FINANCIAL SECTION COMPREHENSIVE ANNUAL FINANCIAL REPORT Photos used with permission of Pacers Sports & Entertainment used with permission of Pacers Photos Indiana Basketball Professional basketball came to Indianapolis in 1967 when eight businessmen invested a few thousand dollars apiece to create the Indiana Pacers franchise as a charter member of the American Basketball Association (ABA). The nickname “Pacers” was decided on through a collective decision of the original investors. It was a combination of the state’s rich history with the harness racing pacers and the pace car used for the running of the Indianapolis 500. The Pacers became a member of the National Basketball Association (NBA) in 1976 as a result of the ABA-NBA merger. They originally played in the Indiana State Fairgrounds Coliseum, but moved to the Market Square Arena in downtown Indianapolis in 1974 where they stayed for 25 years. They moved to Bakers Life Fieldhouse in 1999 where they currently reside. Over the years the Pacers have been home to a number of top talent including five Hall of Fame members: Reggie Miller, Chris Mullin, Alex English, Mel Daniels and Roger Brown. The team won three championships while in the ABA and eight division titles so far in the NBA. BACKGROUND: THE BATTLEGROUND OF STADIUM FINANCING In 1984, the late Edward Bennet Williams, owner of Major league Base- ball's Baltimore Orioles, announced he would not renew the team's lease at Memorial Stadium in Baltimore.' This announcement set off a flurry of activity among public officials and business leaders in and around Baltimore - a city that remembers too well the damage to the local economy and civic pride caused by the loss of Baltimore's only other professional sports team, the National Football League (NFL) Colts.' As the story went: In a dramatic midnight exodus, (owner) Robert Irsay moved "his" Baltimore Colts out of Baltimore and into Indianapolis. The team's departure dealt a devastating financial blow to Baltimore's economy which, in 1984 alone, lost thirty million dollars in reve- nues, wages and business. -

Specifically, this study attempts to establish a logical expansion and adaptation of Bale’s Four-Stage Ideal-type on the Evolution of the Modern English Soccer Stadium appropriate for the history of professional baseball and football and that predicts future changes in American sport facilities. In essence, it is the author’s intention to provide a more coherent and comprehensive account of the evolving professional baseball and football sport facility and where it appears to be headed. This investigation concludes eight stages exist concerning the evolution of the professional baseball and football sport facility. Stages one through four primarily appeared before the beginning of the 20th century and existed as temporary structures which were small and cheaply built. Stages five and six materialize as the first permanent professional baseball and football facilities. Stage seven surfaces as a multi-purpose facility which attempted to accommodate both professional football and baseball equally. -

HOUSE RESEARCH ORGANIZATION s e s s i o n f o c u s Texas House of Representatives March 12, 1997 On Deck: Financing Sports Facilities in Texas The Houston Oilers, lured by the promise of a new sports facility, will become the Nashville Oilers after the 1997 football season. Houston residents, in an effort to keep the Rockets and the Astros in Houston, passed a referendum in November 1996 authorizing the city to build a new downtown baseball-only park and renovate the Astrodome to correct bad sightlines and add luxury suites. Local officials estimate the cost of their proposed new stadium at $265 million. The San Antonio Spurs, which have played basketball in the Alamodome since 1993, want a new facility designed specifically for basketball and featuring luxury boxes. The price tag for the facility is unknown. The Dallas Stars and Mavericks want a new basketball and ice hockey arena to include luxury boxes, club seats, and additional concession areas. The cost of a proposed arena is estimated in the range of $180 million to $220 million. Central to the debate over whether to build these sports facilities — and others proposed elsewhere in Texas — is the issue of financing. So far this session, four bills have been introduced to help Texas localities in the economic tug-of-war to attract and retain professional sports teams. Professional Sports Spur City and county development authorities are well aware of the economic benefits of hosting a major Economic Rivalries league team. This has led to increased competition for existing and expansion sports teams.
