Special Agent Erroll G. Southers (Fmr.) Federal Bureau of Investigation Los Angeles, CA Special Agent Erroll Southers (Fmr.) began his law enforcement career as an officer with the Santa Monica Police Department in California. He served as a gang investigator, field training officer, and Crime Impact Team member. In 1984, he joined the Federal Bureau of Investigation as a special agent in the San Diego office, where he conducted counterintelligence/terrorism investigations and served on the Special Weapons and Tactics (SWAT) Team. In 1993, he became the Executive Director for the City Manager of Long Beach, California, and led the Youth, Education, and Community Services Unit as well as the Citizen Police Complaint Commission. In 2004, he was appointed by California Gov. Arnold Schwarzenegger to the Office of Homeland Security and was responsible for post-9/11 counterterrorism policy initiatives and projects to protect the critical infrastructure of the state. In 2007, he became Assistant Chief of the Los Angeles World Airports Police Department and led counter-terrorism and security operations over the four airports under his jurisdiction. Southers left law enforcement in 2010. He is currently a Professor of National and Homeland Security and specializes in Homegrown Violent Extremism Studies at the University of Southern California. He is an adjunct subject matter expert for the RAND Corporation and the author of Homegrown Violent Extremism. He holds a bachelor’s degree from Brown University, and both master’s and doctoral degrees in public policy from the University of Southern California. Amid a rise in violent antisemitism, and in the wake of the deadly white nationalist rally in August 2017 in Charlottesville, VA, USC Shoah Foundation launched Stronger Than Hate, an initiative that draws on the power of testimony to help students recognize and counter hate. By May 2018, the White House and Homeland Security began their policy of family separation, putting young children of immigrants in cages to the horror of much of the American public. The Center for the Study of Immigrant Integration (now the Equity Research Institute) began leveraging resources, holding Town Halls, and publishing articles to alert the USC and broader community of these atrocities and the vulnerabilities of our own DACA and undocumented students, colleagues, and neighbors.

Panelist Biographies Opening Presentation: 9 Principles of Policing: Dr. Ernest Uwazie, Chair/Professor of Criminal Justice Department, CSUS Ernest E. Uwazie holds both the BA (1984) and MA (1985) in Criminal Justice from St Edward's University, Austin, Texas, and a Ph.D. degree (1991) in Justice Studies from Arizona State University, Tempe, Arizona, with a specialization in comparative (African) justice and conflict resolution. He is a Professor and Chair of Criminal Justice, and Director/Founder of the Center for African Peace & Conflict Resolution (since 1996) at California State University, Sacramento, USA. He teaches courses on comparative justice, dispute resolution and restorative justice, minorities and justice, and the justice system and community; he is a renowned ADR (Alternative Dispute Resolution)/mediation trainer, practitioner, scholar and system designer. These rules have historically been reserved to ensure proper deliberation and consideration on the most important issues facing the nation. Recently, however, the Republican Party embraced these obstructionist tactics to subvert progressives so much that they have rendered the government dysfunctional.1 This report is intended as a guide to understanding obstruction in the Senate. The vessels are the USNS Gilliland, USNS Gordon, USNS Shughart and USNS Yano. The Gilliland and Gordon are scheduled to be turned over to Patriot on January 27, in Philadelphia. The vessels will remain there until March when they sail to their new homeport of Jack- sonville, Florida. The Shughart and Yano will be turned over by the end of Febru- ary at their homeport of Violet, Louisiana, near New Orleans. Patriots contract for the vessels is performance based and runs for one year with four one-year options. SUP members interested in working in these ships, which require special training, should contact the Branch Agents or the SUP Vice President. Patriot also bid on seven other LMSRs (Benavidez, Brittin, Bob Hope, Fisher, Mendonca, Pililaau, Seay) but MSC awarded them to American Overseas Marine, the incumbent operator. Between 1999 and 2004, Patriot operated all the LSMRs men- tioned in this article. The APL Turquoise pictured entering New York is a 4,468 teu containership built in Japan in 1996. She has a length overall of 964 feet with a beam of 105 feet.

Law enforcement and homeland security experts, including those on the Blue Ribbon Panel, agree that LAX continues to be a high level terrorist target in the Los Angeles region. That realization was the impetus for this comprehensive review of counte1ierrorism capabilities, law enforcement operations, ±ire operations, emergency management, and infmmation technology at LAX. The review by the Blue Ribbon Panel identified several key issues that should be addressed to enhance public safety at LAX. The Blue Ribbon Panel sought to provide those departments responsible for various aspects of security with a blueprint for improved safety and security at LAX by making detailed recommendations. The Blue Ribbon Panel is confident that the City of Los Angeles is capable of realizing the necessary changes at LAX in a timely and efficient mamwr. lt has been an honor for each of us to serve as members of the Blue Ribbon Panel. We have spent approximately 2,000 hours evaluating security issues at LAX and preparing a report that reflects the consensus of the panel members. Our efforts included weekly meetings, hundreds of interviews, and review of numerous documents.
