MM. los Reyes presidieron en el antiguo Colegio de San Ildefonso de la Ciudad de México la presentación y frma del protocolo de aprobación de actividades iniciales del Servicio Internacional de Evaluación de la Lengua Española (SIELE), un sistema de certifcación que permitirá determinar por medios electrónicos los conocimientos de español tanto de los hablantes nativos como de quienes lo aprenden como segunda lengua. “Si queremos –dijo Felipe VI– que nuestra presentación lengua se afrme como segunda lengua de comunicación internacional, debemos superar la visión de corto alcance, centrada del director en lo de cada uno, y poner en común los recursos de todos para lograr un objetivo que redundará en benefcio de todos”. el Instituto En efecto, este es el espíritu con el que ha surgido un proyecto del que son titulares el Instituto Cervantes –la mayor organización en cifras mundial dedicada a la difusión de la lengua–, la Universidad Nacional Autónoma de México –la mayor de habla española– y la Universidad de Salamanca –la más antigua de las universidades hispanoamericanas–, y al que podrán asociarse o actividad convertirse en centros de examen el resto de universidades e instituciones de Iberoamérica. Primero en México y después –el académica 3 de septiembre– en Madrid, la presentación del SIELE congregó a rectores, responsables académicos y culturales, escritores, investigadores y autoridades conscientes de que necesitábamos, como dijo el Rey, un certifcado ágil y de prestigio como este. actividad En realidad, se trata del primer paso para un plan mucho más ambicioso, como es el de crear un gran campus virtual del cultural español. El Instituto Cervantes ya había detectado que la enseñanza de idiomas, así como el cúmulo de actividades que conlleva –certifcación, evaluación, formación de profesores, etc.– se estaba desplazando a la red –algo que los datos de este el Instituto curso vuelven a confrmar– y por ello llevaba trabajando en el SIELE desde hace tres años. Con el arranque de este nuevo en internet servicio, llega a tiempo al futuro. centros Ha habido otras muchas novedades de las que la memoria informa de manera pormenorizada. El Instituto ha mantenido la del Instituto alta calidad de su programación cultural y una fuerte presencia en Internet; ha profundizado en la colaboración iberoamericana – el prestigioso Instituto Caro y Cuervo de Colombia abrió una delegación en nuestra sede central, uniéndose así a lo hecho actividad previamente por la UNAM–; asumió en la persona del Secretario General la presidencia de EUNIC, la organización que agrupa institucional los institutos nacionales de cultura de la Unión Europea; ha puesto al día el Aula Virtual de Español, llamada ahora AVE Global; se encargará de administrar las pruebas que acreditan el conocimiento de la Constitución y de la realidad social y cultural de colaboraciones España, así como de la lengua, en los procedimientos de obtención de la nacionalidad española tanto por residencia como mecenazgo y en el caso de los sefardíes originarios de España; y ha continuado con los preparativos para que el VII Congreso Internacional patrocinio de la Lengua, que se celebrará en marzo de 2016 en Puerto Rico, constituya, como es habitual, un éxito. Squatting shows particularly useful to expose the blind spots of neo-institutionalist approaches but also confronts the unitary and homogenizing Marxist “urban commons” narratives. A circumstantial history of squatting in Barcelona is provided to contextualize the internal conflict examined in this paper. Then, an introduction to the case study, Espai Social Magdalenes (ESM), is provided. ESM was the stage of an intense conflict opposing different sectors of Barcelona’s squatters’ movement. I use interviews made with activists close to the squatter’s movement to reinforce the theoretical claims of this piece with their assessments. Arguably, untamed and open conflict is at the heart of squatting, leading to movements that are far from the pacified and orderly framework of a significant part of the commons literature.     PART I Case Studies CHAPTER 2 Socio-Spatial Structures and Protest Cycles of Squatted Social Centres in Madrid Miguel A. Martínez Lo´pez This chapter examines the historical, political, urban and social circum- stances that shape the squatting movement in the city of Madrid (Spain). The guiding research questions are as follows: Why have the volume of squats, their location and duration changed? Are there any distinguishable patterns in that evolution? How significant are in this development political, urban and media contexts? To answer these questions, I draw on the concepts of ‘protest cycles’ and ‘socio-spatial structures’–as they are presented in the introductory chapter of this book. Squatting in Spain is seldom perceived as a durable urban movement. Only a few cases of eviction even reached the national headlines. Most of the squats were reported in the local news. Media coverage focuses primarily on evictions and legal issues (Alcalde 2004; Casanova 2002; Dee and Santos 2015). Media rarely note how Squatted Social Centres (SSCs) serve as urban nodes for the articulation of social movements. Over a few decades SSCs in Madrid hosted fundraising events, talks and exhibitions. Representations, policies, contradictions and challenges for tomorrow's urban life” Urbino (Italy) 27-29 August 2015. http://www.rc21.org/en/conferences/urbino2015/ 1 Abstract This article brings together separate research on mainstream media discourses concerning the squatters' movements in Barcelona and England and Wales. The previous findings are introduced and then compared. Using the technique of Critical Discourse Analysis, we assess the presentations in the mainstream media of the squatters' movements and analyse how they individually contest these portrayals. Mainstream media discourses often present a negative stereotype of squatters which in both cases facilitated repression. These dominant narratives both shape and are shaped by public opinion, as indicated by specific examples. The findings for London and Barcelona are compared and three specific concerns are addressed, namely how squatters are presented as a deviant other, ways in which squatters formulated new meanings of squatting through linguistic methods and how mainstream media discourses can be contested.
