    Environmental Impact Assessment Report for Proposed Exploratory Drilling of 10 wells at Rudrasagar, Geleki, Lakwa, Namti, Mekeypore-Santak-Nazira PML Areas at Sivasagar District, Assam Chapter-1 Introduction 1.0 INTRODUCTION Oil and Natural Gas Corporation Limited (ONGC) proposes to carry out exploratory drilling in Petroleum Mining Lease (PML) areas of North Assam Shelf (NAS) block in Sivasagar district, Assam. Out of the proposed 10 exploratory drilling wells, 3 exploratory drilling wells fall in Rudrasagar PML area, 3 exploratory drilling wells fall in Lakwa PML area, 1 exploratory drilling well fall in Geleki PML area, 1 exploratory drilling well fall in Namti PML area and 2 exploratory drilling wells in Mekeypo Re-Santak Nazira PML area of Sivasagar district, Assam. This chapter describes the purpose of the report, identification of project and proponent, brief description of nature, size, location of the project and importance to the region and country. The chapter also describes the scope of the study, details of regulatory scoping carried out as per Terms of Reference (TOR) issued by Ministry of Environment Forest and Climate Change (MoEF&CC), New Delhi. 1.1 Purpose of the Report As per Environmental Impact Assessment Notification dated 14th September, 2006 and 01.12.2009, the proposed project falls under category ‘A’, Schedule 1(b) and requires Environmental Clearance (EC) to be obtained from Ministry of Environment, Forest and Climate Change (MoEF&CC) before the commencement of ground activity. In line with the said notification, TOR application was filed to MOEF&CC. Accordingly, scoping meeting was held in MoEF&CC during 30th November -1st December 2015 for determining the Terms of Reference (TOR) for the preparation of EIA report for the proposed project.

Biotic resources from this wealth of life support human livelihoods and aspirations and make it possible to adapt to changing needs and environments. The current unabated erosion of the diversity of species, genes and ecosystems taking place will undermine progress towards a sustainable society. In fact, the continuing loss of biodiversity is a telling measure of the imbalance between human needs and wants and nature’s capacity. Biodiversity is the variety and variability of plant and animal species on our planet. Diversity itself has a particular value and importance. There are three broad levels of biodiversity: genetic variation within species (and number of individuals within a species); the variety of species within a habitat or ecosystem; and the variety of habitats on the planet. Biodiversity has ethical, social, scientific, aesthetic and economic value distinct from that of biological resources. Its total economic value is made up of several components, but is extremely difficult to estimate because of the lack of information and uncertainty. The general economic case for biodiversity conservation in developing countries is nevertheless strong. Some loss of biodiversity is unavoidable, but there is little doubt that the current rate of loss in socially excessive and reflects a significant under-valuation of biodiversity.

In this paper secondary sources are used. The Citizenship (Amendment) Bill 2019 is about to amend the Citizenship Act, 1955. The main objective of the bill is to add provision that minority group namely, Hindu, Sikh, Buddhist, Jain, Parsi and Christian from the countries Afghanistan, Pakistan and Bangladesh shall not be called and treated as illegal migrant. It was passed by Lok Sabha on December 9, 2019 and passed through Rajya Sabha on December 11, 2019. On December 12, 2019 President of India Ram Nath Kovind singed in it, mentioning provision that person on or before December 31, 2014 from Hindu, Sikh, Buddhist, Jain, Parsi, Christian community entered into India from the countries Afghanistan, Pakistan and Bangladesh shall not be treated as illegal migrant. In Assam people protest against this Citizenship (Amendment) Bill 2019 and Citizenship (Amendment) Act 2019 because it violates the rules, regulations of ‘Assam Accord’. Women of Assam also actively participated in this protest.
