    “I Am Afraid Americans Cannot Understand” The Congress for Cultural Freedom in France and Italy, 1950–1957 ✣ Andrea Scionti Culture was a crucial yet elusive battlefield of the Cold War. Both superpowers tried to promote their way of life and values to the world but had to do so care- fully. The means adopted by the United States included not only propaganda and the use of mass media such as cinema and television but also efforts to help shape the world of highbrow culture and the arts. The Congress for Cultural Freedom (CCF), an organization sponsored by the U.S. Central Intelligence Agency (CIA), offered U.S. policymakers and intellectuals the opportunity to provide indirect support for anti-Communist intellectuals without being openly associated with their activities. Although the CCF represented one of the main instruments for the United States to try to win the hearts and minds of postwar Europe, it also created new challenges for U.S. Cold War- riors. By tying themselves to the European intelligentsia, they were forced to mediate between different societies, cultures, and intellectual traditions. This article looks at the contexts of France and Italy to highlight this interplay of competing notions of anti-Communism and cultural freedom and how the local actors involved helped redefine the character and limits of U.S. cultural diplomacy. Although scholars have looked at the CCF and its significance, es- pecially in the Anglo-Saxon world, a focus on French and Italian intellectuals can offer fresh insights into this subject. The Congress for Cultural Freedom was the product of a convergence of interests between the CIA’s recently established Office of Policy Coordination (OPC) and a small number of American and European intellectuals, many of them former Communists, concerned about the perceived success of the Soviet cultural offensive in Western Europe.

Now it stands in stark relief against an unforgiving world, or at least a skeptical one. In particular, European allies’ doubts about the U.S. global role have grown to unprecedented levels. Throughout its history, NATO has survived many storms, after quarreling over budget allocations, global strategies, trade policies, the politics of détente, and even film quotas and other aspects of an alleged “Americanization.” The literature on the alliance features a vast majority of scholarly studies and memoirs that stress not so much its harmony, but, as the book title of the still academic Henry Kissinger once put it, its nature as a “Troubled Partnership.”1 But partners they did remain. The norm-breaking presidency of Donald J. Trump signified the unraveling of what was once recognized as the “liberal hegemony,” in which, for all the disputes, the U.S. hegemon “identif[ied] its own national interests with the openness and stability of the larger system,”2 a system that was consensually based on the very liberal internationalist order forged by the United States for a multilateral, rule-based international cooperation protecting or advancing free trade and democracy. Now, we are here addressing the “Chaos of the Liberal Order,” perhaps its “end” altogether3 – presuming that even the new Biden administration cannot have a full restorative effect, much like the Obama administration could not fully repair the tensions within NATO caused by the international actions of President George W.

Frédéric ROBERT, PhD Assistant Professor of American Studies Université Jean Moulin-Lyon III France Abstract This paper analyzes what the New Left, a multi-faceted protest organization which emerged in the Sixties, was all about. It presents its slow evolution—from the Old Left to the New Left—its main organizations and the different stages it went through to become the main counter-power in the United States striving to transform American society. The paper also insists on the philosophical and political aspects which gave birth to the New Left, while showing to what extent it was different from the Old Left, mainly because it favored direct actions, deemed more effective by its members than time-consuming ideological debates. Introduction The fact that a New Left exists in the United States today (…) is the proof of a reality which manifests itself both in society at large and in the political arena. What this New Left is is more difficult to say, because there is very little unity between the various organizations, programs, and ideological statements which form the phenomenon usually referred to as ‘the Movement.’1 According to Massimo Teodori, a historian and political scientist, it is particularly difficult to understand the American New Left which emerged in the Sixties. That is the way it used to be. Now it’s soci- ety that produces, and it’s man that consumes.”3 This was the opening salvo from Germano Celant’s manifesto “Arte Povera: Appunti per una guerriglia” (Arte Povera: notes for a guerrilla war), which launched the group upon its publication in Flash Art in November 1967.4 Celant’s overtly politicized tract proclaimed Arte Povera’s radical dimension, invoking revolutionary rhetoric as an attack on con- sumerism. Critiquing the superstructure of capitalism, invoking class struggle, and questioning the “use value” of art, the language of violence co-opted by Celant was consonant with the Italian political situation of the time.5 By 1968, Celant’s metaphorical guerrilla war was also appropriated by dissenting university students, who identified themselves with political heroes such as Fidel Castro, * I would like to thank James Boaden, Claire Gilman, Xavier F. In the years since, the subject has become a bone of contention between the centre-left and the centre-right parties. In particular, a heated debate developed before and immediately after the 2006 parliamentary elections, when the centre–left coalition included parties – such as the Partito Radicale (Radical Party) and Rifondazione Comunista (Communist Refoundation) – willing to approve a law giving legal recognition to same-sex couples, while, on the other hand, the centre-right relied strongly on ‘traditional values’ in order to garner votes. After that discussion, the issue was revived only during the campaign for the 2013 elections, when Nichi Vendola, the former Communist – and openly gay – leader of Sinistra, Ecologia e Libertà (the Left Ecology and Freedom), included in the centre–left coalition, put the problem on the political agenda again, without success in policy terms. This article will analyse the frames adopted by the various political actors to address the issue in the two campaigns, trying to understand the peculiarities of the two phases of the debate.

Read through the lens of educational philosophies, the era’s clashes did not simply pit liberal advocates of political neutrality against radical exponents of political commitment. Rather, many radical activists—and some liberals—believed that the university should cut off many of its ties to the wider society to gain a more critical purchase on it. This is a direct consequence of the European echo of the “American Revolution” and of the “great” Italian migration to North America at the end of the century1.
