Context of the mission : Due to a poor harvest in the Sahel Region (most affected countries are Chad and Niger and to a lesser extent Burkina Faso, Nigeria (Northern Sates), Cameroon (Northern region) and Mali (East)) which has put some two million people in Niger at immediate risk of severe hunger, WFP is scaling up its food and nutrition activities through its protracted relief and recovery operation (PRRO) 10611.0 “Improving the nutritional status and reinforcing livelihoods of vulnerable populations in Niger”. This will allow WFP to increase the number of people assisted from 941,000 to 2,448,000 by providing an additional 79,927 MT of food until the end of 2010. WFP also intend to deliver food to Chad population affected by the drought trough the Zinder-Diffa-Nguigmi- Chad Corridor. In such a context, WFP is preparing a response to this emergency situation; a strong augmentation of the logistics capacities (Storage, Transport and Staffing) in Zinder and Diffa is necessary. 2. Mission main objectives : Assess the corridor (Diffa - Nguigmi - Chad border) infrastructure Identify potential reliable commercial transporters in Diffa Identify potential storage space in Nguigmi Prepare a construction plan for the Logistics Hub in Diffa Prepare a construction plan for the future Logistics Hub in Zinder Identify the possibilities for water and electricity supply for Zinder Hub Identify potential/possible space for the erection of Rubhall in Gouré, Mainé- Soroa and Magaria departments identified for prepositioning of food distribution Assess the actual storage capacity in Zinder Region Page 1/12 4/21/2010 3. Assessment of the corridor Diffa – Nguigmi – Chad border Road conditions The Route Nationale 1 (RN1) is an important highway in Niger. It connects the east part of the country to the west. RN1 runs approximately 1200 km from Niamey in the west to Nguigmi in the east, via Dosso, Maradi, Zinder, and Diffa. The paved section, between Diffa and Nguigmi which runs 148 Km was surfaced in 1971-72; this section is now the most degraded section and in part completely eroded. The section Nguigmi Chad border runs approximately 45 km and is degraded into a series of tracks in the sand. The going got harder and harder as the sand got softer, in many cases chewed up by the big transport trucks. Navigation can be challenging, especially around small villages or near the very sandy sections, where many tracks come together and split off. Road Traffic Road traffic on the section Diffa-Nguigmi is very low and usually made by 4X4 and 6X6 Trucks. Ten 6X6 Trucks and three 4X4 were observed on this section on 14/04/10 from 7.00 to 10.00 am. Road traffic on the section Nguigmi-Chad border is extremely low and also made by 4X4 and 6X6 Trucks, only one Truck 6X6 was observed on this section between 11.00 and 13.00. 4. Transport companies in Diffa There are two major structured transport companies operating in the Diffa region (Entreprise Zouweya and Entreprise Barka/AZIMA Transport SA). These two transport companies organize the transport demand or offer according to their abilities, capacities and types of trucks. The two companies are specialized in long distance haulage over sand. Enterprise Zouweya The Zouweya enterprise is based in Nguigmi and operates in the Diffa region. Zouweya has a very good trucking capacity (approximately 200 all roads trucks of which 160 of 30 MT trucks and 40 of 20 MT truck). Zouweya is authorized to transport to Chad and has a Page 2/12 4/21/2010 previous experience with WFP. Zouweya is willing to allocate 40 (30 and 40MT all roads trucks) for the possible Chad operation that to say will deliver 1000 MT per week in 3 to 4 days to various destinations in Chad. Enterprise Barka/AZIMA Transport SA. The Enterprise Barka is based in Diffa and operates in Diffa region. Barka has a new fleet of approximately 100 6X6 Trucks (50 of 20 MT and 50 of 30 MT). Barka has previous experience with WFP and is willing to deliver 1500 MT of food in 3 to 4 days to several destinations in Chad. Recommendations To deliver food to Chad population affected by the drought trough the Zinder-Diffa-Nguigmi- Chad Corridor, the mission recommend to contract with Zouweya and Barka, which presents the best profiles, in terms of field knowledge, trucking and financial capacity. The Transport questionnaire should be sent to both Transporters as soon as possible. Customs clearance will be carried out by an appointed Forwarding agent. 5. Potential storage capacities in Nguigmi OPVN Warehouse In order to guarantee storage capacities in the city of Nguigmi, 2 stores of 500 tons each have been identified and lent to the WFP by the OPVN for an indeterminate period. Possibilities for water and electricity supply for future Zinder Hub The above site in Zinder has been allocated to WFP by the Government. The site is not fenced as well as serviced because there is no water and electricity supply. Investigations with the SEEN and NIGELEC reveal important connection costs. Recommendations Site not adequate for the present operation, send a mission to Zinder to assess the future enhancement of the site in collaboration with the Direction of Public Works. Potential space for the erection of Rubhalls in Gouré, Mainé-Soroa, Magaria and Storage in Bakin- Birji and Bosso departments identified for prepositioning of food distribution Gouré No Storage facilities available; a site has been identified and allocated to WFP by the general secretary of the town hall Gouré. A draft document serving as act of cession with the ground coordinates will be forwarded to the DPP Diffa as soon as possible. Recommendations Send a mission to Gouré to assess the possible enhancement of the site in collaboration with the Direction of Public Works. Zinder SO to follow up. Page 6/12 4/21/2010 Mainé - Soroa No Storage facilities available; a site has been identified and allocated to WFP by the general secretary of the prefecture. A draft document serving as act of cession with the ground coordinates will be forwarded to the DPP Diffa as soon as possible. Recommendations Send a mission to Mainé to assess the possible enhancement of the site in collaboration with the Direction of Public Works. Zinder SO to follow up. Magaria No Storage facilities available; a temporary Site of 1600 M2 was lent to WFP for the erection of a Rubhall. The Magaria town hall will send an Authorization as soon as possible. Recommendations Send a mission to Magaria to assess the possible enhancement of the site in collaboration with the Direction of Public Works. Zinder SO to follow up. Page 7/12 4/21/2010 Bakin-Birji A 1300 MT Warehouse will be lent by HAI (Human Appeal International) to WFP. The Warehouse will be divided in 2 parts (1000 MT for WFP and 300 MT for HAI) and need to be cleaned and pulverized. Pallets need to be provided as well. Recommendations Zinder SO to follow up. Bosso A 300 MT Warehouse will be lent by OPVN to WFP. The Warehouse needs to be cleaned / pulverized and the main door to be restored.
