    Emergency in Israel Emergency Update on Jewish Agency Programming May 16, 2021 The recent violent events that have erupted across the country have left us all surprised and stunned: clashes with Palestinians in Jerusalem and on the Temple Mount; the deteriorating security tensions and the massive barrage of missiles from Gaza on southern and central Israel; and the outbreak of unprecedented violence, destruction, and lynching in mixed cities and Arab communities. To say that the situation is particularly challenging is an understatement. We must all deal with the consequences of the current tensions. Many of us are protecting family, coworkers, or people under our charge while missiles fall on our heads night and day, forcing us to seek shelter. We have all witnessed the unbearable sights of rioting, beating, and arson by Arab and Jewish extremists in Lod, Ramla, Acre, Kfar Qassem, Bat Yam, Holon, and other places. As an organization that has experienced hard times of war and destruction, as well as periods of prosperity and peace, it is our duty to rise up and make a clear statement: we will support and assist populations hit by missile fire as we did in the past, after the Second Lebanon War and after Operations Cast Lead and Protective Edge. Together with our partners, we will mobilize to heal and support the communities and populations affected by the fighting. Our Fund for Victims of Terror is already providing assistance to bereaved families. When the situation allows it, we will provide more extensive assistance to localities and communities that have suffered damage and casualties.

The city of Capernaum was a small fishing village on the northwestern shore of the Sea of Galilee, about two miles west of the Jordan River. A. The Hebrew name for this village is Keœfar NahΩum, which means, “village of Nahum.” B. While this ancient town is not mentioned by name in the Old Testament, it is mentioned sixteen times in the New Testament. C. Matthew refers to Capernaum as our Lord’s “own city” (Matt 9:1), for it became the center of His Galilean ministry. D. This is interesting since He was not born in Capernaum, His parents did not live in there, and He did not grow up there! E. Jesus performed more miracles and preached more sermons in and around Capernaum than at any other place during His entire ministry. F. The residents of this prosperous town were common people who made their living from fishing, agriculture, and trade. G. The road leading to Damascus passed nearby, providing a commercial link with regions to the north and south. H. Capernaum was also a garrison town, housing a detachment of Roman soldiers, under a centurion, along with government officials. II. It was in the vicinity of Capernaum that Jesus chose several of His apostles.

WOLF** *Department of Geography, Oranim School of Education, Tivon, Israel **Department of Geosciences, Oregon State University, Corvallis, OR, USA ABSTRACT When peace negotiations do one day resume between Israelis and Arabs, shared water resources will again take centre stage, acting both as an irritant between the parties, and as a tremendous inducement to reach agreement. The ‘hidden’ hydropo- litical issues that will need to be resolved between Israel, Lebanon and Syria in the course of eventual boundary talks are considered. Two of these issues, the village of Ghajar and its relation to the Wazani Springs, and the possibility of groundwater flow from the Litani to the Jordan headwaters, change the fundamental understanding of the relation- ship between hydrologic and political claims, and could threaten the entire approach to water negotiations both between Israel and Syria and between Israel and Lebanon. Fortunately, other agreements within the basin can inform the path solutions here might take. The most critical step towards conflict resolution is separating the concepts of territorial sovereignty from water security. This can be done most effectively by offering joint management, monitoring and enforcement strategies, as well as encouraging greater transparency in water data across boundaries. Introduction Despite the current deadly, and apparently intractable, conflict between Israelis and Arabs, history suggests that peace negotiations will one day resume.
