HITEC Newsletter HITEC Newsletter OCT 2009 Issue Event Highlights performance venue Star Hall – the New Mega Theater Brings Magic and Boosts the Movie Industry Star Hall, the integrated performance venue measuring 30,000 square feet, has impressed the audience with ultimate enjoyable experience in this summer by introducing 4 movie premieres, including „Harry Potter and the Half-Blood PrinceTM‟ (Jul 15), „Oh His Majesty‟s Secret Service‟ (Aug 5), „G.I. Joe: The Rise of Cobra‟ (Aug 6) and „The Message‟ (Sept 29), which successfully attracted over 8,000 audiences and received favorable comments from the public. “Building on the extensive experience on hosting successful concerts and performances, Star Hall collaborated with industry expertise in organizing movie premiere activities since early this year, which aims at providing more surprising entertainment experience than ever. The movie premiere of „Pan Zuo Liang‟ on Oct 20 was a fund raising event organized by Hong Kong Association of Youth Development, and co-organized by Hopewell Holdings Limited and Gold Typhoon. The movie is also one of the important films for celebrating the 60th Anniversary of the Founding of the People‟s Republic of China. Project Yi Jin Joint Exhibition and Joint Registration Day (Aug 8-9) The Yi Jin Project, which has offered continuing education to Form 5 school leavers as well as the adults who want to continue their study, has been held for 10 years since the year of 2000/2001. Joint exhibition and registration day of Yi Jin Project was held in HITEC at early Aug with 9 full-time institutions participated, and attracted over 20,000 visitors with over 10,000 registrations for the program. KITTY LAB Hello Kitty 35th Anniversary Project (Aug 13-30) “KITTY LAB” – the Hello Kitty 35th Anniversary Project was held at HITEC for 18 days from mid to end of Aug 09. The Hello Kitty-themed activity has been held at HITEC for three consecutive years and this year, the event has attracted over 75,000 visitors. The “KITTY LAB” journey began at the backdoor of a Sanrio concept store. This lead to a secret passage to Dr. Kitty‟s “KITTY LAB” where a simulated city was located. Upon entering the city, visitors were provided with a Kitty Gene and they must travel around each spots in the simulated city to collect components vital to Kitty‟s evolution program for shaping Kitty‟s personality and characteristics. Comic World HK 28 is one of the famous comic shows in town, which gathers young comic lovers to share their comic creations and hobbies with one another. The show is held twice a year in Feb and Aug, while Comic World HK 29 will be held on Feb 21, 2010 at Rotunda 1 and 2 of HITEC. Chibi Maruko Musical (Sept 4-6) Chibi Maruko Musical was staged at Star Hall of HITEC for 3 days from Sept 4-6, 2009. The musical was dubbed by Hong Kong pop stars including Charlene Choi (voice of Maruko), Eric Tsang Chi-Wai and Wong Cho Lam. Ding Yu, the famous and experienced dubbing artist in Hong Kong, also served as the Cantonese dubbing producer for the musical. The story is based on the childhood of the author (Momoko Sakura), which described her happiness and sadness about her family and school life. The show integrated with Peking opera, acrobatics, magic, dancing and singing which interpreting the connotation of the culture of Shanghai. In addition, 300 noted guests joined the opening cocktail of the show including Tung Chee Hwa, Vice Chairman of the National Committee of the Chinese People‟s Political Consultative Conference. Andrew Lam & Friends Concert 2009 (Sept 25-26) Andrew Lam, the famous lyricist in Hong Kong, has held his first concert in Star Hall on Sept 25-26 named “Andrew Lam & Friends Concert 2009”. The shows were in full house and received favorable comments by the public. Singers include To Lai Sa, Kenny Bee, Peter Cheung and Andrew Cheung etc have sung classic songs created by Andrew Lam and other guests included Eason Chan, Shirley Kwan, Justin and Edmond Leung have also come to support his concert. Designer of Hello Kitty, Ms. Yamaguchi Yuko was invited to Hong Kong to preside a two-day “Hello Kitty Workshop”. It was the very first occasion that Hong Kong Hello Kitty fans could closely contact with Ms. Yuko. At the same time, EMax also held “Hello Kitty Workshop Star Press Conference” and a number of celebrities who are also Hello Kitty Fans, including Elanne Kwong, Ciwi Lam, Ka-ki Leung and Ada Wong, were invited to this event. They enthusiastically asked Ms. Yuko to teach them drawing skills and were guided to draw their own design Hello Kitty. Ms. Yuko answered lots of questions raised by her fans during the workshop. She also shared her inspiration and demonstrated how to draw Hello Kitty to her fans. Finally, Ms. Yuko drew different Hello Kitty portraits for each of the attendant as souvenir and permanent collection. The program featured Environmental Protection and Drama Week, Innovation Week, Sports Week, Cooking Week and Pet Week with an emphasis on all-rounded development. Under the guidance of professional and caring teachers, students have enjoyed a fruitful and exciting summer holiday. To recognize students‟ painstaking effort and endeavor, EMax Max Kids Summer School Graduation Performance was held on 6 September 2009 when participants were awarded certificates as a token of encouragement for completing the program. Over 200 kids and parents joined in to watch the performances and sharing sessions by outstanding participants and course tutors. Guest performers including Ms. Purple Lee, the popular singer of child songs, brought fascinating entertainment to the audience, marking an end to EMax Max Kids Summer School program.     LC Paper No. CB(2)652/09-10(01) For discussion on 8 January 2010 Legislative Council Panel on Home Affairs Review on the Hong Kong 2009 East Asian Games Purpose This paper reports to Members on the Hong Kong 2009 East Asian Games held in December 2009. Background 2. The Hong Kong 2009 East Asian Games (EAG) was the 5th edition of the East Asian Games and the first large-scale international multi-sport event ever held in Hong Kong. It was staged at 20 venues and various road sections from 5 to 13 December 2009 (please see Annex 1 for details). Around 2 100 athletes from nine countries and regions1 competed in 22 sports (Annex 2). As the host city, Hong Kong fielded a delegation of around 400 athletes to participate in all the 22 sports. Six sports were featured as EAG sports for the first time, namely: cue sports, squash, table tennis, windsurfing, rugby sevens and cycling. The nine-day event was held successfully in a safe and orderly manner. 3. The Opening Ceremony of the EAG was held in the evening of 5 December 2009. Unlike the usual practice of other major games, the ceremony took place at the Victoria Harbour with its renowned night scenery as the backdrop, complemented by a floating stage, a parade of adorned vessels and a firework display. 1 Other than Hong Kong, China, the participating countries and regions included China; Democratic People’s Republic of Korea; Guam; Japan; Korea; Mongolia; Macau, China and Chinese Taipei. 4.     Hong Kong 2009 East Asian Games (EAG) Bulletin # 4 36 Days to the Opening EAG News On 27 October, a chemical, biological, radiological and nuclear (CBRN) field exercise was conducted at Shek Kip Mei Park Sports Centre to test the responsiveness of and co-ordination among government bureaux, departments and agencies in case of CBRN incidents during the Games. The Chief Executive, Mr Donald Tsang; Secretary for Home Affairs, Mr Tsang Tak-sing; and Secretary for Security, Mr Ambrose Lee observed the operation, and received briefings on the contingency plans. On 29 October, the Permanent Secretary for Home Affairs, Mrs Carrie Yau met representatives from the National Sports Associations (NSAs) that will take part in the EAG to discuss preparations for the Games. She said that good progress had been made and thanked the NSAs for their excellent work. In response, the Honorary Secretary General of the Sports Federation and Olympic Committee of Hong Kong, China (SF & OC), Mr Pang Chung said the SF & OC and the NSAs would continue to work closely with the Government and the EAG Company in making final preparations for the EAG.     LC Paper No. CB(2)576/05-06(01) LEGISLATIVE COUNCIL PANEL ON HOME AFFAIRS THE 2009 EAST ASIAN GAMES INTRODUCTION This paper briefs Members on the progress of our preparation for hosting the 2009 East Asian Games (EAG). A formal submission will be made to the Finance Committee for approval on revised Government subsidy to support the organization of the EAG. We will also seek funding approval from Finance Committee/ Public Works Sub-committee for proposed capital works to upgrade selected sports venues for staging East Asian Games competition items and other international sports events according to the prevailing international standards. BACKGROUND 2. The EAG is a major international sports event in East Asia, and the member places for the event comprise People’s Republic of China, Democratic People’s Republic of Korea, Hong Kong, Japan, Korea, Macau, Mongolia, Chinese Taipei and Guam. 3. At the meeting of the Executive Council held in June 2003, the Council endorsed that, subject to the acceptance in principle by the Legislative Council Finance Committee of the financial implications involved, the Government should support, with guarantee and commitment, the Sports Federation and Olympic Committee of Hong Kong, China (SF&OC) in its application for hosting the 2009 EAG. 4. By hosting the 2009 EAG, Hong Kong could - (a) raise our prestige and profile in the region; (b) promote our image as a world city for hosting international events; (c) foster the development of our sports standard and culture; (d) help enhance tourism; (e) help create job opportunities; and (f) help enhance social solidarity.

Introduction The Hong Kong 2009 East Asian Games ("2009 EAG"), held between 5 and 13 December 2009, was the first large-scale international multi-sports event ever held in Hong Kong. The Audit Commission ("Audit") conducted a review to examine the planning, organisation and implementation of the 2009 EAG. The review focused on the following areas: - post-implementation review; - operating cost and revenue; - reduction in number of shooting competition events; - conversion of squash courts into office accommodation; - admission ticketing arrangements; and - Audit survey. 2. The Committee held two public hearings on 5 and 7 May 2011 respectively to receive evidence on the findings and observations on this subject in the Director of Audit's Report ("Audit Report"). Mr TSANG Tak-sing, Secretary for Home Affairs, made an opening statement at the Committee's public hearing held on 5 May 2011. The full text of his statement is in Appendix 5. B. Operating cost and revenue Full direct cost of organising the event 3. In July 2003, the Finance Committee ("FC") of the Legislative Council ("LegCo") accepted in principle the financial implications of $84 million for providing a government subsidy to meet the operating deficit for hosting the 2009 EAG (with a total operating budget of $171 million), and agreed that Hong Kong should make a bid for hosting the event. In November 2003, the Sports Federation and Olympic Committee of Hong Kong, China ("SF&OC") won the bid for hosting the 2009 EAG.

Over 3 000 athletes from nine countries or regions will compete in the biggest ever EAG - the largest multi-sport event yet held in the city. A record 281 gold medals are up for grabs, with the best athletes from China; Democratic People's Republic of Korea; Hong Kong, China; Japan; Korea;Macao, China; Mongolia; Chinese Taipei and Guam taking part. Seven sports make their debut at the Games, making a record 23 featured sports, with more than 1 700 competition events at 21 venues. Over 200 000 spectators are expected. Hong Kong makes a natural host for this great regional event, with its prime location at the heart of East Asia, its great infrastructure and connectivity, world-class hotels, hospitality and cuisine. As Asia's sports hub, the city is home to exciting annual events such as the Hong Kong Sevens (rugby), Hong Kong Marathon, Hong Kong Open Championship (golf), Hong Kong International Cricket Sixes, Hong Kong World Grand Prix (volleyball), the International Tennis Champions Challenge and the International Dragon Boat Races. In 2008, Hong Kong staged the Olympic and Paralympic Equestrian Events as co-host of the Beijing Olympics. Hong Kong Rugby Sevens Hong Kong is able to field its own team at the EAG because of the 'One Country, Two Systems' principle enshrined in the Basic Law - the city's mini-constitution. At the last EAG in Macao in 2005, Hong Kong's athletes won 13 medals.

    Hong Kong 2009 East Asian Games (EAG) Bulletin # 8 8 Days to the Opening EAG News The first events of the East Asian Games will take place on Wednesday 2 December, when the basketball, football, volleyball and table tennis competitions will get underway. Highlights include Hong Kong’s men’s basketball team playing against Guam in at Western Park Sports Centre at 8 p.m. and the football competition kicking off with Japan playing the People’s Republic of Korea at 7 p.m. at the Siu Sai Wan Sports Ground. On 5 December, Hongkong Post will issue a special set of Hong Kong 2009 East Asian Games stamps. The set of six stamps contains two designs for each of the three denominations, featuring all the 22 sports in the 5th EAG.
