ACTION: Notice–final determination. SUMMARY: On behalf of the State of Maryland, the Secretary of the Maryland Department of Natural Resources requested that the Regional Administrator, U.S. Environmental Protection Agency, Region 3 approve a no-discharge zone for thirteen water bodies in Anne Arundel County, Maryland pursuant to the Clean Water Act. After review of Maryland’s application, EPA determined that adequate facilities for the safe and sanitary removal and treatment of sewage from all vessels are reasonable available for all thirteen waterbodies within Anne Arundel County. The application is available upon request from EPA (at the email address below). DATES: This approval is effective upon the date of publication in the Federal Register on [INSTERT DATE OF PUBLICATION IN THE FEDERAL REGISTER]. SUPPLEMENTARY INFORMATION: Pursuant to Clean Water Act section 312(f)(3), if any state determines that the protection and enhancement of the quality of some or all of the state’s waters require greater environmental protection, the state may designate the waters as a vessel sewage no-discharge zone. However, the state may not establish the no-discharge zone until EPA has determined that adequate pumpout facilities for the safe and sanitary removal and treatment of sewage from all vessels are reasonably available for the proposed waters. -

PUBLIC NOTICE The Maryland Department of Natural Resources Fishing and Boating Services Submerged Aquatic Vegetation Protection Zones WHAT THIS NOTICE DOES The Secretary of the Maryland Department of Natural Resources announces delineations of submerged aquatic vegetation (SAV) protection zones. The zones are delineated in the Code of Maryland Regulation (COMAR) 08.02.01.12. The most recent update became effective February 8, 2021. This notice supersedes any notices about delineations of SAV protection zones issued prior to February 8, 2021. PROHIBITED GEAR IN SAV PROTECTION ZONES The use of a hydraulic clam dredge, traditional bottom dredge, or shinnecock rake in an SAV protection zone is prohibited. WHY THIS IS NECESSARY SAV protection zones are delineated for the protection from uprooting and the restoration of SAV. The zones are delineated in accordance with Natural Resources Article, §4-1006.1, Annotated Code of Maryland. They are confined to a brief period of great excitement in Baltimore, viz, after the riot of April 19, 1861, when Federal troops were attacked by the mob while being marched through the City streets, up to May 13th of that year, when General Butler, with a large body of troops occupied Federal Hill, after which Baltimore was substantially under control of the 1 Some months before his death in 1942 the late Charles McHenry Howard (a grandson of Charles Howard, president of the Board of Police in 1861) placed the papers here printed in the Editor's hands for examination, and offered to write an introduction if the Committee on Publications found them acceptable for the Magazine. Owing to the extraordinary events related and the revelation of an episode unknown in Baltimore history, Mr. Howard's proposal was promptly accepted. -

Stegosaurian footprints from the Morrison Formation of Utah and their implications for interpreting other ornithischian tracks Gerard D. Gierliński and Karol Sabath Polish Geological Institute, Rakowiecka 4, 00-975 Warsaw, Poland. e-mail: [email protected] ABSTRACT - The supposed stegosaurian track Deltapodus Whyte & Romano, 1994 (Middle Jurassic of England) is sauro- pod-like, elongate and plantigrade, but many blunt-toed, digitigrade, large ornithopod-like footprints (including pedal print cast associated with the manus of Stegopodus Lockley & Hunt, 1998) from the Upper Jurassic of Utah, better fit the stego- saurian foot pattern. The Morrison Formation of Utah yielded other tracks fitting the dryomorph (camptosaur) foot pattern (Dinehichnus Lockley et al., 1998) much better than Stegopodus. If the Stegopodus pedal specimen (we propose to shift the emphasis from the manus to the pes in the revised diagnosis of this ichnotaxon) and similar ichnites are proper stegosaur foot- prints, Deltapodus must have been left by another thyreophoran trackmaker. Other Deltapodus-like (possibly ankylosaurian) tracks include Navahopus Baird,1980 and Apulosauripus Nicosia et al., 1999. Heel-dominated, short-toed forms within the Navahopus-Deltapodus-Apulosauripus plexus differ from the gracile, relatively long-toed Tetrapodosaurus Sternberg, 1932, traditionally regarded as an ankylosaurian track. Thus, the original interpretation of the latter as a ceratopsian track might be correct, supporting early (Aptian) appearance of ceratopsians in North America. Isolated pedal ichnites from the Morrison Formation (with a single tentatively associated manus print, and another one from Poland) and the only known trackways with similar footprints (Upper Jurassic of Asturias, Spain) imply bipedal gait of their trackmakers. Thus, problems with stegosaur tracks possibly stem from the expectation of their quadrupedality. -

What’s threatening the Bay? Nitrogen. Phosphorus. Sediment. These are the major pollutants responsible for the decline of water quality in the Chesapeake Bay and its tributaries. Nitrogen and phosphorus are nutrients that are essential food in the right quantities, but too much can be lethal to the Bay. Too much nutrients spawn the growth of algae which turns the water green and can be toxic to marine life, pets, and humans. When those algae die, they rob the water of oxygen and create ―dead zones‖ where fish, oysters, clams, and crabs can’t survive. Sediment is soil that washes into the Bay when it rains. It clouds the water and prevents underwater grasses from growing. These grasses produce oxygen and provide a place for young fish and crabs to develop and thrive. So who’s responsible? Every one of us. Every drop of water that falls on Anne Arundel County will make its way to the Bay. Along the way it will pick up and carry with it the things that we put on the ground. What can I do? From My Backyard to Our Bay offers tips for living in harmony with the Bay. It highlights how you can contribute to the health of your local watershed, maintain an environmentally friendly lawn, and manage stormwater runoff, wells, and septic systems in ways that will reduce the flow of pollutants and sediment into the Bay. -

Sewage and Wastewater Plants in the Chesapeake Bay Watershed Executive Summary Across the Chesapeake Bay watershed, 21 sewage treatment plants violated their permit limits last year by releasing excessive amounts of nitrogen or phosphorus pollution that fuel algal blooms and low-oxygen “dead zones” in waterways, according to an Environmental Integrity Project examination of federal and state records.1 The plants in violation included 12 municipal sewage facilities in Maryland that treat more than half of the state’s wastewater, with the most pollution coming from the state’s largest two facilities: Baltimore’s Back River and Patapsco wastewater treatment plants. -

This resource provides the opportunity for the marine industry to flourish, providing services to the commercial and recreational boaters. In 1980, the first Boating and Marina Study was completed in the County. At that time, the County had 57 marinas and 1,767 boat slips.1 Since that time the County has experienced significant growth in all aspects of its economy including the marine industry. As of June 2018, there are a total of 303 marinas containing at total of 12,035 boat slips (Table 1). This report was prepared as an update to the 1997 and 2010 marina inventories2 and includes an updated inventory and mapping of marinas in the County.
