Agenda Historic Landmark Commission January 8, 2018 The Historic Landmark Commission of the City of Denton, Texas will convene in Work Session on Monday, January 8, 2018 at 5:30 p.m. in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which time the following items will be considered: WORK SESSION 1. Receive a report and hold a discussion regarding the 2017 CLG Four-Year Evaluation for the Certified Local Government program. (Roman McAllen, Historic Preservation Officer) NOTE: The Historic Landmark Commission reserves the right to adjourn into a Closed Meeting on any item on its Work Session or Regular Session agenda consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act. Following the completion of the Work Session, the Historic Landmark Commission will convene in a Regular Meeting of the Historic Landmark Commission in the City Council Work Session Room, 215 E. Hold a public meeting and consider a nomination to the National Historic Register of Historic Places of the Pioneer Woman Monument, located on the campus of Texas Woman’s University. (Roman McAllen) 3. HISTORIC LANDMARK COMMISSION PROJECT MATRIX A. Historic Landmark Commission project matrix. 4. CONCLUDING ITEMS: A. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Historic Landmark Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting and under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda. 5. (Roman McAllen, Historic Preservation Officer) BACKGROUND: The purpose of this item is to familiarize the Historic Landmark Commission with the 2017 CLG Four-Year Evaluation under Section 101(a)(7)(C) of the National Historic Preservation Act of 1966, for the Certified Local Government program, City of Denton, Denton, County, Texas. This program is administered by the Texas Historical Commission. Based on a review completed in 2016, the City of Denton is fulfilling its responsibilities pursuant to the terms of the original Certification Agreement. The evaluation includes 3 recommendations: Prepare a plan to update the city’s comprehensive historic resources survey completed in 1996. Designation of downtown as a local historic district. AIA, AICP Scott McDonald Historic Preservation Officer Director of Development Services/ Chief Building Official Action Item 2A Planning Report Pioneer Woman Monument Historic Landmark Commission January 8, 2017 REQUEST: Hold a public meeting and consider a nomination to the National Register of Historic Places of the Pioneer Woman Monument, located on the campus of Texas Woman’s University. (Roman McAllen, Historic Preservation Officer) APPLICANT: Texas Historical Commission BACKGROUND: As part of an effort to nominate all properties associated with the 1936 Texas Centennial (celebrating Texas’ independence from Mexico), the Texas Historical Commission has nominated the Pioneer Woman Monument for listing on the National Register of Historic Places. The item will be considered on January 20th by the State Board of Review. This board advises the State Historic Preservation Officer regarding nominations to the National Register. That review is required by federal law and provides an opportunity for public comment. As part of the Certified Local Government Program the City of Denton is required to have its landmark commission provide an opinion as to the listing. CONSIDERATIONS: The nomination form, included in the attachments to this report, contains a thorough and interesting history about how this monument came into existence and why it is in Denton, Texas. The first sentence of the Statement of Significance on the Nomination Form (Pg. 8) states: “Dedicated in 1938, the Pioneer Woman monument on the campus of Texas State College for Woman (now Texas Woman’s University) of Denton, Texas was the only major Texas Centennial monument that recognized the historical contributions of Texas woman.” The monument was designed by an esteemed sculptor whose work also exists in Washington D.C. and New York City at Rockefeller Center. OPTIONS: 1. Vote to support the nomination 2. Vote not to support the nomination 3. Take no action RECOMMENDATION: Staff recommends the Historic Landmark Commission voice support for this nomination by voting favorably for a motion in support of the nomination. The history of the Pioneer Woman Monument included in the nomination makes clear the significance of this work of art and the work’s significance will only rise with time. EXHIBITS: 1.
