Bognor Regis Town Council are very aware of the strength of feeling and loyalty towards the town and the oft-expressed view that many of its finer buildings have been lost over the years or replaced with ones of lesser architectural merit or inappropriately sited. The Town Council believe that having a Neighbourhood Plan in place will give local people much more say in the future planning of the town with regard to buildings and green spaces; their quality, look, feel, usage and location, as well as offering some protection to existing sites and buildings, much loved and valued by the community. The idea of Neighbourhood Plans initially came about because central government felt it important that local people had more of a say in what happened in their own town or village.

University of Portsmouth Department of Geography University of Portsmouth Buckingham Building Lion Terrace Portsmouth PO1 3HE 1 Abstract It is widely recognised that there is a need for direct engagement between stakeholders to establish locally accepted strategies for sustainable coastal management solutions. Adaptive management approaches have emerged as one of the preferred mechanisms in coastal zone management. Central to the application of adaptive management implementation is the effective engagement of stakeholders to encourage a participatory decision-making process. There are relatively few studies which have analysed the effectiveness and dynamics of stakeholder groups to establish sustainable adaptive management in practice and what opportunities and challenges can arise from such collaborative approaches. This research critically evaluates stakeholder engagement in the adoption of adaptive management at East Head, Chichester Harbour, England. The study has identified significant issues and opportunities that have arisen throughout the decision-making process. It has found that a major challenge has been to achieve acceptance of the mechanism of adaptive management, particularly in relation to aspects of uncertainty. It is of critical note that the advisory group in question (EHCIAG) has become a valuable vehicle in bringing together key stakeholders throughout all stages of the adoption of the adaptive management approach. It is suggested that this collaborative approach, has gradually reduced conflict through building knowledge, gaining trust and ultimately achieving acceptance. A management model and recommendations for best practice are presented derived from the views of the advisory group itself which can be applied across a range of scales, situations and environments.

Chairman’s Report Councillor Adamson kept matters brief as most points were covered elsewhere and there was the important business of agreeing the budget and setting the precept on the meeting agenda. Looking forward to a return to face-to-face meetings, and reflecting how important Zoom had become, with its security measures being improved to address wider concerns, Councillor Adamson also encouraged the use of the local WhatsApp group to stay in touch – the administrator is Mark Ford.
