MINUTES OF THE MEETING OF CORPUSTY AND SAXTHORPE PARISH COUNCIL HELD ON TUESDAY 20th September 2016, 7.30PM AT THE VILLAGE HALL Present: Imogen Waterson (Chair), Tony Barnett, Tim Buddle, Marty Jacobs, Guy Hodgson, Sophia Hodgson, Stephen Fenny and Diane Oliver. Jo Boxall (Clerk) Members of the public - 5 1. To consider accepting apologies for absence. Apologies for absence received from Graham Sinclair who was away. 2. To record declarations of interest from members in any item to be discussed No declarations of interest were received. 3. To approve the minutes of the meetings held on Tuesday 19th July 2016 The Council resolved to approve the minutes from the meetings held on Tuesday 19th July 2016 following a redraft of minute relating to planning application PF/16/0781: ‘Following discussion the council agreed by majority that whilst they recognise that concerns have been raised, they had no objection subject to 1. Recommended planting along the B1149 and at the northern boundary of the field adjacent to the Irmingland Road and 2, the redistribution of embankment soil to north of low lying area situated to south of existing embankment towards western end to accentuate the existing low lying area that will act as a lagoon in the event of flooding.’ They were duly signed. 4. To receive update from District, County Councillor & Police District Cllr Georgie Perry-Warnes sent her apologies but forwarded a report. PCSO Keith Clarke was also unable to attend but also sent a report to be circulated County Cllr David Ramsbotham sent his apologies. 5. To adjourn the meeting to allow public participation Residents expressed concern over future of the Duke’s Head Public House following its recent closure and wished to ensure that it continues to be a community assett. Concerns were raised over blocked footpath on Adams Lane. 6. Matters arising from previous minutes for information only –BT phone box agreement/ update re land registry/ Empty house Norwich Road BT agreed to supply the paint and brushes subject to their terms and conditions. Cllr S. Fenny agreed to lead on the project. The Council agreed unanimously to go ahead with the painting. It was agreed that due to Change of Clerk the registering of land would be deferred for 3 months. NNDC confirmed that they were monitoring the empty house on Norwich Road and the owner had another month to make improvements. Clerk to contact NNDC and clarify what level of improvement is required. 7. To approve further action re proposed planting scheme on Irmingland Road Cllr Waterson confirmed that and informal meeting was held with residents on Irmingland Road, following receipt of objections to Mr Harolds proposed planting scheme. A copy of the minutes from the meeting are attached to these minutes. The PC agreed to forward the comments to NNDC and request that the District Council assures itself that the planning conditions minimise the risk of looding taking into account both the excavation of the railway embankment and the climate change events that increase the risk of flooding as proposed by Cllr Jacobs, seconded by Cllr Barnett and approved unanimously. It was agreed to include the issue regarding footpaths on the next agenda. 8. To approve registering Dukes Head as a Community Asset The Council agreed to register The Duke’s head Public House as a community Assett as proposed by Cllr Hodgson, seconded by Cllr Buddle and approved unanimously. 9. To receive update on Neighbourhood Plan and approve requesting further funds from NNDC An extensive draft has been produced which now requires technical expertise. It was confirmed that the balance of the NP account was £4822.87 (later amended to £ 4713.27). Three companies were approached and one quote for provision of professional support and advice to progress the Neighbourhood Plan to pre-submission consultation was presented to council for consideration along with an estimate for additional professional support following pre-submission consultation with a view to ensuring plan is ready for submission. The Council resolved to accept quotation from Small Fish in association with Parker Planning Services for £3500 and estimate up to limit of £2000 subject to the additional funds being granted and received from NNDC as proposed by Cllr Barnett, seconded by Cllr Oliver and agreed unanimously. A formal request for further grant funding to be submitted to NNDC. 10. To approve further action re footpaths Adams lane Mrs Cotgrove confirmed that the footpath leading from Adams Lane to Norwich Road is now open again. It had been agreed that once plans were submitted for development of the land, a footpath would be included, although may be moved slightly. NCC will ensure that it is registered as a footpath once development goes ahead. Owners of the Barns on Norwich Road have obstructed the existing right of way. Cllr Waterson has written to NNDC and County Cllr David Ramsbotham has been advised. It was confirmed that the footpath was included on the plans for the Barns as being 3m wide. It was agreed to continue correspondence to ensure resolution of the situation. 11. To approve further action re request for access Little London Allotments PC approached by DONG energy – Hornsea Project Three – Offshore wind farm, re request to carry out a ‘walk over’ ecological survey at Little London allotments. Company are looking at a number of route options to connect the cables to the National Grid. Parish Council agreed to allow survey subject to suitable payments being received. As proposed by Cllr Waterson, seconded by Cllr Jacobs and approved unanimously. 12. Review SAM2 and approve additional location / bracket Cllr Buddle confirmed that a second cycle of positioning was now happening. There is speeding in all locations, worst location outside the garage on the Briston Road in both directions. Once second cycle compete a report would be circulated to council. Cllr Buddle agreed to investigate suggestion of additional location on Norwich Road. The Council agreed to purchase an additional bracket as proposed by Cllr Fenny, seconded by Cllr Oliver and approved unanimously. 13. Planning – PA/16/1206 Installation of 15m high lattice tower supporting 3 antennaes, 2 transmission dishes, 2 radio equipment cabinets, electrical meter cabinet, 2m high chain link fence and creation of new access Land west of Heydon Road, Saxthorpe, NR11 6QL Council agreed to object to the application unless it would be used by multi mobile providers. It was felt that if the mast affected the view then the community should be compensated. To approve drafting a planning policy Following difficulties with responding to / managing planning applications received between meetings the Council agreed to draft a policy for consideration at the next meeting. To record planning applications received between meetings PF/16/0989 Variation of condition 2 (for retention of brick finish to match existing) and removal of condition 3 (to omit render finish) of PF/07/1741 at Norwood Cottage, Briston Road, Saxthorpe, NR11 7BW NP/16/0867 Prior notification of intention to erect roof covering for sprayer fill area at Church Farm, Matlaske Road, Saxthorpe, PF/16/1086 Erection of single and two-storey extensions to dwelling and detached garage/store with accommodation above and first floor balcony to side and front, linked to garage at Hill Cottage, Heydon Road, Corpusty, Nr11 6RU PF/16/0934 Erection of single storey rear extension at Tin House, Briston Road, Saxthorpe, NR11 7BW To consider Late Planning applications No late applications were received To receive decisions from North Norfolk District Council Prior notification of intention to erect roof covering for sprayer fill area at Church Farm, Matlaske Road, Saxthorpe approval Conversion of barn into 2 residential units and erection of annexe (revised scheme 15/1541 refers) at Land at Manor Farm barns, Norwich Road, Corpusty, NR11 6QD approval Excavation of section of railway embankment and distribution of soil on adjacent arable land (part retrospective) at Railway Embankment – land east of B1149, Corpusty - approval Erection of single storey rear extension at Tin House, Briston Road, Saxthorpe - approval Prior approval for proposed change of use of agricultural building to 2 dwelling houses (C3) at Holly Heath, Corpusty, Nr11 9QX - refusal 14. Finance - To approve payments to be made and those made between meetings To approve payments to be made and made between meetings Bank statements were available for inspection. Balance of Community Account was confirmed as £21310.78 (following September payments) and balance of Business saver Account £1550.34 To approve payments and payments made between meetings The Council resolved to approve the following payments. The Council resolved to approve direct debits for August & September electricity bills (£33.34 & £33.34). Direct debit for £35 to ICO for data protection registration renewal was approved. Expenditure was in line with budget expectations. Mazars completed the external audit and recommended that the Council implements the action points arising from the internal audit report during 2016/17. Correspondence A complaint was received regarding displaying yellow planning notices. It was agreed that the notices would no longer be displayed on the noticeboard. A notice to this effect was placed on the noticeboard to advise the community. All correspondence received was circulated electronically. 16.
