REGULAR MEETING 10, 2001

A regular meeting of the Nash County Board of Commissioners was held at 10AM,

September 10, 2001, in the Commissioners Room at the Nash County Administration Building in

Nashville, NC.

Present were Chairman J. Claude Mayo, Jr. and Commissioners Jay Alford, Fred Belfield,

Tommy , Billy Morgan and Lou Richardson.

Mr. Randy Stewart was absent.

Also present were Vince Durham, Wayne Deal, Bob Murphy, Lynne Anderson, Rosemary

Dorsey, John Ross, Tom Murphy, Ken Ripley, Laura Keeter, Linda Aycock, Stacie Nelson, Bill Hill,

Sheriff Jimmy Grimes, Brian Brantley and Jeremy Stratton.

Chairman Mayo called the meeting to order and called on Lou M. Richardson for a prayer.

Chairman Mayo asked the board to consider approving the minutes.

On motion of Tommy May, seconded by Billy Morgan and duly passed that the minutes be approved.

Mr. David Shelton, President of the Nash County Fire and Rescue Association, presented

Mr. Wayne Deal, former County Manager, a plaque in appreciation of his service to their organization.

Ms. Rosemary Dorsey, Planning Director, presented a rezoning request by Nash

Community College to rezone 9.12 acres from GC (General Commercial) to OI (Office &

Institutional) located on the west side of SR 1603 (North Old Carriage Rd.) at 64-Bypass. She stated that the Planning Board unanimously recommended approval of the rezoning. She requested a public hearing to consider the request.

On motion of Tommy May, seconded by Fred Belfield and duly passed that the board go into a public hearing to consider the rezoning request.

On motion of Billy Morgan, seconded by Fred Belfield and duly passed that the following resolution authorizing a rezoning from GC (General Commercial) to OI (Office and Institutional) for 9.12 acres located on the west side of SR 1603 (North Old Carriage Road) be adopted.

A RESOLUTION AUTHORIZING A REZONING FROM GC (General Commercial) TO OI (Office and Institutional) FOR 9.12 ACRES LOCATED ON THE WEST SIDE OF SR 1603 (NORTH OLD CARRIAGE ROAD)

Whereas, the Nash County Planning Board made a favorable recommendation on its 20, 2001 regular meeting, upon petition by Nash Community College, Case #Z-8011, to rezone 9.12 acres located on the west side of SR 1603 and identified on the Nash County tax maps as parcel number 382115-63-0061; and

Whereas, a Public Hearing of the Nash County Board of Commissioners was scheduled, advertised and conducted on September 10, 2001; and

Whereas, the Board of Commissioners heard all the evidence and arguments presented at the public hearing.

Therefore, Be It Resolved that the Nash County Board of Commissioners hereby adopts the rezoning of the above described property.

Adopted this 10th day of September 2001.

Ms. Dorsey presented a text amendment to the Unified Development Ordinance to allow the use of recreational vehicles for temporary commercial contractor projects. She stated that the

Planning Board unanimously recommended approval of the amendment. She requested a public hearing to consider this text amendment to the Unified Development Ordinance.

On motion of Billy Morgan, seconded by Fred Belfield and duly passed that the board go into a public hearing to consider the text amendment.

On motion of Lou M. Richardson, seconded by Billy Morgan and duly passed that the following ordinance amending the Nash County Unified Development Ordinance be adopted.

AN ORDINANCE AMENDING THE NASH COUNTY UNIFIED DEVELOPMENT ORDINANCE

Whereas, the Nash County Planning Board has provided a favorable recommendation per the requirements of Article VIII – Amendments – Section 8-3 Planning Board Review and Recommendation of the Unified Development Ordinance; and

Whereas, a public hearing of the Board of Commissioners has been scheduled, duly advertised per the requirements of Article VIII – Amendments – Section 8-5 Public Hearing Requirements of the Unified Development Ordinance and conducted on September 10, 2001.

Now, therefore be it ordained that he Board of Commissioners has favorably acted on the recommendation of the Planning Board and provides that the following sections of the Nash County Unified Development Ordinance are hereby amended as follows:

Article 11 Development Standards Section 11-4.78 Temporary Housing for Emergency Construction and Reconstruction of Residences and for Commercial Construction Projects

Use of Manufactured Home and RV or Travel Trailer

The use of Class B or C manufactured homes may be used as temporary emergency, construction and repair residences and are permissible in all zoning districts. Travel Trailer’s and RV’s may be used in the case of a temporary emergency and for commercial construction projects only. These structures are allowed for up to eighteen (18) months before requiring a special use permit for renewal by the Board of

Adjustment. RV’s and Travel Trailers must have functioning bathroom (approved by the Nash County Health Department) and kitchen facilities and in the case of residences, must be occupied by the residents of the house, which is under repair.

Adopted this 10th day of September 2001. Ms. Dorsey presented a request to rename "Joan Lane" to "Nets Lane" by Mr. Dennis A.

Scott, Jr. The staff recommends approval of the request and this requires a public hearing.

On motion of Lou M. Richardson, seconded by Jay Alford and duly passed that the board go into a public hearing to consider the name change.

On motion of Tommy May, seconded by Billy Morgan and duly passed that the following ordinance renaming Joan Lane to Nets Lane in Nash County be adopted.

AN ORDINANCE RENAMING JOAN LANE TO NETS LANE IN NASH COUNTY

WHEREAS, the Nash County Board of Commissioners has been petitioned to rename a certain road in Nash County; and,

WHEREAS, a public hearing of the Board of Commissioners has been scheduled and duly advertised per the requirements and conducted on September 10, 2001 at 10:00 a.m.; and,

BE IT THEREFORE RESOLVED that the Board of Commissioners of and for the County of Nash do recognize the official name of the aforementioned private road as show below. Further, the Board of Commissioners request that a sign be erected as necessary designating this name.

SECTION I. To change the name of "Joan Lane" to "Nets Lane".

Adopted this 10th day of September, 2001 by unanimous vote by the Nash County Board of Commissioners.

Ms. Dorsey presented a request by Deborah Nelms for a waiver of the requirement to provide a 45" easement to the subdivided lots. This is a request to develop a 2-lot subdivision off of SR 1306 (Richardson Rd.). The second lot will be served by a 25' existing easement that cannot be increased as the property owners involved will not agree to allow the additional width.

She stated that the Planning Board recommended approval of the waiver and the easement subject to the allowance of only one house each on lots 1 and 2.

On motion of Billy Morgan, seconded by Jay Alford and duly passed that the waiver request by Deborah Nelms to provide a 45' easement to the subdivided lots be approved subject to the allowance of only one house each on lots 1 and 2.

Chairman Mayo asked the County Attorney, Vince Durham, to present the occupancy tax addition.

Mr. Durham reported to the board that a recent revision in the law allows Nash County to

levy an additional two cents occupancy tax that will be remitted to the City of Rocky Mount. Rocky

Mount has requested that the county levy the additional two cents occupancy tax as soon as possible. He stated that the board would need to hold a public hearing to levy the tax.

On motion of Tommy May, seconded by Fred Belfield and duly passed that the board go into a public hearing to consider the levying of an additional two cents occupancy tax that would be effective 1, 2001.

On motion of Billy Morgan, seconded by Fred Belfield and duly passed that the following resolution be adopted concerning the occupancy tax.

RESOLUTION OF THE NASH COUNTY BOARD OF COMMISSIONERS

WHEREAS, the General Assembly of North Carolina in its 2001 Session enacted House Bill 583 which modifies the Nash County Occupancy Tax; and WHEREAS, House Bill 583 provides that Nash County may levy an additional room occupancy tax of up to 2% of the gross receipts received from the rental of accommodations taxable under that act; and WHEREAS, North Carolina General Statute '153A-135, requires that a room occupancy tax may be levied only by resolution after public notice and a public hearing; and that the tax may become effective on the first day of the second month after the resolution is adopted; and WHEREAS, the act further provides that the net proceeds of the 2% that be levied herein shall be remitted to the City of Rocky Mount and that the City of Rocky Mount shall spend the funds only for tourism related expenditures within Nash County that have been specifically approved and advanced by the Nash County Tourism Development Authority. NOW THEREFORE, the Nash County Commissioners, after public notice and a public hearing at its September 10, 2001 regularly scheduled board meeting, do hereby levy an additional room occupancy tax in the amount of 2% of the gross receipts derived from the rental of accommodations as set forth in House Bill 583 of the 2001 Session of the General Assembly of North Carolina, said tax to become effective as of , 2001. This the 10th day of September, 2001.

Chairman Mayo asked Mr. Durham to make a presentation on the scheduled public hearing to solicit comments on the provision of water and sewer improvements to the Universal Leaf site located on NC Highway 58 North. The project is estimated to cost $4.9 million and will be financed through the Nash County General Fund and other public grants as may be obtained.

The public benefit derived from the project will include tax revenue and employment for the county as Universal Leaf has committed to an $80,000,000 investment and approximately 1000 jobs. Mr.

Durham asked the board to call a public hearing.

On motion of Lou M. Richardson, seconded by Fred Belfield and duly passed that the board go into a public hearing to solicit comments on the provision of water and sewer improvements to the Universal Leaf site located on NC Highway 58 North.

No one spoke at the public hearing.

On motion of Fred Belfield, seconded by Tommy May and duly passed that the public hearing adjourn.

On motion of Billy Morgan, seconded by Fred Belfield and duly passed that the county proceed with construction and financing of the water and sewer improvements to the Universal

Leaf site on NC Highway 58 North.

Chairman Mayo asked the County Attorney to make a presentation on the proposed Shell

Building #4. He stated that as in the past, the Nash County Business Development Authority

(BDA) plans to construct a shell building in the Whitaker Business and Industry Center. A public hearing has been scheduled to consider the acquisition and associated terms and conditions which should apply to this development. He requested a public hearing.

On motion of Tommy May, seconded by Lou M. Richardson and duly passed that the board go into a public hearing to consider the construction of another shell building.

On motion of Tommy May, seconded by Fred Belfield and duly passed that the following resolution be adopted on the shell building.

RESOLUTION OF THE NASH COUNTY BOARD OF COMMISSIONERS

WHEREAS, the Local Development Act of 1925 authorizes counties to make appropriations, and to convey and acquire interests in real property for the purposes of aiding and encouraging the location of manufacturing enterprises, and to assist in locating industrial and commercial plants in the county which will, in the discretion of the governing body of the county, increase the population, taxable property, agricultural industries and business prospects of the county; and WHEREAS, counties may acquire or construct "shell" buildings for the purpose of encouraging economic development as authorized by N.C.G.S. 158-7.1(a) and (b)(4); and WHEREAS, the Nash County Business Development Authority plans to construct a shell building in the industrial park known as the Whitaker Business and Industry Center; and WHEREAS, the construction and sale of the said shell building by the Nash County Business Development Authority will increase the taxable property and business prospects of the County; and WHEREAS, the Nash County Business Development Authority has requested that Nash County agree to acquire said property subject to North Carolina General Statute 158-7.1 and to make interest payments on a construction loan to the Nash County Business Development Authority, for the construction of said shell building, subject to the terms and conditions hereinafter set forth; and WHEREAS, Nash County desires to authorize the purchase of said shell building from the Nash County Business Development Authority in accordance with the terms of North Carolina General Statute 158-7.1; and WHEREAS, a public hearing was held by the Nash County Commissioners to further consider this project and acquisition and the terms and conditions which should apply. BE IT THEREFORE RESOLVED that the Nash County Commissioners approves the transaction referred to herein, under the following specific terms and conditions. 1. The shell building to be constructed and the underlying real property (or a portion thereof) to be acquired is located at the Whitaker Business and Industry Center and more particularly described as follows: Being Lot 2B as shown on plat entitled “Major Final Plat - Section 3, Whitaker Business and Industry Center,”, by Joyner, Keeny & Associates, dated 16, 1999, and recorded in Plat Book 28, Pages 104 and 105, Nash County Registry. 2. The Nash County Business Development Authority shall construct a 100,000 square foot shell building on the above-described real property at the Whitaker Business and Industry Center in accordance with the plans and specifications prepared by Oakley and Associates, Architects. 3. The construction financing arranged by the Nash County Business Development Authority in an amount not to exceed $1,500,000.00 with the interest thereon at a rate of prime minus one-quarter with interest to be paid quarterly beginning one year from the date of the construction loan and with a final due date on or about 1, 2004, is hereby approved.

4. The County hereby agrees to pay interest on amounts borrowed by Nash County Business Development Authority for construction of said shell building. Interest payments will be made quarterly beginning on or about , 2002. 5. It is further resolved that in the event the shell building is not first sold to a third party on or before the final due date of the construction loan financing obtained by the Nash County Business Development Authority, Nash County does hereby agree to purchase the shell building from the Nash County Business Development Authority in an amount sufficient to satisfy the construction loan financing. 6. No County funds are required to be disbursed until July 1, 2002. Thereafter, the funds to be disbursed by the County are to be appropriated from the economic development line item of the applicable fiscal year of the County budget. 7. It is further resolved that this Resolution of intent to purchase the shell building shall not directly or indirectly or contingently obligate Nash County to make any payments beyond those appropriated in the sole discretion of Nash County for any fiscal year in which the Agreement is in effect. No deficiency judgment may be rendered against Nash County in any action for a breach of a contractual obligation under the Agreement and the taxing power of Nash County is not and may not be pledged directly or indirectly or contingently to secure any moneys due under the Agreement. Further, no provision of this Resolution shall be construed or interpreted as creating a general obligation debt of Nash County or a pledge of the full faith and credit of Nash County. The Nash County Board of Commissioners reserves the right to impose such additional or different covenants, conditions and restrictions as it deems appropriate in its discretion. ADOPTED this 10th day of September, 2001.

Ms. Dorsey reported to the board that Mr. Roger Askew, Attorney for Dora Turner, had once again cancelled his requested to appear before the board to request a public hearing for the board to consider her request for a special use permit. She stated that members of the public had been coming to the meetings when this item was on the agenda.

On motion of Lou M. Richardson, seconded by Tommy May and duly passed, with Billy

Morgan voting no, that the request of Dora Turner for a public hearing before the board for a special use permit be denied.

Ms. Lynne Anderson, Finance Director, requested approval of an amendment to the

Hazard Mitigation and Hurricane Floyd Property Acquisition and Relocation Grant Project Grant

Project Ordinance.

On motion of Lou M. Richardson, seconded by Fred Belfield and duly passed that the following amendment to the Grant Project Ordinance for the Hazard Mitigation and Hurricane

Floyd Property Acquisition and Relocation Grant Project be approved.

NASH COUNTY HAZARD MITIGATION AND HURRICANE FLOYD PROPERTY ACQUISITION AND RELOCATION GRANT PROJECT ORDINANCE AMENDMENT 1

Be it ordained by the Nash County Board of Commissioners that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following Grant Project Ordinance is hereby amended:

Section 1. The project authorized is the Hazard Mitigation and Hurricane Floyd Property Acquisition and Relocation Grant Project described in the work statement contained in Grant Agreement #HMGP\1292-0021 between the County of Nash and the North Carolina Department of Crime Control and Public Safety.

Section 2. The officers of this unit are hereby directed to proceed with the grant project within the terms of the grant documents, the rules and regulations of the North Carolina Department of Crime Control and Public Safety and the budget contained herein.

Section 3. The following additional revenues are anticipated to complete this project:

Hazard Mitigation Grant Program Funds: Federal Share $204,315.00 State Share $ 68,105.00 Recipient/Subgrantee Administrative Cost $ 5,477.00 $277,897.00 Section 4. The following additional expenditures are projected:

Hazard Mitigation Grant Program Funds: Property Acquisition $272,420.00 Administrative Cost $ 5,477.00 $277,897.00

Section 5. The Finance Officer is hereby directed to maintain within the Grant Project Fund sufficient specific detailed accounting records to provide the accounting to the grantor agency required by the Grant Agreement and Federal and State regulations.

Section 6. Funds will be requisitioned periodically from the State after submission of documentation to the County. Disbursement of funds will be made by the County upon actual receipt of invoices from the vendor. Compliance with all federal and state procurement regulations shall be required.

Section 7. The Finance Officer shall report monthly on the financial status of each project element in Section 4 and on the total grant revenues received or claimed.

Section 8. The Budget Officer is directed to include a detailed analysis of past and future costs and revenues on this grant for every budget submission made to this Board.

Section 9. Copies of this Grant Project Ordinance shall be made available to the Budget Officer and the Finance Officer for direction to closeout this project.

Nash County Department of Social Services 2001-2002 Budget Amendment September 10, 2001

Nash County Economic Development 2001-2002 Budget Amendment September 10, 2001

Expenditures: 0104920-569093 GTP- Industrial Site Grants $100,000.00 Incr

Summary: The Global Transpark Development Commission awarded a two grants of $50,000.00 each for Industrial Site Development to be used for the Lamm and Mid-Atlantic sites. No County funds are needed.

Nash County N.C. Public School Bonds 2001-2002 Budget Amendment September 10, 2001

Summary: This amendment appropriates funds for the remainder of the Coopers Elementary School project to be paid from N. C. Public School Bonds. No county funds are required.

Summary: This amendment appropriates $400,000.00 in a transfer to a Capital Reserve for future construction at the Community College. A State Bond referendum passed which requires a local match by Nash County. This reserve is being established to begin setting aside funds for the above purpose. The amount is to be appropriated from fund balance in the General Fund from the unexpected receipt of Inventory Tax Reimbursement which had been withheld by the State last fiscal year.

Nash County Economic Development 2001-2002 Budget Amendment September 10, 2001

Summary: The City of Rocky Mount has handled the project for getting water to the Whitakers Park which Nash County agreed to help fund. This amendment represents the current amount due the City for construction costs related to Whitakers Industrial Park.

Nash County Water/Sewer Project 2001-2002 Budget Amendment September 10, 2001

Summary: This appropriation is to transfer funds from the Solid Waste Fund to the Universal Water/Sewer Project to cover the contract for Engineering Services of $476,300. These funds will be paid back to the Solid Waste Fund when borrowing is in place for the Universal project.

Sheriff Jimmy Grimes reported to the board that the Sheriff's Office has received a Local

Law Enforcement Block Grant from the Bureau of Justice Assistance in the amount of $45,109.

He requested a public hearing on the use of these funds at the next commissioners meeting.

The board set the public hearing for 10:30 a.m. on 1, 2001.

Sheriff Grimes requested an upgrade in the Evidence Technician position from Grade 67-4

to 68-3 due to work load.

On motion of Billy Morgan, seconded by Fred Belfield and duly passed that the Evidence

Technician position be upgraded from 67-4 to 68-3.

Sheriff Grimes reported to the board that the Sheriff's Department had received the following uniform bids.

Showfety's $42,000.00 Century Uniforms $44,082.50 Uniforms Plus $47,091.70

He recommended that the lowest bid be awarded the contract.

On motion of Lou M. Richardson, seconded by Fred Belfield and duly passed that

Showfety's be awarded the uniform contract for the Sheriff's Department at the estimated price of

$42,000.00.

Mr. Carl Daughtry, Social Services Director, requested approval of a state recommended reclassification of the Administrative Officer II, Grade 70 to a County Social Services Business

Officer I, Grade 72.

On motion of Tommy May, seconded by Lou M. Richardson and duly passed that the recommended reclassification of the Administrative Officer II, Grade 70 to a County Social

Services Business Officer I, Grade 72 be approved.

The Wooten Company's engineering contract for the Water and Sewer Design and

Construction to the Universal Leaf Project has been negotiated at approximately 9.8% and is ready for approval.

On motion of Lou M. Richardson, seconded by Fred Belfield and duly passed that the engineering contract with the Wooten Company be approved with the chairman and clerk authorized to execute it on behalf of Nash County.

Mr. Wayne Moore, Clerk, requested approval to sell twelve surplus law enforcement vehicles on , 2001 at 10:00 a.m.

On motion of Billy Morgan, seconded by Fred Belfield and duly passed that the following surplus law enforcement vehicles be sold at public auction on October 5, 2001 at 10:00 a.m.

Chairman Mayo asked the board to consider the request by Nash Community College to proclaim September 2001 as Literacy Month in Nash County.

On motion of Fred Belfield, seconded by Lou M. Richardson and duly passed that the following resolution be adopted.

Literacy Month 2001

A Proclamation by the Nash County Board of Commissioners

WHEREAS, the need for a highly literate citizenry is critical as North Carolina moves toward an increasingly technological future; and

WHEREAS, approximately 25 percent of Nash County’s adult population experience literacy issues which severely impact their lives and families, their ability to work productively, and their full participation as citizens and residents of our State; and

WHEREAS, Nash Community College in the 2000-2001 program year provided basic skills / literacy services to 1,889 students, including 226 individuals who earned GED’s, 29 individuals who earned Adult High School diplomas, 190 individuals who participated in English as a Second Language classes, and 1,444 participants in various other literacy programs; and

WHEREAS, Nash Community College has requested the Nash County Board of Commissioners to help them acknowledge and promote Literacy Awareness by adopting this proclamation;

NOW, THEREFORE, THE NASH COUNTY BOARD OF COMMISSIONERS hereby proclaims September 2001, as “Literacy Month” in Nash County, and urges the citizens of Nash County to learn more about the importance of literacy, and become involved with literacy efforts at Nash Community College and in our community.

Adopted this the 10th day of September 2001.

RESOLUTION HONORING THE PUBLIC SERVICE OF

J. WAYNE DEAL

BE IT KNOWN that Jackie Wayne Deal was born in Edgecombe County, North Carolina, on 6, 1943, the son of Ollen and Minnie Lee Deal.

Wayne graduated from South Edgecombe High School in 1962 and graduated from East Carolina University in 1967 with a Bachelor of Science Degree in Business Administration. After graduation, he first worked at an Distributive Education teacher in Lawrenceville, Virginia. In 1970 Wayne moved to Macclesfield and began his career in public service as the Assistant County Manager of Edgecombe County.

In 1966, Wayne had been lucky enough to marry the lovely Sherron Herndon. Wayne and Sherron are the proud parents of two sons and a daughter-in-law, Cliff, Brandon, and Kimberly.

In 1974, Wayne was offered and accepted the position of Hertford County Manager. At that time, he had the distinction of being the youngest county manager in North Carolina. He served as County Manager, Personnel Officer and County Finance Officer of Hertford County where he became active at the First United Methodist Church in Ahoskie.

Wayne was hired as the Iredell County Manager in 1982 where he served for six years. While living in Statesville, Wayne was very active with the Boy Scouts and the Chamber of Commerce. He received the award as the Jaycee Boss of the Year in 1986. In 1988, Wayne returned to eastern North Carolina and became the Lenoir County Manager where he served until 1993.

Wayne began his job as Nash County Manager in March, 1993. Wayne and Sherron built a home at the Reservoir where he will enjoy his retirement. While in Nash County, Wayne has been very active with the Rotary Club. He has served on the Board of Directors of the Rocky Mount Area Chamber of Commerce and has been very active at First United Methodist Church in Rocky Mount where he currently serves as Chairman of the Administrative Board.

Throughout his career, Wayne has been actively involved with the International City Manager’s Association and the North Carolina City and County Manager’s Association.

We all know that Wayne is an avid outdoorsman and has a special love for rabbit hunting. More importantly, he has been a loving and devoted husband and father.

In his career in county government, Wayne has established a well earned reputation for his knowledge and ability to deal with the problems of Nash County, the operations and duties of his office, as well as all of the departments of Nash County. He has exhibited the constant ability to meet the needs of the people and to deal with the ever increasing regulation of government. Wayne has supervised an excellent group of county department heads and has a special ability to lead them without micromanaging their individual departments.

Wayne has dealt with the public in an effective and capable manner and has been able to balance the demands of the public, the needs of the County, and the ever increasing government and financial regulations by using good common sense and excellent judgment. On behalf of Nash County, Wayne Deal has exercised sound and wise judgment, he has given untiring and unselfish devotion, his complete loyalty and dedicated and professional service.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Nash County, for itself, its individual members and the citizens of Nash County, that it hereby expresses our deep gratitude and sincere appreciation for the eight years of dedicated, devoted and untiring service which J. Wayne Deal has rendered, for the efficient and effective operation of his office and the performance of his many duties, for the guidance he has offered to the citizens of Nash County, his willingness to listen, aid and assist the department heads and employees of the County, for the sound judgment he has displayed on our behalf and for the wisdom and advice that he has given to this Board throughout this period. In beginning his retirement, he takes with him our respect, admiration and affection, and our best wishes for a long and happy retirement.

BE IT FURTHER RESOLVED that this Resolution be placed in the minutes of the September, 2001 Board of Commissioners’ meeting, that a copy of this Resolution be distributed to the media and that a copy of this Resolution be sent to Wayne and his wife, Sherron, as an expression of our thanks and appreciation for his many years of dedicated service to Nash County.

A special meeting of the Nash County Board of Commissioners was held on Friday,

September 21, 2001 at 9AM in the Commissioners Room at the Nash County Administration

Building in Nashville, NC to hear a presentation on the new proposed County Commissioner

Districts by Michael Crowell, Esq. of the Tharrington Smith Law Offices.

Present were Chairman J. Claude Mayo, Jr. and Commissioners Jay Alford, Fred Belfield,

Tommy May, Billy Morgan, Lou M. Richardson and Randy Stewart.

Others present were Lynne Anderson, Brian Brantley, Vince Durham, Bob Murphy, Wayne

Moore, Michael Crowell, Tom Murphy, Ken Ripley and John Ross.

Chairman Mayo called the meeting to order and called on Lou M. Richardson for a prayer.

Mr. Brantley reported to the board that the Nash County Fire and Rescue Association collected funds for the Fire Department of New York Relief Fund on , 2001 with a total of $117,572.45.

Commissioner Districts.

Mr. Michael Crowell of the Tharrington Smith Law Offices made a presentation on the proposed new County Commissioner Districts. He presented maps and district populations of the new districts.

October 1, 2001.
