All materials (books, microfilm, VHS cassettes, maps, etc.) in the Mississippi Room are non-circulating meaning they may be used in the Mississippi Room ONLY and may not be checked out. Duplicate copies of some non-reference titles are available in the Non-Fiction section; consult the card catalog or ask the Reference Services Librarian for assistance. A microfilm reader/printer in the Mississippi Room and copy machines near the Circulation Desk are available at a cost of 25cents per page for B&W and $1.00 for color copies.     MISSISSIPPI-STATE OF THE UNION DURING THE PAST several years in which the struggle for human rights rights in our country has reached a crescendo level, the state of ~ississippi has periodically been a focal point of national interest. The murder of young Emmett Till, the lynching of Charles Mack Parker in the "moderate" Gulf section of Mississippi, the "freedom rides" to Jackson, the events at Oxford, Mississippi, and the triple lynching of the martyred Civil Rights workers, Chaney, Schwerner and Goodman, have, figuratively, imprinted Mississippi on the national conscience. In response to the national concern arising from such events, most writings about Mississippi have been in the nature of reporting, with emotional appeal and shock-value being the chief characteristics of such writing. FREEDOMWAYS is publishing this special issue on Mississippi to fill a need both for the Freedom Movement and the country. The need is for an in-depth analysis of Mississippi; of the political, economic and cultural factors which have historically served to institutionalize racism in this state. The purpose of such an analysis is perhaps best expressed in the theme that we have chosen: "Opening Up the Closed Society"; the purpose being to provide new insights rather than merely repeating well-known facts about Mississippi. The shock and embarrassment which events in Mississippi have sometimes caused the nation has also led to the popular notion that Mississippi is some kind of oddity, a freak in the American scheme-of-things. How many Civil Rights demonstrations have seen signs proclaiming-"bring Mississippi back into the Union." This is a well-intentioned but misleading slogan.

A year later, on May 31, 1955, the Supreme Court issued a second order directing compliance with Brown I “with all deliberate speed.” Brown v. Bd. of Educ., 349 U.S. 294, 301 (1955) (“Brown II”). Ten years after Brown II, residents of Bolivar County, Mississippi, filed this now fifty-year-old action seeking the desegregation of their school system. After decades of litigation, this case is currently before the Court for the determination of an appropriate desegregation remedy for the high schools and middle schools in the Cleveland School District (“District”) in Bolivar County. This plan supersedes all previous plans and may not be reproduced without prior authorization. It provides a framework for structuring and planning State and Local Civil Defense/Emergency Management offsite emergency response to radiological emergencies. Inherent in the issuance of this plan, as an integral part of the Mississippi Comprehensive Emergency Management Plan, is recognition of the interrelationship between radiological emergency preparedness planning and other emergency planning. The State's overall emergency planning effort is based on the premise that similarities among the various emergencies, which threaten the public, require maximum standardization of procedures and practices to the extent possible. The State also recognizes the dynamics associated with planning and, consequently, plan upgrading will be accomplished at least annually, and in the ultimate will be a continuing process with the objective of protection of the people from personal injury or loss of life and mitigation of damage or loss of property resulting from radiological emergencies. By virtue of the authority vested in me, by the Constitution of Mississippi and Title 33, Chapter 15, Mississippi Code of 1972, as amended, I hereby promulgate and issue the MREPP as the official guidance of all concerned. It is in the opinion of the State, the plans/procedures are adequate to protect the health and safety of its citizens by providing reasonable assurance that state, local, and tribal governments can and intend to effect appropriate protective measures offsite in the event of a radiological emergency (44 CFR 350.7(d)).

Box 15369 Hattiesburg, MS 39404 (601) 544-3674 July 2008 EMS Project No. MDE0-08-002 EXECUTIVE SUMMARY Environmental Management Services, Inc. (EMS), Hattiesburg, Mississippi, was retained Mr. Trey Hess (client), Mississippi Brownfields Program Coordinator for the Mississippi Department of Environmental Quality (MDEQ) to perform a Phase I Environmental Site Assessment (ESA) on an approximate 4.58-acre parcel of land that formerly included the Angelica Clothing Manufacturing facility (subject property). Also included in this assessment are two additional parcels located north and south of the facility for a combined total of approximately 12-acres. These parcel are located approximately one mile south of Sumner, Tallahatchie County, Mississippi. The former Angelica Clothing Manufacturing property is currently in the process of upgrading the facility and surrounding area to accommodate the Emmett Till Multi-Purpose Complex. The onsite inspection was performed on June 24, 2008. Methods of investigation, information collected, and the content of this report conform to EMS guidelines for conducting Phase I ESAs and, at a minimum, to United States Environmental Protection Agency (USEPA), 40 CFR Part 312 and the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E 1527-05). Site History The subject property is located in Fractional Sections 12 and 13, Township 24 North, Range 02 West, in Tallahatchie County, Mississippi.
