III. SITUATION OVERVIEW

 The following meteo-hydrological conditions prompted PAGASA to commence the preparatory phase of the flood warning operation for the Pampanga River:  A definite large amount of rainfall is expected in the basin due to approaching tropical cyclones and the release of Pantabangan Dam for flood control

 City to Marinduque trips in Region IV-B are cancelled due to PSW signal No. 2 raised in Quezon Province

 Bicol Coast Guard District reported that a total of 364 passengers, 19 trucks, 11 cars and 5 vessels were stranded in the ports of Tabaco in Albay and Lucena and Puerto Real in Quezon

IV. ACTIONS TAKEN

A. NATIONAL

 NDCC OPCEN is continuously disseminating weather advisories to OCD Regional Centers concerned through SMS and facsimile for further dissemination to their respective local disaster coordinating councils from the provincial down to the municipal levels

 NDCC conducted a coordinating meeting on Typhoon preparedness at NDMC Building, Camp Aguinaldo, Quezon City on October 28, 2009, 9:00 AM to discuss

3 preparedness measures of NDCC member agencies and the Regional Disaster Coordinating Councils for Typhoon “Santi”

 DSWD organized and conducted a relief caravan ( SAMA-SAMANG PAGTULONG ) to preposition relief supplies for 10 provinces in Regions IV-A and V areas where Typhoon “Santi” is expected to land. SAMA-SAMANG PAGTULONG Relief Caravan with relief goods contributed by line departments, other national government agencies, private and international organizations. Trucks loaded with relief cargo assembled at the Diosdado Macapagal Avenue in Pasay City on October 28, 2009 at 3:00PM. Relief Caravan was sent off by Her Excellency President Gloria Macapagal Arroyo on October 29, 2009 at 6:00 AM

 PCG prepositioned its rescue assets and response units in Bicol District HQ, Coast Guard Stations in Legaspi City, Masbate, Sorsogon, MEPGRU Bicol and PCG Auxillary (volunteers); Northern Luzon (La Union and Pangasinan); Central Luzon (Subic); Southern Luzon (Puerto Real, Quezon); and PCG NCR-CL Assets deployed/dispatched were 14 teams with 51 personnel, 5 rubber boats, sets of scuba gear, 7 vehicle (multi cab), motorcycles, 5 squadron with 180 members; life saving device (life jackets and 5 life rings), 1 speed boat, 1 inflatable boat and M35 trucks

 DepEd announced the suspension of classes today, October 30, 2009, in the primary and secondary level for NCR and provinces under PSWS No. 2

B. REGIONAL PREPAREDNESS

 Disaster Operations Centers (DOCs) of RDCCs I, II, III, IV-B and V have been activated. All RDCC member agencies, local disaster responders were alerted to take necessary precautionary measures on the possible effects of Typhoon “Santi”

Region II  RDCC Chairman issued directive to PDCCs and CDCCs concerned to convene their respective DCCs and submit initial actions taken on contingency checklist and preparedness plan  PDCC Isabela issued radio messages to C/ MDCCs; prepositioned stockpiles of food and non-food items and rescue equipment; activated ISRR Team and government hospitals  PDCC Nueva Vizcaya activated DRT 933 and respective Disaster Control Groups and enjoined residents along hazard prone areas for pre-emptive evacuation  PDCC Quirino conducted pre-emptive evacuation of residents along the low lying areas; issuance of warnings to all barangays; pre-positioning of relief goods and SAR equipment, pre-identified evacuation centers (brgy. halls, day care centers and schools) and communication systems were tested for mobilization

Region III  Operations Centers of PDCCs Bulacan, Zambales, Aurora and Nueva Ecija have been activated and convened its member agencies and response teams for possible deployment  RDCC 3 Core Group led by OCDR 3 thru PIA organized a press conference to inform the public on the preparations being undertaken by member agencies. Said conference was attended by various local TV, radio and print media

4 Region IV-B  Alerted RDCC Members, PDCCs MIMAROPA and Civil Defense Deputized Coordinators and continuously monitored status of Nautical Highway and roll- on-roll-out port operation

Region V  RDCC V conducted emergency meeting on Oct 27 and 29, 2009 presided by the Chairman in preparation for Typhoon “Santi” and discussed preparations for the relief caravan  On October 28, 2009, PDCC Albay issued Advisory No. 1 placing the entire province under alert and monitoring status  On October 27, 2009, all DRRUs and disaster response teams stationed throughout the Bicol Region were activated for possible deployment  Conducted meeting with Governor Cua of Catanduanes and Governor Typoco of Camarines Norte re: preparations and requirements  On October 28, 2009, DSWD pre-positioned 200 sacks of rice each for provinces of Camarines Norte and Catanduanes  RDCC ferried relief goods to Calaguas Island, Camarines Norte on October 28, 2009 via PAF Chopper  NFSL-PN pre-positioned 1 DRRT, 1 M35 truck, 1 DRRT trailer and 1 Squad tent at HQ, 9ID Pili, Camarines Sur as preparedness measure to ensure immediate response if the need arises  RDCC will be conducting a meeting with DBM Secretary Rolando Andaya at Camarines Sur; establishing RDCC Command Post at the HQ 9ID, Camp Elias Angeles, Pili, Camarines Sur and will turn-over relief goods/relief caravan to concerned PDCCs
