HY 1.0: RESPONSIBILITIES

HY 1.0.1 Hump Yardmaster Responsibilities The Hump Yardmaster is responsible for and shall directly supervise crews under their jurisdiction. The Hump Yardmaster must ensure crews work in a safe, efficient and economical manner. The following duties are included, but not exclusive, in connection with Hump Yardmasters responsibilities:

• Safety o Make certain crews are properly attired and prepared to work at the beginning of tour of duty. o Job Briefing of Hump conductors and crews. o Identification of Hidden Hazards. o Encourage and participate in Job Briefings on the Lead with crews. o Yardmasters must assist in the assurance of rules compliance. o Possess a clear understanding of the Overspeed protocol and take the necessary steps to protect and notify employees and other crafts. • All Humpmasters, Yardmasters, and Hump Conductors must receive a formal QSM from a Manager regarding the Overspeed Protocol. Record of the QSM must be noted on the employee’s personal record.

• Train movements o Manage Movements of all Crews under their jurisdiction o Make certain a train to be humped is always in the que. o Utilize crews in a manner that is efficient and minimizes blockage and/or delay. o Expeditiously move inbound trains. o Communicate arrival and priorities to the Car department.

• Inbound Trains o Coordinate inbound handling with Train Dispatchers. • Monitor the inbound Train Forecast advising MTO of potential issues. o Keep Train Dispatcher abreast of track availability. o Delays to inbound trains must be minimized. o Assist in maintaining main line fluidity, reducing grade crossing occupancy, and minimizing Hours of Service Tie ups. o Direct yarding and/or staging of inbound power to expedite outbound connections.

• Hump Process o Humpmaster and Yardmasters are responsible for the accurate maintenance of Yard Inventory by requiring updates from crews and the timely updating of the AS-400 computer system. o Manage the Hump process • Preview inbound train lists to ensure proper yarding to maximize outbound connection while minimizing rehumps. • Look for codes that can be held out or pulled back reducing rehumps. o Monitor class yard volumes and block counts looking for opportunities to swing traffic, reducing misroutes, etc. o Manage Trimming and Misroutes. o Minimize Rehump Counts o Minimize Holds and Sluff tracks. • Holds and Sluff tracks must be switched twice in a 24 hour period. o Coordinate trimming with hump conductor. o Monitor hump conductors screens for possible up coming problems. o Ensure Over speed protocol is procedures are compiled with and proper notifications made. o Question Conductors when stopped. o Keep Signal Department/Signal Tech abreast of any humping issues. o Coordinate track work with M of W and Signal Department.

• Outbound Trains o Humpmaster must fully understand and be totally familiar with outbound train set times, outbound departure schedules, blocking requirements, and train make up restrictions. o Pull back connection must be made in a timely manner to protect these connections.

HY 1.0.2 Yardmaster Responsibilities The East and West yardmaster is responsible for and directly supervise crews under their jurisdiction, insuring crews work in a safe, efficient and economical manner. They are responsible for the safe and efficient classification and make-up of trains. The following duties are included, but not exclusive, in connection with Yardmasters responsibilities:

• Safety o Make certain crews are properly attired and prepared to work at the beginning of tour of duty. o Job Briefing of Hump conductors and crews. o Identification of Hidden Hazards. o Encourage and participate in Job Briefings on the Lead with crews. o Yardmasters must assist in the assurance of rules compliance.

o Properly block and unblock tracks for protection of personnel working in Classification yard. o Run an outbound train edit prior to pulling outbound trains to departure yard. o Ensure compliance with Haz Mat rules regarding proper train placement. o Yardmasters are not to depend exclusively on the Train Edit program in connection with proper train placement. o Make certain tracks in classification yard and rehumps are properly secured. o Possess a clear understanding of the Overspeed protocol and take the necessary steps to protect and notify employees and other crafts. ƒ All Humpmasters, Yardmasters, and Hump Conductors must receive a formal QSM from a Manager regarding the Overspeed Protocol. Record of the QSM must be noted on the employee’s personal record.

• Train movements o Manage Movements of all Crews under their jurisdictions to ensure maximum productivity meeting the requirements of our internal and external customers. o Coordinate movement of rehumps and pullbacks with humpmaster.

• Inventory Management o Yardmasters and Humpmaster are responsible for the accurate maintenance of Yard Inventory by requiring updates from crews and the timely updating of the AS-400 computer system. ƒ Ensure proper classification of Set outs, Bad orders and Misroutes. o Provide Car Operations with timely notification regarding the building and make up of outbound trains.

• Outbound Trains o The Yardmaster must fully understand and be totally familiar with outbound train set times, outbound departure schedules, blocking requirements, and train make up restrictions. o Outbound train sets are to be made in such a manner to minimize early sets and maximum outbound connections. ƒ Coordinate with Humpmaster and hump conductor to maximize connections to outbound trains. o Yardmaster must be knowledgeable and have the ability to explain any delays associated with an outbound train when asked to do so. o Notify and coordinate with Car department on Outbound train inspections, Bad Orders, and Rip track requirements

• Industry Assignments o Ensure the proper handling and classification of Industry cars both inbound and outbound. o Ensure Industry crews have proper paperwork at the beginning of their tour of duty.

HY 1.0.3 Hump Conductor Responsibilities The Hump Conductor is responsible for and shall directly supervise crews under their jurisdiction, insuring crews work in a safe, efficient and economical manner.

They are responsible for the safe and efficient classification of railcars utilizing the PRO Yard computer system. Hump Conductors must utilize the following procedures in order to ensure safety and efficiency.

• Safety o Make certain crews are properly attired and prepared to work at the beginning of tour of duty. o Participate in a Job Briefing with the Humpmaster o Conduct Job Briefing of Hump conductors and crews as necessary. o Identify Hidden Hazards. o Encourage and participate in Job Briefings on the Lead with crews. o Hump Conductors must assist in the assurance of rules compliance. o Properly block and unblock tracks for protection of personnel working in Classification yard.

o Possess a clear understanding of the Overspeed protocol and take the necessary steps to protect and notify employees and other crafts. ƒ All Humpmasters, Yardmasters, and Hump Conductors must receive a formal QSM from a Manager regarding the Overspeed Protocol. Record of the QSM must be noted on the employee’s personal record.

• Train Movements • Hump Conductors are responsible for directing the Safe and expeditious movements of both trains and light engines across the hump approaches. • While shoving over apex of hump, Hump Conductor must be alert and attentive and must visually monitor train’s speed. • Varying hump speed to optimize through–put taking into consideration class yard conditions, such as, cuts in a row for same group. • Coordinate with Yardmasters to maximize connections to outbound trains.

• Hump Process • Pre- plan trains to be humped, identifying overflow tracks and where to vary hump speeds. • React to alarms such as stalls, PD.’s, over speeds, wheel detector failures, etc. via graphic display screen. • Take action to resolve issue with Hump technician and Hump Master. • Coordinate swings with pull down yardmaster. • Sluff tracks must not be created without trainmaster approval. • Manage Trimming in most efficient manner. • Minimize Misroutes • Validate car numbers during the hump process to ensure train is humped in sync. • Cars must not be humped into stalled cut in curve. • Conductors must continually use cameras to watch humped cars properly roll into classification yard. • Cut size limits must be adhered to at all times unless modified by trainmaster. • Pull backs must make first connection. • Conductor must remain alert and attentive. Insuring that procedures and rules a strictly adhered to.

HY 1.0.3.1 Hump Conductor Qualification and Testing Requirements (NEW) • “New” Hump Conductor Qualifications will include the following minimum requirements. A “New” will be defined as anyone who has not worked as a Hump Conductor for a period of 36 months: o Complete 80 Hours of on the job training for each side of the hump o Pass proficiency test with a passing score of 90% or better o Perform all hump conductor duties as required for a period of five days for each side trained and be able to meet the following standards ƒ Misroutes of less than 1% of cars humped

• “Previously qualified” Hump Conductors will be required to pass a proficiency test with a score of 85% or better in order to be qualified to work as a Hump Conductor. o Once qualified, Hump conductors will be required to complete a quarterly evaluation which will include a minimum two hour performance assessment by an assigned Manager along with passing a written exam with a score of 85% or better in order to maintain a Hump Conductor’s qualification.

HY 1.0.4 Severe Over Speed Protocol

HY 1.0.5 Radio Protocol Hump Conductor must test radios with both crew members, making certain radios are operable and on the same channel, prior to beginning humping of train or track.

Switch helper riding hump locomotive must acknowledge all start and stop transmissions during the hump process.

HY 1.1 BLOCKING OR UNBLOCKING TRACKS

HY 1.1.1 Responsibility for Blocking or Unblocking Tracks. The YARDMASTER is responsible for the blocking and unblocking of tracks in connection with the hump process, pull down process, providing protection to Maintenance of Way, Signal, Mechanical Forces or to protect Hazardous Material. The YARDMASTER AND HUMP CONDUCTOR must conduct a job briefing prior to blocking or unblocking tracks. The Humpmaster is to be included in the job briefing when Maintenance of Way, Signal, Mechanical Forces, request time or when it is necessary to protect Haz Mat.

To unblock the track both the Hump Conductor and the Yardmaster must unblock the track separately before the track can be used.

HY 1.1.2 Unblocking a Track The procedure for unblocking a track is as follows:

Once the track is clear and skated, the YARDMASTER unblocks the track by changing his Proyard Computer Display from the “Yard Status Display” to the “Pulldown YM Crest Display” by pressing the F10 key, then highlighting “Crest Display”, then press the enter key.

From here, the Yardmaster selects the F8 key (Block/Unblock), then selects the F9 Key (Unblock Track). The Yardmaster will then enter the track to be unblocked then press enter. Once this is done, the track number will flash on and off on both the Hump Conductor and Yardmaster’s Crest Display as well as the Yardmaster’s Yard Status Display indicating that the track has been partially unblocked. This will continue until the Hump Conductor has removed his block. Only then can the track be used by the Hump Conductor.

HY 1.1.4 Removing Block No one except the Yardmaster is to “log on” to the Pulldown YM screen and remove a block on a track in his yard.

HY 1.2 Procedure for Taking Tracks Out of Service Prior to blocking out a track, the Yardmaster must receive acknowledgement from the Hump Conductor that: 1. Humping has ceased and all cars are stopped, before the Hump Conductor can take the requested track out of service. 2. Tracks must be blocked out of service immediately by the Hump Conductor who must enter the proper command into the computer and shall not unblock it until he has been advised that the track has been returned to service by the respective Yardmaster.

Hump Conductors MUST KNOW by POSITIVE COMMUNICATION that all crews’ members are clear of track before unblocking it, to resume humping operations.

1. East and West Yardmasters for the lower ends of the Hump Classification Tracks, must keep a full and complete record of the times all Classification Tracks under their jurisdiction are taken out of service and placed back in service in conjunction with Hump Conductors.

HY 1.3 Work on Hump Classification Tracks

HY 1.3.1 Requesting authority When work is to be performed on Hump Classification Track(s) by the Car Department, Maintenance of Way, or Signal Department, (each class of workmen requiring protection is responsible for establishing their own protection, no joint protection will be granted) the employee in charge of the workmen must arrange for Hump Classification Track(s) to be blocked out of service by the YARDMASTER.

HY 1.3.2 Handling of switches The employee arranging for Hump Classification Track(s) to be blocked out of service is responsible for lining the manually-operated switch, and applying an effective locking device for protection against movement to blocked track(s).

After work has been completed on requested track(s), the employee in charge of the class of workmen is responsible for removing the locking device used on the manually-operated switch and must contact the Humpmaster to return tracks for normal service.

If more than one class of workmen has protection, the track will not be placed back in service until all crafts have released their protection.

HY 1.3.3 Maintaining Records The YARDMASTER must maintain records, in the log provided for that purpose, to include the following information:

• Date, time, name and craft of person requesting track(s) to be blocked out of service; • Track number(s); • Date, time, name and craft of person authorizing track(s) unblocked for normal service.

HY 1.3.4 Alarms The warning alarms displayed as information regarding cars stalled or tracks fouled will be removed from the display if the Alarm Acknowledge Enter Key is operated. Any cars stalled or remaining in the foul will be displayed, unless the alarm has been acknowledged or rolled off the screen.

When the system is placed in Trim Mode or Hump Finish, any cars that are stalled or in the foul are now removed from the main crest display, however; fouls will still show on the track status display. The car stalled or in foul must be protected, even if the alarms have been removed from the Screen or System. No cars must be allowed to be detached from the Apex of the Hump that are to be routed to a track, or tracks adjacent, that are fouled.

HY 1.4.2 Manually operated derails on the West end of Tracks #62 and #63 in the East Classification Yard are under the jurisdiction of the Car Department.

HY 1.4.3 Power operated derails on the West end of Tracks #64 and #65 in the East Classification Yard are under the jurisdiction of the HUMP CONDUCTOR.

The power operated derails will not be put in the position until such time as the individual requesting that track be taken out of service receives authorization from the HUMP CONDUCTOR and track(s) are blocked out of service.

HY 2.0 CLASSIFICATIONS and SPECIAL HANDLING

HY 2.1 Yardmaster/Humpmaster Responsibilities for maintaining yard inventory Humpmaster and Yardmasters are responsible for the accurate maintenance of Yard Inventory by requiring updates from crews and the timely updating of the AS-400 computer system. In order to minimize any inventory that has been delayed on the property, Yardmasters must move and maintain their respective yards inventory in the computer, governed by the following instructions:

HY 2.1.1 East and West Yards When cars are set out of a train being made up or reclassified in the Classification Yard, the conductor of the crew making up such a train must write all set-outs made on their paperwork. This information must include initial and number of car or cars set out and the track number from which such set-out was made, and the position in which they were placed. At this time, the Yardmaster shall update the computer with physical location of car or cars.

If, after a train is made up for departure, it is necessary for any reason to set out or reposition a car or cars, the crew must notify the Yardmaster with the initials and number and location of the cars reclassified. The Yardmaster will then update the computer with physical location of car or cars. All set out, misclassified and bad order car or cars must be properly classified by end of shift.

HY 2.1.2 Hold Out Tracks A hump conductor is not permitted to make a holdout track in their Classification Yard without a Hump Trainmaster authorization.

HY 2.2 Paper Work Yardmasters are to give paper work to all Crew members. The Conductor or Headman must check the list against cars on track. Extra cars or cars out of sequence must be immediately reported to the yardmaster.

HY 3.0 Securing Set Outs in Class Yard In an effort to prevent set-outs from being bumped out from normal humping operations, all set-outs must be placed three car lengths in clear of Lead with hand brake applied only.

HY 4.0 Bad Order

HY 4.1 Bad Order Classification Codes • 8883 C-RIP o Cars coded 8883 must be spotted on C-RIP. o Cars must be spotted on Tangent track to clear clearance marks and to facilitate repair by car department. • 8885 Wheels o Cars coded 8885 must be humped into assigned “Heavy” classification track for spotting to the RIP. • 8886 Shiftable Loads. o Cars coded as 8886 must be shoved to rest, must not be humped against and must be expeditiously spotted on either BRIP or CRIP repair tracks for adjustment. • 8887 Light Repairs o Cars coded 8887 must be humped into assigned “Light” classification track for spotting to the RIP. • 8888 Heavy Repairs o Cars coded 8888 must be humped into assigned “Heavy” classification track or spotted to the RIP. • 8889 Derailment Damage o Cars coded 8889 must be humped to the Rip Track or, if so advised by Mechanical Personnel, to a designated location. • 9998 Loaded Auto

Cars coded as 9998 must be humped to a clear track, must not be humped against and must be expeditiously spotted on 6 Ice House or CRIP for disposition.

HY 4.2 Receiving Yards

HY 4.2.1 Dimensional Equipment Car inspectors must promptly report to Humpmaster, high and wide loads, other unusual cars or cars with unusual lading. Car inspectors must also tag and promptly place in computer proper defect codes and current location of bad ordered car or cars.

HY 4.2.2 Cars Not Tagged Cars found bad ordered and not tagged or coded bad order hump during the process must be reported to the Humpmaster by hump conductor. Humpmaster must then determine if car is safe to hump and advise car foreman about status and location of car.

Hump Conductor must make the necessary computer input to update the AS400 inventory.

HY 4.3 Classification Yards Cars found bad ordered and not tagged or coded bad ordered must be reported to the Yardmaster by the Conductor. Yardmaster will then contact car foreman who will tag and enter into computer proper defect code and current location.

Yardmaster must make the necessary computer input to update the AS400 inventory.

HY 4.4 Departure Yards Car inspectors must promptly report to yardmaster bad order cars, high and wide loads, or other unusual car or cars with unusual lading. Car inspectors must also tag and promptly place in computer proper defect code and current location of bad ordered car or cars.

HY 5.0 Hump Cuts for Autos and Articulated Cars 1. Loaded Cars of Automobiles or Articulated car cuts must be humped as single car cut. (An articulated car is two (2) or more cars permanently coupled together. These cars will be operated under one reporting mark and one number and therefore, considered as one car.)

2. Hump Conductor is responsible for maintaining proper humping speed.

3. Before starting to hump a train, the Hump Conductor must enter the proper commands in the Pro- Yard System. He must check each car with the Hump List to determine that cars being humped are in train order. The Pin Puller is also responsible for determining cars being humped are in train order.

4. When a deviation is found in the Hump List, humping operation must be stopped, and car initial and number must be added or deleted, whichever is required, to properly list cars in their proper sequence in train. Humping operations may then be resumed.

HY 7.0 Misclassified Cars During humping operations, any mis-classed or misrouted cars humped into Class Tracks designated for Industries must be trimmed out immediately after the train is finished. It is the Hump Conductor’s responsibility to notify the Hump Yardmaster when this occurs. The Humpmaster is responsible for insuring that the cars are trimmed out.

HY 8.0 Cars that Require Special Handling

HY 8.1 Pink Message Cars Humping Procedure of pink messages and cars that must not be humped:

• Coach cars, Locomotives, Cabooses, rail on flat cars without bulkheads, or scale test cars; • Pink messages that are single track only (wider than twelve feet); • Pink message

a. cars must not be humped and the track they are placed must be out of service until the Yardmaster moves the car so as not to be humped against. Pink messages with bulkheads may be humped but only to a clear ally and not humped behind.

HY 8.2 Scale Test, Passenger Cars, Transformers, High-value loads The following instructions will apply to equipment such as scale test cars, passenger coaches, cars carded rear-end-only, and any commodity requiring special handling:

• Must be not be cut on while in motion.

• Cars cut off while in motion must not couple into Scale Test, Passenger cars, Transformers, and high-value loads cars.

• Scale Test, Passenger cars, Transformers, and high-value loads must not be coupled into with more force that is necessary to complete the coupling.

HY 8.3 Special Hump Codes The following codes have been establish to denote cars requiring special handling. The noted code will appear on the ProYard Hump screen following the car initial. These cars must not be humped. These codes do not supercede other restriction or special handling provisions.

• P Pink Message • E Explosive • F Foreign Substance on Wheel

HY 8.4 Sorting Rehumps by Outbound Connections Access the West Class Rehump screen via the West Class Yard Report screen, F13. West Class Rehumps may also be accessed from Humpmaster Yard Report, F7.

Access the East Class Rehumps screen via the East Class Yard Report screen, F7. East Class Rehumps may also be accessed from the Humpmaster Yard Report, F8.

Rehumps (that are not Hold Outs / Pull backs) will receive the following block codes in the ProYard System. Once classified the car will reflect the original block code.

All trains must be reslotted prior to humping to make certain the proper rehump block is assigned. The AS400 will automatically identify the connection time.

HY 8.4.1 Sorting Hold Outs and Pullbacks Hold outs and/or Pulls are identified by using the West or East Class Rehump screen. All Rehump Block Codes are shown on the bottom of these screens.

To assign a Hold Out block code place the cursor over the block and hit F2. To remove the Hold Out block place the cursor over the block and hit F2. Rehumps that are Hold Outs/Pullbacks will reflect the normal block code as sent to the ProYard System.

HY 8.4.2 Yardmaster Responsibilities - Rehumps Yardmasters must insure the assigned rehump schedule is followed. Early connection rehumps must be shoved up the approaches in the first section. If it necessary to leave rehumps due to excessive volume, Late Connection Rehumps may be left for the next rehump slot.

HY 9.0 Retention Basins Collector pans and retention basins to catch and hold liquids leaking from tank cars, are located in the EAST YARD under the Water Plug Lead adjacent to track No. Twenty Two (22) west of Cicero Ave. Bridge and, in the WEST YARD located under the Industry Lead west of the West Yard Office.

The purpose of the basins is to protect employees and Company property, and to avoid contaminating the sewerage systems in violation of Federal and Local Environmental Controls. A report must be made promptly to the BRC Command Center (708-728-2259) when tank cars are found to be leaking, furnishing initial and number of tank car and type of commodity leaking; also, where tank car is located. When conditions permit, tank cars found to be leaking should be spotted promptly in position to permit the liquid to run off into collector pan for the basin. Employees are also cautioned to be careful to avoid tripping or falling at the collector pan and retention basin installations.

Additionally, collector pans and ponds must remain free of any foreign debris.

HY 10.0 Foreign Substances on Wheels Employees performing service in connection with the Hump operations must, when practical, make observations for excessive amounts of paint, grease, oil or other substances, corn syrup, etc. on wheel rim of cars subject to being humped that would prevent proper retardation of cars.

The initial and number on cars having such conditions must be promptly reported to Humpmaster. Humpmaster must arrange for these cars to be inspected by Car Department personnel, set out, or shoved over the Hump. Employees are to use careful judgment and discretion when reporting such conditions to eliminate unnecessary confusion and delays to shipments and the Hump operation.

If an accumulation of excessive oil or other substance prevents proper retardation of cars, the Hump operations must be stopped where the condition exists. The Humpmaster shall arrange to correct the problem through the following procedure:

A cut of cars must be shoved, at a speed not to exceed five (5) miles per hour, as many times as necessary to clear the . Apply a medium setting on each section of retarders involved. The engine handling these cars must not be allowed to operate through retarders while the retarders are in their “on” position.

The cut of cars used to clean the retarders must not be pulled from the classification yard to the apex of the Hump while the retarders are in the “on” position. Cars used to clean retarders must not be allowed to be humped until a Car Inspector has inspected the wheels of those cars, and the Maintainer has inspected the retarders to determine both have been cleaned of the substance that prohibited the proper retardation of cars.

HY 11.0 Refrigerated Cars (Classification Code – 571) Cars must be handled clear alley on the shift it was humped. Hump Conductor must notify yardmaster of location.

Yardmaster must inform the clerks of the movement and new location of the car in order to service the car.

Performance of transportation within the standard for perishable service consists of the completion of each of the following functions by the Carrier within the usual customary time period, by not in excess of twenty four (24) hours.

1. Removal of a car from the track serving the shipper and forwarding to connection after loading is completed and instructions sufficient forwarding are furnished to Carrier; 2. Delivery of a car to connecting line after arrival at Clearing;

Issuance of notice arrival of a car held for instructions from the owner of the freight; Completion of light repairs to a car shall be accomplished within twenty four (24) hours of receipt. Light repairs are those which can be accomplished in twenty (20) man hours or less.

Perishable shipments must not be classified in the rehumps pending final classification at Clearing.

HY 12.0 Shoving Cars on Skates Tracks in the East and West Classification Yard must not be shoved from hump end until

• Skate(s) are removed • Point protection is provided • The respective Yardmaster authorizes the movement

HY 13.0 Switch Locks Switch Locks have been placed in service on the following switches, which are lined and locked for straight movement.

1. 35 East Departure to the low side Ladder Lead and towards 34 Pocket.

2. The crossover from 16 West Receiving to 15 West Receiving.

If these switches are used for any crossover movement, they must be relined for straight movement and re-secured with the lock.

HY 14.0 HUMP / CLASS TRACK PROCEDURES

HY 14.1 Shoving Cars If a class track is in the foul and no gaps can be seen in the track, then the track must be left in the clear by three (3) car lengths.

Cars carded rear-end-only or Scale Test Cars, when shoved or pulled to or on Hump Approach Tracks, must not be attached to any other cars.

HY 14.2 Humping on Clear Tracks When humping loaded cars into a clear track, Hump Conductors must make loads single car cuts until at least two cars have been humped into the track.

HY 14.3 High Winds When winds directly out of the west reach or exceed 15 mph, humping empty car cuts into the West Classification Yard may be increased as stipulated by the Manager on duty.

HY 14.4 Kicking Cars The following instructions are in effect for any car or cut of cars that stall or stop in the foul of tracks or groups at the hump end of the classification yards while in hump mode:

If it is necessary to enter the TRIM ON/TRIM OFF command, all stalls must be cleared or tracks affected by the stall must be blocked before hump operations may continue.

Cars stalled foul of lead on hump: must be started at rate of speed maintained in normal movement out of retarder (2 miles per hour for loads, 4 miles per hour for empty cars).

HY 14.5 Rebooting Hump Computer If, for any reason, the hump computer is rebooted by the Hump Technician, Hump Conductors must verify with Yardmasters and Hump Technician that blocked tracks correspond before humping is resumed.

HY 14.6 Hump Cut Restrictions During humping operations the following number of cars may be released:

• West: Two Car Cuts • East Two Car Cuts

A manager may authorize multiple car cuts to be humped in the event of High winds or other extenuating circumstances. Turnovers, etc. must note the change.

HY 14.7 Power Failures Hump Conductors must not rely on the monitor display indicating that power has been restored after a power failure.

Hump Conductors MUST not resume humping after a power failure until verbal confirmation is received from the Hump Signal Technician on duty.

HY 14.8 Hump Approach Track Signals Five (5) West hump approach signal is a three (3) indication (red-yellow-green) color light signal that governs the speed of train being humped.

Authority must be obtained from the Humpmaster prior to occupying and/or shoving Five West approach. Once authority is granted to shove up the approach, a YELLOW aspect will be displayed when the cut of cars is 10 car lengths or 600 feet from the clearance point. This signal governs movement to the top of the hump. A red Stop indication will be displayed when the cut of cars is within four car lengths (240 feet) from the clearance point at the top of the Hump.

One (1) East hump approach signal is a three (3) indication (red-yellow-green) color light signal that governs the speed of train being humped.

Authority must be obtained from the Humpmaster prior to occupying and/or shoving One East approach. Once authority is granted to shove up the approach, a YELLOW aspect will be displayed when the cut of cars is 10 car lengths or 600 feet from the clearance point. This signal governs movement to the top of the hump. A red Stop indication will be displayed when the cut of cars is within four car lengths (240 feet) from the clearance point at the top of the Hump.

HY 14.9 Hump Finish Hump Conductors must not enter the “Hump Finish” command in to the Pro Yard Computer until ALL cars that are rolling, are in the clear on each Classification Track.

HY 14.10 Trimming After finishing every train, the hump conductor is responsible for notifying the hump yardmaster of any misrouted cars; any cars that are in the foul on the hump end; and any cars that need to be started down in order to hump the next train.

HY 14.11 Securement Cut Off • Cars in hump cutoff track must be secured with hand brakes and skates. • The use of wood is prohibited. Only company approved chalking devices may be used.

HY 14.11.1 Brake Sticks Brakes Sticks are to be used as the primary means of apply and releasing handbrakes on the hump and approach tracks.

HY 14.12 Auxillary Tracks

HY 14.12.1 Stub Track (2 East Unit) Rehumps are not to be put in 2 East Unit in the East Yard.

HY 14.12.2 Hump Cut Off When there is going to be movement through the cut-off on the hump, the Humpmaster is to inform the East and West Hump Conductor of what the movement is going to be.

Crew members moving through the cut-off will be responsible for protecting the point of movement and calling for permission from the East and West Hump Conductors before entering the cut-off.

HY 14.13 Cameras Camera assigned as follows: • West Hump Conductor - Camera #1 • East Hump Conductor - Camera #2 • Humpmaster - Camera #3

The aforementioned cameras are for the primary use of those designated. Any operator wanting to use these cameras must obtain permission from either the Humpmaster or the Hump Conductor.

After using these cameras, they must be released back to the respective operator.

HY 14.14 Ground Air The East and West Departure Yard rails have been painted with green markings. This is to show the location of the ground air.

Head car in the train must be spotted to the Ground Air.

HY 14.15 Track Mats Track Mats have been installed in designated areas in the East Yard, West Yard and on the Hump. These mats are designed to collect any oil and grease that may leak from locomotives.

Locomotives that are tied up must be parked over these mats.

The designated areas are:

HY 14.16 Engines Left on Track Yardmaster may permit an engine to stand remain in the clear or be secured on a yard classification track, only if cars are on the same track, and engines are not permitted to be coupled to by cars.

Engineers must comply with proper engine securement procedures when leaving engines unattended. Reverser lever, when removed, must be placed in holder on side of control stand.

Be certain that knuckles are closed on the end closest to cars.

HY 14.17 Cars left in Preparation of Being Pulled Down After coupling cars in the classification yard, in preparation of being pulled down, cars must be left three car lengths in the clear of the lead and not given back to the hump until cars are pulled down and track is clear and reskated.

Any tracks coupled and not pulled down must be reskated at designated skate locations.

HY 14.18 Pull Back, Sluff, and Hold Tracks (NEW) The Yardmaster must ascertain that tracks containing pull backs, sluff, holds, etc. have been properly skated before tracks are unblocked and returned to service. Positive communication and acknowledgement must take place between all parties involved (Yardmaster, Hump conductor, and crew). Visual inspection must be made if any uncertainty exists prior to unblocking the track.

HY 14.19 Inspection Prior to Pulling off Track While coupling tracks in the Classification Yard, the entire track must be walked and the cars are to be inspected prior to pulling off the track.

Be on the look out for cross drawbars, hanging equipment, shifted lading, running refers or shiftable loads next to hazardous material cars or any other exceptions noted

HY 14.20 Clearance Points Rip Lead Clearance points have been marked on the RIP Leads. These markings are 50’ from the derails protecting men and equipment working on the RIP. Anyone switching the RIP is not to place a car or cars beyond these points to allow for visibility of the derails

HY 14.21 Outbound Train Edit The Outbound Train Edit option must be run by Yardmaster on all Outbound trains being pulled from the classification yard. Violations found by utilizing the edit should be corrected before train is pulled to Departure Yard.

Yardmasters are not to depend exclusively on the Train Edit program in connection with proper train placement.

The following are the instructions for the Outbound Train Edit.

OUTBOUND TRAIN EDIT

This option will check the makeup of an outbound train using the restrictions supplied by certain destination roads and FRA regulations. Characteristics considered include the placement of cars containing hazardous materials, train length, total weight, car types and other factors involved in train dynamics. HY 14.22 Securement Class Tracks – Skates

HY 14.22.1 East and West Classification Yard • All tracks must be secured with skates positioned approximately 39 feet from the inert retarders.

HY 14.22.2 East Yard • All Tracks in EAST CLASS must have two skates on each track. o Both skates are to be positioned 39’ Feet from the inert retarder with one skate on the north rail and the second skate on the south rail. o Skates are to be staggered by three to four feet. o The East Yardmaster must verify that all tracks are correctly skated prior to releasing tracks.

HY 14.21.3 West Yard • The following tracks in the WEST Class must have two skates on each track. o Group 3 - Tracks 0 - 5 o Group 2 - Track 11 o Group 1 - Tracks 12 -17 o Skates are to be staggered by three to four feet. o The West Yardmaster must verify that all tracks are correctly skated prior to releasing track.

• All other tracks must be skated with a minimum of one skate. o Skates are to be positioned 39’ Feet from the inert retarder. o Tracks requiring one skate must be skated on the South rail. o Skates must be staggered by three to four feet on tracks requiring multiple skates with one skate place on the South Rail and one skate place on the North Rail. o The West Yardmaster must verify that all tracks are correctly skated prior to releasing tracks.

Cars left unattended after coupling in preparation for pull down to the East or West Departure Yard must be skated or secured. A minimum of three (3) handbrakes on head end of track must be applied when securing cars with handbrakes.

Hold tracks left unattended after coupling in the East or West Classification Yards must be skated and secured by placing the skate or skates in the proper position, 39 ft. from the inert retarder.

HY 14.21.4 Skate found Missing If any Classification Track is found where the skate is missing or defective, the track must be secured with two (2) cars left in the inert retarder and with handbrakes applied.

Report the track to Yardmaster.

HY 14.21.5 Departure Yard Handbrake Securement All trains in the East and West Departure yards which are secured, must have handbrakes applied to the end of the train which ground air is attached. Yardmasters must specify to crew making up train, direction of train’s departure to insure proper placement of ground air and securement of train.

HY 14.22 Clearance of 04 East Receiving Trains yarding on 05 East Receiving are to make a cut one car length in the clear of the hand throw switch on Track 4 East Receiving on the west-end.

HY 14.24 Clearance at Fire Roads When shoving rehumps up 05 west approach and 01 east approach a distance of one car length of clearance must be maintained on both sides of the fire road when cutting the crossings.

HY 14.25 Lowlines The procedure for the yarding of lowlines in the receiving yards is as follows:

1. The crew calls the hump for a receiving track and provides the humpmaster with the 1st car going in on the track and if there are already cars on the track, the 1st number of the car that they will be tying onto.

2. The humpmaster will call the camera clerk (2300) and relay this information including the track#, # of cars going into the track, and the car #'s that they received from the crew.

3. The humpmaster will notify the receiving yard carmen that the track needs to be inspected and bled the same as an inbound train.

These steps are crucial in order to maintain an accurate hump list and decrease delays on the hump.

HY 14.26 Engines Parked 2 Lead Engines must not be parked on 2 Lead, west of 6 Crossover.

Engines are to be parked on 1 Lead Pocket, west of 6 Crossover, which is the next track north of 2 Lead

HY 14.29 Hump Vehicle The hump vehicles are to be used for shoving purposes only.

In the event that the pin puller needs to shove over the hill to start down a track or if he is shoving a big block over, the RCO must walk down the hill to protect the point of the movement
