Rettig Commissioner United States Internal Revenue Service 1111 Constitution Avenue, NW Washington, D.C. 20224 Commissioner Rettig, I am writing to ask you to review the income tax filings of U.S. Representative Ilhan Omar (D-MN). Congresswoman Omar has made revisions to her income tax filings for 2014 and 2015. Specifically, these corrections were made because she illegally filed joint income tax returns with an individual that was not her legal spouse. Please consider examining this matter for further review. Due to recent developments, I believe probable cause exists for an investigation into Rep. Omar’s tax filings. Multiple instances of Rep. Omar’s misuses of finances have been documented: false exemptions, kickbacks, and false deductions. False Exemptions: On June 6, 2019, the Minnesota Campaign Finance Board (CFB) ordered Rep. Omar to repay $1,500 which she illegally diverted from her campaign committee. These funds were used to pay a law firm to examine her joint income tax filings for 2014 and 2015 with Mr. Ahmed Hirsi [1]. However, public records show that Rep. Omar was legally married to a different individual, Mr. Ahmed Elmi, from 2009 to 2017 [2]. Kickbacks: On July 31, 2018, the Minneapolis Star Tribune reported that Rep. Omar agreed to return $2,500 in honoraria she had taken in 2017 from several Minnesota community colleges [3]. She returned these payments because she oversaw their budgets as a member of the Higher Education Finance Committee of the Minnesota House of Representatives [4]. The question regarding how she treated these illegal payments on her 2017 tax return must be answered.

The attached document describes each award anticipated to be received by state agencies from the ARP and the estimated spending by fiscal year. Some of these estimates are based on formulaic estimates from Federal Funds Information for States, others are based on the agency’s analysis of the percentage of the total federal funds allocation that Minnesota received in the past. Additionally, some of the federal funds listed have legal authority to spend outside the LAC process in M.S. 3.3005. These funds are presented for information purposes. In those cases, the relevant legal citation for spending authority is provided. – 2015 – MINNESOTA LEGISLATIVE SCORECARD CLEAN WATER ACTION’S 2015 Minnesota Legislative Scorecard Clean Water Action’s goal is to protect and restore our lakes, rivers and streams now and for future generations. We work to protect Minnesota’s health and water by making systemic change. We educate the public, develop grassroots citizen leaders and mobilize our members to get involved in policy decisions. This is a comprehensive scorecard for the 2015 legislative session and the special session that was held in June. Clean Water Action’s Legislative Scorecard provides a permanent record that scores every Minnesota state legislator on their votes that affect the issues of clean, renewable energy, water quality, and toxics in our environment. These were the primary areas of focus for Clean Water Action this year.
