation. Brendan O Donnell, Acting Director of Service for Roads and Transportation stated that the Roads Department have communicated with the Office of Public Works and he would be happy to engage over specific issues.

18.60.24 Piers and Harbours Cllr McDermott stated that he believed marine funding was insufficient. He gave the example of boats from Urris having to tie up in Buncrana as the pier at Leenan was not fit for purpose. It required a slip way. The pier at Glengad also required capital investment as twenty boats used it. A significant investment in this area would stimulate the economy and provide additional employment he added.

18.60.25 Ramp in Newtowncunningham Cllr Paul Canning asked for an update on when the ramp at Newtowncunningham would be installed, and asked that the schools be contacted in this regard.

18.60.26 Safety Measures at Carrigans Cllr Paul Canning asked when safety measures at Carrigans commence would.

18.60.27 Vision Lines at Burt Chapel Cllr Paul Canning suggested that low cost safety measures should be considered in the area around Burt Chapel as previously requested at other meetings.

18.60.28 White Lines at Housing Estates Cllr Paul Canning requested that as part of the lining programme white lines be provided where estate roads are coming onto regional and national roads as a safety measure.

18.60.29 Bridge at Brochan House, Tullyarb Clrl Bernard McGuinness proposed and Cllr Albert Doherty seconded that Road Design bring their plan for Tullyarb Bridge to the next Inishowen MD meeting. Seamus Hopkins advised this would require specific funding and that a proposal had been completed on it considering bridge widening.

18.60.30 Culdaff to Malin Road & Back road to Culdaff Cllr McGuinness stated that Culdaff to Malin Road & Back road to Culdaff required attention. Cllr Bernard McGuinness said that the road between Culdaff and Malin was dangerous and there was a significant drop on both sides of the road.

18.60.31 Ballyloskey Road Junction Clr Albert Doherty referred to the sight lines at Ballyloskey Rd junction by Millbrae Meadows.

18.60.32 Road Crossing Carndonagh Derry Road Cllr Albert Doherty suggested that a crossing should be installed on the Derry Road from Carndonagh in between the area between the school and the Colgan Hall.

18.60.33 Planting, Glentogher Carndonagh Cllr Doherty queried if there are additional works to be completed at the planting Glentogher, Carndonagh.

18.60.34 Cloontagh, Clonmany Clrl Albert Doherty referred to road subsidence in Clootagh, Clonmany.

18.60.35 Mill Bridge Cllr Mickey Doherty asked that works on Mill Bridge be moved forward.

18.60.36 Flooding Issues Brendan O’Donnell said that talks were ongoing in relation to the two estates that were flooded in Burnfoot. Brendan O Donnell said that there will be a process for dealing with all the issues. The measures that are required will have to be identified and assessed and a solution be sought which may take considerable time. Clr Rena Donaghey proposed and Cllr Paul Canning seconded that this should be all kept on the agenda and moved on as soon as possible.

Cllr Rena Donaghey sought clarification on preventative works being carried out in Elm Park and Ludden areas of Buncrana.

18.61. ENVIRONMENT The Environment Report was considered as read. The members welcomed Donna Maskery, Waste Enforcement Officer to the meeting.

18.61.01 Beaches and Bathing Statistics Mathew Byrne Waste Regulation Officer stated that it had been a very busy summer with the good weather bringing large crowds to the beaches. Bathing statistics were noted. The Lifeguarding service was being extended into the second week of September, he added.

18.61.02 Mattress Amnesty Mathew Byrne, Waste Regulation Officer referred to the mattress amnesty which encouraged the environmentally disposal of mattresses in the county. Cllr Albert Doherty commended the initiative which was completed in association with Bryson recycling.

18.61.03 Fly Tipping Cllr Albert Doherty said he believed fly tipping was on the increase and the council needs to encourage more people to go to recycling centres and to recycle generally and avoid waste as far as possible. He referred to a programme on RTE where in Lettermacaward, a huge amount of waste, much of it plastic was collected on Dumhaigh beach. This in turn was made into a sculpture by a Belfast-based artist, essentially turning the waste into art.

It was suggested that the public needs to be encouraged to report illegal dumping at all times.

18.61.04 Bring Banks Mathew Byrne advised that there was increased recycling with community involvement which was very encouraging. Cllr Albert Doherty suggested that pricing at recycling centres needs to be examined.

18.61.05 Bin your Gum It was noted that this is a very successful campaign and it was affecting the public behaviour in disposing of gum in a very positive way.

18.61.06 Litter fines. Litter fines and enforcement measures in general were noted.

18.61.07 Beach Clean Up The beach cleanup was taking place this weekend encouraging communities and volunteers to have a role in removing marine litter and also using surveys to gather data and raise public awareness.

18.61.08 Tidy Towns The work of the Tidy Towns was acknowledged. It was suggested that significant help should be put in place to encourage the groups in their voluntary efforts. Cllr Rena Donaghey wished all the Tidy Towns all the best for 24 th September when the National Tidy Towns results come out.

18.61.09 Lisfannon Beach Blue Flag Status Cllr Rena Donaghey referred to her previous requests to seek the restoration of Blue Flag status to Lisfannon Beach.

18.61.10 Litter Warden It was noted that positions for Waste Protection Officer should filled by the end of November.

18.61.11 Portaloos at Piers and Harbours Cllr Donaghey reiterated her request from the last meeting that Portaloos should be provided at Buncrana Pier. Cllr Bernard McGuinness said that it was shocking that there were no toilets on piers for tourists, fishermen and the public in general.

18.62 PLANNING Ruth Diver, Executive Planner presented the Planning Report to the members.

18.62.01 Local Area Plans Ruth Diver, Executive Planner advised that the Local Area Plans were in operation and available on line and there were hard copies available in the Public Service Centres

18.62.02 Proposed Addition to the Record of Protected Structures Ruth Diver provided the background to the proposed addition to the Record of Protected Structures in Inishowen as listed in the planning report at Moress Inch Island. This had been identified at the Inishowen Municipal District meeting o 10 th April and a period of public consultation ensued in accordance Section 55 of the Planning Act. No submissions or observations were made under the consultation process.

Accordingly, it was recommended that Inishowen Municipal District Committee of Donegal County Council, having considered this Report on an addition to the Record of Protected Structures, adopt the following resolution:

On the proposal of Cllr Mickey Doherty and seconded by Cllr .Rena Donaghey, Inishowen Municipal District Council resolved in Accordance with the Planning & Development Act 2000 (As amended) to add the structure included in the table immediately above to the Record of Protected Structures.

18.62.03 National Inventory of Architectural Heritage (NIAH) Cllr Paul Canning reiterated his request for clarification on the National Inventory of Architectural Heritage and the Local Authority’s role and whether members have authority to add or remove properties on the list. He referred to the property in Newtowncunningham that he believes should not be on the list. He said the list is holding up developments in the county. Collette Beattie advised that there is no process to take properties off the list. The list was compiled by NIAH who surveyed the buildings. Cllr Canning said we need to clarify who has the authority to take properties off the list.

18.62.04 Lough Swilly Hericoast Project Cllr Paul Canning queried why individual applicants have to go to the expense of submitting Natura Impact Statements (NIS) individually when a general NIS could be done through the Hericoast Project Ruth Diver confirmed that there is a requirement for individuals to submit separate statements under planning rules.

18.63 HOUSING & CORPORATE SERVICES

18.63.01 Housing Report The Housing Report was taken as read.

18.63.02 Closure of Rural Post Offices It was proposed by Cllr Bernard McGuinness and seconded by Cllr Martin Farren that a letter should be sent to An Post express dissatisfaction on recent closure of post offices in Inishowen and its impact on rural communities. It was noted that An Post had been offered alternative premises in towns to provide post offices services on a commission only basis but that this had been turned down.

18.63.03 Garda Station in Carndonagh It was noted that the Garda station in Carndonagh was temporarily closing owing to it being refurbished and was relocating to Clonmany. It was proposed by Cllr Albert Doherty and seconded by Cllr Martin McDermott that a letter is sent to Superintendant McGinn requesting that Carndonagh is not left without a Garda presence and that an alternative premises is found. A meeting with the superintendant was also requested.

18.63.04 Insurance for Houses subject to Flooding It was proposed by Cllr Bernard McGuinness and seconded by Cllr Albert Doherty that a letter should be sent to regulatory Insurance body and the relevant minister to clarify how they refuse insurance based on properties being on a flood plain and how they determine this. It was noted that many householders are being affected by this. A discussion ensued and examples were given of those affected in the aftermath of the flooding in Inishowen.

18.63.05 Entrance to New Houses at Newtowncunningham Cllr Canning referred to the entrance at Coyle’s pub and suggested the vision lines there should be reviewed.

Activity / Donegal Mattress Amnesty Project Title

Project Description/A 1,033 mattresses were collected for recycling during 6 Mattress Amnesty Days in Donegal ctivity during August and September 2018 in what was a very su ccessful national initiative in Donegal.

This was also a good opportunity to remind the public about the services that are available at all six Recycling Centres and that mattresses are accepted for a fee outside of the special collection days. For more information on the Recycling Centres visit . This initiative was funded under the national Anti -Dumping Initiative and was implemented by Donegal County Council in association with WERLA.

The mont h of October is National Reuse Month and everyone is being encouraged to “Reuse Everyday at home, at work, at play".

Donegal County Council is supporting Letterkenny Rotary Club and Bryson Recycling on the ‘Bikes 4 Africa’ campaign where people are being encouraged to donate their old bikes to the Bik e 4 Africa campaign by leaving them at any of the six Recycling Centres in Letterkenny, Dungloe, Milford, Carndonagh, Stranorlar, Laghey during opening hours during the month of October.

Adult bikes and bikes suitable for teenagers similar to those pictured are most suitable. Small children's bikes are not sought as part of this campaign but can go for recycling at the recycling centres.

Once the bikes are collected, they are sent to Loughlan House, the correctional facility in Co. Cavan where the inmates are offered rehabilitation and training, as well as supporting charities by their involvement.

In this instance, they refurbish the bicycles. This is a fabulous arrangement facilitated by the Irish prison Service where the prisoners repair the bikes and they are supporting a charity as well. Well over 2,000 bicycles have now been refurbished, all of which will eventually be transported to The Gambia, where Rotary’s partner organisation “Jole Rider Gambia” pre-selects the schools, and then oversees the distribution of the bikes, with the assistance of the Gambian Education Ministry. Bikes remain the property of the school, with teachers allocating them to the children according to set criteria. When a child graduates from school, their bike is then reallocated to another child. The strategy is to only allocate 100 bikes to each school and it is the most needy of these children, the best behaved, the most hard working that are allocated a bicycle by their teachers. The effect of this strategy is to raise the academic standards of the entire school, and therefore, each bike impacts positively on as many as 10 students. Letterkenny Rotary Club was successful in sending 50 bicycles last year, and we aim to do the same again this year.

Sharon Black, President of Letterkenny Rotary Club this year has said that “Many African children live in remote communities, a long way from their nearest school. Without reliable, affordable, motorised transport the only way they can get to school is to walk. In searing heat, their journey to education on foot is a daily epic mission. Having a bicycle makes a world of difference for these children, their families and also their communities and our Rotary Club is delighted to play a big part in ensuring this great work continues”

You can rest assured that your old unwanted bicycle will be used in some manner, shape or form in helping a child in Africa get to school sometime down the line! Connie Gallagher, Manager with Bryson Recycling said they were "del ighted to support the Rotary Club’s “Bikes for Africa” campaign by providing collection points at the six Recycling Centres in Co Donegal. At Bryson we are committed to “building 17

better futures” and where better to achieve this than gathering bicycles for school children in Africa."

Donating, refurbishing and rep airing items are all forms of reuse and offer people a chance to save or make money, get creative, learn a new skill and be environmentally conscious”.

Activity / 2018 Bathing Season Report Project Title

Project Description/A ctivity

Ahead of the 2018 bathing season, DCC ran a total of three pool tests in Ballyshannon (8 th April, 19 th May & 25 th May) for candidates applying for positions as beach Lifeguard with 45 attending. Overall this year there was a high standard seen in the pool and reflected in the results.

A combination of Pool Test result, experience and interview allows a panel be formed and Lifeguards appointed to the various roles and beaches. Lifeguard induction was subsequently held in Stranorlar. General duties and responsibilities are covered along with Manual Handling and Child Protection training. The Irish Coastguard (IRCG) helicopter was in attendance to provide additional training. Our beach lifeguards are a Declared Facility, designated as being available to IRCG for Maritime and Inland Search And Rescue according to specific standards and set criteria.

Project There were no major incidents at the beaches this summer, despite very good weather and very Description/A high visitor numbers. Activity / Clean Coasts’ - ‘Big Beach Clean 2018’ Project Title

Clean Coasts’ ‘Big Beach Clean’ took place from 14 th to 16th of September all over Ireland. This year the Big Beach Clean weekend in Ireland was the biggest yet, with :

• 194 beach cleans took place around the coast of Ireland • Engaging 3,652 Clean Coasts volunteers • Removing over 32 tonnes of marine litter from our coastline In Donegal, over 24 beach cleans took place as part of the Big Beach Clean. A great example of this was Tidy Towns and Irish Gap Year who worked together to clean Muckross Head. Removing more than 25 bags worth of rubbish. Other highlights included an Action D ay carried out on Arranmore which saw TY students from Gairmscoil Mhic Diarmada lift items that included a tangle of netting, rope and an anchor from the beach. This mass of material took more than 5 people to get it off the coast. This work was done with support from Peter O’Donnell of fellow island Clean Coasts Group, AC I Arranmore Cultural Initiative.

Activity / Project Update October 2018 Activity / Project Title Donegal Walks and Trails Project Description/Activity Maintenance, development and promotion of walks & trails in Donegal including cycle routes and Greenways. Progress to date within the last We have applied for three further projects under the 2017 Outdoor two months/quarter 2 Recreation Infrastructure Scheme for:

Measure 2 of the Outdoor Recreation Infrastructure Scheme 2017 has approved the application for the extension of the pump house car park at Inch Wildfo wl Reserve totalling €30,000 comprising of €24,000 grant assistance and €6,000 match funding shared between Donegal County Council and National Parks & Wildlife Services. A Natura Impact Statement was carried out and recommendations are to proceed. This w ork is to be carried out by the local area roads team with work to commence first half of October 2018.

Projects funded under the 2016 Rural Recreation project are nearing completion including the Carndonagh Heritage Walk.

At a recent workshop held in L ifford on Monday 25 th June it was agreed to submit applications to the Outdoor Recreation Infrastructure Scheme 2018 which has a closing date of 6th July for Measure 1 projects Two applications under Measure 1 have been made to upgrade the Urris Loops walk s and develop the Tip O’Niel trail from Drumfries to Urris for €25,000 and also for a local trail at Gortfad River for €25,000.

A measure two application for Ballyliffin Mass Rock Walk for €124,000 was also submitted in July under Measure 2

The Donegal Cycleway will be promoted as part of the Euro-Velo 1 route from the border at Bridgend following the coastal route round to Bundoran. Two spurs have been included from Ballyshannon to Belleek and Donegal Town to Ballybofey. We are proposing to install some bicycle stands in some of the key towns along this route.

A training seminar for European Cycle Federation (ECF) inspectors was held in Letterkenny on week beginning Monday 23 rd April.

New brochures and maps are also being developed. An on -line presence for walks and trails will form part of the new go visit Donegal web site in conjunction with Donegal County Council’s site. Funding available in town & village renewal for St. Johnston to prepare a report on the Carrigans to St. Johnston link part of the cross-border walk/cycleway from Derry to Porthall. Buncrana shore path We are proposing to extend the mapping of this walk from the Shore Front to Stragill beach. New map boards will be erected in October at Shore front, Ned’s Point for the shore walk and at Shroove Beach car park and Inishowen Head loop car park.

Activity / Project Title One Donegal – Social Inclusion Week 2018 Project Social Inclusion Week is co -ordinated by Donegal County Council and aims to Description/Activity highlight the very positive work being done, not only by the Council, but also by other statutory and community organisations in attempting to raise awareness of social inclusion related issues in Donegal.

This year’s social inclusion week takes place from 4 to 13 October 2018. Progress to date Social Inclusion Week 2018 was launched on Tuesday 2 October at 3.30pm in the within the last two Letterkenny Public Service Centre. months/quarter* - The event included a performance by the intergenerational choir, Ceol le Chéile, a inclusive of current project run by the Social Inclusion Unit. status This was followed by an information session on the services that are available to older people in Donegal. This was as opportunity for older people to meet with Citizen’s Information, Housing Section in Donegal County Council, a community banker and a district nurse amongst others.

3 Notes & Monthly Planning Clinics: Schedule • 7th November • 5th December

4 Central Planning Unit (1) Local Area Plans Seven Strategic Towns Local Area Plan [for An Clochán Liath (Dungloe); Ballybofey -Stranorlar; Ballyshannon; Bridgend; Carndonagh; Donegal Town; and Killybegs

The Plan became operative in late August, 2018. Members have been furnished with hard copies. The document is available online and hard copies are now also available to the public.

(2) Letterkenny Local Area Plan At the last MD meeting (September), Letterkenny MD Members agreed a workshop date for the 15 th November 2018 to consider a report on the outputs of the consultation undertaken. The report will issue to Letterkenny MD Members in advance of this workshop.

Ongoing work includes:  Preparation of the consultation report.  ‘RPS Consulting’ have been appointed to prepare the Strategic Flood Risk Assessment.  Final assessment of the tenders for Appropriate Assessment is being carried out.  A number of Environmental Authorities have responded to the SEA and AA screening consultation. Screening reports will now therefore be closed out.

(3) Hericoast Project Work has continued since the workshop in Donegal in April on the preparation of an Action Plan. This is focused on Lough Swilly as a pilot area with two actions or outcomes to be achieved – 1) the establishment of a digital platform that will include all a spects of heritage data around the coastline; 2) to develop a set of guidelines on the reuse of vacant heritage buildings with the aim to make heritage an economic driver and add value to the existing built assets.

Alana Green and Sinead McGlynn attende d a Marinescape Conference in Bulgaria in May and presented the initial draft of the Action Plan.

To date work presented by the Donegal Hericoast team has been well received and with other partner regions, will inform the future direction of heritage mana gement at an EU level. This work will conclude with a high level political dissemination event in November 2019.
