DEPARTMENT OF NATURAL RESOURCES LAW ENFORCEMENT DIVISION SPECIAL LOCAL WATERCRAFT CONTROLS (By authority conferred on the department of natural resources by sections 80113 and 80121 of 1994 PA 451, MCL 324.80113 and MCL 324.80121) Regulation No. 0, General provisions. R 281.700.1 Definitions. Rule 1. The words and phrases defined in Act No. 303 of the Public Acts of 1967, being SS281.1001 to 281.1199 of the Michigan Compiled Laws, have the same meaning when used in the rules prescribing special local watercraft controls, whether such rules were promulgated before or after this rule becomes effective. History: 1979 AC. R 281.700.2 "Airboat" defined. Rule 2. As used in these rules, "airboat" means a vessel or contrivance, other than a conventional seaplane, helicopter, or autogiro, that makes use of motor-powered propeller, air vane, or other aerostatic force to support or propel, or both to support and propel, the vessel on or over the surface of the water. History: 1979 AC. R 281.700.3 High-speed boating and water skiing prohibited; time. Rule 3. (1) On the waters of this state where special local watercraft controls have been established prohibiting high-speed boating and water skiing from 6:30 p.m. to 10:00 a.m. of the following day, the hours shall be 7:30 p.m. to 11:00 a.m. of the following day when and where eastern daylight saving time is in effect. (2) "Daylight saving time" means the advancing of the standard time by 1 hour, commencing at 2 o'clock antemeridian on the second Sunday of March of each year and ending at 2 o'clock antemeridian on the first Sunday of November of each year in conformity with the federal uniform time act of 1966, as amended by the energy policy act of 2005. -

Life History and Population Dynamics of Lake Sturgeon
LIFE HISTORY AND POPULATION DYNAMICS OF LAKE STURGEON, Acipenser fulvescens, IN THE MUSKEGON RIVER, MICHIGAN by Paul Joseph Vecsei (Under the direction of Douglas L. Peterson) ABSTRACT The lake sturgeon was once abundant throughout Lake Michigan with an estimated 11 million fish prior to human exploitation. By the early 1900s, however, most populations had been decimated by severe over-fishing and habitat degradation. Despite recent interests in restoring the species in Lake Michigan, little is known about the current status of remnant populations. The primary objectives of this study were to estimate annual spawning stock abundance and to identify potential spawning habitat for lake sturgeon on the Muskegon River, Michigan. To capture adult lake sturgeon, I used large-mesh, bottom-set gill nets deployed at the mouth of the Muskegon River from mid- March through May, 2002-2005. Radio telemetry was used to monitor seasonal movements and to identify likely spawning habitats. Sampling for larval lake sturgeon was conducted in May of each year using D-frame drift nets anchored in the mainstream of the river channel. During the 4 years of the study, I expended more than 5000 gill-net hours and captured 59 individual adult lake sturgeon. Larval lake sturgeon were captured in 2 years, suggesting that at least some natural reproduction still occurs. Habitat analysis revealed that the lower Muskegon River likely contains extensive reaches of potential spawning habitat for lake sturgeon. INDEX WORDS: Biology, population dynamics, habitat, lake -

Bronte U.S. Fish & Wildlife Service Fishery Resources Office 2661 Scott Tower Drive New Franken, WI 54229 This report summarizes trout and salmon stocking in Lake Michigan from 1976-2002. Stocking information was provided by the Department of Natural Resources of Illinois, Indiana, Michigan and Wisconsin, who stock Pacific salmon, brown trout, and splake, and the U.S. Fish and Wildlife Service, who provides all lake trout for restoration purposes. These data should be considered provisional because not all agencies have officially verified the stocking numbers. With the exception of lake trout, no attempt was made to express stocking totals in yearling equivalents. Consequently, numbers for all life stages stocked for a given species were added together. To accurately examine trends in adult trout and salmon abundance in Lake Michigan, detailed information on hatchery programs, genetic strains, size at stocking, and stocking practices would have to be considered. Lakewide Trends: The number of trout and salmon stocked into Lake Michigan in 2002 totaled 12.0 million fish (Table 1), which was about 1.0 million fewer fish than last year. This level of stocking was 2.4 million less than the long term average of 14.5 million, and one of the lowest levels since 1977. Total stocking peaked at 17.3 million fish in 1984. Chinook Salmon: Chinook salmon stocking in Lake Michigan decreased to 3.3 million fish in 2002, which was about 1.0 million fewer fish than last year (Table 1). -

The City of Manistee is a historical city branded the ‘Victorian Port City’ with a robust Historic District and Commission. The ornate victorian architectural infrastructure and mystique stems from the vigorous industry and subsequent wealth from the late 1800’s. Industry has since transitioned from lumber to manufacturing utilizing railroad transportation and shipping corridors as major modes of transportation. The Manistee City Municipal Marina is a City owned and operated property. This is located on the Harbor and within walking distance to sandy Lake Michigan beaches, playgrounds, restaurants, shops, grocery and hardware stores, theaters, free summer concerts, museum and the library. One of the best features of the Manistee Municipal Marina and Riverwalk is the fact it is handicap accessible, allowing everyone to enjoy it. There are ramps at both ends of the Riverwalk including at First Street Beach and next to the US-31 bridge. Three main bodies of water directly affect the City. The Western boundary of the City is Lake Michigan which the City owns and maintains approximately one mile of beach front for recreational use. -

Tonello Environment The Little Manistee River watershed drains 145,280 acres in Lake, Mason, and Manistee counties (Wicklund and Dean 1957; Figure 1). The Little Manistee River originates from several swamps in eastern Lake County about eight miles east of the Village of Luther. Below Luther Dam it flows northwest through most of Lake County, the very northeast tip of Mason County, and then southwestern Manistee County (Figure 2). Below the Luther Dam, the Little Manistee River is free- flowing for 55 miles before entering Manistee Lake in the Village of Stronach. Manistee Lake empties into Lake Michigan through a channel in the town of Manistee. The majority of the Little Manistee River watershed is forested with northern hardwoods and conifers. Soils consist mostly of deep, permeable sand, although there are a few areas with loamy soils and some with wet soils. Several large wetland complexes exist in the watershed; one of note is the Baylor Swamp from which both branches of Twin Creek flow. Much of the river between Luther and M-37 flows through lowland conifer and tag-alder swamp. Land use in the watershed is primarily forest and rural residential. Upstream of M-37, about half of the land through which the river flows is public, owned by the state of Michigan as part of the Pere Marquette State Forest. -

5 I. THE WATERSHED AND STUDY AREA A. General Characteristics 1. The Watershed. Located in portions of Lake, Mason, Newaygo and Oceana counties, the Pere Marquette River system drains an area of approximately 740 square miles. Roughly 53 percent of the watershed is in Lake County. The mainstream starts at the confluence of the Middle Branch and Little South Branch, known as the "Forks" and flows in a westerly direction for approximately 67 miles to its mouth at Pere Marquette Lake, just south of the City of Ludington. 2. The Study Area. The area of study included the entire mainstream from its mouth at Pere Marquette Lake, its four major tributaries, the Baldwin River, Little South Branch, Big South Branch and the Middle Branch, as well as the numerous smaller tributaries which make up the system. B. Physiography and Soils The topography of the watershed is rolling to flat. The eastern portion of the basin is characterized by its hilly nature, with the western portion generally being more broad and flat. Like other watersheds in the area, the effects of glaciation are evident. Rolling, hilly moraines, flat outwash plains, kettle and oxbow lakes, eskers, drumlins, and kames can all be found in the watershed. The majority of the watershed is dry sand plains and rolling sandy hills. These well-drained droughty soils make them generally unsuitable for agriculture, and hence, are in pine - scrub oak forests. Poorly drained muck and peat soils are fairly common along the lower portion of the mainstream and the headwaters of the Big South Branch, some of which serve as agricultural drains. -
