DISTRICT PROFILE 2.1. Introduction : Conduct of Election is a massive exercise. Its success depends upon preparation of a meticulous action plan which includes all aspects relating to conduct of Election, Keeping in view with this fact in mind and as per guidelines issued by Election Commission of India, this “District Election Plan” is formulated incorporating the relevant aspects for the purpose of smooth, peaceful and fair conduct of Election and it has been conceived in such a way so as to be the major reference book for all relevant election related information, one might want to know regarding the General Elections to Assam Legislative Assembly, 2016 in 65-Kalaigaon, 66-Sipajhar, 67-Mangaldoi (SC) and 68-Dalgaon LACs under Election District Mangaldoi. The Deputy Commissioner, Darrang & District Election Officer, Mangaldoi heads the administrative machinery for election purpose at the district level. An endeavour has been made to ensure better coordination, quality management, effective and timely implementation of various election related works while preparaing the “District Election Plan”. It is believed that in the past, there were some traditional routes or passes (locally known as ‘duars’ meaning doors) on the northern side of the district, through which Bhutanese citizens could enter the plains. Some of the places in erstwhile Darrang are still known as ‘duars’ viz. Kalingaduar, Jamduar, etc. The existence of such passes lends support to the view that the name Darrang originated from the Sanskrit word – ‘Dwaram’. However, there are different interpretations of the word “Dwaram” by different writers. In another source, the name Darrang appears to have emerged from the word ‘Dau Rang’ the playground of the Devatas (Gods). After Sonitpur District was created on 1st July 1983 out of the original Darrang District, the then residual District of Darrang came to comprise two sub-divisions: viz., Mangaldai [Sadar] Sub-Division and Udalguri [Civil] Sub-Division, with the District Headquarter at Mangaldai. Again, after Udalguri BTA District was created on 30th Oct 2003, the present residual District of Darrang has come to comprise only the Sadar Sub-Division of Mangaldai. The district in general can be considered to be plain. On the north there exists the Udalguri District while the mighty Brahmaputra flows along the southern boundary. The main tributaries of Brahmaputra in this district are Barnadi, Nanoi, Saktola, Nowanai, Mangaldai, Bega, Tangni and Dhansiri. The climate of the district on the whole is congenial. It has a sub-tropical climate with semi-dry hot summer and cold winters. The average temperature ranges from 18° C to 34° C. Dust storms are common in the southern part of the District during February to April of the year because of the proximity of the area to sandy banks of the Brahmaputra. Generally December and January are the coldest months of the year. During these winter months, the northern part of the district is colder than the rest of the district since it is covered by hills and forests of the adjacent Udalguri District. The average annual rainfall is about 2120 mm.The maximum rainfall generally occurs during a four-month period starting from May/June, on account of the monsoon winds. Basic data of the District are as follows. Land Mass Narrow strip of Plain lying between Himalayas and Brahmaputra River Area 1441.68 sq.km Climate Humid and congenial Population 9,28,500 (2011 Census) Economy Agriculture-based Literacy 62.95%(2011 census) 2.4 DEMOGRAPHY As per 2011 Census, the total population of Darrang district is 9,28,500 out of which 8,73,006 falls in rural portion and 55494 in the urban. The density of population is 586 per sq km. The decadal variation of population for 1991- 2011 is 20.84 percent, which had experienced much higher decadal variation during last several decades.

    INDIAN RHINO VISION (IRV) 2020 PROGRAM A collaborative initiative for strengthening rhino conservation in Orang NP ANNUAL PROGRESS REPORT MAY 2009 Prepared by – WWF-India & IRF INTRODUCTION : Kaziranga National Park in Assam, India recently celebrated 100 years of successful Indian Rhino (Rhinoceros unicornis) conservation. Numbers in the Park increased from approximately 10-20 in 1905 to an estimated 2048 today (2009). This conservation success is the result of the superlative efforts of the Forest Department in Assam. In Africa the southern white rhino (Ceratotherium simum simum) has achieved a similar but even more spectacular recovery from 20 to over 11,000 individuals. This greater success is due in large part to the policy of translocating rhinos to constantly extend their range. In contrast, over the last century very few of Kaziranga’s rhino have been translocated to establish other populations throughout former range. Kaziranga currently contains 93% of Assam’s rhinos and an estimated 67% of the species total. Moreover, only two of the R. unicornis populations (Kaziranga National Park in Assam, India and Chitwan National Park in Nepal) have more than 100 individuals. This restricted distribution with most of the eggs in only two baskets renders the species very susceptible to stochastic and catastrophic events. Indeed, there recently has been a dramatic decline in numbers (544 to 360) in Royal Chitwan NP (second largest population of the species on the planet) as a result of the Maoist insurgency in this country. There is also a history of sporadic insurgency in parts of Assam (e.g. Manas National Park) with very negative consequences for rhino populations in these areas.

HoD Commerce, Kharupetia College, Darrang (Assam) Abstract: India has now become a prestigious member of the Global Village. Restrictions are reduced from borrowing foreign capitals for the development of its small as well as large-scale industrial sectors viewing employment opportunities, rehabilitation of infrastructure and logistics corresponding with developed countries. India being a developing country, Foreign Direct Investment becomes a vital economic reliability for its future growth because of its several economic problems. The Indian people are also fighting with the poverty alleviation, improvement of living standard, increasing employment, savings and modernization of agriculture and socio economic conditions through their industrial activities. The width of this study will be confined to the retail sectors of district Darrang, a belonging agriculture based district of Assam. The people of this district are very hard working and capital deficiency is the main problem with them. They do not have projected amount to run their retailing, traditional methodologies govern their business activities. Foreign capital is magnetized for the growth of the district’s total economic infrastructure; like, electrification, roadways, permanent market sheds, construction of warehouses and cold-storage for the agrarians etc. They handle businesses range between hawkers to dealers in the unorganized retail sectors. Wastages are their regular expenditures due to prevail of rule of thumb practices. On the other hand, since the liberalization of Indian economy in 1991, many foreign Companies are also waiting to invest in Indian retail markets.

    Reaching Tezpur University RAIL CONNECTIVITY 1. On reaching Guwahati Railway Station by train, kindly take the exit towards Paltanbazar (South of the Railway Station) through the Railway Over Bridge. You will notice on the right side- the Assam State Transport Corporation (ASTC) Bus stand. Enquire there about the Bus service to Tezpur. Alternatively, you may take the Winger Service from Guwahati to Tezpur which starts from the ASTC Bus Stand. There are also a number of Private Travel Agencies, viz., the Green Valley, Blue Hills, Net Work, Warispiya, etc ., that ply buses between Guwahati and Tezpur at regular intervals. It takes generally 4 hours to reach Tezpur from Guwahati. 2. If you are reaching Guwahati by Air, the following options are available. (i) You may take a taxi to Tezpur University directly from the airport. The usual charge is between Rs. 2800/- and Rs. 3000/- (ii) You may take an Auto/Taxi to the Inter State Bus Terminal (ISBT). The usual fare is around Rs. 150/ from the ISBT you are to avail ASTC buses to Tezpur. (iii) You may take a Taxi to Paltan Bazar (usual charges are Rs. 250/- to Rs. 300/-), from where either ASTC or Private Travel Agency operated Buses to Tezpur may be availed. (iv) You may avail the ASTC Airport bus service to Paltan Bazar/ ISBT (Usual charges are Rs. 80/-) from where you can take the Winger/bus services to Tezpur. 3. Almost all buses/Winger stop finally at or near the ASTC bus station at Tezpur. 4. On your arrival at the ASTC Bus Station at Tezpur you may avail the University Bus service from there to Tezpur University.

Published by American Research Institute for Policy Development DOI: 10.15640/jges.v2n2a3 URL: http://dx.doi.org/10.15640/jges.v2n2a3 Ground Water Resources of Darrang District (Old), Assam: Utilization and Management Issues Purabi Hazarika1 & A.K.Bora2 Abstract Ground water or sub-surface water which occurs below the ground surface has now become an important resource though man has long been familiar with its development and uses. In the context of present day crisis of surface water, proper development, utilization and management of ground water resources constitute one of the principal components of development. Hydrogeologically, the entire Darrang district is occupied by alluvial sediments of Quaternary Age and thus, with sufficient ground water recharge from normally occurring rainfall the area has good ground water resource prospect. This paper is an attempt to analyze the spatio-temporal variations of ground water availability, quality, utilization and its management. In order to assess ground water availability, a sample survey was carried out covering the entire district during March and November, 2012 representing the pre-monsoon and post-monsoon seasons respectively. Water samples collected were analysed for quality assessment for the entire district and the results show marked variations in the regional occurrences of ground water with increasing potentials from north to central and southern parts of the district. Chemical analysis of collected water samples reveals that the ground water is fresh and suitable for both the domestic and irrigation purposes though sporadically higher concentration of iron has been noticed.
