Minnesota Minnesota did not have formal regional coordinating councils as of Dec. 2011. FTA-required locally developed, coordinated public transit-human services plans have been completed in all 12 of Minnesota’s Economic Development Regions, however, which cover the entire state outside of the Twin Cities metro area.
