GOVT TO IMPOSE INCOME TAX ON SHARE TRANSFER ABROAD The proposed national budget for the upcoming 2018-2019 financial year has created an opportunity for the National Board of Revenue to impose income tax on transfer of shares of foreign companies having subsidiary in Bangladesh. Officials said that the proposed provision would establish taxing rights of the NBR over various forms of share transfer of a foreign company if it has a subsidiary or operations in any form in Bangladesh. The NBR will now be able to claim income tax proportionately on gains derived through share transfer of the parent company taking place abroad, officials said. Finance minister AMA Muhith in the Finance Bill 2018 placed before the parliament on June 7 proposed inclusion of a provision in the Income Tax Ordinance 1984 in this connection. The proposed provision says, ‘The transfer of any share in a company that is not a resident of Bangladesh shall be deemed to be the transfer of an asset situated in Bangladesh to the extent that the value of the share transferred is directly or indirectly attributable to the value of any assets in Bangladesh.’ Income through such transfers will be considered to have accrued or arisen in Bangladesh, NBR officials said. They said that such a provision was an important taxing tool in international taxation, which was adopted by many developed and developing countries. They said that they now would also be able to claim income tax proportionately at various layers of share transfer, in any forms like merger and acquisition, if it has involvement directly or indirectly with Bangladesh operations. A senior official of the NBR said that the revenue board would claim tax if the value of the share of the foreign company rose during transfer due to better performance of its Bangladesh subsidiary or operations ‘no matter whether the transfer has involvement of the share of Bangladesh subsidiary or not’. The NBR will be able to claim tax in share transfer of both the Bangladesh operations and the parent company, he said. Earlier, the NBR could not bring under tax net the share transfer of Bangladesh operations of Warid to Airtel in absence of legal coverage. The share transfer took place abroad between Indian telecom giant Bharti Airtel and Abu Dhabi Group, parent company of Warid Bangladesh. The NBR faced a similar problem when in May this year Chinese e-commerce giant Alibaba acquired e-commerce company Daraz Group, a subsidiary of Germany-based Rocket Internet, which also operates in Bangladesh along with other South Asian countries. Regarding the procedures of taxation in such cases, another income tax official on Thursday told New Age that the NBR would ask the Bangladesh subsidiary to furnish detailed report to the tax authority whenever such a transfer or any types of change in ownership of the parent company took place. 1 Back to Table of Contents Daily News Flash Sunday, June 24, 2018 GOVT MAY FACE QUESTIONS OVER SLOW REMEDIATION OF RMG FACTORIES Slow progress in fixing safety faults in the readymade garment factories inspected under national initiative and extension of the tenure of buyers-led initiatives Accord and Alliance would be high on agenda in the 4th Sustainability Compact review scheduled for June 25-26 in Brussels. According to government high officials, labour rights issue, effective follow-up inspections and remediation in all the country’s active export-oriented RMG factories, including their subcontracting factories and inspection of the factories which have yet to undergo inspection for structural, fire and electrical safety are the other priority agenda to be discussed in the annual follow-up meeting. They said that Bangladesh might face question over the poor remediation progress in the factories inspected under national initiative and the capability of Remediation Coordination Cell. In the meeting, Bangladesh has to submit a time-bound proposal for completing remediation in the factories inspected under national initiative. An 18-member Bangladesh delegation, led by commerce minister Tofail Ahmed, will attend the meeting. Most of the delegation members, including state minister for labour Md Mujibul Haque, already left on Saturday to attend the meeting while commerce minister is scheduled to leave Monday. Following the Rana Plaza building collapse in April 2013, that killed more than 1,100 people, mostly garment workers, the European Union together with Bangladesh, the US and the ILO forged the Sustainability Compact in July 2013 to improve labour rights and factory safety in the country’s RMG industry. Canada subsequently joined the Compact in January 2016. The compact partners in a pre-review discussion held on June 20 at Dhaka expressed their dissatisfaction over the slow progress in fixing safety faults in the national initiative-listed factories, a meeting source said. According to the sources, the compact partners also expressed dissatisfaction over the government stance in extending time frame of Accord and Alliance. The high level group, based in Dhaka, comprising three secretaries (labour, commerce and foreign) of the government of Bangladesh five ambassadors (EU, US, Canada, the UK and an EU member state on a rotating basis) and ILO regularly reviews progress in the implementation of the Compact. One of the high officials of the labour ministry said that they already made a significant progress in terms of labour rights in line with the ILO and Compact requirements and Bangladesh would present the progress in the review. ‘We are in process to amend the labour law and EPZ act in line with the ILO standard and we have already announced that we’ll address the concerns of ILO and Compact partners related to freedom of association, collective bargaining, membership threshold to register trade union and anti-union discrimination,’ he said. On June 20, state minister for labour Mujibul Haque in a meeting with the garment factory owners extended dateline for completing remediation up to December. The minister will make commitment to the Compact review that the remediation work in the factories inspected under national initiative would be completed by December this year. Customs agents across the Europe's colossal market of 500 million people will now impose the duty, hiking prices on US-made products in supermarkets and across factory floors. Brussels imposed the raft of duties on US products worth 2.8 billion euros ($3.3 billion) in a tit-for-tat response to Trump's decision to slap stiff tariffs on European steel and aluminium exports. EU trade commissioner Cecilia Malmstrom said this week that the 28-nation bloc was ‘left with no other choice’ but to impose tariffs of its own after the ‘unilateral and unjustified decision of the US.’ Together with US tariffs against Mexico and Canada, the trade battles have raised the spectre of a global trade war, spooking financial markets that fear major consequences to the global economy. ‘We have a trade war -- and it's an escalating trade war,’ SEB chief economist Robert Bergqvist told AFP in an interview. Brussels first drew up the list in March when Trump initially floated the 25 per cent tariffs on steel imports and 10 percent on aluminium, which also target Canada, Mexico and other close allies. The list does not specifically name brands but European Commission chief Jean-Claude Juncker spelled out in March that the bloc would target ‘Harley-Davidson, bourbon and Levi's jeans’. Cranberries, cranberry juice, orange juice, sweetcorn and peanut butter are among the other food products targeted. The list also hits clothing along with bed linen and men's leather footwear, eye make-up and lipsticks, plus a host of steel products. Juncker said on Thursday that the US decision to impose tariffs ‘goes against all logic and history’. ‘Our response must be clear but measured. We will do what we have to do to rebalance and safeguard,’ he said. European consumers would be able to find ‘alternatives’, European Commission vice president for trade Jyrki Katainen said. ‘If we chose products like Harley Davidson, peanut butter and bourbon, it's because there are alternatives on the market. We don't want to do anything that would harm consumers,’ he said on Thursday. ‘What's more, these products will have a strong symbolic political impact.’ Analyst Bergqvist argued that his ‘main concern’ over a trade war was the impact on stock markets -- and the subsequent knock-on effect for the world economy. ‘All these kind of things going on right now could trigger that kind of behaviour and initiate a correction in the stock markets, and that could also trigger a slowdown in the global economy,’ he said. Transatlantic ties are at their lowest level for many years due to rows over a host of issues including the tariffs, the Paris climate agreement, the Iran nuclear deal and the new US embassy in Jerusalem. Relations plumbed new depths at the recent G7 summit when Trump abruptly rejected the joint statement and bitterly insulted his Canadian host, prime minister Justin Trudeau. Trump claimed America had been obliged to levy the metals tariffs as it has been exploited as the world's ‘piggy bank’. He is also targeting EU auto imports with a US probe now underway. Trump's outbursts were the latest in which he has clashed with America's closest allies, even as he has had warm words for autocrats like North Korean leader Kim Jong un, with whom he had a historic meeting last week, and Russia's Vladimir Putin. But US assistant secretary of State for European and Eurasian affairs Wess Mitchell said on Thursday that Trump's approach towards his allies was about ‘strategic renovation’. ‘Strengthening the West means making hard decisions today when we initially disagree, rather than continuing to accept the appearance of transatlantic unity for the sake of avoiding disagreement,’ he told the Carnegie Europe think-tank in Brussels. 3 Back to Table of Contents Daily News Flash Sunday, June 24, 2018 GOVT EXTENDS RMG FACTORY REMEDIATION DEADLINE TO DEC The government on Thursday extended the deadline for completing remediation works in the readymade garment factories, which are being inspected under the joint initiative of the Bangladesh government and the International Labour Organisation, up to December this year. Earlier, the government had set April 30, 2018 as the deadline for completing the factory remediation works but almost all the factories missed the deadline. ‘I will request you to complete the factory remediation within December this year as we are in pressure in national and international arena due the slow progress in fixing safety faults in the factories,’ state minister for labour Md Mujibul Haque said in a meeting with the authorities of the garment factories which have been failed to maintain deadline. The state minister said if any factory failed to complete remediation by December that must face closer. In the meeting, held at the conference room of Bangladesh Garment Manufacturers and Exporters Association in Dhaka, Mujibul instructed factory owners to complete the remediation works by December next saying that ‘otherwise strict measures will be taken in January next year.’ ‘You have got four years for remediation but progress is very poor. We made commitment to the international stakeholders to complete the task within December this year. For shake of the country as well as RMG sector you have to complete the work in time,’ the state minister said. Mujibul said that non-compliant factories might be threat for achieving export growth as buyers would skip Bangladesh if the factory authorities failed to fix safety faults in their units. Factory representatives in the meeting said lack of fund was the key challenge for remediation. Many of them said that they could not start remediation work as their factories housed in rented buildings and building owners were not willing to fix problems. In the meeting the junior minister asked the DIFE officials to give feedback to factory authorities within three weeks of submitting detailed engineering assessment as a factory representative complaint that they were yet to get any response from DIFE even after seven months of DEA report submission. Following the Rana Plaza Building collapse in April 2013 that killed more than 1,100 people, a total of 3,780 garment factories were assessed under the three initiatives: European retailer platform Accord on Fire and Building Safety in Bangladesh, North American buyers’ platform Alliance for Bangladesh Worker Safety and the government lead and ILO supported national initiative. About 85 per cent and 89 per cent remediation works were completed in Accord and Alliance listed factories. Shamsuzzaman Bhuiyan, the inspector general of the Department of Inspection for Factories and Establishments, said out of 3,780 garment factories, 1,549 were inspected under the national initiative, from which 573 were closed down, 79 relocated and 130 units were shifted to the Accord and Alliance lists. Currently, the DIFE monitors remediation works in 755 factories through the ‘remediation coordination cell’ formed in May last year. Out of 755 factories, a total of 165 units are yet to start remediation work, while 192 factories made progress below 20 per cent. Shamsuzzaman Bhuiyan said only seven factories out of the 755 fixed all the safety faults. We have already achieved second position in exporting ready made garments (RMG), so the demand for our products in the world market is present beyond any question,” said EPB Director General, Avijit Chowdhury. He also said “Bangladesh has a strong tradition. Entrepreneurs of the country are participating in many expos across the world with our goodwill. The EPB is providing all sorts of support to participants at these expos.” Bangladeshi enterprises will take part in the China-South Asia expo with more quality products for future prospects with the Chinese community, added Avijit. This year, 16 Bangladeshi entrepreneurs participated in the expo – Hridoy Silk Kuthir and Industries, Join Handicrafts, Oshin Enterprise, Naya Craft, Nishorgi, Style File, Rupantor, Ittadi Handicrafts, Lights Creation, Trade Breeze, Nakshi International, Sunbird Trading Company, Alif Handicrafts, Asian 1-99, Design by Rubina, and Tasmiya Fasion House. Avijit Chowdhury said the EPB will arrange promotional activities over the next year to increase participation. Our sales went very well,” she added. Director of Asian 1 to 99, M A Habib, said Chinese people are very happy with Bangladeshi products. “We will take part in the fair in future with more diversified and quality products,” he added. The seven-day 5th China-South Asia Expo concluded on June 20 in southwest China’s Yunnan Province. The theme of the expo was, “Integrating into the Belt and Road Initiative, Promoting Win-Win Cooperation.” More than 3,800 companies from 87 countries and regions attended the week-long exposition, with over 40% of the enterprises from overseas. The exposition featured 19 exhibition halls with around 8,500 booths covering an area of 190,000 square meters. A total of 16 series’ of more than 60 events were held simultaneously with the expo to encourage a win-win cooperation under the Belt and Road Initiative. SOLAR POWER CAPACITY REACHES 218MW Bangladesh witnessed a 27 percent year-on-year jump in the number of solar home systems installed last year, thanks to a drop in the production cost aided by technological advancement. By the end of 2017, the country installed 5.2 million SHSs, which are stand-alone photovoltaic systems that offer a cost-effective mode of supplying power for lighting and appliances to remote off-grid households. The custom-made SHSs had a total capacity of 218 megawatts, according to the “Renewables 2018- Global Status Report”, which is released annually by Paris-based energy think-tank REN21 in June. According to the report, 17 million Bangladeshis use SHSs, making it the country with the second highest number of people who avail the system after India, which has 148 million users. This means about 13 percent of the population in Bangladesh gained access to electricity through off- grid solar home systems. Kenya tops the chart with 51 percent of its off-grid population being served by distributed renewables for energy access systems.

5 Back to Table of Contents Daily News Flash Sunday, June 24, 2018 Of the 5.2 million SHSs, an estimated 4.2 million were distributed through a national programme undertaken by Infrastructure Development Company Limited (Idcol), which works under the Sustainable & Renewable Energy Development Authority of Bangladesh. Idcol started the SHS programme in January 2003 to fulfill basic electricity requirement of off-grid rural people while supplementing the government's vision of ensuring access to electricity for all citizens by 2021. According to a study of the Bangladesh Investment Development Authority, renewable energy currently makes up 2.5 percent of the total electricity generation and the sun is the most prominent source. The number of people without access to electricity is approximately 41 million (25 percent of the population) in Bangladesh, 51 million (26 percent) in Pakistan and 23 million (9 percent) in Indonesia. Kazi Shofiqul Azam, chairman of Idcol, told The Daily Star that the programme was the largest off-grid renewable energy scheme in the world, focusing on remote areas where electrification through gird expansion was challenging and costly. The government is keen to expand the use of solar power as it is environment-friendly and the cost of power generation is low, said Azam, also the secretary to the Economic Relations Division. He credited the expansion of SHS in the last two years to a drastic decrease in production cost. “We will go for solar power where there is scope to utilise it,” said Azam. Contrary to the REN21 report, one report from Idcol said the SHS programme ensured solar electricity for 18 million people, which was 12 percent of the country's total population who previously used kerosene lamps for lighting. Idcol targets to finance 6 million SHSs by 2021 with an estimated generation capacity of 220MW of electricity. The Idcol chairman said 56 partner organisations were implementing the programme with grants, soft loans and necessary technical assistance from the Idcol. Idcol's total investment under the programme was Tk 52,240 million ($696 million), of which $600 million came as credit and $96 million as grant. The World Bank and the Global Environment Facility initially provided the financial support. They were followed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), German government-owned development bank KfW, the Asian Development Bank, the Islamic Development Bank, the Global Partnership on Output-Based Aid, the Japan International Cooperation Agency, the USAID, and the UK's Department for International Development. The Idcol report also said the programme has so far saved 1.14 million tonnes of kerosene approximately worth $411 million. In the next 15 years, 4.1 million SHSs will save another 3.6 million tonnes of kerosene, worth $1,300 million. About 75,000 people are directly or indirectly involved with the programme. Apart from the population without electricity, about 1.9 billion people living in developing Asia (or 49 percent of the total) lacked access to clean cooking facilities in 2015. The number of people relying on traditional biomass to meet their household cooking needs was over 780 million (59 percent of the total population) in India, 307 million (33 percent) in China, 133 million (83 percent) in Bangladesh, 95 million (50 percent) in Pakistan, and 67 million (32 percent) in Indonesia. 6 Back to Table of Contents Daily News Flash Sunday, June 24, 2018 The tax authority is seeking to raise the fine by 10 times to Tk 5,000, or 10 percent of the tax imposed on last assessed income if a company, cooperative or NGO does not submit the return of withholding tax and statement or provide information. The fine has also been hiked four times to Tk 1,000 per month for the delay in compliance, according to the proposal by the NBR. Until the outgoing fiscal year, companies face penalty of Tk 500 for noncompliance regarding the statement on payment of salary, issuance of certificate on tax deduction and information on payment of interest and dividend. In case of the continuation of default, the amount of fine was Tk 250 per month. “We have sought to increase the penalty for noncompliance as the existing penalty is not creating any bite. Companies are not taking the issue of compliance seriously because of the low fine amount,” said a senior tax official yesterday. The penalty was introduced in 1984 and since then the rate has not changed, he said. An analyst, however, said the increase in fine will not be instrumental in raising tax collection unless the system is automated. The tax authority's move to hike the penalty and expand the coverage of the fine came after it found that only 5 percent companies submit returns on withholding tax, which accounted for 62 percent of the total income tax collected in 2015-16. Tax officials said the collection of withholding tax would be higher if compliance is ensured. “We have found that there are companies and agencies that don't collect withholding tax at all,” said the senior tax official. “Some of them collect withholding tax but don't deposit it to the exchequer, while some deposit less than the amount collected.” He said there are companies that issue fake certificates on withholding tax deduction without deducting the tax. Until now, the penalty for the non-submission of withholding tax return has not been clearly spelt in the rules. The NBR has proposed to slap the fine in the Finance Bill 2018 in order to combat tax evasion and increase collection. “We are not increasing corporate tax rates. Instead, we are reducing the rates gradually. So, the withholding tax is going to be a thrust area to increase revenue collection,” said the NBR official. He said the tax authority has taken some measures to boost source tax collection and is receiving good result. From 2018-19, a taxpayer's file will face audit if they don't submit withholding tax return and furnish statements or returns on salaries and allowances of their employees, according to the budget speech of Finance Minister AMA Muhith on June 7. Ahsan H Mansur, executive director of the Policy Research Institute of Bangladesh, said the increase in the fine is logical. “But it would also increase harassment for taxpayers unless an automated system is put in place to facilitate submission of documents,” he said. Mansur said in absence of automation, the new provision will increase the piling of papers at tax offices and tax officials are unlikely to examine all of the documents. So, taxpayers will have to bribe field officials to obtain a receipt of document submission. As a result, compliance will increase the cost of doing business, he said. The former economist of the International Monetary Fund also touched upon the requirement for companies to furnish statement on their employees return filing. He said various countries have rules where employers give one wage declaration form to employees and one to revenue authorities. After that it becomes the duty of tax collectors to see if all the employees have submitted returns. If anyone ignores, the revenue administration can go after the individual, he said. APPAREL EXPORTS TO ASIAN MARKETS ON THE RISE Garment shipments from Bangladesh to its major Asian markets—India, China and Japan—are rising by the day thanks to competitive prices the country offers and spiralling production cost in China. Bangladesh's strength in formal garment production and higher economic growth in populous Asian countries have also helped such shipments to increase, which could hardly reach a few million dollars only five years ago, experts said. Garment export to these three markets grew 17.79 percent year-on-year to $1.39 billion in July-May period of the current fiscal year, according to data from the Export Promotion Bureau (EPB). Japan, with a retail garment market worth nearly $50 billion, is the largest export destination for Bangladesh among the Asian nations. In July-May period, Bangladesh sent $787.13 million worth of garment items to Japan, which is a 13.04 percent year-on-year rise. The overall export to Japan has already crossed $1.05 billion mark in the first 11 months of the current fiscal year from $945.47 million last year. Garment export to Japan will cross $1 billion soon as major Japanese retailers are increasing their footprint in Bangladesh for formal garments like woven shirts and t-shirts, said Anwar-Ul Alam Chowdhury Parvez, former president of the Bangladesh Garment Manufacturers and Exporters Association. Japan is the only nation where Bangladesh exported goods worth more than $1 billion apart from its traditional markets -- the EU, the US and Canada. “Among the Asian destinations, garment export to Japan from our group is on the rise,” said Shahidullah Chowdhury, CEO of Noman Group, which exports over $1 billion worth of apparel items a year. “Especially, export of formal woven shirts and bed sheets to Japan is higher than other products.” Another promising market in Asia is India, which is also a destination of more than $50 billion worth of garment items. Garment shipments to India from Bangladesh more than doubled year-on-year in the first 11 months of the fiscal year. Between July last year and May this year, apparel items worth $253.07 million were shipped to the neighbouring country, in contrast to $117.21 million a year earlier, according to the EPB data. The reason for the exponential rise is bulk purchase by Western brands with operations in India and Indian clothing chains, which are finding Bangladesh's garment items to be more competitively priced for India's bulging middle-class demographic. Bangladeshi garment exporters face a 12.5 percent countervailing duty on shipments to India, although India announced duty-free facility on all Bangladeshi products except some alcoholic and beverage items in 2012. Overall exports to India increased 24.67 percent year-on-year to $792.88 million in the July-May period. The demand for formal wear in India is high due to growing middle-income office-going population, Parvez said. Moreover, the government's 3 percent stimulus package for the emerging markets also acted positively for higher growth to India and other new destinations, he said. China itself is becoming a major garment export destination for Bangladesh because of higher cost of production, enactment of stringent laws on garment production in China aimed at protecting the environment and shifting of manufacturing bases in China to machinery and electronic gadgets, Parvez said. Moreover, China is a densely populated country in Asia. Two thirds of the global population reside in Asian countries, of which China alone has more than one billion people. So, for having a larger consumer base, China is turning into a major garment export market for Bangladesh, he said. BB BRINGS TERM REPO TO EASE LIQUIDITY CRISIS The Bangladesh Bank has launched a fresh liquidity support window named term repurchase agreement (repo) to supply money to the cash-strapped banks. The banks, which face a liquidity crunch, are now allowed to receive money through the new window of the central bank in three tenures -- seven days, 14 days and 28 days. The term repo is a way for banks to avail money from the central bank for more than one-day duration. Term repo transaction will be conducted by the central bank through auctions held on all working days, according to a central bank circular issued recently. If any bank requires immediate funds, it can go to the central bank to receive fund by using the repo window. The banking regulator has another window named reverse repo through which any bank, which enjoys excess liquidity, can submit fund with the BB by using the window. The bank will enjoy 4.75 percent interest for keeping its fund with Bangladesh Bank. For intervening holidays, the tenure of term repo will be automatically extended by the number of holidays involved, a BB official told The Daily Star. For example, the three-day tenure of overnight repos issued on Thursday will end on Saturday, he said. For overnight repos, the interest rate for banks would be more than the fixed rate of 6 percent, if they want to avail liquidity through the term repo, according to the BB notice. The banks will have to mention the interest rate and tenure of the repo when they place their bills before the central bank. The cash-strapped banks have not been receiving any money through the overnight repo for long as the yield of the product is much higher than the rate of the call money market. The interest rate of the call money market has been hovering between 3 percent and 4 percent in the recent months. The BB official said many countries including the neighbours already introduced the term repo window. INCREASE TAX ON TOBACCO PRODUCTS: ANTI-TOBACCO PLATFORMS Anti-tobacco platforms today demanded the government should increase the tax for tobacco products in the proposed national budget for the fiscal 2018-19. They also demanded the restructuring of the four-level price slab for cigarettes into two levels. The proposed tax structure for tobacco products is to protect tobacco businesses, Nadira Kiron, co- convenor of Anti-Tobacco Media Alliance (ATMA) said at press briefing organised by several anti- tobacco organisations at National Press Club in Dhaka. By keeping the value slabs of cigarettes at four levels, the price and tax of high-priced cigarettes unchanged for three consecutive fiscal years, the government is facilitating the business expansion of the multinational tobacco companies, she alleged. The anti-tobacco platforms including Progga, ATMA, National Heart Foundation, National Anti- Tobacco Platform and others at the press briefing also proposed to separately impose a part of the supplementary duty as specific tax on tobacco. CORPORATE TAX CUT ONLY FOR FINANCIAL SECTOR DISAPPOINTING: MCCI The Metropolitan Chamber of Commerce and Industry yesterday joined the chorus of grievance among businesses over the government's move to slash corporate tax only for the financial sector in fiscal 2018-19. “It is disappointing,” said Nihad Kabit, president of the MCCI, while moderating a seminar on the incoming fiscal year's budget announcement, held at the chamber's office in Dhaka. Finance Minister AMA Muhith in his budget speech for fiscal 2018-19 proposed a cut of 2.5 percentage points in corporate tax for banks, financial institutions and insurance companies. As a result, from July 1 listed financial sector companies will pay corporate tax at 37.5 percent and non-listed ones at 40 percent. The rest of the businesses will continue to pay corporate tax at 35 percent or higher. “Therefore, to say our corporate tax is low compared to the region is not factually correct. To use that basis for not reducing the corporate tax is disappointing.” Kabir also said there is no alternative to raising the level of private investment including foreign direct investment if Bangladesh is to confirm the status of developing country by 2021. Policy reforms, simplification of taxation system, business friendly policies, enabling business climate, policy continuation, ease of doing business, incentives, reduction of taxes and inclusive policy planning also need to be prioritised. MCCI feels that attaining the increased revenue target for fiscal 2018-19 will continue to be a major challenge even though the number of taxpayers has increased. In order to achieve the revenue target, MCCI strongly suggests tax compliant enterprises should not be excessively burdened. Instead, new avenues of tax collection should be identified and pursued. Implementing the proposed budget would be challenging for the government because of the low inflow of both private investment and foreign direct investment, said Ahsan H Mansur, executive director of the Policy Research Institute. Still, the private investment to the GDP ratio is 23 percent, he said. In fiscal 2018-19, based on the 7th five-year plan, Bangladesh will require private investment of 25 percent of GDP, including 1.8 percent from FDI. “This is unlikely to be achieved.” Despite ambitious targets in every budget, the tax-GDP ratio hovers around 9 percent, which is the lowest among all the possible comparable countries, Mansur added. In the proposed budget, the ceiling for individual tax-free income has not been raised with a view to bringing many young professionals under the tax net, said Md Mosharraf Hossain Bhuiyan, chairman of the National Board of Revenue. At present, a person having a monthly salary of Tk 16,000 will come under the tax net.

VAT ON INTERNET USE TO GO DOWN The value-added tax on internet use might be cut by 5 percentage points from the existing 15 percent to meet a longstanding demand of the ICT businesses. Finance Minister AMA Muhith gave the assurance on bringing down the VAT rate at a meeting at his office at the Economic Relations Division in the capital. Seven trade bodies providing digital services have been urging the government for the last seven years to lessen the tax burden on internet use. However, a 5 percent supplementary duty and 1 percent surcharge will remain in place along with the VAT for using internet through mobile phones, said Syed Almas Kabir, president of the Bangladesh Association of Software and Information Services (BASIS), who attended the meeting. ICT and Telecom Minister Mustafa Jabbar said the government has resolved all the problems with the digital industry and fulfilled all of their demands. He, however, declined to specify the outcomes of the meeting. “The finance minister will announce the changes in parliament when the budget for 2018-19 is passed. But we are happy as we have realised all of our demands.” Tax incidence for internet usage on mobile phones amounts to 21.75 percent. However, connections provided by the internet service providers are not subjected to any supplementary duty and surcharge. The government earns about Tk 1,100 crore from VAT on internet use. But if the government sacrifices this amount for two years, the sector will fetch Tk 5,000 crore for the national coffer every year, industry leaders said. Kabir said the finance minister also gave assurance to fully withdraw the VAT on all kinds of IT-enabled services, which saw a rise in VAT to 5 percent in 2018-19 from 4.5 percent in the outgoing fiscal year. In his budget speech, Muhith also proposed to cut customs duty on software imports to 5 percent from 25 percent – a move that will have a detrimental impact on the domestic software industry, according to industry leaders. “The finance minister has agreed to reduce the customs duty for four categories of software as they are not developed in the country,” Kabir added. For the first time, the government also imposed 5 percent VAT on computer hardware, but Kabir said the meeting also decided to withdraw it. On the day the budget was unveiled, the National Board of Revenue issued an order levying 15 percent VAT on mobile handset assembling. Now, the VAT will be withdrawn, said the BASIS chief. MUHITH STEPS IN TO CHEER UP STOCKS The benchmark index and turnover of the capital bourse took a leap in the last three days thanks to the finance minister's move to defibrillate the market. On June 18, the minister sent a letter to the Bangladesh Bank governor asking him to redefine the banks' capital market exposure and increase the investment capacity of the Investment Corporation of Bangladesh, both longstanding demands of stakeholders. “Despite asking you twice you did not take any initiative,” Finance Minister AMA Muhith said in the letter to BB Governor Fazle Kabir. Since no initiative was taken, the market remained bearish and almost 1,000 points were knocked off in the last 5-6 months, the letter added. When determining capital market exposure, banks can leave out their subsidiaries' investment in the stock market, as per Muhith's instruction to the BB governor. He instructed excluding non-listed securities and non-listed strategic investment in exposure calculation and considering the cost price rather than the market price of securities in calculations. The minister also allowed banks to only include the portion of the loans made to subsidiaries that was used for share purchase as capital market exposure. ICB will no longer be considered a single party borrower. Banks' single borrower exposure limit is 15 percent of their total paid-up capital, and some lent as much or more to the ICB alone. The banks' serial withdrawal has pushed the ICB in a tight corner: its ability to invest in the market has seriously been curtailed, and it had to go on a selling spree to retrieve the funds to return to banks, Muhith said in the letter. The BB declined to comment on the matter. The letter has sent investor confidence in the market soaring. DSEX, the benchmark index of the premier bourse, rose 56.88 points, or 1.05 percent, finishing the day at 5,441.75. In the last three days, DSEX rose 100.46 points. Earlier this month, DSEX declined to its one-and-a-half-year low of 5,313.70 points, wiping out Tk 44,506 crore of value. Investors reacted positively to the news that the private banks will be bringing down their interest rates to single digit from July 1, said EBL Securities. The Bangladesh Association of Bankers (BAB) has decided to reduce the interest rate to single digit from the next month. Turnover, another important indicator of the market, also jumped 26.92 percent to Tk 858.74 crore. Some 17.12 crore shares and mutual fund units changed hands on the DSE. Of the traded issues, 188 advanced and 110 declined, while 42 closed unchanged on the premier bourse. Grameenphone dominated the turnover chart with its transaction of 12.35 lakh shares worth Tk 49.10 crore, followed by Alif Industries, Khulna Power, Paramount Textile and United Power Generation. GQ Ball Pen was the day's best performer with a 9.98 percent gain, followed by Prime Textile, Queen South Textile, Paramount Textile and Atlas Bangladesh. Janata Insurance was the worst loser, shedding 9.27 percent, followed by Meghna Pet Industries, Republic Insurance, Samata Leather and Meghna Condensed Milk. Chittagong stocks also rose yesterday, with the bourse's benchmark index, CSCX, increasing 113.82 points, or 1.10 percent, to finish the day at 10,156.20. NEW NBR MOVE RAISES CONCERNS Chartered accountants yesterday expressed concerns that taxpayers might face harassment under a provision included in the tax law that requires employers to file a statement about the return submission of their employees by April 30 each year. The National Board of Revenue (NBR) is seeking to include the provision in the upcoming fiscal year. The provision will make it mandatory for every private sector employee to submit by April 15 every year the taxpayer's identification number, the date for tax return filing and the serial number provided by the income tax administration after the filing. Then, the employers will have to send the statements on returns filed by their employees by April 30. Employers will come under auditing taxmen if they fail to submit the statement. “This provision might turn into a source of harassment for many taxpayers,” said Dewan Nurul Islam, president of the Institute of Chartered Accountants of Bangladesh (ICAB), at a programme at its office in Dhaka. Citing the proposal in the budget, Islam said failure to file such a statement by any of the employees will attract disallowance of salary expense of the respective employee in the hands of employer. Taxmen said companies will have to pay tax if they don't submit the statement about their employees' tax return filing by the deadline. ICAB Council Member Md Shahadat Hossain said it will be difficult for many small firms to comply with the rule because of a lack of resources. Problem will also arise if an employee leaves, he said. "This is very complicated and cumbersome,” he said, adding that the rule of furnishing statement of return submission would not be applicable for government employees. Islam said the authorities should explore new avenues to collect revenues instead of increasing tax burden on compliant enterprises. “Emphasis should be given on attracting private sector investment, increasing the capacity of the NBR, and identifying areas to widen the tax net.” NBR Chairman Md Mosharraf Hossain Bhuiyan said the tax proposals have been framed in order to boost compliance and boost tax collection. “The number of non-compliant citizen is very high in the country. They have to be brought under the tax net,” he said. Bhuiyan said the NBR would be tough on non-compliance from the next fiscal year. “We do not get expected amount of tax from healthcare and diagnostic centres. We will get a good amount of taxes if we can increase compliance,” he said. Bhuiyan also responded to the criticism for reducing the corporate tax for banks and financial institutions. He said the benefit has been extended to the banking sector, which provides the highest amount of tax. “We have given commitment to cut corporate tax. NBR SEEKS AIR TRAVELLERS' INFO Airlines operating to and from Bangladesh will soon have to provide advance information about passengers to customs authority, as part of the National Board of Revenue's efforts to combat: smuggling, import of prohibited goods and terrorism. The NBR has placed the proposal in the parliament for inclusion in the Customs Act 1969 as part of the fiscal measures for the incoming year on July 1. In the absence of the rule, the customs authority cannot legally ask the airlines to provide advance passenger information (API) or passenger name record (PNR).

Another 32 countries are planning to introduce similar requirements in the near future. API information usually consists of data found in the Machine Readable Zone (MRZ) of passports and other travel documents. It includes: full name, date of birth, gender, passport number, country of citizenship, country of passport issuance, according to the IATA. PNR, which contains data provided by travellers at the time of booking and are held in airlines' reservation systems until check-in, is required in 6 countries; 30 more are in the process of introducing the step. Customs officials said API and PNR from airlines would enable them to develop database overtime and detect suspicious travellers and subsequently prevent smuggling, money laundering and ensure safety and security. The move comes at a time when the customs authority is frequently seizing smuggled gold, fake currencies and items with high tariff from travellers at the airports. The latest data on the seizure of gold and other items is not available from the NBR. A publication by the Customs Intelligence and Investigation Directorate (CIID) showed that it seized 121.68 kilograms of gold in fiscal 2015-16. The highest amount of gold was seized in fiscal 2013-14: 565 kilograms, according to CIID. DOLLAR SCALES 11-MONTH PEAK Simmering trade and political tensions and a pumped-up dollar weighed on world shares on Thursday, while oil prices were under pressure before an Opec meeting expected to increase the world's supply of crude. Europe's main stock markets were back near two-month lows and Wall Street futures had also turned lower, as the jitters that have dominated markets for months began to reassert themselves. Europe's car shares fell to a nine-month lows after Mercedes-Benz maker Daimler warned the global trade tensions were slowing its sales. Italian stocks and bonds also tumbled on reports a eurosceptic had been given a key finance role. Asia had been mixed, too, with Japan's Nikkei adding 0.6 percent and Australia's main index enjoying another strong day before the end of its financial year next week. China remained the weak link, though, finished more than 1 percent lower, and ensured MSCI's broadest index of Asia-Pacific shares fell, dropping as much as 0.5 percent higher at one point. Strains were compounded by the dollar's surge to an 11-month high. That raises inflation outside the US and puts pressure on any country or company that has gorged itself on dollar-denominated debt. “The reaction of the dollar has been very interesting this week,” said State Street Global Markets head of macro strategy Michael Metcalfe. “In previous periods this year, fears of a trade war have been dollar-negative, but that has been different this week ... we have had this potential escalation in the trade war, and it has rallied.” The mere absence of new threats from US President Donald Trump on tariffs was nevertheless enough to keep hopes alive that all the bluster was a ploy which would stop short of an outright trade war. BPDB MULLS BULK POWER TARIFF HIKE Bangladesh Power Development Board (BPDB) is seriously thinking to raise the bulk power tariff to make it with as per the costly electricity generated by liquid fuel-based power plants ahead of natural gas tariff hike. “The bulk power tariff must be reviewed considering the actual electricity generation cost,” said BPDB secretary Mina Masud Uzzaman in a latter recently sent to the power division. He pointed out that the BPDB has an installation capacity of 3,958MW electricity produced by liquid- fuel based power plants. Of them about 1050MW electricity is produced from diesel fired plants. The BPDB has forced to generate costly electricity from liquid-fuel based power plants due to shortage in supply of natural gas, the BPDB official said. The BPDB secretary said that the bulk tariff rate has been fixed significantly lower than the actual power generation cost by Bangladesh Energy Regulatory Commission in December 2017. “BPDB faces severe liquidity crisis as it supplies electricity comparatively at low cost to bulk consumers against the purchase and generation cost,” Mina said. He added that an additional 250-300mmcfd of natural gas will be required immediately for generating low cost electricity. The government is now providing loan to BPDB with three percent interest for purchasing electricity from rental, quick rental and independent power producers. But, the Bangladesh Energy Regulatory Commission (BERC) issued order to government for providing subsidy instead of loan. Earlier, Consumer Association of Bangladesh energy adviser Prof Shamsul Alam raised question for taking series of costly dual-fuel power plants and liquid fuel based plants considering it’s electricity generation cost. The BPDB is taking preparation to review the power tariff considering the gas tariff hike, sources said. Attending the hearing on June 12, BPDB representative Md Mizanur Rahman said that the BPDB also needs to increase power tariff as only 46 percent of its electricity generation depends on natural gas. "AS per our projection electricity subsidy has already crossed around Tk 7414crore in the current fiscal year," he added. The amount was Tk 5700 crore in nine month of the current year, thanks to the costly diesel fired power plants due to short supply of natural gas. ALTERNATIVE INVESTMENT FACES UNCERTAINTY Future of alternative investment in the country has become almost uncertain as most of the fund managers are frustrated over the proposed tax structure in the proposed budget. They claimed that the authorities concerned did not pay heed to their demand for lowering tax for raising fund for new businesses. This new type of investment has become familiar inn the country when Venture Capital and Private Equity Association of Bangladesh (VCPEAB) started its journey in 2016 with a vision to strengthen investment environment through alternative investment. Finance Minister AMA Muhith placed the national budget at the parliament in first week of June and the budget will be finalised by the house on June 30. Talking to Daily Sun on Saturday, VCPEAB General Secretary Shawkat Hossain claimed that the fund managers didn’t get any direction from authorities concerned although two weeks have already passed away. “We are really frustrated over the taxation policy that will start on bar the way to flourish new business in technology sector,” Shawkat said.

This investment is a new financial concept covering mainly two types of finance — venture capital (VC) and private equity funds. In Bangladesh, fund managers have been paying two percent stamp duty and 35 percent corporate tax, which is almost 20 percent higher than other mutual funds, they said. Officials of major VC fund managers in the country are counting tax in three phases. The stamp duty is the big challenge to make bridge among investors and entrepreneurs. Fund managers claimed that the 2 percent stamp duty is very high to raise fund for a start-up companies. The VC fund is the lone way to finance businesses at early stage with higher risk in return of investment. It is especially dedicated to the entrepreneurs related to information technology-enabled services. As per the Bangladesh Securities and Exchange Commission (Alternative Investment) Rules, 2015, the minimum size of an alternative investment fund should be Tk 100 million which will have lifetime of 15 years Shawkat, Chief Executive of BD Venture, further said the fund managers in the country hardly attract the investors due to ‘higher stamp duty’ and corporate tax. “We pay Tk 2 to registrar for Tk 100 fund raising. When a fund manager deals with a Tk 100 crore investment, Tk 2 crore is to be paid as initial registration fee. It is a big challenge for the sector which started its journey in the country one year ago,” Shawkat Hossain explained. FRENCH FIRM TO FINALISE DESIGN NEXT MONTH French oil and gas sector management company Technip would finalise design for building the country's second crude oil refinery next month, a senior official said on Saturday. Technip had submitted a draft of the final design of the refinery to the state-run Bangladesh Petroleum Corporation (BPC) in March last. The design is currently being reviewed. The new crude oil refinery would have the capacity to refine 3.0 million tonnes a year of crude oil, double the pace the country's existing refinery can accomplish. The detailed engineering plan and cost estimation over the refinery project could be done on the basis of final front-end engineering and design (FEED) by Technip. Eastern Refinery Ltd (ERL), the BPC's wholly-owned subsidiary, will implement the new project. Last year, the BPC assigned Technip to carry out the FEED work of the proposed refinery at a cost of Tk 2.57 billion (US$ 32.10 million). Indian consulting firm Engineers India Limited (EIL) has been acting as the project management consultant (PMC) to implement the second unit of Eastern Refinery, he said. In November, 2016, the BPC had inked a memorandum of understanding (MoU), with Technip in Dhaka over building the new refinery. Once implemented, the new refinery would help the country save US$ 220 million a year, said the BPC official. Separately, the corporation has moved to build a new 7.50 million tonne annual capacity crude oil refinery near Payra port in southern Bangladesh to cater to the bulging oil demand. The corporation has also started work to build a single point mooring (SPM) system, jetty and storage facility centring the refinery. Bangladesh would be implementing the projects under Speedy Supply of Power and Energy (Special Provision) Act, 2010 bypassing tender procedure, the BPC official said.

Nepal has already shown interest to import refined petroleum products from Bangladesh and agreed to ink an MoU in this connection, he said. BANKS HAVE TO CUT RATE TO ENJOY REDUCED CORPORATE TAX FACILITY National Board of Revenue chairman Md Mosharraf Hossain Bhuiyan on Thursday said that they would impose a condition on banks that they (banks) would have to bring down the interest rate on loans for enjoying the reduced rate of corporate tax as proposed in the the national budget for the fiscal year of 2018-19.

Metropolitan Chamber of Commerce and Industry and Policy Research Institute organised the discussion titled ‘budget 2018-2019: views of the business community’ at the MCCI conference room in Dhaka. Finance minister AMA Muhith proposed reducing the corporate income tax rate by 2.50 percentage points to 37.5 per cent and 40 per cent respectively for publicly traded and non-publicly traded banks and financial institutions for the next fiscal year of 2018-2019. ‘We will be able to put pressure on banks for bringing down interest rate in exchange of the benefit,’ Mosharraf said. Banks will not be allowed to avail themselves of the corporate tax benefit if interest rates do not remain on track, he said. The NBR is mulling over the condition, he said. Banks have already decided to bring down the interest rate to single digit, he said, adding that the reduction in the interest rates would facilitate private investment in the country. Mosharraf said that the government considered reducing the corporate tax rate and luckily banks and financial institutions, being the corporate taxpayers at the highest rate after mobile phone company, got the benefit. He said that the government did not propose increasing the tax-free income threshold for individual taxpayers as they were already enjoying the highest level of exemption considering the per capita income. The NBR is also planning to make use of electronic fiscal devices mandatory for transactions of all shops — small and large — to ensure VAT collection properly, he added. At the meeting, PRI executive director Ahsan H Mansur said that there should be a condition that only those banks which would reduce lending rate to below 10 per cent would be eligible to receive the tax break. ‘The reduction in corporate tax rate only for the financial sector appears at odd with the state of governance in the sector and gives rise to the perception that the public money is being used for rewarding the continued mismanagement in the sector,’ he said. He, however, criticised the decision taken by the Bangladesh Association of Banks setting the lending rate at 9 per cent saying that it was an illegal and wrong approach. The bank owners’ organisation on Wednesday announced that banks would bring down the lending rate to 9 per cent and deposit rate to 6 per cent from the next month. Mansur said interest rate should be market based and Bangladesh Bank as a regulator should take steps to handle the issue, not the BAB. He said the targeted GDP growth rate at 7.8 per cent would be challenging unless private sector investment rebounds strongly. Attaining ambitious revenue collection target will be impossible in absence of reforms in tax laws and administration, he added. MCCI president Nihad Kabir said that shrinking number of new jobs despite the high GDP growth reported was a major a concern that should have been addressed in the budget. She also said that attaining the increased revenue target for FY19 would continue to be a major challenge. Nihad hoped that the government would increase the tax-free income limit for individual while approving the proposed budget. MCCI tariff and taxation sub-committee member Adeeb H Khan presented an analysis of the proposed Finance Bill-2018 at the programme. PRI chairman Zaidi Sattar and ACI Limited chairman M Anis Ud Dowla spoke while MCCI vice-president Golam Mainuddin and Gonoshasthaya Kendra founder Zafarullah Chowdhury attended the programme, among others.

BB RELAXES BANKS’ GENERAL PROVISIONING Bangladesh Bank on Thursday exempted banks from maintaining general provision against two off- balance sheet exposures to increase supply of liquidity in the banking channel. Banking Regulation and Policy Department of the central bank issued a circular in this connection saying that banks would not require maintaining 1 per cent general provision respectively against bills for collection and guarantees against which government, multilateral development banks and international banks issue counter-guarantee. BB officials said that these two off-balance sheet exposures did not create any liability to banks in case of default or non-payment. Earlier, in September 2012, the central bank asked the banks to maintain 1 per cent general provision against the two items. According to the officials, banks collect bills against export on behalf of their customers and no liability is created in case of default or non-payment of bills for collection. So, the central bank decided that banks would not have to maintain any provision against such bills, they added. On the other hand, the BB withdrew the provision for guarantees considering the risk mitigating effect of guarantees against which government, MDBs and international bank issue counter-guarantee. The counter-guarantee issuing MDBs and international banks, however, have to have BB rating grade ‘1’ equivalent outlined in the Guidelines on Risk Based Capital Adequacy (Revised Regulatory Capital Framework for banks in line with Basel III), the circular said. BB ASKS BANKS TO IMPLEMENT INTEREST CUT DECISION Bangladesh Bank on Thursday spurred bank owners to implement their decision to cut down interest rates by all banks from July 1. A delegation of Bangladesh Association of Banks, headed by its president Nazrul Islam Majumder, met BB top brass, led by its governor Fazle Kabir, to inform the central bank about the BAB’s decision to cut the interest rates. BAB sought the support of BB to bring down the lending rate to single digit from July 1. On Wednesday, BAB decided to bring down the lending rate to single digit, 9 per cent, and deposit rate of three-month tenure to six percent from July 1. BB governor advised the BAB leaders to properly implement the decision. After the meeting BB adviser SK Sur Chowdhury told reporters that the central bank would send inspection teams to branches of different banks to monitor whether they were implementing the new interest rates from July 1. Earlier in April, BB slashed cash reserve requirement or CRR of banks by one percentage point to 5.5 per cent for the benefit of private commercial banks. 25 Back to Table of Contents Daily News Flash Sunday, June 24, 2018 10 BANKS FACE CAPITAL SHORTFALL OF TK 23,363CR Seven state-run banks have failed to meet the minimum capital requirement, meaning they need further taxpayer-funded recapitalisation. The latest data from the Bangladesh Bank showed a total of 10 banks, including the seven state lenders, faced a capital shortfall of Tk 23,363 crore as of March, up by more than Tk 3,800 crore compared to a quarter ago. The lenders are Bangladesh Krishi Bank, Sonali, BASIC, Rupali, Janata, Agrani, Rajshahi Krishi Unnayan Bank, Bangladesh Commerce Bank, ICB Islamic Bank and Farmers Bank. Among the banks, BKB has had the highest amount of capital shortfall at Tk 7,930 crore, up from Tk 7,777 crore three months ago. Sonali's capital shortfall rose to Tk 6,755 crore from Tk 5,397 crore. Agrani Bank has plunged into the capital shortfall in the first quarter although it had surplus of Tk 157 crore only three months ago. Trouble- hit Farmers Bank failed to maintain the required capital in the first quarter as the private lender has recently faced huge corruption and irregularities. The BB data showed that the capital shortfall in the state-owned banks stood at Tk 21,282 crore as of March 31, up from Tk 17,442 crore a quarter ago. The government has recapitalised the state lenders by injecting Tk 14,505 crore since 2009, but they are yet to strengthen their capital base in absence of corporate governance. A BB official told The Daily Star yesterday that the central bank should take immediate measures to address the problem as such a situation sends out a negative message to the international community and local businesspeople that the banking sector was weakening. He said the widening default loan was one of the major reasons for the shrinking capacity of the banks to maintain the required capital. Foreign businesspeople usually look at the capital base and non-performing loans of the scheduled banks before making investment decisions, the official said. MTB GETS $20M TERM LOAN FROM NORFUND Norfund, an active strategic minority investor wholly owned and funded by the Norwegian government, will provide a concessional loan of $20 million to Mutual Trust Bank for socio-economic development of Bangladesh. The Norwegian Investment Fund for Developing Countries or Norfund has recently signed the term loan deal with the Bangladeshi bank at a ceremony at Norfund's head office in Oslo, Norway. The fund will be used mostly for the development of the small and medium enterprises sector and women entrepreneurs, said Anis A Khan, managing director of MTB. “The deal is already final and we will take the fund gradually after selecting the clients in the SME sector.”

Norfund is interested to extend their financing facilities for innovative financial solutions in Bangladesh, he said. The fund has already invested in a few other banks in the country, Khan added. Norfund is a private equity company established by the Norwegian Storting (supreme legislature of Norway) in 1997 and owned by the Norwegian Ministry of Foreign Affairs. The fund receives its investment capital from the state budget. Norfund aims to invest in countries where they feel they can have the greatest impact. Norfund's priority sectors are: clean energy, financial institutions and food and agribusiness. It also supports small and medium sized companies in developing countries. HIGHER SALES OF SAVINGS TOOLS DON'T AFFECT BANK DEPOSITS l Economists suggest addressing money mkt crisis Chairman of the National Board of Revenue (NBR) Md. Mosharraf Hossain Bhuiyan on Thursday played down the fear that higher sales of national savings schemes were driving down bank deposits. "This does not affect bank deposits," Mr Bhuiyan said. He was replying to a query on the poor deposits growth in the banking system owing to higher yields of the saving instruments. "The contribution of the fixed income instruments to the budgeting funding is merely Tk 300 billion a year," Mr Bhuiyan said. The NBR chief made the remarks while addressing as the chief guest at a post-budget discussion in Dhaka. The Metropolitan Chamber of Commerce and Industry, Dhaka (MCCI) organised the discussion. The NBR chief, also Senior Secretary of the Internal Resources Division, said there will be some rationalisation of the yield rates of the saving tools shortly. The MCCI president, Nihad Kabir, was moderator at the discussion. Executive director at the Policy Research Institute of Bangladesh (PRI) Dr Ahsan H Mansur presented the keynote paper titled "Budget FY2019: Macroeconomic setting, lessons from FY 2018 budget execution and implementation challenges." Senior partner at the Rahman Rahman Huq Adeeb H Khan presented another paper on the Finance Bill-2018. On the proposal of reduction in corporate tax, the NBR chairman said that the banking sector got it "fortunately." Mr Bhuiyan said this is a strategy to put pressure on the banks to reduce the rates of interest. "You have already seen some reflections on the slashing of interest rates." The NBR chief, however, said the cut on the deposits hit many savers -- individual and corporate ones. He hinted that such type of "exercise" on the corporate taxes will be continuing in the future. The NBR chief said the government backtracked from raising the minimum income threshold as the rise in the ceiling will help reduce the tax net. "The young people are submitting returns at much higher rates. If we increase the threshold, the number of tax payers will decrease." He said the tax authorities will enforce tight rules in relation to the non-residents who have been working with different orgnanisations in the country. He stressed the need for strong implementation of Value Added Tax (VAT) law for revenue collection.

Terming the revenue target for the next fiscal year "very ambitious", the NBR chairman said if investment and business activities get boosted the revenue will grow. He said the revenue growth will be between 17 and 20 per cent in the outgoing fiscal year. He said the NBR will address the proposed tax on the petroleum jelly as there were many criticisms over it from a number of circles. While presenting the keynote paper, Dr Mansur said the deposits growth in the banking sector is now at 9.5 per cent, which was 18-19 per cent in the past. "How will the banking system provide 16 per cent credit growth to the private sector if they collect fund at a rate of 9.5 per cent?" Dr Mansur said there is now a need for injecting foreign funds into the money market as the country's balance of payment is worsening day by day. He suggested three options: issuing sovereign bonds, overseas borrowing by the private sector and the government's international borrowing to inject cash into the money market. Dr Masnur said the tax-GDP ratio needs to be attained by at least 20 per cent for becoming a higher income country. While addressing the discussion, PRI chairman Dr Zaidi Sattar said the existing protection policy is hurting the country's exports. He said high tariff on the biscuits and similar products conflicts with the exports. "Such type of protection actually does not care local infant industries; rather create obstruction to the export diversification," Dr Sattar added. Chairman of ACI M Anis ud Dowla was critical of the higher tariffs on the superstores. He said the VAT on the shopping has been increased by 1.0 percentage point to 5.0 per cent from existing 4.0 per cent on the sales along with the rise in the turnover taxes. In her welcome address, MCCI president Nihad Kabir said the chamber body thinks that certain things such as policy reforms, simplification of taxation system, business-friendly policies, enabling business climate, policy continuation, ease of doing business, incentives, reduction of taxes and inclusive policy planning need to be prioritised. She said in order to achieve the revenue target, the MCCI suggested tax-compliant enterprises not be excessively burdened. CENTRAL BANK ASKS NBFIS TO RATIONALISE DEPOSIT RATES The central bank has asked the non-banking financial institutions (NBFIs) to fix the interest rates on deposits at reasonable level for ensuring stability in the country's financial sector. The advice came at an unscheduled meeting with chief executives of 11 NBFIs held at the Bangladesh Bank (BB) headquarters in Dhaka on Thursday with BB governor Fazle Kabir in the chair. The BB's latest move came a day after the Bangladesh Association of Banks (BAB) decided to bring down the interest rates on both lending and deposits at 9.0 per cent and 6.0 per cent respectively from July 01. At the meeting, the managing directors (MDs) and chief executive officers (CEOs) of the NBFIs assured the central bank of following the advice on fixation of the interest rates on deposits."We'll follow it to protect our interests," Md Khalilur Rahman, chairman of Bangladesh Leasing and Finance Companies Association (BLFCA), told the FE after the meeting. He also said the BLFCA has already asked a few number of its members to stop offering an aggressive interest rate on deposits.

The market, however, rebounded in the next session and remained positive for the rest of the week as investors went on share buying amid optimism. Investors were buoyed by the announcement of the bank owners’ organisation, Bangladesh Association of Banks, made on June 20 that banks would bring down the lending rate to 9 per cent and deposit rate to 6 per cent from the next month. At present, private banks are lending with 14-15 per cent interest rate and the current average of deposit rate is between 9 per cent and 10 per cent. The lower lending rate will increase the profitability of the companies which have huge business loans. Investors also hoped that lower deposit rate would bring more investment to the capital market. After prolonged bearish trend in recent times, the investors were looking for a motivation that could abate their fear regarding a liquidity crisis in the market. Ridding on the investors’ enthusiastic participation on the trading floor, the average daily turnover on the bourse, advanced to Tk 664.35 crore compared with that of Tk 438.53 crore in the previous week. ‘The market began to rise from the very beginning of the last trading day as investors became active on the trading floor amid the news that bankers finally agreed to cut interest rates. The news brought new hopes among investors that lower deposit rate would bring more investment in capital market,’ said EBL Securities in its weekly market commentary. Moreover, news about the probability that government might also reduce interest rate on the national savings certificates that might push many savers to the market, it said. Average share prices of telecommunication, non-bank financial institutions, cement and energy advanced 7.7 per cent, 4 per cent, 3.5 per cent and 3.0 per cent respectively over the week. Among the large capitalised scrips, share prices of Grameenphone rocketed by 7.7 per cent over the week that contributed most to the rally of the week. Out of the 342 companies and mutual funds traded in the past week, 209 advanced, 105 declined and 28 remained unchanged. DS30, the blue chip index of the DSE, also added 1.20 per cent, or 23.59 points, to close at 1,981.80 points over the week. Shariah index DSES, also gained 22.05 per cent, or 25.27 points, to close at 1,263.46 points. Alif Industries led the turnover chart with its shares worth Tk 136.86 crore changing hands. FUND RAISING THRU IPOS RISES BY 38.78PC IN FY18 Fund raising by companies through issuing initial public offering increased by 38.78 per cent in the financial year of 2017-18 compared with that in the previous fiscal year. Eleven companies including two mutual funds raised Tk 541.25 crore in FY18, while nine companies including three mutual funds had raised Tk 390 crore in the previous fiscal year. In FY17, no companies had raised fund under the book building method of IPO, while three companies raised Tk 336.25 crore under the method in FY18. Companies follow two methods — fixed price and book building — in issuing IPO in the country’s capital market. The primary market remained vibrant in FY18 with the IPOs of a number of companies being oversubscribed. For example, the IPO of Queen South Textiles was oversubscribed by 43 times, Oimex Electrode 41 times, Nahee Aluminum 37 times and Advent Pharma 35 times. The newly listed companies also got huge response from investors amid their (investors) abnormal hype surrounding any newly listed company. The share prices of Oimex Electrode shot up by 1,047 per cent on its debut on November 6 last year. The shares of Oimex, which were issued at Tk 10 each under the fixed price IPO method, closed at Tk 114.20 each, increasing by Tk 104 on the day due mainly to investors’ buying spree. The share prices of Aamra Network, which were issued at Tk 39 each, increased by 258.97 per cent to Tk 138.40 on its debut on October 2 last year and subsequently rose to Tk 144.5 in the fourth trading session of the scrip at the DSE. The share prices of Nahee Aluminum Composite Panel Ltd on its debut on December 24 last year shot up by 812 per cent when the market was sluggish. During the first half of FY18, the market witnessed an upward trend, hitting record highs several times that encouraged more companies to float shares in the capital market, officials of the Bangladesh Securities and Exchange Commission said. Fund raising through IPO was sluggish in FY17 due mainly to the stricter public issue rules that were amended in December 2015. BLEAK PROSPECT FOR KPM The prospect of Karnaphuli Paper Mill (KPM) seems to be bleak even after a large-scale overhauling of the state-owned industry, finds an official inspection. The paper mill underwent a Balancing, Modernisation, Rehabilitation and Expansion (BMRE) four years ago, but its performance did not improve rather deteriorates further both in volume and quality, said an IMED report. As a result, the mill is forced to sell its products below the production cost which leads to gradually increase its loss burden. The mill has now been closed temporarily and is on the verge of permanent closure, the report added. The government spent Tk 181.56 crore to procure new machinery including washing, bleaching and chemical plants, air compressor, oxygen system, paper mills, boiler etc to make the 64-year old mill a modern one. Prior to the BMRE, the mill’s production capacity was 30,000 tonnes a year and actual annual production was 24,000 tonnes which has now come down to 6,776 tonnes. Implementation monitoring and evaluation division of the ministry of planning prepared the assessment report four years after the BMRE in 2014. It revealed that there is a huge gap between the average price of finished product and average production cost of paper.

In its report, IMED apprehended that the production cost of the mill may go up again because of unoplanned hike in power and gas tarrifs. At the same time, the mill runs the risk of closure because of raw materials shortage. It found that increasd price of raw materials shot up losses of the state-owned mill and at the same time demand of paper produced in the mill is also on the decline with the entry of modern mills in private sector. The BMRE actually contributed very little to modernization of the mill because it was done on the basis of a 1996 plan, while the project work started in 2007. “A technological project that was deemed realistic in 1996 may not be realistic in 2007, which has been the case of Karnaphuli paper mill,” the IMED report said. The mill officials hoped to increase the production as the industry also underwent two major reforms like installation of boiler and power station after the BMRE. IMED still thinks that the mill can see a turn around because of its location beside the Karnaphuli river and hilly areas which may facilitate low-cost transport and availability of raw materials. Currently, the mill procure every tonne pulp at Tk 70,000 to Tk 80,000, but it might fall to Tk 50,000 to Tk 60,000 once the mill goes into pulp production utilizing its vast forestland. IMED made an observation that any industry aged over 20 years should not see BMRE, saying that it is not economically viable to run an industry to produce 5,000 to 7,000 tonnes paper a year. BSEC FORMS BODY TO PROBE 'UNUSUAL' PRICE HIKE OF STOCKS The securities regulator has formed an one-member enquiry committee to probe into the 'unusual' and 'suspicious' transactions conducted by Commerce Bank Securities and Investment Limited. The committee has been asked to submit its report within seven working days. According to a news published on the website of Dhaka Stock Exchange (DSE) on Thursday, the company conducted unusual and suspicious transactions in favor of its clients and related parties. Commerce Bank Securities and Investment, a DSE TREC (trading right entitlement certificate) holder, executed unusual and suspicious transactions on the shares of Monno Ceramic Industries, Monno Jute Stafflers, and some other companies. An official at the Bangladesh Securities and Exchange Commission (BSEC) said the regulator has laid special importance on the investigation. "That's why, the enquiry committee has been asked to submit its report within one week," he said. Monno Ceramic Industries displayed a sharp rise in market price during May 30 to June 21, 2018. The company's share trading closed at Tk 153.10 each on May 30 last. Later, the company's market price rose 79.03 per cent or Tk 121 each in 13 sessions as of Thursday. In response to a DSE query dated May 29 last, the company, however, informed that there was no undisclosed price sensitive information for the unusual price hike. On Thursday, the share trading of Monno Ceramic closed at Tk 274.10 each with a rise of 8.73 per cent or Tk 22. On the day, the company was in the chart of DSE's top 10 gainers. Analysts said investors were putting fresh funds in stocks pinning their hopes on the news that the deposit and lending rates of banks would be slashed with effect from July 01. Bangladesh Association of Banks (BAB), a platform of bank owners, announced on Wednesday cuts in interest rates to boost investments in the country. The banks will not charge more than 9.0 per cent in interest on loans. They will also offer a maximum interest rate of 6.0 per cent on three-month deposits. "Investors reacted positively to the news as the move would help increase fund flow in the capital market to some extent," said an analyst at a leading brokerage firm. The Finance Minister's latest move regarding banks' capital market exposure also boosted investors' confidence in the market, he said. Recently AMA Muhith sent a letter to the Bangladesh Bank (BB) governor asking him to redefine the banks' capital market exposure. He also asked the BB to increase the investment capacity of the Investment Corporation of Bangladesh (ICB). Both of them were the longstanding demands of the capital market stakeholders. The week saw four trading sessions as the market remained closed on Sunday, the first day of the week, due to Eid-ul-Fitr holidays. Of them, the first session saw mild correction and the last three sessions an upward trend. Week-on-week, DSEX, the prime index of the Dhaka Stock Exchange (DSE), went up by 76.54 points to settle at 5,441. According to EBL Securities, the news on banks' interest rate cut kindles hopes among the investors that lower deposit rates would help bring more investments in the capital market. The stockbroker International Leasing Securities noted that lucrative price levels and upbeat market tempted the sidelines investors to inject fresh funds into stocks, taking the average turnover to the highest level in 2018. "The investors' appetite for large-cap stocks, especially in telecom, financial institution, engineering and fuel & power sectors contributed sharply to the upswing in indices," said the stockbroker. Two other indices of the DSE also closed higher. The DS30 index, comprising blue chips, gained more than 23 points to settle at 1,981. The DSE Shariah index advanced 25 points to close at 1,263. The Chittagong Stock Exchange (CSE) also closed higher with the CSE All Share Price Index - CASPI - advancing 281 points to settle at 16,786. The Selective Categories Index - CSCX - also rose 176 points to close at 10,156. The total turnover on the DSE rose to Tk 26.57 billion in the week, registering an increase of 102 per cent, from Tk 13.15 billion in the week before. The daily turnover averaged Tk 6.64 billion, which was more than 51 per cent higher than the previous week's Tk 4.38 billion. The pharmaceuticals sector dominated the turnover chart, grabbing 17 per cent of the week's total transactions. It was followed by the engineering sector with 14 per cent and pharmaceuticals 13 per cent. The DSE market capitalisation surged 2.07 per cent. On the opening day of the week the figure was Tk 3,799 billion. But it rose to Tk 3,877 billion on Thursday before the weekend. UNITED POWER NOW FOURTH LARGEST MARKET CAP CO The United Power Generation & Distribution Company witnessed a steady growth in its net profit and emerged the fourth largest market cap listed company. The power generation company's total market capitalisation surpassed US$ 1.0 billion recently. It stood at Tk 109 billion (approximately US$ 1.30 billion) on Thursday. The fourth largest market-cap listed company of the Dhaka Stock Exchange (DSE) is preceded by Grameenphone with Tk 517 billion, Square Pharmaceuticals Tk 209 billion and British American Tobacco Company Tk 207 billion. The power sector company's total sales of electricity stood at 950.36 million kWh with an average capacity utilisation of 76 per cent in Fiscal Year (FY) 2016-17. "This is quite remarkable considering the "low gas pressure" situation the power plants suffered during the peak season, especially at the DEPZ Plant," said the company's chairman Md. Abdul Mubeen in its latest annual report. Total revenue of the company stood at Tk 5.74 billion for the year ended on June 30 2017 on account of sale of electricity. "Sales to private customers more than doubled during the same period," said Mr. Mubeen. The company maintained a healthy gross profit margin of 70 per cent. It cascaded into a resultant net profit of Tk 4.17 billion, nearly 11 per cent higher than that of the previous 12 months, he said. "United Power is now a completely debt-free company," Mr. Mubeen stated. Total equity of the company reached Tk 14.96 billion bolstered by retained earnings growth of 38 per cent compared to the last reporting period. Shareholders' value addition has been adequately reflected in the market capitalisation growth of nearly 25 per cent at the end of FY 2016-17. The share price of the power generation company closed at Tk 262.80 on Thursday at the Dhaka bourse. The company's share price showed sharp rise in recent weeks after a report published in the media. The report says the "United Power is purchasing three power plants of the group". However, the company replied to a DSE query that the board of directors in principle has not taken any decision in this regard till date. United Power, which was listed with the Dhaka bourse in 2015 under the book building method, disbursed 90 per cent cash and 10 per cent stock dividends for the year ended on June 30, 2017. The company's paid-up capital is Tk 3.99 billion, authorised capital Tk 8.0 billion and the total number of securities 399.24 million. Sponsor-directors own 90 per cent stake in the company and institutional investors 5.77 per cent and the general investors 4.23 per cent as of May 31, 2018. The company's earnings per share (EPS) for nine months from July 2017 to March 2018 stood at Tk 8.41 against Tk 8.05 for the corresponding period of the previous fiscal. In the nine months of the current fiscal, the company's total revenue stood at Tk 4.54 billion and the company made a profit of Tk 3.35 billion (un-audited). The company's earnings per share (EPS), however, declined for January-March, 2018 quarter compared to same period of the previous year. The company reported its revenue worth above Tk 3.27 billion for 2016-17 against the revenue worth above Tk 3.13 billion in 2015-16. The revenue was above Tk 2.76 billion in 2014-15, above Tk 2.67 billion in 2013-14 and above Tk 2.31 billion in 2012-13. The price pressure that the industry faced in the wake of UK triggering the Brexit process and unsettled European economy was much more expected in FY 2016-17, Asif Moyeen, managing director of the FEKDI, explained in the annual financial statement. "Nevertheless, a healthy profit of above Tk 349.48 million was recorded in 2016-17," he said, adding that the company continued to be in a very healthy financial position. "We will continue to put all our efforts to ensure that it continues and also to ensure a steady growth in sales and profit to provide a solid shareholder value," Moyeen added. The cost of goods sold rose to above Tk 2.60 billion in 2016-17 as against over Tk 2.36 billion in 2015- 16. The company's office and administrative expenses, however, decreased to Tk 242.81 million in 2016- 17 from Tk 255.69 million in the previous FY. The company's return on assets (ROA) gradually rose from 4.92 in 2013-14 to 8.01 in 2016-17, reflecting the management efficiency.
