Department of Planning and Zoning Subject: Howard County Landscape Manual Updates: Recommended Street Tree List (Appendix B) and Recommended Plant List (Appendix C) - Effective July 1, 2010 To: DLD Review Staff Homebuilders Committee From: Kent Sheubrooks, Acting Chief Division of Land Development Date: July 1, 2010 Purpose: The purpose of this policy memorandum is to update the Recommended Plant Lists presently contained in the Landscape Manual. The plant lists were created for the first edition of the Manual in 1993 before information was available about invasive qualities of certain recommended plants contained in those lists (Norway Maple, Bradford Pear, etc.). Additionally, diseases and pests have made some other plants undesirable (Ash, Austrian Pine, etc.). The Howard County General Plan 2000 and subsequent environmental and community planning publications such as the Route 1 and Route 40 Manuals and the Green Neighborhood Design Guidelines have promoted the desirability of using native plants in landscape plantings. Therefore, this policy seeks to update the Recommended Plant Lists by identifying invasive plant species and disease or pest ridden plants for their removal and prohibition from further planting in Howard County and to add other available native plants which have desirable characteristics for street tree or general landscape use for inclusion on the Recommended Plant Lists. Please note that a comprehensive review of the street tree and landscape tree lists were conducted for the purpose of this update, however, only -

Disease-Resistant Crabapples

Their beautiful bloom, small stature, and attractive fruit give them year-round interest…unless they are devastated by disease! Crabapples are susceptible to four major diseases which can cause early defoliation, disfigurement and weakening of trees. Apple scab is the most common and most serious of the diseases. It shows up on leaves as olive green spots with a velvety, grayish surface. In July leaves often turn yellow or orange and drop from the tree. Another serious disease, fire blight, causes the leaves to blacken, shrivel and hang down. Cedar apple rust shows up as conspicuous bright yellow to orange spots on the upper leaf surfaces. And powdery mildew appears in mid-summer as patches of grayish white powder on leaves and fruit. You probably don’t want plants that have to be sprayed in order to be attractive! Many of the older varieties may look great in flower but then succumb to scab or other disease in mid-summer, looking tattered and torn for the remainder of the season. Some cultivars and hybrids that are readily available and have shown good resistance in many trials nationwide are listed below. All have single flowers and small fruit (less than 5/8" diameter). The temperatures at the end of each description are cold hardiness ratings from the Minnesota Landscape Arboretum. -

Warnell School of Forest Resources University of Georgia GEORGIA FORESTRY COMMISSION Eleventh Printing - 2001 Revised Edition 2 FOREWARD This manual has been prepared in an effort to give to those interested in the trees of Georgia a means by which they may gain a more intimate knowledge of the tree species. Of about 250 species native to the state, only 92 are described here. These were chosen for their commercial importance, distribution over the state or because of some unusual characteristic. Since the manual is intended primarily for the use of the layman, technical terms have been omitted wherever possible; however, the scientific names of the trees and the families to which they belong, have been included. It might be explained that the species are grouped by families, the name of each occurring at the top of the page over the name of the first member of that family. Also, there is included in the text, a subdivision entitled KEY CHARACTERISTICS, the purpose of which is to give the reader, all in one group, the most outstanding features whereby he may more easily recognize the tree. In general, irrigated and well maintained leafy plants burn slowly. By replacing highly flammable vegetation with these fire resistant recommended species, you can significantly improve the statistical survivability of your home when a wildfire threatens. Here are some other key components to remember when selecting appropriate fire resistant landscaping plants. Choose plants that don’t produce much litter such as dead branches and twigs Plants that produce oils, resins or waxes should be avoided When planting from the approved list, appropriately space plants to prevent fire spread Never plant under conifer trees, this can create a ladder effect which allows smaller ground fires the ability to transfer into larger trees creating crown fires To help ensure their fire resistance, plants must be maintained, watered, and pruned. Routine care will provide you with an attractive defensible space landscape and help ensure the survival of your property in the event of a wildfire. 'Donald Wyman' has a broad, rounded habit. It is a larger crabapple that is sometimes used as a street tree. The flowers are white. The bright red fruit is noted to be "among the most persistent of all crabapples." It is also noted to be resistant to scab, cedar-apple rust, and mildew. 'Donald Wyman' was discovered as a chance seedling at the Arnold Arboretum around 1950. The exact parentage is unknown, but it is likely to have both Malus floribunda and Malus baccata in its genetic make-up. 'Donald Wyman' may be grafted onto a seedling or clonal rootstock. -
