It is an exciting time to live in Howard, as we continue to develop our Village Center and Duck Creek Quarry recreational area. These plans can be obtained from Village Hall or can be viewed on the village’s website. The Village of Howard boasts some of the finest parks and recreation opportunities in all of Brown County. Nouryon (Formerly Akzo Nobel) Sports Complex is a premier sports/recreation facility that consists of four softball diamonds, ten soccer fields, a disc golf course, two concession buildings with restrooms, and a playground You will discover more information about parks and recreation later in this packet. The village also provides excellent services for its residents at unprecedented costs. The Village of Howard ranks third in the state in terms of per capita spending. Detailed financial information, including the complete budget document, is available on the village’s website. Just because we spend less does not mean that you will see a reduction in the quality of service. The Village of Howard is a full-service community, and our staff is dedicated to providing our residents with first-class services. The Village Board meets on the second and fourth Monday of every month. All meetings are open to the public, and I strongly encourage you to attend meetings and participate in local government. Our Village Board is very considerate and is willing to listen to any concerns Howard residents may have. I look forward to seeing you in and around the community! McIntyre Howard, WI 54313 President, Village of Howard HOWARD HISTORY & STATISTICS The Town of Howard was established in 1835 and gradually developed along Duck Creek as a center for mail delivery, farming, quarrying and lumbering. By 1856, Howard had its own school and was quickly becoming well known for its Duck Creek stone quarries. By 1959 the population had grown significantly, and the town incorporated as the Village of Howard. In April 2011, 95 percent Green Bay, WI 54313 of parent survey respondents expressed a response of very satisfied or satisfied when asked about the school district. Moreover, 90 percent of community residents recently graded the school district with an “A” or “B”. Thanks in part to a devoted and award-winning team of employees, our students repeatedly score well above the state average on standardized tests. Transitioning from “effectiveness to greatness” as a school district has become our collective expectation. The District’s strategic plan and tactical allocation of resources fortifies our commitment to helping every child find a unique path in an increasingly dynamic world. Howard’s Memorial Park is the trail head of the Mountain Bay Trail, which runs through three counties in northeast Wisconsin and is 83 miles long (6 miles in Brown County). Nouryon Sports Complex (pictured below) is a premiere recreation facility that fea- tures four lighted softball diamonds, ten soccer fields and an 18-hole disc golf course (below left). Various softball and soccer tournaments are held at our park through- out the summer. Meadowbrook Park is a 92-acre major outdoor recreation area. It consists of a paved trail with walking bridges, gently sloping open areas, wooded lowlands, wetlands and hills. The park also features a playground, a lighted sledding hill, a fully-fenced base- ball diamond, a full-size basketball court, an open air shelter, and an enclosed pavil- ion with kitchen and restrooms. The Village of Howard also operates Village Green Golf Course and Restaurant. The Village President and Board of Trustees are responsible for establishing policies for the village, including approving an annual budget and establishing a tax rate. The Village of Howard has several departments with full-time and part-time employ- ees who handle the day-to-day operations of our community.
