Mawnan NDP Survey Results October 2018 Index History of the NDP The survey Survey results • Section 1: Housing • Section 2: Design of new development • Section 3: Local business • Section 4: Leisure pursuits • Section 5: Parish amenities • Section 6: Environment • Section 7: Carbon reduction • Other Landscape Character Assessment 2 Welcome to this exhibition of the results of the June 2018 NDP survey. 344 completed questionnaires were returned for analysis, representing the views of approximately 40% of the residents of the parish We understand this to be an exceptionally high response rate, and the steering group would like to thank everyone who took the trouble to fill in the questionnaire. More than 1,300 individual written comments were submitted, providing a unique insight into how the people who live here see the parish today, and its future development 3 Mawnan NDP progress to date: • The parish council resolved to develop a plan for the neighbourhood area at a council meeting on 16 March 2017 • The community had been contracted by a postal survey in late February 2017 to determine whether there was public support for the development of a neighbourhood plan. Based on a 16% return in favour of the plan development, and 1% against, the parish council determined to proceed as above • A public meeting was held on 10 May 2017, chaired by Rex Sadler then Chairman of Mawnan Parish council, at which parish councillors Graham Marsden and Liz Lloyd, supported by Mark James, Falmouth and Penryn Community Link Officer from Cornwall Council, outlined the process of a developing a neighbourhood plan. Attendees were asked to indicate their willingness to participate in the process. • A follow-up public meeting was held on 7 June 2017 at which a chair-person for the steering group was appointed and an embryo steering group formed including an administrator/secretary and a treasurer • On 25 July 2017 Cornwall Council approved the designation of Mawnan Parish as a Neighbourhood Area to be used in the creation of a neighbourhood Development Plan 4 WHAT HAPPENED NEXT 2017 ! First week of September, A4 coloured leaflet delivered by hand to all households in the parish ! 11 September, first full meeting of the steering group with 77 members of the public present; “can you help” fliers handed out ! 24 September, display and feedback stand at the Mawnan Fun Run. 58 replies to the feedback, and several offers of help obtained ! October, posters on parish notice board, and first attendance at the Farmers’ Market with a display and feedback stand ! 15 November, steering group meeting with members of public present ! June distribution of 866 questionnaires to every residential household in the parish ! 344 completed questionnaires returned by the end of July with over 1,300 written comment ! 21 and 22 September, exhibition of the results! 5 Questionnaire reproduced for your reference Housing Cornwall has been set a target by central government to build 52,500 new homes by 2030. Mawnan’s current share of that new build target, as allocated by Cornwall Council and in part based on our AONB status, is NIL, but Mawnan will in all probability continue to accommodate some additional housing stock within the Parish by way of rounding off and infll. We may also see further applications from developers for larger scale housing projects. Between 2000 and 2008 approximately 20 new homes were built in Mawnan. Since then, in the period 2010-18, 73 new houses and fats have been built, 15 are currently under construction, and planning consent has been granted for a further 25 (total 113). Of those 113 homes, 33 meet the criteria of being ‘affordable’. Excluding the larger developments of Elgin Close (13 homes), and Lowena Fields (46 homes), 55 new homes were built between 2010-18, or approximately 7 per year. These 7 were provided by the use of ‘infll’ and ‘rounding off’ applications. It might be assumed that applications on these grounds will continue at a similar pace in the future. Q1. Local businesses Many of the businesses in the Parish cater for large numbers of visitors who come to Mawnan to enjoy the beauty of the area, its gardens and coastal facilities, but we also have local services, agriculture and a large number of small businesses and self employed. Environment Cherished landscapes, habitats and heritage sites in the Parish are recognised by National Designations: almost the whole Parish is an Area of Outstanding Natural Beauty (AONB), and the tiny part that is not is designated an Area of Great Landscape Value. Also the Parish contains many prehistoric and medieval sites, whilst much of our coastline is a site of special scientifc interest (SSSI). Q16.
