Member's Annual Report 2018/2019 Member’s Annual Report 2018/2019 This is the report by the Councillor below regarding his key activities over the year ending 31 March 2019. It is provided for the information of all constituents and for no other purpose. I am a member of the Isle of Anglesey Charitable Trust. I am also a member of the Trust’s Investment and Contracts Committee – details of my attendance at these meetings are also available on the above link. In addition to serving on the committees above I also attend a number of other meetings throughout the ward. I am a town councillor in Menai Bridge and regularly attend Council Meetings and the Finance and Planning Committee. I also occasionally attend the Community Council Meetings at Llanfairpwll and Penmynydd. During the year I continued to fight against the proposal to site a Temporary Gypsy and Travellers site alongside the A5 in Star and also continued supporting the flood victims from November 2017 both in Menai Bridge and Llanfairpwll. I have dealt with numerous issues on behalf of local residents of the ward relating to housing, planning, anti-social behaviour, highways and environmental issues. 3 - Initiatives and Special Activities I have seen a significant increase in my responsibilities during the year having been appointed Finance Portfolio Holder at the County Council’s meeting in May 2018. During the autumn of 2018 I completed the Local Government Pension Scheme Fundamentals Training Programme following my appointment to the Gwynedd Pensions Fund Committee. 4 - Learning and Development Information about the learning and development initiatives I have attended during the past year is available here (information supplied by the Isle of Anglesey County Council): http://democracy.anglesey.gov.uk/mgListTraining.aspx?UID=906&RPID=381147&LL L=0 As a newly appointed Portfolio Holder in May 2018 I have invested much time in getting to understand my role and responsibilities and developing my knowledge of Council finance matters over the past year. 5 - Other Activities and Issues I attended a number of activities within my ward during the year. I have also represented the council at national meetings and events and have recently deputised on behalf of the Council leader at a number of events. In particular, it has been prepared to inform considerations of the likely impacts of those DCO proposals on the well-being of Anglesey residents and that of visitors to the Island. As part of the DCO process, the Council will submit Local Impact Reports to the Planning Inspectorate to inform its consideration of the DCO applications. Those Local Impact Reports will provide a detailed technical assessment of the schemes’ likely impacts on the Island.

    Isle of Anglesey County Council Meeting: Democratic Services Committee Date: 30 July 2020 Title of report: Review of the electoral arrangements for the Isle of Anglesey County Council by the Local Democracy and Boundary Commission for Wales Report by: Head of Democratic Services Purpose of report: To consider Boundary Commission draft proposals and make recommendations to the County Council. 1.0 Background 1.1 The Local Democracy and Boundary Commission for Wales is required to carry out periodic reviews of the electoral arrangements of the principal areas of Wales. The Commission is now inviting stakeholders to comment on the Isle of Anglesey County Council’s electoral arrangements. The intention is to introduce the changes in time for the 2022 elections. On 25 September 2019, this Committee approved initial proposals prepared as part of the review process. The Council approved these proposal on 7 October 2019 and recommended a model based on 14 wards and 35 Members. 2.0 Boundary Commission proposals 2.1 The Boundary Commission has prepared a report detailing proposals. Views are requested by the 14 September, including ward names. A copy is available via the link below: https://ldbc.gov.wales/reviews/06-20/isle-anglesey-draft-proposals 2.2 The Commission proposes a Council of 35 Members and 14 wards. No changes are being proposed to 6 electoral wards. This results in a proposed county average of 1,461 electors per member. All proposals recommended by the Council in October 2019 have been accepted by the Boundary Commission in their draft proposals –details are set out in the summary at Appendix 1.

    Isle of Anglesey County Council Meeting: Democratic Services Committee Date: 25 September 2019 Title of report: Review of the electoral arrangements for the Isle of Anglesey County Council by the Local Democracy and Boundary Commission for Wales Report by: Head of Democratic Services Purpose of report: To consider initial proposals and make recommendations to the County Council. 1.0 Background 1.1 The Local Democracy and Boundary Commission for Wales is required to carry out periodic reviews of the electoral arrangements of the principal areas of Wales. The Commission is now inviting stakeholders to comment on the Isle of Anglesey County Council’s electoral arrangements. The intention is to introduce the changes in time for the 2022 elections. 2.0 Developing initial proposals 2.1 A cross party panel was established to develop proposals and make recommendations to this Committee. As part of the process, the panel has sought the observations of all Council Members, via Group Leaders, and has met on four occasions, on the following dates: 25 July 2019 1 August 2019 4 September 2019 17 September 2019 2.2 The Panel has developed proposals that recommend increasing the number of members to 35, with 14 electoral divisions – see appendix 1. 3.0 Recommendations The Democratic Services Committee is requested: 3.1 to consider the Panel’s proposals (appendix 1). 3.2 subject to any further observations, to recommend to the County Council that the proposals are accepted as the County Council’s initial response. 3.3 to note that this Committee will need to consider the Commission’s draft proposals in the Spring of 2020 and make recommendations to the County Council.

In September 2013, the Local Government (Democracy) (Wales) Act 2013 (the Act) came into force. This was the first piece of legislation affecting the Commission for over 40 years and reformed and revamped the Commission, as well as changing the name of the Commission to the Local Democracy and Boundary Commission for Wales. The Commission published its Council Size Policy for Wales’ 22 Principal Councils, its first review programme and a new Electoral Reviews: Policy and Practice document reflecting the changes made in the Act. A glossary of terms used in this report can be found at Appendix 1, with the rules and procedures at Appendix 4. This review of the County of the Isle of Anglesey is the twenty-first of the programme of reviews conducted under the new Act and Commission’s policy and practice.

Meirion Jones Ward: Aethwy Group: Plaid Cymru Role & Responsibilities I was elected in May 2013 and since then, as one of 3 Councillors, I have had the privilege and the responsibility of representing the residents of the Aethwy Ward. It has been a busy and interesting period and I have come into contact with a large number of people and dealt with a number of issues. The work is interesting and ranges from enquiries and complaints, meetings and visits, personal discussions, surgeries, representing individuals, advising when appropriate, messages, letters, phone calls and e-mails. I was chosen as Scrutiny Champion and Chairman of the Corporate Scrutiny Committee. I’ve had the opportunity to scrutinise the budget. I was not happy with the procedure or the timetable and I am now part of the working party which is reviewing and improving those procedures and timetables. I was chosen to be a member of the Council’s Language Working Group which monitors the implementation of the Language Plan and I am also a member of the County Language Forum. I hold the Shadow Portfolio on Corporate issues.
