Submission of Monthly Reports for Dec. 2019 and Jan.2020. Chapter Presidents present promised to cope-up with the delayed reports. 2. NATCON Registration. It was agreed that, we will suggest to the NATCON Orcom that the registration be like the JACA Style; (members pay the Reg.Fee thru their Chapter Treasurer, then it will be forwarded to the District and then the District will forward to the National Office. 3. Nomination of the AVP and District Director 2020 - 2021. For District Director: Ar. Danilo Fuentebella, fuap, President of San Juanico Chapter pointed out that the present District Director of FY 2019-2020 in the name of Ar.Vanessa Ayllon, has been performing very well in all matters of the District. That, Distr ict activities on this Fiscal Year has been very well attended, thus showing unity within the district. Ar Danilo Fuentebella, fuap, motioned that in the spirit of unity and continued success of UAP District C3, the present District Director Ar. Vanessa Ayllon be given a chance to serve a second term for the FY 2020 – 2021 and duly seconded by Ar. Mervin Mendoza, Chapter President of Leyte West Chapter. Through mobile text message Ar. Richard Loso, Chapter President of Leyte Chapter nominated former Chapter President Ar. Deanna Bañez to be the next District Director. Stating that it is within the gentlemen’s agreement that it is now their chapter’s turn to have a District Director. Having two nominees, as the next District Director in the name of incumber District Director Ar. Vanessa Ayllon for 2 nd term and former Chapter President Ar. Deanna Bañez, a votation/election was made. Vanessa Ayllon. The Metro Tacloban abstained on the votation. And, only ONE (1), Leyte Chapter President voted/nominated their member Ar. Deanna Bañez. Thus, the OFFICIAL CANDIDATE for DISTRICT DIRECTOR FY 2020-2021, is AR. VANESSA R. AYLLON, uap. The result of the Election was: THREE Chapter Presidents (San Juanico, Leyte West & Samar Sinirangan Chapters), voted in favor of Ar. Antonio Paciano Paranas. TWO (2) Chapter Presidents (Metro Tacloban and Leyte Chapter) voted for Ar. Joel Jao. Thus, the OFFICIAL CANDIDATE for AREA VICE PRESIDENT FY 2020-2021, is AR. ANTONIO PACIANO PARANAS, uap. The San Juanico Chapter has collected an amount of Fifteen Thousand Pesos (Php 15,000.00), as per Ar. Fuentabella. He volunteered to give the money to DD Ar. Ayllon, but she declined saying, since it is their chapter’s donation, they be the one to just buy the Emergency Lights and other items for donation (in kind) The other Chapter Presidents present agreed to participate on the said event. The date agreed for the CSR Project was set on a tentative schedule on April 4, 2020. 5. Discussion of the Proposed UAP By-Laws Amendments. All Chapter Presidents present, said that they still have to disseminate and discuss the proposed UAP By-Laws Amendments of their upcoming GMM. 6. Allan Pamposa, uap - District Auditor and Chapter President Representative Metro Tacloban Chapter MINUTES: This Special Meeting was done to call-up the presence of Ar. Richard Loso, Chapter President of Leyte Chapter, to discuss and make necessary compromises so that we can have ONLY ONE candidate for District Director and Area Vice President. Persistent efforts was made through mobile phone calls and text messages was made by the District Director Ar. Vanessa Ayllon to call the attention of Ar. Loso. In the morning of, Feb. 25, 2020 he has confirmed his attendance, but during the meeting he did not attend and did answer any phone calls and messages. Ar. Danilo Fuentebella was present during the meeting and he stand firm on his vote for the DD and AVP, respectively. Ar. Alan Pamposa, being the Representative of the President of Metro Tacloban Chapter, stated his support on the previous District Election and decision. Ar. Mendoza and Ar. Candido reiterated their vote and stand firm on their decision. Thus, after waiting for ONE (1) hour for Ar. Loso, the council has decided to make the District vote FINAL and executory. Thus, the council decided to forward the Nomination forms to the UAP National Committee on Nomination.     How HERO did it. Now it can be told. HERO is the Ham Emergency Radio Operations formally launched upon the unveiling of the logo design contest winner during the 82nd Anniversary of the Philippine Amateur Radio Association (PARA) Inc. – the Philippine national association for the amateur radio service. Preparations HERO was activated on December 4, 2015 when it became imminent that typhoon Hagupit (local name Ruby) will make landfall somewhere in the Visayas region. It was to be a live test for HERO with Super Typhoon Yolanda in mind. Upon its activation, a lot of traffic was devoted to trying to muster hams on the 40-meter band (the PARA center of frequency on 40 meter is at 7.095 MHz). Members were advised to start building up on their redundant power supplies such as generators, solar panels, batteries and other imaginable means available as power sources. Owing to the large swathe of typhoon Ruby, it was expected to be almost like Haiyan/Yolanda. There were striking similarities. Initially, Districts 4, 5 and 9 as well as Districts 6, 7 and 8 were alerted. Both Ruby and Yolanda came from the lower quadrant of the typhoon belt. Both were packing winds more than 200 kph near the center. Both had huge footprint or diameter, with Ruby estimated to be around 600 kilometers. Both were expected to generate 3 to 6 meters storm surges and were definitely considered dangerous to lives and properties. Government was not leaving anything to chance and there were plans to forcibly evacuate people along the typhoon track especially those in the coastal area.

Nine 20x20m plots and 18 line transects were established for the floral inventory. The faunal assessment was conducted in transects laid in three sites within Paranas. Secondary data was collected from published articles regarding biodiversity in Samar Island Natural Park (SINP). The list shows 99 plant species representing 63 genera and 44 families. Eighteen species were identified as non-endemic and 38 species were Philippine endemics. New island records of Tectaria calcarea (C. Presl) Copel., Artocarpus rubrovenius Warb. and Hancea wenzeliana (Slik) S.E.C.Sierra, Kulju & Welzen were also reported. Eleven plants are listed as endangered in the IUCN Red List and/or DENR DAO 2017-11.
