It is an exciting time to live in Howard, as we continue to develop our Village Center and Duck Creek Quarry recreational area. These plans can be obtained from Village Hall or can be viewed on the village’s website.

The Village of Howard boasts some of the finest parks and recreation opportunities in all of Brown County. Nouryon (Formerly Akzo Nobel) Sports Complex is a premier sports/recreation facility that consists of four softball diamonds, ten soccer fields, a disc golf course, two concession buildings with restrooms, and a playground You will discover more information about parks and recreation later in this packet.

The village also provides excellent services for its residents at unprecedented costs. The Village of Howard ranks third in the state in terms of per capita spending. Detailed financial information, including the complete budget document, is available on the village’s website. Just because we spend less does not mean that you will see a reduction in the quality of service. The Village of Howard is a full-service community, and our staff is dedicated to providing our residents with first-class services.

The Village Board meets on the second and fourth Monday of every month. All meetings are open to the public, and I strongly encourage you to attend meetings and participate in local government. Our Village Board is very considerate and is willing to listen to any concerns Howard residents may have.

HOWARD HISTORY & STATISTICS

The Town of Howard was established in 1835 and gradually developed along Duck Creek as a center for mail delivery, farming, quarrying and lumbering. By 1856, Howard had its own school and was quickly becoming well known for its Duck Creek stone quarries. By 1959 the population had grown significantly, and the town incorporated as the Village of Howard.

The Village of Howard has more than 20 parks and natural areas spanning hundreds of acres that provide excellent opportunities for recreation, relaxation and family fun. Howard’s Memorial Park is the trail head of the Mountain Bay Trail, which runs through three counties in northeast Wisconsin and is 83 miles long (6 miles in Brown County).

Nouryon Sports Complex (pictured below) is a premiere recreation facility that fea- tures four lighted softball diamonds, ten soccer fields and an 18-hole disc golf course (below left). Various softball and soccer tournaments are held at our park through- out the summer.

Meadowbrook Park is a 92-acre major outdoor recreation area. It consists of a paved trail with walking bridges, gently sloping open areas, wooded lowlands, wetlands and hills. The park also features a playground, a lighted sledding hill, a fully-fenced base- ball diamond, a full-size court, an open air shelter, and an enclosed pavil- ion with kitchen and restrooms.

The Village of Howard also operates Village Green Golf Course and Restaurant. Howard’s Leisure Services Department is a component unit of the Community De- velopment Department. Summer Park Program REFUSE & RECYCLING

The Village of Howard contracts with a disposal company to provide weekly trash pickup. Recycling is collected every other week. The Refuse and Recycling Map on the next page will help you determine in which zone you are located and the corresponding trash/recycling day.

A 60-gallon trash cart is provided and should stay with the property. A 90-gallon trash cart is available for an extra $25 annual fee. Each recy- cling container costs $50. You may return your recycling container and get reimbursed if you move out of the village.

Containers should be set to the curb by 6 a.m. Please set your garbage container on the opposite site of the driveway as your recycling contain- er and leave a 5-foot radius from any obstacles (mailboxes, trees, etc.)

The Village of Howard offers seasonal (spring and fall) curbside collec- tion of leaves. Approximate dates for spring collection are from the first Monday in April through the third Friday in April. Approximate dates for fall collection are from the third Monday in October through the sec- ond Friday of November. You can learn more about curbside leaf col- lection and track the leaf trucks on our website.

Yard waste may be brought to the Public Works Facility, 1336 Cornell Road, 24/7 every day of the year. The site also offers free mulch and wood chips for Howard residents. Public Works Phone: 434-4060 Curbside collection of brush and special large item garbage takes place on Tuesdays. To re-

Crews will not collect regular garbage, recyclables, toxic waste, tires, concrete, as- phalt, shingles or contractors’ construction materials.

DID YOU KNOW? Recycling saves tax dollars! The Village of Howard pays a tipping fee for all of its landfill waste, and often gets reimbursed for the recyclable materials it collects. By diverting recyclables from the landfill and to recycling facilities, the Village of Howard can save thousands of tax dollars every year. Please recycle!

THINK OUTSIDE THE BIN Recycling means more than just putting recyclable materials in the bin for collection. Recycling is anything that’s done to divert waste from the landfill. Consider these alternatives: • The Village of Howard offers a 24/7 Electronics Recycling Drop Site at the Pub- lic Works Facility, located at 1336 Cornell Road. The village will recycle and/or safely dispose of anything with a cord, including appliances, computer equip- ment, electronics and machinery. • Do you have other household items? Before you throw them in the garbage, con- sider ways they can be recycled or reused. Bring clothing, furniture and house- hold goods to the Goodwill Express Donation Center, located at 2465 Lineville Road. The Habitat for Humanity Re-Store in Green Bay gladly will accept rem- nants from your latest home project, including unopened paints, old cupboards, appliances, windows, tools and more. Schools, libraries, and youth centers often will take used books, music, movies, or craft supplies. • Do you have other items — including hazardous materials — of which you need to dispose? The Brown County Hazardous Waste site offers a complete guide on how to safely dispose of — or where to bring — these items, including house- hold cleaners, motor oil, paints, pesticides, batteries and more!

The Village of Howard prepares a monthly bill for the combined water, sewer and storm water services. The average residential customer uses about 3,800 gallons of water each month for a combined monthly billing of about $70.

The bills are typically generated on the last day of each month with a due date on the 20th of the following month. Customers can set up their billing to allow for automatic withdrawal from their checking account on the 19th of each month. Automatic billing reduces staff time, paper waste, and mailing expenses while saving residents time and money too.
