Welcome to the December/January issue of the Parish News What a year 2020 has been. If anyone asks me what I did during the lockdown of 2020 I’ll reply “painting”. I feel as though I’ve painted everything bar the dog! Garden fences, trellises, furniture and then I turned my attention to the inside of the house. I’m hoping we never have another lockdown, simply so that I don’t have to dig out my paintbrush again! Along with everyone else I am starting to put my Christmas decorations up. A bit earlier that usual but I think we all need something to brighten up what has been a gloomy year. Whatever you have planned for Christmas enjoy and let’s hope 2021 brings better times. 3 HAUGHLEY PARISH COUNCIL MEETING TUESDAY 17th NOVEMBER 2020 Haughley Parish Council met using Zoom video technology again, and one member of the public joined this time. District Councillor, Keith Welham reported on progress with the Joint Local Plan, which is all about ensuring enough development so that people have somewhere to live. We will need to revisit our Neighbourhood Plan once this information is available. But no major changes are envisaged.

County Councillor Andrew Stringer reported latest local COVID-19 situation, the recommendation to have good ventilation and to remind people that support via Home but not Alone is still available via freephone 0800 876 6926 and will be staffed from 9am to 5pm Monday to Friday.

Annual Christmas Tree Lights switch-on The planned “pared-down Christmas Tree Lights Event” was cancelled due to ongoing uncertainty about COVID-19 restrictions, social gatherings and to keep parishioners safe. We hope everyone will still enjoy the Tree on the Green and hope we have better luck in 2021.

Road safety improvements linked to the Green Road development. Discussions are on-going and more information will be shared when there is greater clarity. 5 St Mary’s Wetherden In the Spring of this year, I wrote an article about the work then to begin at Wetherden Church as part of the Bat’s in Churches Project. The aim was to mitigate the impact that the bats have on the church through the mess they create. That work did indeed start on March 16th, with the erection of scaffolding and opening a section of the chancel roof. As we all know, though, things went awry from then with the lockdown imposed on us by Covid-19.

The work had to stop, and although restrictions were later lifted which would have allowed us to restart the work, we could not do so until September, to avoid interfering with bats during their flying season.

Work was finally concluded in mid-October and the scaffolding has all been removed. It was in place 7 months as opposed to 7 weeks!

In September next year, a year later than we had hoped, flaps on the newly installed bat boxes – invisibly installed in the eaves of the church – will be closed after the bats have had a flying season to become accustomed to them. This will mean that they will then not be able to enter the body of the church. We hope that through this, the problems associated with bats living in the building will have been resolved!

GALLOWSFIELD WOOD WORKING PARTY SATURDAY JANUARY 16th 2021 Meet at the car park at 10am Volunteers needed for a working party to help maintain and manage the woodland.

A variety of work will need doing - from light to heavyweight work - such as main- taining bird feeders, litter picking, pruning, planting, coppicing.

All ages and abilities welcome, you do as much or as little as you feel able and inclined to do.

Campfire and refreshments available. Enjoy good company, spend some time out in nature and do something useful.

Bring gardening tools such as gardening gloves, secateurs, loppers, pruning saws if you have them.

6 HAUGHLEY’S VIRTUAL CAROL SERVICE

4PM SUNDAY 20TH DECEMBER

Since the outbreak of the pandemic early this year and the subsequent lockdowns we have all had to forgo things that in the past we have been able to enjoy. During the spring and summer many of us had the consolation that we were able to get out to enjoy the warm sunny weather. However, we are now approaching winter, the nights are drawing in and temperatures are dropping. We may still be able to get out of our houses but it is no longer the pleasurable experience it was a few months ago.

And, of course, as a result of current restrictions we will not be able to celebrate Christmas in the way we normally do. In past years one of the highlights of Christmas for many has been our annual Carol Service in the church. Sadly, for obvious reasons, there will be no Carol Service in the church this year.

But all is not lost ……

Haughley Choir is making virtual recordings of favourite Christmas Carols. The way it works is that choir members record their individual voices, to a backing track, in the comfort of their own homes. They then email their recordings to a central point where all the individual recordings are merged using a clever piece of computer software. When you listen to the resultant “stitched together” recording it sounds like the choir are in the church singing as one.

These virtual carols, together with readings and prayers recorded in the church, are being linked together to create Haughley’s very own virtual carol service. This virtual carol service is being uploaded to YouTube and will be premiered at 4pm Sunday 20th December. Make a note of the date and time in your diaries.

NOTICE BOARDS

Haughley Parish Council and its Committees, have a legal obligation for statutory notices to be published and other notices to be displayed.

New Notice Boards were commissioned to be used primarily for Haughley Parish Council notices, to ensure space for their notices, and to better be able to withstand the weather, they were made with glass doors and to be lockable.

It had become increasingly difficult to post such notices on the old notice boards for several reasons.

There often was insufficient space to display Council notices due to:

 Public notices taking up the display surface  Old notices not being removed after the date of the event  Advertising notices on permanent display  Notices being torn off leaving drawing pins and staples to rust and restrict pinning of new notices  Staples being used rather than drawing pins making removal difficult  The old notice boards had become partially unusable due to water damage

Although Parish Council Notice Boards are primarily for Council business they can, with application to the Clerk, be used to display public notices. Public notices must be community notices such as announcing parish events in Haughley/Haughley Green/Haughley New Street. No commercial advertising is permitted.

11 WETHERDEN PARISH COUNCIL Minutes of the Parish Council meeting held virtually on 16th November 2020

Cllr Chris Harcourt, Cllr Duncan Perry, Cllr Stephanie Hensley, Cllr Andy Lewis, Christine Mason – Clerk, District Cllr Keith Welham, County Cllr Andrew Stringer and one member of the public.

Minutes of the Parish Council meeting The minutes of the Parish Council meeting of 15th September 2020 were approved as a true record and will be signed by the Chairman at a later date.

District Councillor Keith Welham’s report With the new lockdown, Council leisure centres are now closed but parks remain open. Home Alone telephone number 0800 876 6926, Citizens Advice Centre 0800 068 3131. The Joint Local Plan has been approved at a special meeting of Council on the 11 November, to be submitted to the Planning Inspectorate for a public examination in mid-2021. The Biodiversity Action Plan was adopted by Cabinet. One initiative is to plant 500 trees and a kilometre of hedging during 2021/22. The Parish Council thanked Cllr Welham for the locality budget grant of £1,570 towards the cost of a new notice board.

County Councillor Andrew Stringer’s report To date, has the lowest COVID-19 infection rate. A response has been submitted to ‘The Planning for the Future Consultation’. Home But Not Alone has been relaunched and will be staffed from 9am to 5pm Monday to Friday. The Boundary review consultation on draft recommendations is continuing. Any boundary changes will not be implemented until the 2025 elections.

Public Participation A member of the public asked why the agenda and minutes of the previous meeting have not been displayed on the notice boards – under current Covid legislation, notification of meetings need only to be posted on the Parish Council website. Government guidelines to be monitored.

Clerk’s Report With CIL income of £4048, it was decided a wish list be drawn up on how best to spend the funds.

Update on repairs to the triangle Repair work in progress. A second email to be sent to the company partially responsible for the damage. Fortuitously, photographic evidence is available.

12 Playground Alex to be contacted regarding bark chippings/delivery dates. Councillors and those involved in the Open Gardens could assist in raking over the bark. Garden area likewise needs a winter tidy up. The gardening group to be asked whether they would be willing to look at the flower beds/replant if necessary. Hartleys Garden Services to be invited to provide a quotation for any heavier work needed.

An application for a new piece of playground equipment to be made from the District Council’s CIL monies fund.

Pavilion Painting of the Pavilion discussed earlier in the agenda. Paul to be contacted to see whether he is able to carry out any preliminary work.

To consider Parish Council involvement with the ‘WildEast’ project The project was fully endorsed by Councillors. To be progressed further. A thank you to Cllr Lewis for bringing it to the attention of the Parish Council. Small amounts of native species i.e. anemones/bluebells are be added to the common. Work is ongoing to increase the insect population and keeping the pathways clear. No change to the field where rubbish is being dumped. Present owner still needs to be identified. A suggested name to be investigated.

Urgent matters to be brought to the attention of the Council a) The SID analysis figures for October 2020 are as follows: During October 44,477 vehicles went through Wetherden from the direction of . Peak times start at 06.30 through to 9.30 in the mornings and 2.30 – 7.30 in the evenings.

{ Under 30mph – 14,129 – 32% { 30-34mph – 19,939 – 45% { 35-39mph – 8,259 – 18% { 40mph plus – 2150 – 5% { 50mph plus – 106 – 0.2%

The police have agreed in principle for a speed camera with ANPR capabilities (costing in the region of £6000) to be trialled in multiple villages, Wetherden to be included. A final decision is pending. b)Lorries using Park Road. Together with a recommendation for additional signage, photographs have been sent to SCC Officers. A Lorry Watch scheme might be considered but does involve a lot of community input. Aggmax to be asked to remind their subcontractors and customers to use agreed routes.

13 NEWS FROM YOUR DISTRICT COUNCILLORS

LOCKDOWN 2: With the new lockdown, the Council’s leisure centres are closed again but parks remain open. We understand there will be two new grants available - a Local Restrictions Support Grant and an Additional Restrictions Grant. If you feel you may qualify please contact one of us. COVID HELPLINES: Councils across Suffolk have revived the Home but not Alone telephone number 0800 876 6926 for anyone that needs help in the current lockdown. This is in addition to the helpline coordinated by Citizens Advice Bureau, 0800 068 3131, for anyone with problems relating to debt, unemployment, benefits or housing. JOINT LOCAL PLAN The latest version of the Joint Local Plan (Pre- Submission) has just been published for consultation in respect of technical issues. A special meeting of Council was held on 11 November where the plan was approved. It will now be submitted to the Planning Inspectorate, an Inspector appointed and a public examination in mid 2021. The Inspector’s report may well contain comments which will need to be taken into account before the Plan can be adopted. The allocations within the place maps for Haughley have not changed from those in the July 2019 (Preferred Options) version. When the Joint Local Plan goes to examination, it might be appropriate to consider a review of some aspects of the Neighbourhood Plan. BIODIVERSITY ACTION PLAN: The Biodiversity Action Plan, produced by the cross-party task force, was adopted by the Cabinet on 9 November. The aim is to improve biodiversity in the way that MSDC operate, through specific initiatives and partnership working. One such initiative is to plant 500 trees and a kilometre of hedging during 2021/22. The task force will monitor the Action Plan and look for initiatives for increasing biodiversity. COMMUNITY INFRASTUCTURE LEVY: CIL demand notices are issued at the start of developments for which CIL is payable. The total demanded by MSDC in 2019/20 was £10.2 million. Staged payments are made during the course of construction of the development. Receipts during the same period were £6.0 million. MSDC contributed £2.4 million from the strategic and ringfenced CIL fund towards the cost of the new building at Stowupland High School which is the catchment secondary school for Haughley pupils. PLANNING ENFORCEMENT: Enforcement officers have been out to the CEMEX site at the old silos site at Haughley Junction. They are reviewing feedback they have had from the operator; when we have further news we will report back to Haughley Parish Council.

E X P L O R E R S Shackleton is the Explorer scout unit in and around Haughley, Wetherden, Bacton and Elmswell, for young people aged 13½ to 18.

While we can’t meet face-to-face, the Explorers have, nonetheless, been busy. They have started the volunteering, skills and physical activity parts of the Duke of Edinburgh Award scheme, while having to take account of lockdown. But they have come up with ways of helping their communities, including regular litter- picking, fund-raising and collecting items for the Foodbank Christmas boxes. One has started to map circular walking routes around their village so other people can enjoy novel exercise routes. I think many of us can appreciate the value of that after so many months walking or running the same stretches.

In late October, Shackleton met up online with 60th Bradford North Explorers for a presentation by the Army Flying Museum in Andover in Hampshire. In ‘normal’ times, the geography of that would be quite challenging for an evening. In a pandemic, it is suddenly easy. One of the highlights was ‘Tommy,’ a very convincing actor playing a WW1 soldier, who gave us an insight into the realities of life, lice and death in the trenches.

We have been working on the Explorer International badge. On 3 November, Explorers were, theoretically, planning a resource for Cub leaders about the Mexican Day of the Dead celebration (their choice), but talk turned, somewhat inevitably, to the processes and potential outcomes of the US election that day. We didn’t wait up for the result.

For Remembrance on 11 November, we met up online with over 50 other members of scouting from 1st Robertsbridge Scouts and Asgard Explorer Unit (both in East Sussex), and some scouts from London, Ontario in Canada. Archive photos and stories were shared about some of the roles scouts as young as 14 took on as volunteers during WW1 and WW2 to replace men who had signed up for active service – coast guard duties, hospital portering duties (which could include some pretty gruesome experiences), fire watch on hospital roof tops, farm labour and bicycle messenger systems. One of the Canadian scouts gave us an overview of their awards system, where the young people seem to have a lot more choice over what they do to gain the awards; something we need to look at. A minute’s silence was held for Remembrance.

Then someone asked the Canadians the question we probably all had in our minds. They have had a bear on scout camp and the advice is simple. “Stay away from it.”

17 HAUGHLEY PLAYING FIELD 50/50 CLUB AN UPDATE

Haughley Playing Field 50/50 Club is a fund-raising scheme which supports Haughley Playing Field. Members pay an annual £10 subscription fee for every number they hold. 50% of all money collected goes into a Prize Draw fund and 50% is donated to the Playing Field to help with expenses and the cost of activities. Nothing is spent on administration and public Prize Draws are held quarterly. 85 numbers were purchased in 2020, raising £850: £425 was put in the Club’s Prize Draw Fund and £425 was donated to the Playing Field.

The December 50/50 Club Draw has always been is held at the “Christmas Tree Lights Event”, but because the 2020 event was cancelled, it will be witnessed by the Parish Clerk, who is not a 50/50 Club member, on Tuesday December 15, just before the Haughley Parish Council remote video meeting. Club Members will be notified of the Prize Winners, after winners have been personally advised of their good fortune.

18 COMMUNITY INFRASTRUCTURE LEVY (CIL) FUNDING PROGRESS IN HAUGHLEY: AN UPDATE

CIL ALLOCATION In October 2020, we reported that over the course of the next 2-3 years and as a direct result of the two developments underway in Haughley, our Parish will receive in total and by instalments, over £300,000 CIL funding.

USE OF CIL INCOME CIL income may be used to support local infrastructure projects in order to improve or provide new amenities to benefit Haughley. CIL instalments are distributed twice a year in April and October and Haughley has just received its first CIL instalment of almost £50,000.

MANAGING CIL EXPENDITURE Parish Councils must spend CIL income received from District Councils on the provision, improvement, replacement, operation or maintenance of infrastructure, or on anything else that is concerned with addressing the demands that development places on an area. CIL regulations require that Haughley must have a Project Infrastructure Investment Plan or PIIP.

PROJECT INFRASTRUCTURE INVESTMENT PLAN (PIIP) This is a living document, which identifies and prioritises potential projects for CIL funding and then keeps track of any projects approved by the Parish Council. Some project ideas have already been received and a list is being drawn up to share with you. Soon, you will be invited to review the list, to vote on your preferred three projects and to submit suggestions for any CIL funded projects, which are not currently listed. CIL funded projects need not be Parish Council led, but they MUST be Parish Council approved.

NEXT STEPS A Parish Council Working Group has been appointed to: 1. Receive project ideas 2. Share ideas with the Community and seek its opinions 3. Submit a prioritised PIIP to the Parish Council 4. Publicise project decisions and their progress 5. Monitor CIL funded projects and ensure up-to-date accounts/records are kept 6. Ensure reports are submitted to Mid Suffolk District Council (MSDC) as required.

19 A REGENCY CHRISTMAS

As our planned talk on “A Regency Christmas” was not to be this year, we have instead delved into the archives to discover a few interesting facts.

The English Regency, 1811-1820, was when the Prince of Wales ruled as proxy Regent to his father, King George III, who was deemed unfit to rule due to his illness.

The yule log was brought in on Christmas Eve and was expected to last until Twelfth Night

Christmas carols don't seem to have been popular in the Regency, but if sung at all then, it was in church as hymns. The other sort of singing was the wassail, where groups would go around to houses singing what were usually frank begging songs, hoping for some food, drink, and money.

Mistletoe was the traditional plant with roots back into the Dark Ages and Druid magic, but mainly confined to the servants’ hall and cottage.

A traditional Christmas pantomime was present at this time, usually opening on Boxing Day.

However it was celebrated, Christmas in the Regency was Christmastide - Christmas Eve to Twelfth Night, 6th January (Epiphany) - which marked the official end of Christmas. Twelfth Night itself seems to have been celebrated more than Christmas, with our now-traditional rich fruit Christmas cake not being served until then.

It just remains for us to wish all our readers enjoyable Christmas and New Year celebrations with as many of your family and friends as permitted under current Government guidelines – cheers!

20 Dear Friends:-

The Christmas Gospel declares, ‘The Light shines in the darkness, and the darkness did not overcome it’. The writer of John’s Gospel assures those who hear, we among them, whatever our darkness, wherever we be, God’s purpose is to be with us, to be among us, ‘his life the light of all people’ in our life.

Writing at the beginning of our second lockdown, where we will be at the time these words are read is unknown, but my hope, as the hope expressed in John’s Gospel, is that the dawning star, the light of hope may be burning the brighter, whatever our darkness the dawn of light is drawing near.

So those of faith, as those of none, continue in compassion, after God’s love and compassion in sending his Son, to send Christmas and New Year greeting, to send news of hope, to be light in goodly deed and kindly word. And in deed and word we sing the song of God’s love in the darkness of our night.

Plans can change quickly at this time, as the story of Joseph and Mary, whose journey to Bethlehem was not able to plan for lodging, and the journey of the shepherds from the fields was made in haste at the singing of the angels and the cry of the new born. We may likewise not be able to plan our gathering in the night to sing the carol of Christmas hope and joy and may need to act in haste, but still in the fields of Bethlehem the poor look in the night of their darkness for news of hope. Embrace the Middle East, of our Bethlehem Carol sheets, offer new ways of carolling this year. As we can’t sing in church, be sure to carol at home around the Christmas tree, or even join some doorstep carolling with your neighbours, carol sheets are available in packs of six this year, so take a look:

______This year’s Remembrance time was very different but memorable in it’s own way. Sunday heard the siren sounded by Kerion Palmer at 10.59 to announce the 2 minute silence when many stood on their doorsteps others stood on the village green near the silhouettes and then at different times the wreaths were laid at the war memorial.

Armistice day again we were reminded by the siren sounding many people once again stood on their doorsteps and as we walked up to the memorial the surrounding area by the silhouettes was extremely busy and as requested Roy and Margaret joined Haughley Crawfords school for their service and wreath laying as their school’s service had also had to be cancelled.

We would like to thank every one for their continued support and next year will be a special one as we get closer to updating the War memorial and the surrounding area.

Poppy Appeal From our Poppy Appeal coordinator and chairman Tim Hart... We would like to say a big thank you to all who most generously donated to this year’s appeal in person at one of the shops in Haughley or online.

This year’s poppy appeal in and around Haughley has so far raised a fantastic total of £2,319.00.

The silhouettes on the green have made a great impression again this year; special thanks go to Mr Palmer and his staff for their fundraising efforts which have boosted this year’s village total considerably.

Dear Friends,

There has already been talk this year that Christmas is cancelled! Don’t worry it’s not! It will just be a bit different from what we are used to. As I write this, we are just about to go into a second lock down hopefully only for a month. For a second time the churches have had to stop doing congregational worship within our buildings, but many will keep doing their worship on line.

We hope this month’s lockdown will be just that, a month long. Even though we will not be able to celebrate the first Sunday of advent in our churches, we will be back in time to celebrate the lead up to Christmas, and Christmas in our churches.

Yes, it will be different, sadly we will not be able to sing all our favourite carols, or see the Nativity plays, but we will still be able to celebrate, for the story of Christmas stays the same. A child born into a world, that find his own country is under occupation by a foreign power. Born into poverty having to make his first resting place the trough where the animals feed. Jesus did not have an easy start to his life but he brought us a message of peace, Hope, Love and Grace and to grow up to be the saviour of the world who is still very much needed today. This is a message for everyone!

Our own family Christmas’s will be different we will not be able to meet with all of them but it will not stop us celebrating. The tree and decorations will still go up, and the lights on the tree will be switched on, and the other lights we decorate our homes with will be switched on as well, reminding us that Jesus is the light of the world.

23 HAUGHLEY PLAYING FIELD AND PAVILION NEWS

Depending when you read this we will either still be in lockdown or just coming out of it, we hope. What a year! I am very proud to be part of a team of volunteers on the Playing Field Committee. Many of whom have had to do an increased amount of work during the Covid 19 pandemic, both at their own jobs and family commitments, as well as for their volunteered time to support clubs understanding of how to work with the Covid 19 guidelines.

Our thanks also have to go to the Parish clerk for helping us more than ever in addition to her normal duties. We have been most grateful to her and the Parish Council for her additional time and advice. I think we can safely say we all hope 2021 brings new hope and a safe vaccine to help the world recover from this pandemic.

We had our last planned meeting on the 3rd November and Alf Hannan has informed us he needs to step down from this committee due to other work demands. On behalf of the Committee I wish to say a massive thank you for giving up so many hours during lockdown working with the club reps to progress the necessary Storage project following the break ins at the start of the first lockdown. Thank you also to Richard Stacy and Ben Mayhew for their considerable time on this project as well. As mentioned last month Alf has also worked on the car park resurfacing project and applied for a grant to enable us to improve this asset to our facilities. Thanks again Alf and we look forward to welcoming whoever agrees to be Alf’s replacement in the new year.

It has been decided that the pared-down Christmas lights event cannot realistically go ahead as there is no way of knowing, with enough time to plan, what could be done safely. Therefore, the 50/50 draw will be done online before the start of the December Parish Council meeting and witnessed by the Clerk and any others present. We hope our current members will sign up for next year and if you are not a member please do consider joining.
