DISTRICT PROFILE 2.1. Introduction : Conduct of Election is a massive exercise. Its success depends upon preparation of a meticulous action plan which includes all aspects relating to conduct of Election, Keeping in view with this fact in mind and as per guidelines issued by Election Commission of India, this “District Election Plan” is formulated incorporating the relevant aspects for the purpose of smooth, peaceful and fair conduct of Election and it has been conceived in such a way so as to be the major reference book for all relevant election related information, one might want to know regarding the General Elections to Assam Legislative Assembly, 2016 in 65-Kalaigaon, 66-Sipajhar, 67-Mangaldoi (SC) and 68-Dalgaon LACs under Election District Mangaldoi. The Deputy Commissioner, Darrang & District Election Officer, Mangaldoi heads the administrative machinery for election purpose at the district level. An endeavour has been made to ensure better coordination, quality management, effective and timely implementation of various election related works while preparaing the “District Election Plan”. Attempt has also been made to utilize the services of officers from State and Central Government Departments who are experienced in conducting elections. It is believed that in the past, there were some traditional routes or passes (locally known as ‘duars’ meaning doors) on the northern side of the district, through which Bhutanese citizens could enter the plains. Some of the places in erstwhile Darrang are still known as ‘duars’ viz. Kalingaduar, Jamduar, etc. The existence of such passes lends support to the view that the name Darrang originated from the Sanskrit word – ‘Dwaram’. However, there are different interpretations of the word “Dwaram” by different writers. In another source, the name Darrang appears to have emerged from the word ‘Dau Rang’ the playground of the Devatas (Gods). After Sonitpur District was created on 1st July 1983 out of the original Darrang District, the then residual District of Darrang came to comprise two sub-divisions: viz., Mangaldai [Sadar] Sub-Division and Udalguri [Civil] Sub-Division, with the District Headquarter at Mangaldai. Again, after Udalguri BTA District was created on 30th Oct 2003, the present residual District of Darrang has come to comprise only the Sadar Sub-Division of Mangaldai. The district in general can be considered to be plain. On the north there exists the Udalguri District while the mighty Brahmaputra flows along the southern boundary. The main tributaries of Brahmaputra in this district are Barnadi, Nanoi, Saktola, Nowanai, Mangaldai, Bega, Tangni and Dhansiri. The climate of the district on the whole is congenial. It has a sub-tropical climate with semi-dry hot summer and cold winters. The average temperature ranges from 18° C to 34° C. Dust storms are common in the southern part of the District during February to April of the year because of the proximity of the area to sandy banks of the Brahmaputra. Generally December and January are the coldest months of the year. During these winter months, the northern part of the district is colder than the rest of the district since it is covered by hills and forests of the adjacent Udalguri District. The average annual rainfall is about 2120 mm.The maximum rainfall generally occurs during a four-month period starting from May/June, on account of the monsoon winds. The density of population is 586 per sq km. The decadal variation of population for 1991- 2011 is 20.84 percent, which had experienced much higher decadal variation during last several decades.
