W. Henderson of[Address redacted] Isle of Man, Member of the Legislative Council and Tynwald for a position on the Legislative Council in the forthcoming Legislative Council Elections on the 12th of March 2020. I attach his CV/ Introduction document which ably demonstrates why I consider him to be a worthy candidate. The Honourable Member Mr. A. L. Cannan MHK has agreed to second Mr. Henderson and The Honourable Members Mr. Howard Quayle MHK and Mr. Tim Baker MHK have agreed to support the nomination. He was a long standing Member of the House of Keys, Tynwald and latterly the Legislative Council up until the 29th February 2020. Mr. Henderson has an established and proven track record of ability and a wealth of political experience in our Parliament – Tynwald - commencing in 1998 to the 29th February 2020 when his current term office finishes. He has served on many Tynwald Committees, Government Departments – as Member and Minister, including latterly the Treasury. I consider this experience to be particularly important for a role within the Legislative Council. Crucially Mr. Henderson has considerable knowledge and a full working experience in all parts of the legislative process taking an active part at every stage from - policy formulation, inception of draft legislation from that, consultation exercises, final drafts and the moving of Bills. This includes research, examination, revision and scrutiny of legislation and moving amendments. Mr. Henderson has demonstrated that he is a strong team player working collaboratively with his political colleagues, collectively and in various committees and Departments. He has also provided advice and support where and when required individually and jointly for Members on an ongoing basis demonstrating excellent interpersonal and communication skills. Not only has Mr. Henderson a considerable knowledge and working experience of our Legislature, legislation, policy and Government – which has enabled him to build a strong portfolio of relevant key skills – a key asset for the Legislative Council - he brings with him a wealth of additional strengths which I feel are of importance and also an asset to the Legislative Council – those being – A former career in mental health, gaining considerable oversight of our mental health services, mental health issues and direct experience of mental health problems including experience with and assisting vulnerable adults and teenagers A keen interest and active participation in conservation, wildlife and environmental issues Industrial Relations expertise – trained former lay official of Unite the Union I have no hesitation in recommending Mr. Henderson for re-election. This has enabled me to build an extensive political experience base but also develop a comprehensive working knowledge of - legislation, national strategic policies, Government Departments and through various Government Departmental, Council of Ministers and Tynwald Committee memberships. My political portfolio is thorough, in- depth, positive and dynamic which includes – Presenting, moving and examining complicated and challenging legislation Positive, constructive examination and scrutiny of Government, national and international policies; budgetary matters; finance and economic initiatives and standards. Examination which incorporates the placing of public questions and debates where appropriate. This combines a wide range of appropriate skills, forged through experience and training. A skills base and competency set which would be a significant asset to the Legislative Council. (Standing) Tynwald Management Committee. (Standing) and Sub Committee for the new build Wedding Cake Project Tynwald Select Committee – National Standards for open spaces and Playground Facilities for Children in Urban / Suburban Development Tynwald Environment and Infrastructure Policy Review Committee. (Standing) Tynwald Select Committee - Elections to the House of Keys. Tynwald Select Committee - Immigration. Tynwald Select Committee - Building Regulations. (Petition for redress) Legislation in The Legislative Council Numerous Bills moved including – Anti Money Laundering, Abortion Reform, Beneficial Ownership, Credit Unions and various Treasury legislation – all requiring considerable research and background 1 preparation with the departmental legal and AGC staff involved. Also ensuring a level of prior examination and scrutiny before any legislation is formally moved. Member of the Legislative Council Select Committee on the Road Traffic Legislation (Amendment) Bill. I have also posed various public questions to Departments within Council. Legislation in the House of Keys Bills moved include - Gambling Duty Bill 2012, Casino (Amendment) Bill 2012, Income Tax Bill 2012, Healthcare Professionals Bill 2014 and the Trusts (Amendment) Bill 2014 Government / Executive Experience 2014- TODATE TREASURY MEMBER Involved in all Government Departmental areas in national budgetary, capital programme, revenue planning, expenditure and strategic policies. Also cross government legislation, Treasury legislation — preparation and presentation to the House of Keys and latterly Legislative Council. 2004 - 2005 MINISTER - DEPARTMENT OF AGRICULTURE, FISHERIES AND FORESTRY (DEFA) Council of Ministers membership - demonstrated a clear ability to operate effectively within an executive environment and operate at a strategic level. Developed leadership skills. Won the support and established an excellent working relationship with the Department’s Senior Management Team and all sections of a diverse industry. 2001 - 2004 CHARIMAN - ISLE OF MAN PLANNING COMMITTEE Effectively chaired the Island Planning Committee steering the Directorate through hugely difficult times of change including the Mount Murray Inquiry and its subsequent recommendations and 'Planning for Change' – a new strategic direction in the planning structure — moving towards public sittings and a more transparent system. 1998- TODATE GOVERNMENT DEPARTMENTS (VARIOUS) AND BOARD CHAIRMAN / VICE CHAIRMAN Successful and established career record working on a variety of Government Departments and boards including Chair OFT, Vice Chair Water and Sewerage, DOLGE, (DoI / DEFA) DAFF(DEFA) (serving twice), Education (serving twice) , DHSS and DHSC as a team player and supporting Ministers and leading senior management teams — as a Member and Minister. Substantial personal input developing and managing departmental operational, tactical and strategic functions, legislation, planning and policy. Personally involved with reviewing Departmental staffing numbers and changing divisional/Departmental strategic policy and direction. Responsibilities included — Leading or Chairing various Departmental Directorates, Boards and committees — Children with Special Needs, Student Awards, Forestry Board, Housing, Social Security, Mental Health, Environment and Building Control. 2 Council of Ministers Committees Social Issues Manx National Development Council Future Port Erin Marine Laboratory Constitutional and External Relations Business Change Steering Group Council of Minister’s Subcommittee – ‘Zero Hours’ Key Skills Leading and driving strategic planning, policy, legislation, fiscal and budgetary construction / implementation through various Departmental roles and functions. Working experience in the passage of a wide range of legislation through the House of Keys and the Legislative Council — involving taking primary legislation through the branches, supporting legislation, scrutiny, reviewing and assessing legislation, and tabling of amendments. This includes from policy inception to final draft legislation. EU Commission — worked and liaised closely with EU senior officials as Minister for DAFF (DEFA) – successfully assisted in securing a trading UK/EU derogation for the Island. Budgetary and fiscal executive assessment, examination and scrutiny of Department and Departmental budgets as a Minister (DEFA) and political member of the DHSS / DHSC and Treasury.
