4 LOGAN LAKE | Community Profile History of Logan Lake Ranching had been established in the area since 1870 but it wasn’t until the early 1900’s that miners began to take an interest in the valley. Mining in the early years was a rough, labour intensive job. Copper ore had to be hauled over steep, dirt, cattle trails by horse drawn wagons, through the Highland Valley, then out to Ashcroft and beyond. By the mid 1960’s, technology began improving mining in the valley and with mining excavation came the swift construction of the community of Logan Lake.

Excavation for underground utility services and surveying for housing began during the summer of 1970. Home construction for the Lornex Mine workers and their families started in early winter. While the community was being erected, the Province appointed John Aldrich of Lornex as Mayor and in 1970 the Village of Logan Lake was incorporated.

Logan Lake was constructed for convenience, economy and easy access, with community services in one compact area. The municipal building was erected next door to the fire hall and R.C.M.P. detachment, with health services just across the street. Retail shops and a library were added to the walkable downtown core. The community is within walking distance to the lake itself with its excellent fishing and boating.

While the mine in Highland Valley continues to provide valuable ore, it also laid the foundation for the birth and growth of a community. Today, many families still live and work in the beautifully situated, District of Logan Lake.

LOGAN LAKE | Community Profile 5 Demographics Population The regional population has been steadily increasing over the past ten years and while Logan Lake has experienced a population decline there is an opportunity for reversing the trend. The Highland Valley Copper Mine is expanding operations and there is a pending announcement for the new Ajax Mine in close proximity to the community. Logan Lake is extremely well placed to attract new residents and families.

The age group 25 – 39 increased 17 percent from 2006 to 2011 and the age group 0 – 9 has increased 24 percent during the same time period. The age group 25 – 39 is an important component for community economies. This group is seen to be the prime contributor to the labour force and is argued to be the ones who innovate and create new ideas, new technologies and/or creative output in a community.

Waste Water System The Sewage Treatment Plant (STP) for the District of Logan Lake is secondary treatment consisting of two cell aerated lagoon facility including pre-screening and an outfall to the exfiltration pond. Road Logan Lake is a three-hour drive from Vancouver and 30 minutes from Kamloops. From Vancouver, there are two options available – Highway 1 (Trans-Canada Highway) to Hope and choose either travelling northbound on Highway 5 - the Coquihalla, take Exit #336 and travel west on Highway 97D or Highway 1 Eastbound and then Highway 97D from Ashcroft. From Kamloops drive 60 km (37 miles) south via the Coquihalla Highway and then Highway 97D from the Logan Lake junction.

Highway 5 crosses the top of the Coastal Mountains reaching elevations of 1,244 m/4,081 ft before beginning a gradual descent into Merritt. Take Highway 97C to Logan Lake after passing through downtown. Highway 1 winds along the equally dramatic Fraser Canyon and through the Thompson Valley to Ashcroft where Highway 97D connects to Logan Lake.

Amenities and Activities Logan Lake Arena/Recreation Centre has three ice sheets for curling and a hockey rink. The arena is open from September to March.

Logan Lake Campground is a fabulous, newly rejuvenated campground with full hook ups and internet services. Camp just a short walk away from a challenging golf course and Logan Lake’s legendary fishing lake.

Copper Ridge Disc Golf offers some great family time. Disc golf is one of the fasting growing sports in British Columbia. Copper Ridge is one of the best courses in BC and has one of the wickedest 18-hole courses anywhere.

The Logan Lake WHY plays an important role in building and maintaining personal health and wellness in the community. The fun and events they bring to the community include: the July 1 Walk for a Reason, The Copper Ridge Disc Golf Course, the August Annual Golf Tournament and the Polar Carnival.

The District’s many parks offer a variety of outdoor amenities, including ball fields, playgrounds, disc golf, fishing, picnic areas and fishing and swimming access to Logan Lake.

Introduction District of Logan Lake regulations that are most relevant to businesses are those relating to land use, construction of new buildings/facilities, and business licensing. There are two key documents relating to land use: The Official Community Plan and the Zoning Bylaw.

The Official Community Plan (OCP) establishes the broad objectives and vision for how the community would like to continue developing and evolving in the future. It sets out the overriding principles that govern the District’s land use policies and decisions and all new developments must be consistent with these principles.

The second important document for regulating land use in Logan Lake is through the Zoning Bylaw. Each property in Logan Lake has a zoning designation (i.e. residential, commercial, industrial) that regulates the type of uses, densities and sizes of structures that are permitted on each property.

The District of Logan Lake leads the province with their Tax Exemption Revitalization Program. Essentially the program provides tax exemptions to commercial and industrial land owners as an incentive to develop their land. The program is focused on incenting existing land owners to improve existing buildings.

LOGAN LAKE | Community Profile 39 Business Licenses Any person conducting business within the District of Logan Lake requires a business license. The process includes the completion of an application submitted to the District. New licenses are in effect for the year in which they are purchased and new licenses purchased after June 30 in each year will be reduced by 50%.

Annual business license fees range from $25.00 to a maximum of $330. The full fee schedule is available through the District of Logan Lake’s office or website.

Revitalization Tax Exemption Program The Logan Lake Revitalization Tax Exemption Program (RTEP) provides access to tax exemptions and early benefit payments in lieu of tax exemptions to businesses in Logan Lake.

This program is intended to stimulate growth and development in commercial and industrial areas of town. Development in these areas has been relatively stagnant and needs new investment to allow the Logan Lake economy to grow in size and health.

This program will encourage investment primarily by existing land and business owners that will create new commercial and industrial spaces, improve existing commercial and industrial buildings, and increase the esthetic appeal of Logan Lake’s commercial core.

To be eligible you must be the legal owner of property within the designated areas of the District of Logan Lake and you must meet the minimum threshold of the development priorities identified. For additional details on the program contact the District office or website.
