There are so many different vocations and callings in this room — so many different interests and aspirations of people who want to reform the media — that only a presiding bishop like Bob McChesney with his great ecumenical heart could bring us together for a weekend like this. What joins us all under Bob’s embracing welcome is our commitment to public media. Pat Aufderheide got it right, I think, in the recent issue of In These Times when she wrote: “This is a moment when public media outlets can make a powerful case for themselves. Public radio, public TV, cable access, public DBS channels, media arts centers, youth media projects, nonprofit Internet news services … low-power radio and webcasting are all part of a nearly invisible feature of today’s media map: the public media sector.

Since founding Public Policy Productions in 1982, Weisberg has written, produced, and directed 31 documentaries, which have won over 150 awards including Peabody, Emmy, and duPont-Columbia awards. Some of his films are vérité style documentaries with no narration, while others are narrated by prominent actors including Meryl Streep, Helen Hayes, and James Earl Jones, as well as distinguished journalists including Marvin Kalb and Walter Cronkite. Weisberg received an Academy Award nomination in 2001 for Sound and Fury and in 2003 for Why Can’t We Be A Family Again? JOHN FUGELSANG, Narrator and Host John Fugelsang is a New York-based political commentator, comedian, TV & radio personality, performer, and writer. He has appeared in the movie Coyote Ugly and on television programs such as CSI and Becker. He was the host of America’s Funniest Home Videos and has appeared frequently on news commentary shows on CNN, CNBC, MSNBC, and NPR. He made over 20 appearances on Bill Mahr’s Politically Incorrect and is a regular on Fox News. Recently, Fugelsang was the host of Current TV’s daily show, Viewpoint, where he analyzed the news and facilitated conversations about current affairs. Currently, he hosts a daily political comedy program called “Tell Me Everything” on the new SiriusXM Insight Channel.     Corporation For Public Broadcasting Office of Inspector General REPORT OF REVIEW Review of Alleged Actions Violating The Public Broadcasting Act of 1967, as Amended Report No. EPB503-602 EXECUTIVE SUMMARY The Corporation for Public Broadcasting, Office of Inspector General, has conducted a review of alleged violations of the Public Broadcasting Act of 1967, as amended. We found evidence that the Corporation for Public Broadcasting (CPB) former Chairman violated statutory provisions and the Director’s Code of Ethics by dealing directly with one of the creators of a new public affairs program during negotiations with the Public Broadcasting Service (PBS) and the CPB over creating the show. Our review also found evidence that suggests “political tests” were a major criteria used by the former Chairman in recruiting a President/Chief Executive Officer (CEO) for CPB, which violated statutory prohibitions against such practices. Our review of the hiring of a consultant to review program content for objectivity and balance showed that such reviews were consistent with Section 19(2)(B) of the Public Telecommunications Act of 1992, however problems occurred when the former Chairman initiated such actions without informing the Board and signed the contract without Board authorization. Further, CPB has never developed a policy for how such reviews should be conducted and what would be acceptable criteria for evaluating program content. Had a policy been established and developed in conjunction with the public broadcasting community, the community would have understood the purpose and use of such a review to ensure accountability to Congress and the American people, as envisioned by the statutory requirement.

The front inside cover folds out to three pages and provides a chronology of the important events in CPB history from its inception in 1967 to 1987. A narrative report on the CPB's 20 years of operation highlights its beginnings, milestones, programming, and audiences; the broadcasting system; and funding. Comments in support of public television by a wide variety of public figures concludes this portion of the report. The 1986 annual report provides information on television programming, radio programming, community outreach, adult learning, program support activities, and system support activities for that fiscal year. The CPB Board of Directors and officers are also listed, and a financial accounting by the firm of Peat, Marwick, Mitchell & Co. is provided. The text is supplemented by a number of graphs, figures, and photographs. The number of union workers receiving services was 697 in 59 classes at 2C sites. Recruitment success was made possible by the use of the communication networks of the Baltimore AFL-CIO Metropolitan Council of Unions and public service announcements. The instructional design for individual classes at various sites was flexible and related to the literacy analysis and needs identified jointly by the project and the local union and management representatives. The project also piloted a computer learning center.
