Executive Summary: • The Council must designate a polling place for each polling district, unless the size or other circumstances of a polling district are such that the situation of the polling place does not materially affect the convenience of the electors. The Council must also seek to ensure that all electors in a constituency in its area have such reasonable facilities for voting as are practicable in the circumstances unless there are special circumstances. • Aligned to the above is a statutory duty for a Local Authority to review the polling districts, places and stations within its Parliamentary Constituency and local authority area every five years. • This report details the programme for the review and the final proposals of the Electoral Registration Officer. 1 Recommendations 1. That Cabinet agrees the Electoral Registration Officer's final proposals set out in Appendix 1 of this report for the Polling Districts, Places and Stations Review for the Vale of Glamorgan Council Area and Parliamentary Constituency. 2. That this report be referred to Council on 9 December 2019 for consideration of the final proposals and if appropriate to approve the recommended changes to take effect on 2 January 2020. Reasons for Recommendations 1 - 2 In line with the Council's statutory obligations under the Representation of the People Act 1983. 1. Background 1.1 The Council has a duty under s.18 (1) and Schedule A1 of the Representation of the People Act 1983 ('the 1983 Act') to divide its area into polling districts for the purpose of elections, to designate a polling place for each polling district and to keep those districts under review in accordance with s.18(2) of the Representation of the People Act 1983. 1.2 The Council last carried out a review of polling districts, polling places and polling stations in October 2013 - December 2014. The Council must during each compulsory review period carry out and complete a review of all the polling districts and places within its Parliamentary Constituency and area (and it is recommended by the Electoral Commission that such reviews are conducted at the same time) within a period of 16 months beginning on 1st October of the relevant review year, and a review of all its polling places in its area within the period of 16 months beginning with 1st October of every fifth year after that. These provisions do not prevent a relevant authority carrying out a review of some or all of the polling districts or polling places and stations in its area at other times. In compliance with the statutory provisions the review must be undertaken with any changes implemented by the end of January 2020. 2. Key Issues for Consideration 2.1 A review has been conducted by the Electoral Registration Officer of the current polling districts, polling places and polling stations within the Vale of Glamorgan area and in respect of the Parliamentary Constituency, with a view to establishing their suitability, and identifying any potential alternatives where considered appropriate. 2 2.2 Appendix 1 details the current list of polling districts, places and stations for the whole of the Vale of Glamorgan and the Electoral Registration Officer's final proposals having taken the 1983 Act and the Electoral Commission's guidance into account. Where a change to the polling station has been identified the proposed alternative polling station details are listed supported by the Electoral Registration Officer's comments for change. It being noted that no changes are proposed to the existing polling districts as the boundaries are considered to be well-defined, there are suitable transport links within the polling districts and there are no particular obstacles to voters crossing the current polling districts to reach the proposed polling places. The Electoral Registration Officer is therefore satisfied that the existing polling districts meet the test of ensuring that all electors in the Vale of Glamorgan Parliamentary Constituency and Vale of Glamorgan area have such reasonable facilities for voting as are practicable in the circumstances in line with the 1983 Act. 2.3 Representations received are shown in Appendix 2 through to Appendix 12 and where relevant are cross referenced within Appendix 1. 2.4 In line with the Electoral Commissions' guidance polling place and station evaluation checklists have been completed for each polling station and are available for viewing by contacting the Council's Electoral Services Manager. 2.5 Whilst assessing the current arrangements, consideration has been given to location, size, availability and accessibility. All schools used as polling stations were reviewed in detail to reduce the number of schools needing to close in the area. In addition, consideration was given to a number of concerns and complaints received at the European Parliamentary Election in May 2019 regarding the locations and sizes of temporary portacabins particularly relating to Llysworney (near the Carne Arms), George Street and the Horse and Jockey. It is also recognised that portacabins require significant adaptation to assist with access. 2.6 As part of the review process the Council must also seek to ensure the following matters which the Electoral Registration Officer has had regard to in drafting Appendix 1: o Consideration to representations received during the consultation period; o With regard to Polling Districts, all electors in the constituency are to have such reasonable facilities for voting as are practicable in the circumstance unless there are special circumstances; o A polling place is designated for each polling district unless the size or other circumstances of a polling district are such that the situation of the polling station does not materially affect the convenience of the electors; that all electors have reasonable facilities for voting as are practicable in the circumstances; 3 o Polling places are accessible to all electors as far as is practicable, and when considering the designation of polling stations, have regard to the accessibility needs of disabled persons. o The polling place for a polling district must be an area in the district, unless special circumstances make it desirable to designate an area wholly or partly outside the district; and is small enough to indicate to electors in different parts of the district how they will be able to reach the polling station. o In line with the Electoral Commission's Guidance consideration has been given to: o In respect of polling districts - whether the boundaries are well defined, transport links and any obstacles to voters; and o In respect of polling places - location, size, availability and accessibility. 3. How do proposals evidence the Five Ways of Working and contribute to our Well-being Objectives? 3.1 The review of polling districts, places and stations safeguards the long-term needs of local residents to ensure that all electors in a constituency in the local authority area have such reasonable facilities for voting as practicable in the circumstances. 3.2 The review will include a full consultation with stakeholders. 3.3 As part of the review the Vale of Glamorgan Council has had regard to ensure that so far as is reasonable and practicable every polling place for which it is responsible is accessible to electors who are disabled 3.4 The Electoral Registration Officer will be proposing a number of changes for consideration to Vale of Glamorgan Council following the consultation period with stakeholders in line with effective collaboration. 3.5 The Electoral Registration Officer will ensure the relevant notices are published and stakeholders are contacted directly to encourage engagement with stakeholders. 4. Resources and Legal Considerations Financial 4.1 There will be costs associated with publishing the review, administration costs for reproducing maps and consultation; these costs will be met within existing budgets. 4 Employment 4.2 There are no direct implications arising from this report. Legal (Including Equalities) 4.3 Section 18C and Schedule A1 of the Representation of the People Act 1983 places the Council under a legal duty to review their polling places and districts. Building Stones of 2 As has become our practice this was our Introductory Day aimed at new students Newport who now start their studies in October. As usual, there was an excellent response. Introductory Day in 4 Our next event is the Day of Lectures in the Oriel Suite of the National Museum in th Penarth Cardiff on Saturday, 8 December. We have 2 professional speakers in the morning who will talk to the theme of Polar Regions. Tom Sharpe will explain the geology of Events & National 7 Antarctica and Mark Brandon will describe the making of the TV series ‘The Frozen News Planet’. We will be going for lunch in the nearby Pen and Wig and in the afternoon a number of members will give short presentations on a geological theme. Branch Committee 8 and Editorial There will be Second Hand Book Sale on the day. The books have come from two sources. The Branch has been given many books by the widow of one of our Contacts 9 members who sadly passed away earlier this year. The other books are being sold by the South Wales Geological Association. Message from 9 Membership The library won’t be available this time but please bring back all books and maps that you have borrowed previously. I will bring it along to the AGM in February.

The trail is made of wood and has rubber tyres to dodge through, a bridge, two sets of stepping-stones, a tight rope, two balancing poles, a log traverse and a rope bridge. It is perfectly safe with soft rubber mats on both sides and it is also suitable for all ages. Each class has a day of the week, which they are allowed to go on the trail for each playtime. We have a teacher supervising it every playtime and lunchtime. Lots of children have said that it was really fun and it gives them something to do during playtimes. Our Class Wedding On the 11th of June 04 Lucy Atkins and Jack Lott had a pretend marriage in St Cadoc’s church for our class wedding role play, it was an RE lesson. We had 4 bridesmaids, (of which I was one) 2 pageboys, a best man, the father of the bride, 2 photographers and of course a bride and groom, with approximately 16 guests. First Betty Butler (the vicar) explained what it would be about and what we had to do. Then we went onto the wedding vows then they exchanged rings and walked out grandly.
