The report provides a basis for developing the innovation plan for the region. It also provides the background data and analysis for further assessment of the regions potential as an innovation hub. The research was commissioned by the steering committee of the Innovation Tri-Valley Initiative. The steering comitee conducted the research in a relatively short four-week period and prepared this report. The report consists of six sections and they are: 1. Executive Summary; 2. Results of interviews with leaders and stakeholders in the region; 3. Demographic and economic profile of the region; 4. The tech sector, gazelles, and corporate headquarters; 5. It was in this humble 12x18-foot building that college friends Bill Hewlett and Dave Packard first pursued the dream of a company of their own. Guided by an unwavering desire to develop innovative and useful products, the two men went on to blaze a trail at the forefront of the electronics revolution. A Strategic Overview of the Silicon Valley Ecosystem: Towards Effectively “Harnessing” the Ecosystem 8. University-Industry, University-Government Ties Kenji E. Kushida Universities are a critical component of the Silicon Valley ecosystem, serving as a multifaceted focal point for the exchange of human capital, ideas, technologies, and more. As such, Japanese companies that can effectively make use of universities for the variety of functions they can offer stand to benefit and become more effectively integrated into the Silicon Valley ecosystem. To do so, the first step is understanding the role of universities. The relationship between the government, universities and industries is often misunderstood as unidirectional, with the government encouraging innovations at universities by providing funding and the universities producing new ideas that are commercialized by industry. The reality observed in Silicon Valley, however, is more complex and multi-directional. The efforts for innovation are more often driven by individual researchers at universities rather than the government agencies or university administration, and initial ideas for innovation often comes from industries. The university-industries ties that contribute to the Silicon Valley ecosystem are multifaceted, diverse, and not easily captured by a single set of metrics. This in itself has caused much confusion for actors wishing to learn about Silicon Valley, not only from those outside the US, but in US media portrayals as well. This is partly because of the close relationship between the multifaceted university-government ties that anchor much of the university-industry ties. The core research universities are Stanford University and the University of California. Among the University of California schools UC Berkeley and UC San Francisco Medical Center are within the broader Silicon Valley ecosystem, with UC Davis also playing an important role, particularly in agricultural science. -

Redwood City New General Plan 4.9 Land Use and Planning 4.9 LAND USE AND PLANNING This section describes existing land uses in and around the plan area, as well as applicable land use policies and regulations. Information in this section was derived from a technical land use background report, Redwood City General Plan Land Use Report, prepared in June 2008 by Hogle-Ireland, Inc., as well as CirclePoint’s reconnaissance of the plan area. 4.9.1 ENVIRONMENTAL SETTING The plan area covered by the New General Plan consists of the corporate City limits as well as lands within the City’s sphere of influence. The plan area comprises approximately 38 square miles within a diverse physical setting, with flat lands near the Bayfront area; hills in the western portion of the City; and the San Francisco Bay, stream corridors, and tidal marshes in the north and east. Current Land Use Patterns The current land use patterns reflect the diverse physical features within the plan area, with most office, commercial and residential uses south and west of U.S. 101 while most open space and industrial uses are north of U.S. 101 or in the southwestern foothill areas. The City consists of residential neighborhoods with varying densities and characters; a conventional downtown with retail, restaurant, office, and civic uses; active industrial areas, including research and development and heavy industrial uses associated with the Port of Redwood City; open space areas; and civic areas, including County offices, parks, schools, and community centers. These uses have been clustered within five distinct areas of the City reflecting their specific geographies and function, described below. -

Key sources of information for this section include the San Francisco Bay Basin Water Quality Control Plan (Basin Plan) prepared by the San Francisco Bay Regional Water Quality Control Board (January 2007), the Urban Water Management Plan (UWMP) for the City of Redwood City (2005), and the Unified Stream Assessment in Seven Watersheds in San Mateo County, California by the San Mateo Countywide Water Pollution Prevention Program (August 2008), Kennedy/Jenks/Chilton Consulting Engineers Water, Sewer Storm Drainage Master Plan dated 1986, and Winzler & Kelly’s Bayfront Canal Improvement Project Design Development Alternative Analysis, dated December 2003. 4.8.1 ENVIRONMENTAL SETTING Hydrologic Conditions The regional climate of the plan area is typical of the San Francisco Bay Area and is characterized by dry, mild summers and moist, cool winters. Average annual precipitation in the plan area is about 20 inches. About 80 percent of local precipitation falls in the months of November through March. Over the last century for which precipitation records are available, annual precipitation has ranged from an historic low of 8.01 inches in 1976 to an historic high of 42.82 inches in 1983.1 Surface Waters Figure 4.4-1 (in Section 4.4, Biological Resources) depicts surface water bodies in the plan area, which include Redwood and Cordilleras Creeks and their tributaries. Also shown are bay channels, including Westpoint Slough, Corkscrew Slough, northerly reaches of Redwood Creek, Smith Slough and Steinberger Slough, the Atherton Channel (Marsh Creek), and the Bay Front Canal. -

Silicon Valley Region DEFINING THE REGION For the purposes of this project, the Silicon Valley Region is defined as San Mateo and Santa Clara Counties. It includes 35 incorporated cities. Demographics This region is home to nearly 3 million people. The Silicon Valley’s population is projected to grow to 9 million by 2040, but existing housing stock is inadequate to meet demand. Although the counties of San Mateo and Santa Clara have some of the highest median household incomes in the nation, the gap between the wealthy and the low-income is significant. Due to the disparity of low-wage earners and their increasing costs of living, many current residents are expected to leave the region and move to other parts of California or out of state as housing rates continue to skyrocket. 1 Prepared by the Local Government Commission for the Community Foundation Water Initiative on behalf of The Funders’ Network for Smart Growth and Livable Communities Water Management Watersheds The Silicon Valley region is comprised of watersheds and complex water systems.Both of the region’s counties are encompassed within the San Francisco Bay watershed. Many local streams and tributaries, as well as urban and suburban stormwater runoff drain into the Sacramento - San Joaquin Delta, a confluence of two large rivers, which then flow into the Pacific Ocean via the San Francisco Bay. This watershed is part of a vast, complex estuary ecosystem of great importance to the entire state – for both its ecological value and its role in statewide water conveyance. Integrated Regional Water Management The Bay Area IRWM group – a voluntary planning collaborative - overlaps the same geographic boundaries of the Silicon Valley region.
