    ISSN 0208-189X Oil Shale, 2011, Vol. 28, No. 4, pp. 548–553 © 2011 Estonian Academy Publishers in memoriam Professor Paul Nikolai Kogerman and the success story of Estonian kukersite Estonia is a small country on the Eastern border of the European Union. Kukersite oil shale has been an engine of its economy for a long time. The local people have had many rulers from Swedes and Danes to Germans and Russians. Estonia achieved national independence for the first time during the turmoil of World War I and the following War of Independence, also known as the Estonian Liberation War. It was a hard fight but it was even harder to develop the economic base for the newly independent country. In addition to agriculture it was important to develop national industry and energy production. The Swedish king Gustavus Adolphus had founded the University of Tartu in 1632, which became internationally well-known and developed strong scientific traditions. Foreign professors and scientists left because of the war while there weren’t almost any professors or scientists of Estonian nationality. The university had to quickly develop a national group of technical scientists to restart the studies on oil shale. The main prospective natural resource for Estonia at that time was kukersite oil shale. However, oil shale studies were in their beginning stages not only in Estonia but also worldwide. The use of local oil shale in energy production and chemical industry began in 1916, when oil shale mined in Kukruse was taken to St. Petersburg Gas Factory and oil shale gas was used to light the city.

    Lake Peipsi/Chudskoe Lake Peipsi/Chudskoe Basin – Lessons Learned Gulnara Roll, Aija Kosk, Estonian Agricultural University Peeter Unt, Natalia Alexeeva, Peipsi Center for Transboundary Cooperation Introduction Lake Peipsi/Chudsko-Pskovskoe, sometimes called Peipus (further Peipsi), is the fourth largest and the biggest transboundary lake in Europe. Its three names originated from three languages historically used in the region – Peipsi came from Estonian, Chudsko-Pskovskoe from Russian and Peipus has German roots. Lake Peipsi belongs to the water basin of the Narva River (or Narova), a 77 km long watercourse, which connects Lake Peipsi with the Gulf of Finland of the Baltic Sea. Estonian and Russia share the Lake Peipsi and three countries, including Estonia, Russia and Latvia, share Narva River basin. Latvia has only 5% of the water basin and pollution from its territory is very small in the overall pollution load in the basin. What makes the Lake Peipsi specific and different from other great lakes of the world is that it is located on the future European Union border with Russia and is shared by countries in transition. Estonia regained its independence from the Soviet Union in 1991. Before that Lake Peipsi was an internal big lake in the northwest of the Soviet Union where the same legislation, procedures, environmental standards were applied for the whole lake basin and therefore it is a new transboundary lake. With these radical political changes at the beginning of the 1990s, the socio-economic context of water management also changed drastically as existed earlier economic contacts across the lake were disrupted with the establishment of border customs control on the border between Russia and Estonia.

This paper gives a historic overview of the innovation activities in the former Soviet Union, including the Estonian SSR, in the direct chemical processing of organic matter concentrates of Estonian oil shale kukersite (kukersite) as well as other sapropelites. The overview sheds light on the laboratory experiments started in the 1950s and subsequent extensive, triple- shift work on a pilot scale on nitric acid, to produce individual dicarboxylic acids from succinic to sebacic acids, their dimethyl esters or mixtures in the 1980s. Keywords: dicarboxylic acids, nitric acid oxidation, plant growth stimulator, Estonian oil shale kukersite, Krasava oil shale, Budagovo sapropelite. 1. Introduction According to the National Development Plan for the Use of Oil Shale 2016– 2030 [1], the oil shale industry in Estonia will consume 28 or 9.1 million tons of oil shale in the years to come in a “rational manner”, which in today’s context means the production of power, oil and gas. This article discusses the reasonability to produce aliphatic dicarboxylic acids and plant growth stimulators from oil shale organic matter concentrates. The technology to produce said acids and plant growth stimulators was developed by Estonian researchers in the early 1950s, bearing in mind the economic interests and situation of the Soviet Union.

Also, several new localities for 54 very rare and rare species and two varieties have been found. Eight species are no longer considered to be rare in Estonia and two must be excluded from the list of Estonian bryophytes due to misidentifications. Kokkuvõte: L. Kannukene, N. Ingerpuu, K. Vellak ja M. Leis. Täiendusi ja parandusi Eesti sammalde nimestikule. Viimase kahe aasta (19941996) uurimistööde tulemusel on Eesti sammalde nimestikule (510 liiki) lisandunud 13 uut liiki (Harpanthus flotovianus, Jungermannia subulata, Aloina rigida, Bartramia ithyphylla, Bryum arcticum, B. calophyllum, B. klingraeffi, Dichelyma capillaceum, Pohlia sphagnicola, Physcomitrium eurystomum, Racomitrium elongatum, Rhytidium rugosum, Tetraplodon mnio ides) ja neli uut varieteeti (Lophozia ventricosa var. silvicola, Aulacomnium palustre var. imbricatum, Dicranella schreberiana var. robusta, Schistidium rivulare var. rivualre). Üks uutest liikidest (Dichelyma capillaceum) kuulub Euroopa punase raamatu ohustatud liikide kategooriasse. On leitud uusi leiukohti 54 liigile ja kahele varieteedile haruldaste ja väga haruldaste taksonite seast. Harulduste hulgast on mitmete uute leiukohtade tõttu välja arvatud kaheksa liiki ning nimestikust valemäärangute tõttu kaks liiki (Orthotrichum tenellum ja Ditrichum heteromallum).     ESTONIAN ELECTRICITY SYSTEM SECURITY OF SUPPLY REPORT 2019 Tallinn 2019 FOREWORD Where will electricity come from in Estonia in 2030? I have recently often been asked where electricity will come from if the Narva power plants are closed. It is clear that transmission lines do not generate electricity and, to generate electricity, there has to be a power plant somewhere on the same electricity market. In addition, sufficient connections from the power plant to consumption have to be built to transport electricity from and to consumers. Let it immediately be said that the Estonian electricity system has for a long time already no longer only been based on the Narva power plants and, bearing in mind our climate goals, the future of the security of electricity supply in Estonia is not oil shale-fired power plants. Even if the regrettable malfunction at the Balti substation near Narva in May had had an impact on the operation of the power plants of Eesti Energia, it did not pose any risk to the operation of the Estonian electricity system as a whole. The risk of one producer, one power plant, to the security of electricity supply in Estonia has reduced to an acceptable level by today. In Estonia, the consumption has recently been near 800 MW, of which that generated in Narva accounts for approximately 400 MW. Thus, the Estonian consumer’s security of electricity supply has to be analysed considering a more comprehensive picture of electricity generation and transmission lines than only Eesti Energia’s power plants or Estonia. We do that in everyday close cooperation with other electricity suppliers in Europe.
