    Dallas to Houston High-Speed Rail Environmental Impact Statement Appendix B – Public Notification of the Scoping Period Extension Scoping Report Email Blast: The Federal Railroad Administration (FRA) and the Texas Department of Transportation (TxDOT) recently hosted six public scoping meetings for the preparation of an Environmental Impact Statement (EIS) for the Dallas to Houston High-Speed Rail project. Based on comments received during the scoping process, FRA and TxDOT will hold additional public scoping meetings in early December. This will result in an extension of the public scoping comment period, which will now end on January 9, 2015. Scoping is the first phase in the National Environmental Policy Act (NEPA) process that must be followed in producing an EIS. During scoping, FRA is seeking public and agency input on the proposed alternative route alignments as well as other information about the proposed project area. No specific alternatives have been selected at this time nor will any be selected until the EIS is completed and approved, and a Record of Decision is signed. Scoping is the first opportunity for public input but not the last. Public input will be gathered throughout the development of the EIS and after the Draft EIS is issued.
