A hydrologic budget approach was used to assess precipitation, streamflow, baseflow, and potential and actual evapotranspiration in seven major basins in the study area on a monthly, annual and long-term basis. The report is intended to provide basic information that can be used for the wise management of the groundwater resources in the study area. Toronto, July 2002. Our uniqueness is characterized by no road access, we touch the edge of the Arctic! Moosonee is located on the Moose River 12 miles south of James Bay at a latitude 51 N 07′ and longitude 80 W 35′. The town site is in the Hudson Bay Lowlands, the largest wetland area on earth. Originally settled as a fur trading post by Revillon Freres of Paris in 1903 in competition with the Hudson Bay Company, the town grew in importance with the arrival of the rail in 1932 when Moosonee became a transportation hub for the James Bay coastal communities. -

Community Museum Governance: The (Re)Definition of Sectoral Representation and Policy Instruments in Ontario Robin Nelson A thesis submitted in partial fulfillment of the requirements for the Doctorate in Philosophy degree in Public Administration School of Political Studies Faculty of Social Science University of Ottawa © Robin Nelson, Ottawa, Canada, 2021 ii Nelson Abstract Research on museum policy often focuses on provincial or national museums, which are typically government agencies. These institutions are directly accountable to government and have an articulated role in an explicit federal or provincial museum policy. However, most Canadian museums are community museums – that is, nonprofit or municipal museums that collect and interpret locally relevant materials and have public programs targeting the community in which they are based. Community museums’ relationships with government(s) differ due to their legal structures (municipal, nonprofit), relatively small budgets, and limited number of staff. Within museum policy, community museums are distinct because they lack a direct relationship with a provincial or national government. Yet, in Canada, all levels of government are involved in their governance through regulatory and supportive activities. In particular, provincial governments have included community museums in museum policies, which tend to focus on professionalization, standards of operation, and simplifying access to resources. In other words, policies targeting community museums often subject them to norms, aiming to establish parameters and best practices for their operations. These actions seek to define and shape community museums, which raises the question: how are these policies (re)created, (re)assembled, and coordinated? Using archival research and interviews, this thesis documents community museum governance in Ontario, where provincial museum advisors and associations emerged as museum professionals embedded in policy development and implementation in the 1950s. -

Keske University of California-Merced Morgon Mills Labrador Ins tute, Memorial University of Newfoundland Laura Tanguay University of California-Merced Jason Dicker Labrador Ins tute, Memorial University of Newfoundland Abstract: This ar cle discusses the origin and management of waste in two Labrador communi es, Happy Valley-Goose Bay and Nain, and results from the qualita ve phase of a two-stage mixed methods research study. Results illuminate challenges and opportuni es associated with waste management in northern communi es. Like many regions across the Canadian North, the principal study area consists of a popula on centre surrounded by diff use, rural, and Indigenous communi es, mul ple land uses, and complex governance considera ons. We iden fy factors contribu ng to the accrual, management, and transport of solid waste in Labrador related to historical and ongoing colonialism. Among the considera ons are military development and mobile labour forces that generate both industrial and household waste. A combina on of remoteness and climate makes waste collec on, storage, and transport costly and slows organic waste decomposi on. Corrosion from municipally treated water generates excessive appliance waste. Limited local food produc on and remoteness from manufacturing and retail centres increases the consump on of disposable shipping materials. Despite these challenges, it is essen al to simultaneously recognize the eff orts of local grassroots ini a ves to eff ectuate sustainable waste management. We conclude that communi es may benefi t from implemen ng synergis c waste management strategies to reduce costs and public health risks, and to concurrently recognize the prac cali es of waste management in the North. -
