Iriving-3 Pe/Ea Dallas to Houston High-Speed Rail Environmental Impact Statement Appendix B – Public Notification of the Scoping Period Extension Scoping Report Email Blast: The Federal Railroad Administration (FRA) and the Texas Department of Transportation (TxDOT) recently hosted six public scoping meetings for the preparation of an Environmental Impact Statement (EIS) for the Dallas to Houston High-Speed Rail project. Based on comments received during the scoping process, FRA and TxDOT will hold additional public scoping meetings in early December. This will result in an extension of the public scoping comment period, which will now end on January 9, 2015. Scoping is the first phase in the National Environmental Policy Act (NEPA) process that must be followed in producing an EIS. During scoping, FRA is seeking public and agency input on the proposed alternative route alignments as well as other information about the proposed project area. No specific alternatives have been selected at this time nor will any be selected until the EIS is completed and approved, and a Record of Decision is signed. Scoping is the first opportunity for public input but not the last. Public input will be gathered throughout the development of the EIS and after the Draft EIS is issued. To learn more about the proposed project from FRA and TxDOT, and to submit comments in person, please join us for one of the following public scoping meetings: December 1, 2014 December 2, 2014 Jewett Civic Center Waller High School Auditorium 111 North Robinson 20950 Fields Store Rd Jewett, TX Waller, TX December 1, 2014 December 3, 2014 Waxahachie Civic Center Lone Star College 2000 Civic Center Lane 30555 Tomball Parkway Waxahachie, TX Tomball, TX December 2, 2014 December 4, 2014 Truman Kimbro Convention Center Grimes County Expo Center 111 West Trinity 5220 F.M. 3455 Madisonville, TX Navasota, TX All public scoping meetings will begin at 4:30 pm with a two-hour open house during which participant may review and comment on project information (including proposed alternatives). FRA and TxDOT representatives, along with their consultants, will be available throughout the open house to answer questions and explain project information. At 6:30 pm, an FRA representative will make a presentation on the proposed project, which will be followed by a public comment session from 7:00-8:00 pm. Please note that scoping comments on the proposed Dallas to Houston High-Speed Rail EIS will be accepted through January 9, 2015. Comments may be submitted orally or in written form at the scoping meetings, or submitted in writing to: Nancy Gates, PO Box 201088, Austin, TX 78720-1088. For additional information, please contact Michael Johnsen, Lead Environmental Protection Specialist, FRA, 1200 New Jersey Avenue SE, MS-20, Washington, D.C. 20590, email: Michael.
