The minutes of Lezayre Parish Commissioners Meeting held on Thursday 7th July 2016, at 7.00pm, The Community Hall, Clenagh Road, Sulby, Lezayre. Members present: Mrs. V A Quane (Chairman), Mr K Brew (Vice Chairman) and Mr J Teare. Mr. A D Radcliffe and Miss V Radcliffe were unable to attend and had sent their apologies to the Clerk. Mrs M Rimmer the Clerk took the minutes. There were no members of the public and no members of the press in attendance. The minutes of the previous meeting held on the 2nd June 2016, having been circulated, were taken as read and signed as a correct record by the Chairman. Matters arising from the minutes Mr Teare enquired how the matter regarding speeding/crossroads sign/reminder signs for the Curragh/Kella Road junction with Clenagh Road were progressing. The clerk advised that the reminder and crossroads signs would need to be assessed prior to erecting them. The straps to measure the speed of traffic are to be placed as suggested by the members. Mr Brew wondered if we are able to place signs ourselves. Clerk to make enquiries. Mrs Quane suggested that this matter be discussed at the next Traffic Liaison Group meeting. The clerk is to advise Mr Teare when this meeting is to take place. Further points to be reported:- Zig Zag signs outside school need to be replaced – Warning sign for school from Sulby Old village facing the wrong way. The clerk is also to check the speed limit for the stretch of road from the old village down to the TT crossroads. The clerk advised the members that rates are payable to Lezayre Parish Commmissioners from the Ramsey Golf Club and therefore do contribute to the cost of hedge cutting in the Parish. (Crossags Lane). The clerk updated the members regarding repairs to the PROW collapse in Glen Auldyn and also repairs to roads/riverbank. Work commenced earlier in the week. Mr Henderson (DOI) had promised to send some information to the Commissioners and also to the residents who were effected by the collapse of the PROW. This information was not received at the time of the meeting. Mrs Quane advised that she had spoken to John Quayle the Clerk to the NPRCB who advised the repairs so far were poor. Clerk still to write to residents regarding the caravan placed on Carrick Park. Correspondence Isle of Man Government Cabinet Office – Update on the Employment Land (Development Order) Project. Noted Treasury - 2nd Supplemental List 2016 – The clerk pointed out the cancellation of Sycamore House Glen Duff Lezayre from the rating list. The clerk pointed out that a part of this building was allowed to be retained with Laurel Bank (Glen Duff Tea Rooms). The clerk is to write to Treasury asking for this portion to be added to the rates for Laurel Bank. Infrastructure – Strategy, Policy and Performance – New members information from drop in session for circulation. Mrs Quane asked when the new Handbook for members will be available. The clerk advised that at the recent LA Clerk Forum meeting this was mentioned along with training requirements for new members. At this meeing a presentation was also shown explaining the Freedom of Information act coming on line for Local Authorities in January 2018 and a short presentation of the Electronic Transaction Act. Northern Parishes Highway Services Order 2015. The clerk explained that the letter was sent by Steven Willoughy of the Local Government Unit describing ways in which the Northern Authorities may choose to work together. Highways – Temporary Imposition of 50mph speed limit, Andreas, Maughold, Ramsey and Lezayre (surface dressing work) 8am 20th June – 6pm 18th July Temporary closure and suspension of weight restriction – Glen Auldyn Back Road – 6am 4th July to 6pm 12 August - River Bank repairs. Fern Glen Road 6am 4th July to 6pm 11th July – River Bank repairs Isle of Man Railways – Various adverts – on notice board Isle of Man Tourism Board – Quality in Tourism visit report – Accredited – attention required to kitchen fan. Mr Brew advised that he would deal with the fan in the kitchen. The clerk is to organise a key for access. Onchan District Commissioners – Civic Sunday 10th July 2016 3pm St Peter’s Church Kirk Onchan. Peel Town Commissioners – Civic Sunday 24th July 2016 12pm Cathedral Isle of Man Derby Road Peel. Mrs Quane may attend. Manx Telecom – White pages entry The Original Fudge Factory – publicity information for display Mr Morris Newsletters – 302 303 304 305 306 307 308 Any other Business – Mr Brew advised the clerk that the drain just outside the school on the Sulby Glen Road was in need of attention. Also since the hedge cutting on the Sulby Glen Road, further road sweeping in required in a couple of area. The clerk is to organise as necessary. The clerk was asked to chase up the reported enforcement in relation to the shed on a field on the Clenagh Road The next meeting is set for Thursday 4th August 2016 at 7pm, but is subject to cancellation depending on the Clerk being available.
