Introduction 1.1 The consultation process for the proposed Worcester Transport Strategy and associated Major Scheme Bid (MSB) commenced in December 2009 and over a 13 week period, sought to embrace a number of robust methods to obtain feedback on the proposed strategy including Phase 1 (MSB). This included County and District Member liaison in the early stages, a series of in-depth focus groups across mode and social demographics, engaging Key Stakeholders and a statutory public consultation process from week commencing 21st December 2009 to 12th March 2010. 1.2 The main aim of the consultation exercise was to present and inform on the preferred strategy at a conceptual, outline stage for both the full, longer term Worcester Transport Strategy and its Phase 1 component which would form the basis of the Major Scheme Bid. Participants were then invited to make comment in order to ascertain support for the proposed measures. 1.3 In addition, the exercise was also a useful tool to build relationships, manage expectations within the current funding market and test public reaction to the long term transport visions for the City of Worcester. This is particularly important when placed in context with the forthcoming Local Transport Plan 3, which is being developed to embrace the Department for Transport’s approach to long-term transport planning - ‘Delivering a Sustainable Transport Strategy’ (DaSTS) The DaSTS goals are consistent with those of the Worcestershire partnership (as articulated in the Worcestershire Sustainable Community Strategy) and are central to the Local Transport Plan process and the proposed Worcester Transport Strategy: • To support national economic competitiveness and growth, by delivering reliable and efficient transport networks • To reduce transport’s emissions of carbon dioxide and other greenhouse gases, with the desired outcome of tackling climate change • To contribute to better safety security and health and longer life-expectancy by reducing the risk of death, injury or illness arising from transport and by promoting travel modes that are beneficial to health • To promote greater equality of opportunity for all citizens, with the desired outcome of achieving a fairer society; • To improve quality of life for transport users and non-transport users, and to promote a healthy natural environment 3 1.4 The purpose of this report is to feedback the results to all participants as part of an open and transparent consultation exercise. The results of the consultation have already been fed through to the Worcester Transport Strategy Project Team. This has ensured that the Major Scheme Business Case (MSBC) for Phase 1 of the Worcester Transport Strategy (WTS) reflects the outcomes of the process. 1.5 Section 2 of this report summarises the high level findings from the consultation, Section 3 covers the consultation methodology while Section 4 describes the results of the consultation in more detail.
