Unconfirmed The minutes of Lezayre Parish Commissioners meeting held on Thursday 4th August 2011, at 7.00pm, The Community Hall, Clenagh Road, Sulby, Lezayre. Members present: Mrs. V A Quane (Vice Chairman), Mr. A D Radcliffe and Mr K Brew. Mr C W Roberts (Chairman) was unable to attend and have given his apologies. Mrs. M Rimmer the Clerk took the minutes. One member of the public attended. No members of the press were in attendance. Matters arising from the minutes Any comments to Draft Permitted Development Order consultation. Mrs Quane advised that she had attended the presentation for this consultation. Mr Gallagher, Ms Chance and Ms Corlett (planning officer for North) presented. At the meeting it was suggested that for permitted development, forms are collected, completed and returned to the relevant Local Authority. This would enable a complete record of improvements to properties to be held. This would be useful when carrying out searches and would also make us aware of any new rateable items. The Commissioners agreed in principle with the order, but would like to see planning applications for major structural changes/change of use. Mr Radcliffe took the consultation document to pencil in some answers and return to the clerk for submission before the consultation closes. The clerk had received a reply from Treasury regarding the land to the rear of Carrick Park at Sulby Bridge. They are currently assessing the situation regarding the disposal of this plot. The clerk was asked to check in September, progress on this matter. The clerk advised that she had written to Auldyn Construction (Ramsey Reservoir), with copies to the Water Authority regarding the points made by a resident of Glen Auldyn regarding lorries on the Glen Road. A reply received noted our comments regarding speed humps and they have advised that they will check with DoI to see if they are appropriate. Additional signs have been ordered asking drivers to “slow down think of resident and pedestrians ”. They also advised that any speeders could be notified to the Police. A reply was received to our letter dated 27 th June 2011 where we chased up Sheltered Housing in Sulby. The minister referred to his letter where he asked us to submit a location plan and advise the acreage. The clerk gave Mr Radcliffe a further map for this purpose and this is to be returned to the clerk by Tuesday 9 th August. The clerk was asked to include the area to the rear of the hall when submitting the plan/plans. The clerk had received a reply to our letter in connection with the green bridge at the Claddagh. The DoI advised that the bridge is to receive a clean and to be repainted in its original colour. Mr Radcliffe asked the clerk to enquire if the bridge will be inspected from a structural point of view. The clerk had been requested to obtain information regarding the cutting of hedges. She presented a copy of a public notice outlining “The Department wishes to remind the public, householders, tenants, property owners and landowners of their responsibility to keep the hedges of their property cut back to the line on the property boundary, as required in the Highways Act 1986”. There was a second document “Manx Hedge Management” “Code of Best Practice”. The clerk advised the board regarding Crossags Lane. This lane has remained uncut for some time and now the refuse wagon cannot gain access to empty rubbish bins. The clerk also reported that recently emergency vehicles had struggled to gain access to the Crossags Campsite. She advised that she had spoken to Ms Goldsmith at DoI regarding getting the hedges cut in the lane. Ms Goldsmith advised that she would serve the 14 day notice letter to the landowners. The clerk was asked to check the progress The clerk had been asked to collect information with regards to placing 2 bins in the village. Prices had been obtained to two different bin types. The clerk was asked to check for litter in these areas over the next few weeks and to also liaise with the caretaker to identify any hot spots before a decision was taken Correspondence Isle of Man Government Department of Infrastructure Ownership and responsibility of litter bins . The letter advised 4 litter bins currently emptied by DoI at three sites in the parish. 1 Black Hut car park, 2 Quarry Bends lay by and 1 26 th Milestone lay by. As from the 1 st April next year the Department will withdraw this service and transfer it to the Local Authority. The Local Authority can if they wish continue this service. The clerk was asked to gain information from the Department regarding the frequency of emptying and also the weight of the litter. This would give an idea of a requirement for these bins. A decision would be taken once all the information was received. The commissioners discussed briefly the position of the parish sign between Lezayre and Ballaugh. It was not in the correct place. Access Officer The Manx Foundation for the Physically Disabled The letter advised the appointment of Michelle Brady as the Access Officer. The clerk advised a visit from “Disabled Go”. A representative had called to assess the disabled facilities at the Community Hall. Information regarding the facilities would be placed on their web site which advises disabled facilities at various venues around the island and the UK. The clerk advised that a link could be created on our website directed to the Disabled Go site with this information. Keep Mann Tidy Consultation Copies of this consultation are available from the Commissioners office. It was suggested that public consultations are placed in more publically populated places. Local Authority Accounts Submissions Advising one month extension to date for accounts to be finalised and approved before submission. Local Elections 2012 date confirmation and review update. Local Elections will take place on Thursday 26 th April 2012. The clerk is to advise that she would like to attend the training for clerks and returning officers. Department of Social Care Revisions to Administration of Local Authority Petitioning Process. Department of Social Care – responsible for processing all housing (public sector or elderly person’s boards/committees. Department of Infrastructure responsible for administrating all rate born petition applications (eg Street lighting works). Changes to Duty Teams in Social Care Initial Response Team will deal with all Childcare referrals from their new base on the 2 nd floor Murray House, Mount Havelock. The new Adult services Duty team will relocate to 3 Hill Street, Douglas Income Tax Division Proposed new loss relief provisions for self employed individuals and companies – A Proposal Document. No comments. IOMWSA Invitation to look at progress of Ramsey Service Reservoir. Visit in September maybe. Summer student seeking information on historic flood dates in our area. Mrs Quane took a copy of this request to find some answers. Ramsey Town Commissioners Northern Multi-Agency Team. Seeking views on visible effects – local issues in our Parish. The clerk was asked to report back that the Commissioners are not aware of any problems in the area. Data Protection – Forms signed. To be returned to the Data Protection office. Port St Mary Commissioners – Dog Fouling. Suggestion of introduction of database of all dogs and for DNA testing of dog fouling to enable successful conviction. The Commissioners didn’t consider this necessary. The cost for our dog warden very effective in the parish. It was agreed by all that “Dog Fouling” stickers are placed around the parish. Sulby Horticultural Show Invitation to the show 6 th August 2011. Distributed. Manx Grand Prix Supporters Club Request for table and chairs for MGP Practice periods. Agreed unanimous. Posters for Wizard of Oz at the Gaiety Theatre. To be displayed on the notice board Wolseley UK sale of Build Center. Noted Pegasus Safety Consulting Health and Safety consultant. Noted Alliance and Leicester Refurbishment complete. Noted Mr Morris Newsletter 48 49 50 51. Noted Remembrance Sunday Open Lezayre Church. Mr Radcliffe proposed, Mrs Quane seconded that the Clerk write to Rev Evan-Smith, assuming that the Lezayre Parish Church will be opened for Remembrance Service and service at the War Memorial. St Stephen’s Church Sulby – use of St Stephen’s Church for Civic Sunday. To be carried forward to the next meeting. Any other business Mr Teare enquired regarding the hedge from the Railway Station to Ivydene. This needed cutting to prevent people having to walk in the road. The clerk was requested to find out if this hedge was close to a 14 day notice being served. Mr Teare also pointed out that the hedge from Prenton to Shiloh Cottage was registered for what he was not sure. He also pointed out that the Parish sign at the Lezayre/Ballaugh boundary was not in the correct place. He referred to the Annuls of Kirk Christ when a meeting was held to determine the parish boundary. Mrs Quane referred to a large white boulder at the road side being the boundary. The Commissioners agreed to look into this. Mr Teare referred to a recent planning application for a meteorological wind monitoring mast at Narradale. What is the reason for such a high mast? Will there be a wind generator there? He enquired what the Commissioners thought about this. The Commissioners advised that they had never considered this kind of application before. If an application were to be made for a wind farm they would oppose it. It was agreed by all that ideas must be brought to the next meeting to get plans underway for the Queen’s Jubilee Celebration next year.
