Description of WOrk of the State Highway Department in the Counties of the State 1923 -1924 BAKER COUNTY There was less activity in highway constructjon in Baker County dur- ing the biennium just past than in previousyears. However, the main trunk line highway known as the Old Oregon Trailwas completed during this period, and some work was doneon the Baker-Cornucopia and the Baker-Unity Highways. The work on the Baker-Cornucopia Highway involved theconstruction of the grade down the Powder River Canyon, which eliminated the high Sparta summit and materially improved existing communicationbetween the Eagle and Pine Valleys and Baker.However, there still remains a very bad section between Middle Bridge and Love Bridge, and the section between Black Bridge and Richland, through the Dry Gulch country, is impassable to automobile traffic during the spring of theyear. On the Baker-Unity Highway the gradeon both sides of Dooley Moun- tain was completed. Those who were forced to travel the old mountain grade, which was narrow, crooked, and in places reacheda gradient of 22 per cent, will appreciate traveling over thenew highway now open to traffic. The total length of grading completed in Baker County during the past biennium was 18.11 miles, of which 8.95 mileswere surfaced. in addition to this work there were 25.90 miles surveyed. The Baker County bond issue of 1918, amounting to $500,000,was in- sufficient to meet the State in cooperating to complete the state highways through the county, and on November 4, 1924,an additional $500,00G was voted to complete the Baker-Cornucopia and the Baker-Unity High- ways. TheseS highways are now all surveyed and it is expected that during the next biennium a considerable portion will be graded and surfaced. All state highway work in Baker County covered by this report, in- cluding surveys, construction and maintenance, was under the supervision of R. H. Baldock, Division Engineer. 164 SIXTH BIENNIAL REPORT OF THE [BAKER] Nelson-Malheur County Line Grading and Surfacing On the Old Oregon Trail Highway, from Nelson to the MalheurCounty line, 4.85 miles south of Huntington; 24.09 miles of surfacing and4.85 miles of grading. Project graded to class C roadbed and surfacedwith 16 feet of broken stone. Contract No. 501, awarded March 23, 1922, to Porter &Conley of Portland, Oregon. Contract No. 525, awarded April 14, 1922, to the Security Construc- tion Co., of La Grande, Oregon. Work commenced April 20, 1922; com- pleted January 30, 1923.Resident Engineer, W. P. Smith. This project eliminated' the Alder Creek Canyon, a deep and rocky defile, which was so impassable that the emigrants in traversing this sec- tion of the country were forced to detour from the direct line and ascend from the Burnt River Canyon by way of Prichard Creek to Virtue Flat and thence down to the Powder River Valley. Both crushed gravel and broken stone were used in the surfacing. One quarry of soft limestone made a very excellent surface.
